Oil tanker catches fire, sparks blazein Punjabi BaghNEW DELHI

A major blaze broke out in west Delhi's Punjabi Bagharea here this afternoon after an oil tanker caught fireand the flames spread to a nearby warehouse.

The incident took place in the Transport Nagar areanear the Punjabi Bagh Metro station when an oil tankerparked there somehow caught fire, police said.

There was no immediate report of any casualty in theincident, which has caused traffic to be diverted awayfrom the area.

A call was made to fire officials and Delhi Police fol-lowing which eight fire tenders were rushed to the spot.Efforts to douse the flames were still on with policehaving cordoned off the area.

'Naxalite' Kobad Ghandy on indefinitehunger strike inside Tihar JailNEW DELHI

Kobad Ghandy, accused of being a Naxalite and underarrest since 2009, has gone on indefinite hunger strike atthe capital's Tihar Jail to protest against alleged harass-ment by authorities.

Ghandy, 68, started his hunger strike on Saturday,alleging that the jail authorities had been unnecessarilyshifting him between different wards in order to target“his failing health”.

In a statement released earlier this week, Ghandyreportedly claimed that he suffers from several illness-es, including a heart problem, blood pressure, a slippeddisc, arthritis and a kidney condition.

The Delhi Police had booked Ghandy under theUnlawful Activities (Prevention) Act and various sec-tions of the Indian Penal Code for a number of offences,including impersonation, cheating and forgery.

The Delhi government had claimed in their advertise-ment that several officers had either been arrested orsuspended for their alleged involvement in corruption.

The judge, whileacquitting the accusedof the charges undersections 376 (rape),313 (causing miscar-riage without woman'sconsent) and 506(criminal intimidation)of the IPC, observedthat there was no con-sistency in statementsof the woman and shehas been changing herversion at every stage.

The court noted thatthe complainant, in herstatement recordedbefore a metropolitanmagistrate, had statedthat her grievanceagainst the accused

"There is no evi-dence on recordregarding the abortionof prosecutrix of theyears 2005 and 2008.Prosecution producedevidence only regard-ing her abortion in2013 but documentsdemonstrate that shehad herself visitedhospital in 2013 fortermination of herpregnancy with herconsent," it said.

issued a fresh circular on admissions toits creche facility, clarifying that its standon maintaining "high standards ofhygiene" was "not in any way discrimina-tory".

The fresh circular, issued on Tuesday,said that the condition of entry of neatand clean children, free from any disease,laid in a May 25 circular, was only tomaintain high standards of hygiene.

"All judicial officers and ministerialstaff of both districts, North West andNorth, having female children in the agegroup of 2.5 years to 12 years and malechildren in the age group of 2.5 years to 9years may avail of the creche facilitylocated on the 3rd floor at Rohini Courtscomplex," the May 25 circular had said.

"However, children of staff would beallowed if the children of judicial officersare not available; and provided the chil-dren are neat and clean, hygiene is main-tained and are free from disease," it hadadded.

This, however, raised the heckles of thenon-judiciary staff members of the court

complex. "It is also made clear that theprevious circular dated May 25 was neverissued with the intent to discriminateagainst anyone, and rather the spirit wasto extend the facility to all with an effortto maintain high standards of hygiene inthe facility and in the larger interest ofbeneficiaries," Tuesday`s circular pointedout."All users would be required to fol-low the norms framed in this regard," itsaid. Though the fresh circular ofWednesday stated that all judicial officersand court staff would be at liberty to availof the creche facility, located on the thirdfloor of the court building, it failed tomollify many non-judicial employees.

"The guardians shall bring to the noticeof the caretaker the particular medicalrequirement of the child, if the childneeds any. Children suffering from anyknown infectious disease shall not be sentto the creche," the earlier circular hadsaid.

