A - INVITATION TO BID Sealed Proposals will be received by the Lowndes County School District in the Board Room of the Lowndes County Board of Education offices, 1592 Norman Drive, Valdosta, Georgia 31601, on May 11, 2021 until 2:00 p.m., prevailing time, for the project entitled “New Lowndes High School Furniture, Furnishings and Equipment”. At the time and place noted above, the proposals for the above referenced project will be publicly opened and read. No extensions of the bidding period will be made. Proposals submitted by mail or courier should be addressed to the Lowndes County Board of Education, 1592 Norman Drive, Valdosta, Georgia 31601, and should be plainly marked as indicated in the Instructions to Bidders. Bid Documents and Addenda are available in electronic format and can be viewed and downloaded from the Georgia Procurement Registry at https://ssl.doas.state.ga.us/gpr. Bid Documents and Addenda can also be viewed and downloaded from the Lowndes County Schools website by accessing the “Purchasing” link at www.lowndes.k12.ga.us. Furniture, Furnishings, and Equipment Gentlemen: 1. Having carefully examined the Bid Documents entitled “New Lowndes High School

Furniture, Furnishings and Equipment, dated April 9, 2021, and Addendum No.(s)____________________ as well as the premises and conditions affecting the Work, the undersigned proposes to furnish all services, labor, equipment, products and materials called for by them for the entire Work, in accordance with said documents, for the sum of _______________________________________________________

($___________________________________________________) DOLLARS which sum is hereinafter called the Base Bid.

2. Not used 3. For and in consideration of the sum of $10.00, the receipt of which is hereby

acknowledged, the undersigned assumes the obligation to save the Owner and the Architect harmless and to indemnify the Owner and Architect for every expense, liability or payment arising out of or through injury (including death) to any person or persons or damage to property of any persons of any place in which work is located arising out of or suffered through any act or omission of the Vendor, any of the Vendor’s subcontractors or suppliers, or anyone either:

(1) directly or indirectly employed, by or (2) under the supervision or any of them in the prosecution of the work included in this contract.

4. For and in consideration of the sum of $20.00, the receipt of which is hereby

acknowledged, the undersigned agrees that this proposal may not be revoked or withdrawn after the time set for the opening of bids, but shall remain open for acceptance for a period of thirty-five (35) days following such time.

5. In case he be notified in writing by mail, telegraph, or delivery of the acceptance of this

proposal within thirty-five (35) days after the time set for the opening of bids, the undersigned agrees to execute within ten (10) days a contract, AIA Document A151 –

2019 Agreement Between Owner and Vendor for Furniture, Furnishings and Equipment, as Modified, for the Work for the above stated compensation and at the same time to furnish and deliver to the Owner a separate Performance and Payment Bond, each in an amount equal to 100% of the contract sum.

6. The undersigned agrees to commence Work with an adequate force and equipment

upon written order of the Owner. Initial Work will include all activities required to acquire furniture, furnishings and equipment (FF&E) including, but not limited to submittals, acquiring approvals, ordering, storing if necessary, and any other activities required to have FF&E ready for installation/placement upon notification to commence with install/placement. In accordance with the current construction schedule, on, or around October 18, 2021, the construction of the new high school facility will be declared substantially complete and the successful Bidder will receive a second notification that installation and placement procedures for the FF&E package may commence. The entire FF&E package shall be installed/placed and the Project shall be complete and turned over to the Owner not later than 6 weeks after the Vendor is notified to proceed with installation/placement.

For each calendar day beyond the established completion date that the work remains incomplete (completeness will be determined by the Architect in accordance with the terms of the contract) the Vendor shall pay the Owner the sum of $250.00 per day as actual damages to the Owner for the Owner being unable to obtain possession and use of the premises at the site. The Vendor hereby acknowledges that time is of the essence and in this contract is a material consideration thereof.

7. Enclosed herewith is a Bid Bond in the amount of 5% of the Base Bid ____________________________________________DOLLARS ($___________). The undersigned agrees that the above stated amount is the proper measure of liquidated damages which the Owner will sustain by the failure of the undersigned to execute the contract and/or to furnish the Performance and Payment Bonds from the undersigned or any of his qualifying subcontractors. The obligation of the Bid Bond will remain in full force and effect and the money payable hereon shall be paid into the funds of the Owner as liquidated damages for such failure; otherwise, obligation of the bond will be null and void.

8. If this bid is accepted within thirty-five (35) days after the date set for the opening of bids

and the undersigned fails to execute the contract within ten (10) days after written notice of such acceptance or if he fails to furnish both Performance and Payment Bonds, the obligation of the Bid Bond will remain in full force and effect and the money payable thereon shall be paid into the funds of the Owner as liquidated damages for such failure; otherwise, obligation of the bond will be null and void.

