International Extension and Public Alert System

• The International Extension and Public Alert System (IEPAS) program engages in research and undertakes projects to improve rural and remote communication of meteorological information. Primary support for the program is provided by the USAID Office of Foreign Disaster Assistance (OFDA) within its Bureau for Democracy, Conflict and Humanitarian Assistance. Funding is provided through an inter-agency agreement with the NOAA National Weather Service (NWS) International Activities Office (IAO).

• To accomplish its mission, IEPAS engages in the development of communication tools, provides training, and manages of pilots and quasi-operational systems. The program works in parts of Africa, Asia, Pacific, and Central America and Caribbean.

Collaborative Programming

• Three Organizations discover a common area of interest through MCIP’s Pacific Endeavor program.

• Shared Objectives: Not only pre-position devices but use them to support daily activities.

• Planned and natural collaborative result begins to meet objective to minimize loss of life in the event of natural disasters.

Interim Results• In 2012, IEPAS received immediate messages from the South Pacific

with news that a typhoon had hit, and with details about their immediate condition and needs.

• In 2012, Pacific Endeavor for the first time planned table top exercises assuming some communication would be in place at all times during a natural disaster due to efforts such as those of NZ Red Cross and NWS.

• Three Organizations discover a common objective through MCIP’s Pacific Endeavor program and continue to grow the collaborative effort through programs and networks.