Most court employees, speaking on thecondition of anonymity, expressed theirdispleasure over "no change in the condi-tion" and said that the circular was "dis-criminatory".

have been warned of strictaction by the EducationDirectorate if they bar par-ents from carrying mobilephones in school premisesdue to fears that they couldbe used to collect evidenceagainst demands for capita-tion fees.

The directive has comefollowing complaints thatparents have been stoppedfrom carrying mobilephones by the school man-agements fearing it couldbe used to collect audio-video evidence againstdemand of capitation fee.

"Collection of capitationfee by a school whileadmitting a child in aschool is illegal and pun-ishable as per the Right toEducation (RTE) Act,2009," according to a cir-cular issued by P Lata Tara,Deputy Director Education(ACT I).

The Directorate in itsorder dated February 23had directed managementsof all private unaidedrecognised schools not tocharge any capitation fee atthe time of admission.

to collect evidence againstdemands of capitation feeby schools through audio-video recordings in suchcases.

"lt has come to the noticeof the department that man-agements of some privateunaided recognised schoolsare not allowing parentsvisiting schools for admis-sions to enter premiseswith their mobiles and thattheir mobile phones areretained at the entry gate ofthe school which causeshindrance for parents tocollect evidence of suchmalpractices," said the offi-cial.

"All the school manage-ments of private unaidedrecognised schools havebeen directed that, par-ents/guardians must beallowed to carry theirmobile phones withinschool premises failingwhich strict action will betaken against the defaulterschools," she said.

The RTE Act definescapitation fee as 'any kindof donation or contributionor payment other than thefee notified by the school.'Section 13(1) of the Actprohibits taking of capita-tion fee by the schools.

LUCKNOWE-governance is poised to take a

big leap in Uttar Pradesh with thestate lining up a slew of initiatives toempower citizens in line with the`Digital India` programme.

It is putting in place a system whichwould deliver vital services to citi-zens directly through the computer,mobile phone or tablet, practicallyeliminating the necessity of pursuingofficials.

By December 2014, 26 citizen-cen-tric services of eight departments hadconducted over 37 million e-transac-tions through the e-District/StatePortal, 14,500 Common ServiceCentres (CSCs) and 300 Lokvanicentres (LCs).

The Uttar Pradesh government islikely to provide 90 more servicesthrough the network of CSCs andLCs, according to a CyberMediaResearch press release.

The e-District project had beenimplemented as a pilot project in sixdistricts in 2008. It is now beingrolled out in the remaining 69 dis-tricts.Under the rollout, e-Governance cells/computer labs arebeing established in each districtheadquarters with 14 computers.

Laptops are being provided to eachsub-divisional magistrate and tehsil-dar for improving efficiency throughan end-to-end automated system.

District e-governance societies(DeGS) have also been constituted ineach district. The project had gonelive in 21 more districts by January2015.In a significant development,the state administration has decidedto accept self declaration formsinstead of sworn affidavits, alongwith an application for availing suchservices.The IT Policy 2012 is help-ing to develop Agra and Lucknow asIT hubs under PPP (Public-Private

Partnership) arrangements.Under this policy, IT companies

setting up their units in the state areeligible for 100 percent exemptionfrom stamp duty and five percentinterest subsidy (not exceeding Rs.1crore) for a period of five years.

MUMBAIThe Bombay High Court

has issued notices toMunicipal Corporation ofGreater Mumbai (MCGM)and 15 companies torespond to a PIL allegingthat land obtained by theseestablishments on certainconditions fromMaharashtra Governmentwere being used for realestate development.

The notices were issuedby justices Anil Menonand S C Dharmadhikari,who asked the respondentsto appear on June 18 inresponse to the PIL filedby Jitendra Awhad, MLA.

The PIL contended thaton a plea by the respon-dent companies, the StateGovernment has exemptedtheir vacant land in excessof ceiling limit under theprovisions of section 20(1)of Urban Land (Ceilingand Regulation) Act.