9. The bidder submits the following statement of bidder's qualifications (Appendix A) for

consideration of the Owner.

10. By signing this Bid Form, the bidder acknowledges that the information which is requested under the statement of qualifications is for the Owner’s use for the purpose of evaluating the prior performance of the contractor in order to assist the Owner in making a decision for the award of the work represented in this bid package; and that the Owner is authorized by the bidder to gather information about the bidder and to use that information, at the Owner’s discretion, in evaluating the this proposal and making a decision as to the award of the work. Further, the bidder herewith acknowledges that the Owner reserves the right to reject any or all bids and to waive technicalities, and informalities. Further, the contractor acknowledges that the owner reserves the right to award the work at the owner’s discretion, as the owner determines may be in the owner’s best interest.

11. By submitting this Bid, the Bidder represents the following:

a. the Bidder has read and understands the Bidding Documents; b. the Bidder understands how the Bidding Documents relate to other

portions of the Project, if any, being bid concurrently or presently under construction;

c. the Bid complies with the Bidding Documents; d. the Bid is based upon the materials, equipment and systems required by

the Bidding Documents without exception, such that all furniture, furnishings and equipment included in this bid are either Basis-of-Design, as specified, or comparable substitute furniture, furnishings and equipment as approved and issued by addendum(a);

e. the Bidder has visited the site, become familiar with local conditions under which the Work is to be performed, and has correlated the Bidder’s observations with the requirements of the Proposed Contract Documents;

f. the Bidder has read and understands the provisions for liquidated damages set forth in the form of Agreement between the Owner and Vendor.

12. The bidder is advised that in the event of a tie bid in which two (2) or more bidders

offer, at identical prices, products that meet all specifications, terms, and conditions of the bidding documents, State of Georgia statutes provide three (3) preferences which shall be used to resolve tie bids whenever applicable: (1) preference for products manufactured or produced within the State of Georgia; (2) preference for products sold by local bidders/offerors within the State; (3) preference for products manufactured or sold by small business. If these statutes are insufficient to resolve the tie, the following will be considered in the order listed:

(1) Past performance of bidders (2) Earliest delivery date (3) Closest proximity to delivery site (4) Flip a coin

SECTION C – INSTRUCTIONS TO BIDDERS C-1

C INSTRUCTIONS TO BIDDERS C-01 BASIS OF CONTRACT

See Invitation to Bid and Proposal Form. C-02 BID SECURITY

See Invitation to Bid and Proposal Form. C-03 INTERPRETATIONS

No oral interpretation will be made to bidders as to the meaning of the bidding documents. Requests for clarification or interpretation of bidding documents must be made in writing to the Architect not later than ten (10) days prior to the date set for receipt of the bids, and failure on the part of the successful bidder to do so shall not relieve him as vendor/contractor of the obligation to execute such work in accordance with a later interpretation by the Architect. All interpretations made to bidders will be issued in the form of addenda to the Bidding Documents. These addenda will be available as stated in the Invitation to Bid.

C-04 PROPOSALS

a. Proposals will be opened and read as stated in the Invitation to Bid.

b. All bids must be submitted in duplicate, on the same form as the specimen shown in Section B and must be signed. All blanks on the proposal form must be filled in. Upon request, three loose copies will be furnished bidders for their use. Numbers shall be written in English words and in Arabic numerals, and the completed form shall be without interlineation, alteration or erasure. Failure to submit a proposal in the form requested or the inclusion of any condition, alternate limitation or provision not called for will render the bid irregular and shall be considered sufficient cause for rejection of a bid. Failure to complete entries in all blanks in the proposal form shall be considered sufficient cause for rejection of a proposal.

c. Proposals are to be addressed to the Owner at the address shown in the Advertisement for Bids and must be enclosed in an opaque, sealed envelope marked "Proposal for New Lowndes High School - Furniture, Furnishings and Equipment". Bids are to reach the address designated in the Advertisement for Bids not later than the hour and date named in the Invitation to Bid. After that time, no bids will be accepted.

d. Proposals together with the full bid security accompanying same may be withdrawn by bidders prior to the time set for official opening. After the time has been called, no bid may be withdrawn for a period of the number of days indicated in the Proposal Form, after the time and date of opening. Negligence or error on the part of any bidder in preparing his bid confers no right of withdrawal or modification of his bid after time has been called.

e. Bidder shall bear all costs associated with preparation of Bid.

