Description of Nature, Purpose and Beneficiaries of Project Installation of a Compressed Natural Gas (CNG) Fueling Station to take the "off gases" from existing waste water treatment plant on Jensen Ave. Clean up and compress "off gases" into CNG Fuel. Then load Clean CNG fuel into trailers. Deliver this Fuel to the Helm PG & E injection facility into the pipline.From there the PG & E pipeline will transport the fuel to be used in the City of Fresno Transit Bus System located at the Municipal Bus Yard.

THE PROJECT DESCRIBED HEREIN IS DETERMINED TO BE CATEGORICALLY EXEMPT FROM THE PREPARATION OF ENVIRONMENTAL DOCUMENTS

PURSUANT TO ARTICLE 19 OF THE STATE CEQA GUIDELINES.

PROJECT LOCATION: 5607 West Jensen Avenue; Located on the south side of West Jensen Avenue between the South Hayes Avenue alignment and South Polk Avenue (APN: 327-030-24T)

PROJECT DESCRIPTION: The applicant is proposing a Letter of Intent between the City of Fresno and Colony Energy Partners regarding the sale of biomethane from the City's Wastewater Treatment Plant. The project also includes the establishment of a CNG Compression station at the existing facility. The project area will be less than 2,000 square feet. See attached Exhibit A for project location. The proposed project will require a development permit.

This project Is exempt under Sections 15301 (Class 1/Existing Facilities) of the California Environmental Quality Act (CEQA) Guidelines.

EXPLANATION:

Section 15301 of the CEQA Guidelines exempts, from the provisions of CEQA, projects consisting of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. This includes existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.

The proposed project includes the alteration of the existing site to accommodate the CNG Compression station, which will occur on the site within an area of less than 2,000 square feet. This additional use involves negligible expansion of the existing wastewater treatment facility. None of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project. Furthermore, the proposed project is not expected to have a significant effect on the environment. Accordingly, a categorical exemption, as noted above, has been prepared for the project