The orders of exemptionof vacant land are passedon certain condition whichlays down that such landwould be used only for thepurpose of Industry andany change in user of landwould amount to breach ofcondition, said the PIL. If,

at any time, the State findsthat there is breach of con-dition it may withdraw theexemption after hearingthe aggrieved entity.

The PIL said that the Actwas repealed onNovember 29, 2007.However, the full bench ofthe Bombay High Court incase of MaharashtraChambers of HousingIndustries Versus State ofMaharashtra had held thatthe Repeal Act saved thevalidity of the order grant-ing exemption to vacantland.

Therefore, section 20(1)of the Act, grantingexemption to vacant lands,is saved in every respectand holds good in law, thePIL said.

The petition argued thatthe respondent companieswere using their exemptedvacant land for the purposeof Industry for a quite longtime. However, since lastfew months, they havecommitted breach of therespective orders ofexemption issued by theGovernment by using theirexempted vacant landsother than the purpose ofIndustry.

An advanced jet traineraircraft of the Air Forcecrashed in a paddy field atKudarsahi in Mayurbhanjdistrict on Wednesday,leaving two pilots injured.

The two pilots ejectedthemselves out of the air-craft before it crashed, anofficial said, adding one ofthe injured pilots has beenidentified as Sachin.

The advanced jet traineraircraft crashed after flyingfor about 50 km from the

Kalaikunda Air Base on aroutine sortie, Air Forceofficials said.

The reason behind thecrash is yet to be knownand a Court of Inquiry hasbeen ordered by the AirForce, they said.

Odisha DGP SanjeevMarik told PTI overphone, "We have got infor-mation that one aircraftcrashed in a paddy field ina village under BisoiPolice Station area."

Andhra Pradesh Chief Minister N.Chandrababu Naidu is grapplingwith a financial crisis at a time

when the bifurcated State of AndhraPradesh has high expectations from him.A year after its formation, problems seemto be aplenty for the State which was bornwith huge fiscal and revenue deficits —Rs. 20,320 crore and Rs. 14,252 crore,respectively.

The people of Andhra Pradesh hadpinned their hopes on the government todeliver on a host of promises made beforethe elections, but the gaping deficits pre-sented in this year’s budget present a grimpicture. However, things have improved alittle, as Finance Minister YanamalaRamakrishnudu has managed to bringdown the fiscal deficit to Rs. 17,584 croreand the revenue deficit to Rs. 7,300 crore.With the State not specifying how it willgenerate resources to meet budgetaryrequirements, the high deficit makes it anuphill task for the government.

Needs Central aidOne major impediment in the State’s

planning process seems to be the Centralgovernment’s failure to deliver on itsassurances to bridge the resource gap inthe first year after bifurcation. FormerPrime Minister Manmohan Singh hadsaid on the floor of the House during thedebate on the Andhra PradeshReorganisation Bill in Parliament: “Theresource gap that may arise in the succes-sor State of Andhra Pradesh in the veryfirst year, especially during the periodbetween the appointed day and the accept-ance of the 14th Finance Commission rec-ommendations, will be compensated inthe regular Union Budget 2014-15.” Butno step has been initiated by the succeed-ing National Democratic Alliance govern-ment in this direction so far , making itdifficult for the new State to beat its hugeresource crunch.

That apart, it has been a tightrope walkfor the government on the waiver of loanspromised to farmers and women self-helpgroups. The government has taken stepsto deposit, in part, the payment of the loanwaiver package to farmers, and is in theprocess of depositing the first instalmentof the Rs. 10,000 waiver promised to eachwoman member of SHGs. But the inordi-nate delay and the cumbersome process ofidentifying beneficiaries, which allegedlyended up excluding a sizeable lot, is

drawing criticism from many parts of theState.

There is still a long way to go before thegovernment fulfils its promises and thishinges on the Central government’s com-mitment to handhold the State to over-come its financial woes.