C-05 EXISTING CONDITIONS

In undertaking the work under this contract, the Bidder is assumed to have visited the premises

and to have taken into consideration all conditions which might affect his work. No consideration will be given any claim based on lack of knowledge of existing conditions except where existing conditions are such as cannot be readily ascertained.

requested and received by addendum(a) clarifications and/or changes in the contract documents in connection with ambiguities, inconsistencies, coordination, errors and omissions and has included the cost of ambiguities, inconsistencies, coordination, errors and omissions (except covered existing conditions) in the contractor's proposal for the work.

C-07 SAFETY AND SOUNDNESS

The bidder acknowledges that he possesses and maintains all the knowledge, skill and

experience necessary to perform the work of this project and will provide all of the labor, plant and material necessary to perform the work of this project and that the cost of all of the knowledge, skill, experience, labor, plant and material necessary to produce the work of this project is included in the bidder’s proposal, including, but not limited to, the specific requirements of the work.

C-08 MEANS, METHODS, TECHNIQUES, SEQUENCES, TIMING AND COORDINATION

The bidder acknowledges that he is responsible for and will provide all necessary means,

methods, techniques, sequences, timing, and coordination to diligently and orderly perform the work in accordance with the contract documents and that the cost of the bidder providing all necessary means, methods, techniques, sequences, timing and coordination to diligently and orderly perform the work in accordance with the contract documents is included in the bidder’s proposal.

C-09 DUE DILIGENCE, DISCOVERY

The bidder acknowledges that he has exercised due diligence in connection with the discovery

of ambiguities, inconsistencies, coordination, errors and omissions in connection with the contract documents of this work and has included the cost of ambiguities, inconsistencies, coordination, errors and omissions (except covered existing conditions) in the contractor’s proposal for the work. C-10 Whenever the terms “Contractor” and “Vendor” are used throughout the Project Manual, these terms are interchangeable and shall refer to the same entity. C-11 CONTRACT FORM AND BONDS

The bidder’s attention is directed to Section B, Proposal Form. C-12 AWARD

The contract documents require that the surety and insurance companies be acceptable to the Owner. See Project Manual Section D, paragraph entitled "Contractor's Minimum Liability Insurance, Owner's Liability Insurance, Fire Insurance with Extended Coverage" for requirements for insurance company and paragraph entitled "Guaranty Bonds" for requirements for bonding company. To avoid inconvenience, any bidder or subcontractor should get in touch with the Owner to determine whether the surety or insurance companies expected to be used on the work are acceptable to the Owner. C-14 CONTRACTOR/VENDOR For the purposes of this Project and the Contract Documents, whenever the terms “Vendor” and “Contractor” are used, they are used interchangeably and refer to the entity with which the Owner will contract to perform this Project. C-15 OWNER

Wherever the term "Owner" is used in these specifications, it refers to Lowndes County School District. C-16 ARCHITECT

Wherever the term "Architect" is used in these specifications, it refers to McCall & Associates, Inc., 3308 Country Club Road, Valdosta, Georgia, 31605. C-17 MATERIALS

All materials used in the work shall be new unless specifically specified otherwise. C-18 MEASUREMENTS AND DIMENSIONS

Before ordering materials or doing work which is dependent for proper size of installation upon coordination with building conditions, the contractor shall verify all dimensions by taking measurements at the building site. Any discrepancies between contract documents and conditions existing at the site shall be referred to the Architect for adjustment before any work affected thereby is begun. C-19 COOPERATION

The contractor and all subcontractors shall cooperate with one another and with other contractors doing related work, and shall coordinate their work with the work of other trades and other contractors so as to facilitate the general progress of the work. Each trade shall afford all other trades and all other contractors every reasonable opportunity for the installation of their work and for the storage of their materials. C-20 CODES

SECTION C – INSTRUCTIONS TO BIDDERS C-4

All materials, construction and activities required of the Work of this Contract shall conform to the requirements of all building codes and sanitary laws in effect in the City and/or County in which the Work is performed. The Contractor shall obtain and pay for all necessary permits, inspections, tests and insurance required by law. C-21 SUBMISSION OF INSURANCE POLICIES, ETC.

In addition to the execution of the contract and the Bond requirements as set forth in these specifications, the successful contractor shall also submit to the Architect the following according to the schedule shown below:

a. At the same time that he submits all Performance and Payment Bonds to the Architect, the contractor shall also submit to the Architect all insurance certificates and policies as called for by the general conditions covering all work of the contractor's forces.

b. Within ten (10) days after Notice to Proceed with his proposal, the contractor shall submit to the Architect for his approval a separate ORIGINAL COST BREAKDOWN for the work.

c. Within 10 days of the Notice to Proceed the Contractor shall submit to the Architect a progress schedule for the entire project. Prepare schedule shall clearly show when each phase of the work will occur. C-22 SPECIAL NOTE

a. All samples, insurance policies, bonds, payment requisitions, etc., shall be submitted to McCall & Associates, Inc., 3308 Country Club Road, P. O. Box 5146, Valdosta, Georgia 31603.

b. All inquiries to the Architect during bidding and construction shall be directed to John M. McCall at [email protected]. C-23 SAFETY AND HEALTH REQUIREMENTS

The Contractor, by signing the contract, acknowledges that he is aware of and familiar with the contents and requirements of the following acts and executive orders:

1. High Voltage Act - Georgia Law 1960. PP. 181-183. 2. Underground Gas Pipe Law - Georgia Law 1969, PP. 50-57. 3. Williams Steiger Occupation Safety and Health Act of 1970. 4. The non-discrimination clause contained in Section 202 Executive Order 11246 as amended by Executive Order 11375 relative to Equal Employment Opportunity for all persons without regard to race, color, religion, sex, or national origin and the implementing rules and regulations described by the Secretary of Labor are incorporated.

1.1 DEFINITIONS

A. Procurement Substitution Requests: Requests for changes in products, materials, and equipment from those indicated in the Bid and Contract Documents, submitted prior to receipt of bids.

B. Requests for changes in products, materials and equipment received after award of Project will NOT be considered.

1.2 PROCUREMENT SUBSTITUTIONS

A. Procurement Substitutions, General: By submitting a bid, the Bidder represents that its bid is based on either Basis-of-Design FF&E described in the Bidding Documents, or approved comparable FF&E issued by Addendum.

B. The burden of proving acceptability of a proposed product for use in place of a Basis-of-Design product or products designated in the Bidding Documents rests solely on the party submitting request for approval.

C. There will be no fabric substitutions.

D. A proposed comparable product must meet or exceed all express requirements of the Basis-of-Design Product including elements such as style, durability, colors, fabric, textures, materials, dimensions, warranty requirements, weight restrictions/limits, etc. A product will be approved as “comparable” only if it is determined by the Architect to be equal or better than the Basis-of-Design Product. A product proposed as “equal” or “better” shall only be considered as such if extremely similar in design, detailing, and other key elements identified by these specifications.

1.3 SUBMITTALS

A. Procurement Substitution Request must be made in writing to the Architect and must be in compliance with the following requirements:

1. Requests for substitution of a proposed comparable product or products to those specified will be considered only if received no later than 10 days prior to date set for bid opening.

2. Proposed substitutions will only be considered from manufacturers listed on Basis of Design spec sheets for corresponding Basis-of-Design product.

3. Submittal Format: Submit three copies of each written Procurement Substitution Request following the format listed below.

a. Clearly identify the product to be replaced in each request. Include related Specifications Sections.

b. Provide complete product specifications and other pertinent documentation on both the product specified and the proposed substitute, including the following information for the Architect’s use in comparing products:

2) Copies of current test data/reports of product characteristics from reputable independent third-party testing laboratories

3) Verified experience records demonstrating the reputation of the proposed product with previous users

4) Confirmation from manufacturer that they can meet the schedule indicated in the Bidding Documents.

5) Evidence of reputation of the manufacturer for efficiency in servicing its products. Evidence shall include verified experience records which demonstrate the reputation of the manufacturer to provide prompt and experienced service technicians.

6) Point-by-point, detailed comparison of the specified product and proposed comparable product listing the ways in which the proposed comparable product, material or equipment submitted for consideration compares to the product, material or equipment specified in the Bidding Documents. Point-by-point comparison should include at least the following features and should specifically point out the similarities and differences:

a) Style b) Durability c) Colors d) Textures e) Materials f) Dimensions g) Warranty requirements h) Weight restrictions/limits i) Other

7) Provide certification by manufacturer that the proposed substitute product is equal to or superior to the Basis-of Design product listed in the Bidding Documents, and that its in-place performance will be equal to or superior to the product or equipment specified for the application indicated.

8) Bidder, in submitting the Procurement Substitution Request, waives the right to additional payment or an extension of Contract Time because of the failure of the substitute product to perform as represented in the Procurement Substitution Request.

9) It is imperative that these instructions be followed. Submittal of products of inferior quality and/or different style, durability, colors, textures, materials, warranty requirements, weight restrictions/limits, etc., will not be considered. If the

C. If a Bidder submits a bid which includes an approved comparable product, that bidder’s bid package must also include all above-required submittal data for the approved comparable product.

E. If a Bidder submits a bid which includes a product that is neither a Basis-of-Design product as specified nor an approved comparable product, his bid will be considered non-responsive.

1.5 SUBMITTAL PROCEDURES

2. All submittals will be digital except samples. All samples shall be delivered to the Architect’s office.

B. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.

1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.

2. Submit all submittal items required for each Specification Section concurrently unless partial submittals for portions of the Work are indicated on approved submittal schedule.

3. Submit action submittals and informational submittals required by the same Specification Section as separate packages under separate transmittals.

C. Processing Time: Allow time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Architect's receipt of submittal. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.

1. Initial Review: Allow 15 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Architect will advise Contractor when a submittal being processed must be delayed for coordination.

2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.

3. Resubmittal Review: Allow 15 days for review of each resubmittal. 4. Sequential Review: Where sequential review of submittals by Architect's consultants,

Owner, or other parties is indicated, allow 21 days for initial review of each submittal.

D. Resubmittals: Make resubmittals in same form as initial submittal.

1. Note date and content of previous submittal. 2. Note date and content of revision in label or title block and clearly indicate extent of

revision. 3. Resubmit submittals until they are marked with approval notation from Architect's

action stamp.

E. Distribution: Furnish copies of final submittals to manufacturers, subcontractors, suppliers, fabricators, installers, authorities having jurisdiction, and others as necessary for performance of construction activities. Show distribution on transmittal forms.

F. Use for Construction: Retain complete copies of submittals on Project site. Use only final action submittals that are marked with approval notation from Architect's action stamp.

1.6 SUBMITTAL REQUIREMENTS

A. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. If information must be specially prepared for submittal because standard published data are unsuitable for use, submit as Shop Drawings, not as Product Data.

2. Mark each copy of each submittal to show which products and options are applicable. 3. Include the following information, as applicable:

a. Manufacturer's catalog cuts. b. Manufacturer's product specifications.

5. Submit Product Data before Shop Drawings, and before or concurrent with Samples.

B. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data unless submittal based on Architect's digital data drawing files is otherwise permitted.

1. Preparation: Fully illustrate requirements in the Contract Documents. Include the following information, as applicable:

a. Identification of products. b. Schedules. c. Compliance with specified standards. d. Notation of coordination requirements. e. Notation of dimensions established by field measurement. f. Relationship and attachment to adjoining construction clearly indicated. g. Seal and signature of professional engineer if specified.

2. Sheet Size: Except for templates, patterns, and similar full-size Drawings, submit Shop Drawings digitally formatted on sheets at least 8-1/2 by 11 inches, but no larger than 30 by 42 inches.

C. Samples: Submit Samples for review of kind, color, pattern, and texture for a check of these characteristics with other materials.

1. Transmit Samples that contain multiple, related components such as accessories together in one submittal package.

2. Identification: Permanently attach label on unexposed side of Samples that includes the following:

a. Project name and submittal number. b. Generic description of Sample. c. Product name and name of manufacturer. d. Sample source. e. Number and title of applicable Specification Section.

a. Samples that may be incorporated into the Work are indicated in individual Specification Sections. Such Samples must be in an undamaged condition at time of use.

b. Samples not incorporated into the Work, or otherwise designated as Owner's property, are the property of Contractor.

6. Samples for Initial Selection: Submit manufacturer's color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available.

a. Number of Samples: Submit Three full set(s) of available choices where color, pattern, texture, or similar characteristics are required to be selected from manufacturer's product line. Architect will return submittal with options selected.

7. Samples for Verification: Submit full-size units or Samples of size indicated, prepared from same material to be used for the Work, cured and finished in manner specified, and physically identical with material or product proposed for use, and that show full range of color and texture variations expected. Samples include, but are not limited to, the following: partial sections of manufactured or fabricated components; small cuts or containers of materials; complete units of repetitively used materials; swatches showing color, texture, and pattern; color range sets; and components used for independent testing and inspection.

a. Number of Samples: Submit Three sets of Samples. Architect will retain One Sample sets; remainder will be returned. Mark up and retain one returned Sample set as a project record Sample.

1) Submit a single Sample where assembly details, workmanship, fabrication techniques, connections, operation, and other similar characteristics are to be demonstrated.

2) If variation in color, pattern, texture, or other characteristic is inherent in material or product represented by a Sample, submit at least three sets of paired units that show approximate limits of variations.

D. Product Schedule: As required in individual Specification Sections, prepare a written summary indicating types of products required for the Work and their intended location. Include the following information in tabular form:

1. Type of product. Include unique identifier for each product indicated in the Contract Documents or assigned by Contractor if none is indicated.

F. Design Data: Prepare and submit written and graphic information indicating compliance with indicated performance and design criteria in individual Specification Sections. Include list of assumptions and summary of loads. Include load diagrams if applicable. Provide name and version of software, if any, used for calculations. Number each page of submittal.

G. Certificates:

1. Certificates and Certifications Submittals: Submit a statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity. Provide a notarized signature where indicated.

2. Installer Certificates: Submit written statements on manufacturer's letterhead certifying that Installer complies with requirements in the Contract Documents and, where required, is authorized by manufacturer for this specific Project.

3. Manufacturer Certificates: Submit written statements on manufacturer's letterhead certifying that manufacturer complies with requirements in the Contract Documents. Include evidence of manufacturing experience where required.

4. Material Certificates: Submit written statements on manufacturer's letterhead certifying that material complies with requirements in the Contract Documents.

5. Product Certificates: Submit written statements on manufacturer's letterhead certifying that product complies with requirements in the Contract Documents.

6. Welding Certificates: Prepare written certification that welding procedures and personnel comply with requirements in the Contract Documents. Submit record of Welding Procedure Specification and Procedure Qualification Record on AWS forms. Include names of firms and personnel certified.

H. Test and Research Reports:

1. 2. Field Test Reports: Submit written reports indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements in the Contract Documents.

3. Material Test Reports: Submit reports written by a qualified testing agency, on testing agency's standard form, indicating and interpreting test results of material for compliance with requirements in the Contract Documents.

6. Research Reports: Submit written evidence, from a model code organization acceptable to authorities having jurisdiction, that product complies with building code in effect for Project. Include the following information:

a. Name of evaluation organization. b. Date of evaluation. c. Time period when report is in effect. d. Product and manufacturers' names. e. Description of product. f. Test procedures and results. g. Limitations of use.

1.7 DELEGATED-DESIGN SERVICES

A. Performance and Design Criteria: Where professional design services or certifications by a design professional are specifically required of Contractor by the Contract Documents, provide products and systems complying with specific performance and design criteria indicated.

1. If criteria indicated are insufficient to perform services or certification required, submit a written request for additional information to Architect.

B. Delegated-Design Services Certification: In addition to Shop Drawings, Product Data, and other required submittals, submit digitally signed PDF file paper copies of certificate, signed and sealed by the responsible design professional, for each product and system specifically assigned to Contractor to be designed or certified by a design professional.

1. Indicate that products and systems comply with performance and design criteria in the Contract Documents. Include list of codes, loads, and other factors used in performing these services.

1.8 CONTRACTOR'S REVIEW

A. Action Submittals and Informational Submittals: Review each submittal and check for coordination with other Work of the Contract and for compliance with the Contract Documents. Note corrections and field dimensions. Mark with approval stamp before submitting to Architect.

B. Contractor's Approval: Indicate Contractor's approval for each submittal with a uniform approval stamp or indication in web-based Project software. Include name of reviewer, date of Contractor's approval, and statement certifying that submittal has been reviewed, checked, and approved for compliance with the Contract Documents.

1. Architect will not review submittals received from Contractor that do not have Contractor's review and approval.

1.9 ARCHITECT'S REVIEW

1. PDF Submittals: Architect will indicate, via markup on each submittal, the appropriate action.

2. Physical Samples: Architect will log samples into Web-based Project Software and will indicate, on Project software website, the appropriate action.

3. Submittals by Web-Based Project Software: Architect will indicate, on Project software website, the appropriate action.

B. Informational Submittals: Architect will review each submittal and will not return it, or will return it if it does not comply with requirements. Architect will forward each submittal to appropriate party.

C. Partial submittals prepared for a portion of the Work will be reviewed when use of partial submittals has received prior approval from Architect.

D. Incomplete submittals are unacceptable, will be considered nonresponsive, and will be returned for resubmittal without review.

E. Architect will return without review submittals received from sources other than Contractor.

F. Submittals not required by the Contract Documents will be returned by Architect without action.

PART 2 - PRODUCTS (Not Used)

SECTION 017419 - CONSTRUCTION WASTE MANAGEMENT AND DISPOSAL

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions and other Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. Section includes administrative and procedural requirements for the following:

1. Salvaging nonhazardous demolition and construction waste. 2. Recycling nonhazardous demolition and construction waste. 3. Disposing of nonhazardous demolition and construction waste.

1.3 DEFINITIONS

A. Construction Waste: Solid waste resulting from construction, remodeling, renovation, or repair operations. Construction waste includes packaging.

B. Disposal: Removal of construction waste and subsequent salvage, sale, recycling, or deposit in landfill, incinerator acceptable to authorities having jurisdiction, or designated spoil areas on Owner’s property.

C. Recycle: Recovery of construction waste for subsequent processing in preparation for reuse.

D. Salvage: Recovery of construction waste and subsequent sale or reuse in another facility.

E. Salvage and Reuse: Recovery of construction waste and subsequent incorporation into the Work.

1.4 MATERIALS OWNERSHIP

A. Unless otherwise indicated, demolition and construction waste becomes property of Contractor.

1.5 DISPOSAL OF WASTE

A. General: Except for items or materials to be salvaged or recycled, remove waste materials from Project site and legally dispose of them in a landfill or incinerator acceptable to authorities having jurisdiction.

1.2 SYSTEM DESCRIPTION

A. Furniture Plans and Specifications denote the location of each type of furniture.

B. Quantity of each type of furniture is shown in the specification. Notify the Architect of any discrepancies.

C. Contractor to verify number, size, location and placement of items before order entry, fabrication, and installation.

D. All furnishings that need to be secured to the wall or have bracing system, contractor is to submit for review and approval proposed system for securing.

1.3 SUBSTITUTIONS

A. No substitutions of fabrics allowed.

1. Color for finishes must be approved.

2. Provide required sample of each furniture finish.

1.4 SUBMITTALS: Required once the bid has been awarded

A. Product Data

1. Submit Product Data for each type of furniture indicated including construction and finishing processes as required with submittal.

B. Shop Drawings

1. Shop drawings are required only on non-standard manufacturer’s items or as required by the Specifications.

C. Samples

1. Submit two physical (2) samples (color swatches, etc.) of ALL finish colors and textures including metal finishes, wood finishes, laminate, polypropylene, fabric, etc. For fabric, clearly identify the direction of install.

2. The cost of shipment and return for the proposed submittal item shall be the responsibility of the Contractor.

3. All samples shall be submitted for Architect's approval before application or fabrication.

4. Samples for this section shall be submitted to:

a. Submit to Architect, for transmittal to the Owner, (2) copies of the manufacturer's maintenance instructions including information needed for the removal of common stains from each type of fabric and leather used.

1.5 QUALITY ASSURANCE

A. Installer Qualifications

1. Installation shall be performed by personnel that have minimum five years of experience installing furniture of comparable quality with ability to install work to meet specified standards.

2. Furniture Dealer shall provide an on-site supervisor to direct installation of all furniture items.

1.6 DELIVERY, STORAGE & HANDLING

A. Assemble and finish furniture at factory and deliver to site ready for installation.

B. Protect items during delivery, storage and after installation so that there will be no indication of abuse or damage at the time of substantial completion of the Project. Replace or repair damaged Work to showroom condition as directed by the Architect.

C. Materials damaged due to improper protection during storage (dampness included) shall be rejected and removed from the site.

1.7 WARRANTY

A. The items specified herein shall be fully and unconditionally guaranteed by the manufacturer against defects in materials, workmanship and installation for the manufacturer’s standard warranty period after acceptance of installation.

B. Each item has a designated warranty described under each individual furniture category.

Suspension Seat:The seat platform is constructed with universal 7 ½ gauge sinuous wiresprings, firmly attached to front and back rails. Springs are installed on3 ½” c/c. A unitized spring surface is attained by attaching two (2) 16gauge insulated steel tie wires to each spring with Hartco clips running theentire length of the seat. A Flex-o-lator unit is then laid over the springs. Thesurface is then covered with a layer of FLS (reinforced non-woven fiber). Back:The back is sprung with stretch webbing stapled into position and covered witha layer of FLW. Arms: Arms are constructed of laminated hardwood plywood ½”and ¾” in thickness. Feet: The feet that attach to the arm are made of 8/4-beechhardwood, sanded then stained to client’s specification. Glide: A nylon glide isnailed into the bottom of each foot. Field Replaceable Backs, Arms, Seats Backsand arms are field replaceable and replacement parts come with newupholstery covers. The backs are attached to the arm frame with a metal-to-metal hinge connection that allows for easy replacement. Simply remove thetwo screws at the bottom of the back and lift the back up off the frame. Seatsare field replaceable and replacement parts come with new upholsterycovers. Foam Seats & Backs: Tight seats and backs are filled with a layer of 2”polyurethane foam with a density of 1.5 and a compression of 35 pounds. Thisfoam is covered with a layer of ¾” super-soft foam. Closed Arms: ¼”polyurethane foam is around the entire arm and has a 1.5 density and 45 pound compression Finish Exposed wood components are stained to customer specifications and are finished with catalyzed varnish.

TFL chassis and storage components are securely fastened together using high quality Europeanstyle fastening systems and heavy-duty 16-gauge joining brackets and wooden dowels to assure maximum strength. Case good components are constructed with a Grade M2 particleboard core withthermally fused laminate on both faces. All units feature leveling glides with 1-1/4" of adjustment.Exposed edges have matching PVC edge band. Back panels on all units are inset into the sides so noraw edges are visible. All desks, non-lateral credenzas, and returns have wire management access frompedestal to knee space. Modesty panels are available on returns. L-support panels offer support for work surfaces without modesty panels. Hinges on all doors are soft close, concealed and open 100 degrees.The height from the work surface to the bottom of a surface mounted hutch is 23-3/4".Lateral File cabinets are equipped with an anti-tilt system which only allows one drawer to open at atime. Lateral file and hybrid storage cabinets are standard with central locking. Only one lock isrequired to lock all drawers. Door will have a separate lock that will match the drawers. Drawer andDoor fronts have vertically matched grain and utilize the same drawer construction as the pedestals. Steel Base Shell Components consist of top, bottom, sides, back uprights,bottom and top reinforcements, spot welded and metal insert gas (MIG)welded together. The top of the cabinet is 19-gauge cold-rolled steel (C.R.S.)with 11/8” flanges, on four sides. The front face has an additional flangeformed inward to provide additional strength. The back of the cabinet is20-gauge C.R.S. and is formed on four sides to provide strength. The bottomis 20-gauge C.R.S. with a flush upper surface and flanged downward to providea welding surface with the sides and back. The front face is formed down 11/8”and inward to provide additional strength. Each shell has double wall sides from20-gauge C.R.S.; the inner panels of tote units are pierced on approximately3 3 /4” centers to allow molded plastic slide rails to be attached for totes. Thecubby units are punched to accept fixed shelves dividing the section in half. Thefront flange of the outer side panels are formed to fit inside the channel formationof the side panel; the rear edge is offset formed for maximum strength and a flushalignment with the back return. Each shell has 18-gauge front and back uprightmembers spot welded to the sides providing vertical strength. Top reinforcementsare spot welded to the top and MIG welded to the vertical upright members toprovide resistance against racking. Center partitions are two piece 20-gauge steelfabricated panels spot welded together with apposing flanges to be screw mountedto the top and bottom panels of the shell, punches with a matching pattern to theside of the units. The bottom is fitted with two 18-gauge MIG welded in placestructurally formed reinforcements which are located along the front and back ofthe cabinet. The reinforcements have two U-channel inner reinforcements withextruded holes to accept the tri-lobe screws that affix the casters. Double-facedunits are created using two single-faced units placed back-to-back, joined by aEach unit has four industrial grade casters with 75 mm grey non-markingthermoplastic rubber wheels with a 25 mm tread. Casters are plate mountedwith double ball bearing swivel head and a housing made of bright zinc platedpressed steel. The two front casters are total locking preventing swivel as wellas rolling, the two rear casters are swivel and free rolling. The overall height ofthe casters are 100 mm.The doors are single wall construction with a structural hinge channel runningthe length of the door. Self-closing European style hinges with 110-degree swing,provide 3-way adjustment of door to ensure consistent gapping and operation.Each steel door is standard with a key lock. All doors are inset. Beveled door pull is made from cast zinc. It mounts using two machine screws toa steel door.

PART 3 - EXECUTION

3.1 PREPARATION

A. Site Verification of conditions.

1. Verify site is ready for installation of furniture items.

2. Coordinate shipping and receiving times with designated Owner’s representative.

3.2 INSTALLATION

A. General: Installation shall be performed by the Contractor.

1. Contractor shall install furniture in locations shown on plans. Contractor shall reposition or reorient furniture as requested by Owner. Final furniture install plans will be provided once the bid has been awarded.

2. Contractor is responsible for the clean-up and removal of all cartons and packaging associated with this furniture.

3. Contractor is responsible for any damage to the facility during installation. The Contractor will be responsible to repair any damages to the Owner’s satisfaction.

3.3 FIELD QUALITY CONTROL

A. Special Inspector

1. Owner shall appoint an inspector to verify that installed products match the quality standard established by the sample mock-up (if required) and/or meet the specification criteria as set forth in the document and/or by reference in the quality standards.

3.4 ADJUSTMENT & CLEANING

A. Remove and replace or repair damaged surfaces or defects in finished products to match similar undamaged products.

B. Remove and replace, or repair damaged wood, finishes or hardware components.

C. Upon completion of installation, contractor to check for complete function of parts and finish.

D. Perform final walk-through with inspector, documenting acceptance of furniture, installation and clean up.