A major expenditure is, of course, thenew capital. According to analysts, thereare wide-ranging apprehensions that thegovernment may resort to imposing newfees in the form of user charges and otherlevies if the deficit continues to widen thisyear too. “It is not at all a rosy picture forthe State which is largely dependent onCentral assistance to meet its require-ments,” said one analyst. This has had aneffect on the State’s planning process.With Andhra Pradesh losing out onHyderabad as a result of the bifurcation,investors are reportedly not willing toventure into a new State, especially onethat has no ready capital yet. They are onwait-and-watch mode, at least for the firstyear.

The delay in announcement of an indus-trial policy and the eternal wait for specialcategory status has created another chal-lenging scenario, say top bureaucrats.“Andhra Pradesh’s hands are tied when it

comes to industrial policy. It is linked tothe special category status, as that bringsin several tax sops and a congenialecosystem for industrial growth,” said asenior government official.

This can be seen from the fact that therehave been no concrete proposals forAndhra Pradesh, except for a couple ofannouncements relating toVisakhapatnam, the port city, whichalready has the necessary infrastructure tohouse industries, both big and small.Hyderabad continues to attract big ticketinvestors like Google, which hasannounced aggressive expansion plans forits unit in the city.

The State government’s salary hike of43 per cent and 27 per cent interim relieffor its employees, to meet the cash-richTelangana standards, is going to cost theexchequer a steep Rs. 9,284.5 crore.

Time to leave HyderabadThe absence of infrastructure and capi-

tal in the new State and the excessivereliance on Hyderabad, which is to bejoint capital for 10 years, has put the A.P.government at loggerheads with itsTelangana counterpart on several fronts.These include the sharing of offices ofkey departments in the joint capital.

Adding to this are woes on the politicalfront, with the Telangana RashtraSamithi’s manoeuvres to project theTelugu Desam Party as a party from the‘other’ State.

TRS has succeeded in attracting somekey TDP leaders over to its fold in the pastfew months, forcing TDP president andChief Minister Mr. Naidu to focus moreon Telangana. This was evident from theamount of time he gave to Telanganaleaders these past few weeks compared toprevious years, when his Telangana lead-ers had to wait hours to meet their presi-dent.

The focus on Telangana is also givingrise to certain unsavoury incidents, thelatest being the arrest of TDP MLA A.Revanth Reddy on charges of bribing anominated MLA to vote in favour of theTDP in the Legislative Council electionson June 1. Coupled with these are reportsof growing unrest among the people overthe government’s failure to shift base tothe new State. This is mounting pressureon the government to do something toassuage their feelings. Mr. Naidu hasrightly announced his intentions to stayamong the people, by residing inVijayawada for at least part of the week.

Ilove airports because they are fullof surprises. I meet friends andclassmates who I have not met in

years in an ecstasy of joy whichspreads over a coffee. Then, we moveon in our own peripatetic ways. Butthe meeting and the conversationtrigger ideas, possibilities; some thatare partly nostalgic while others seednew and innovative ideas. Most ofthe people I meet are 50 plus, havehad full lives and yet are desperatelytrying to make sense of the world.They are outstanding teachers,activists and professionals who feelthat for all their proactiveness theworld has moved beyond them.Many articulate personal disquiet anddoubt in political terms, trying toinvent a different way of doing, evensmelling things.

One of them told me, “For many ofus, the political or the idea of thepolitical was a way of fine-tuning ourlives, of making sense of how privatedreams linked to public good. Wewere bumbling, naive, stupid andbelieved that dreams could easilytranslate into realities. We were foolsbut glorious fools, and in our folly,there was a wisdom.”

There was a certain commonality— though I would not say consensus— to these conversations. Few want-ed a resurgence or a revival of thatway of politics. There have been toomany casualties. Broken lives do notallow time for any form of sentimen-tality. However, they all added thatthey wanted to see a world beyondNarendra Modi. Mr. Modi depressedthem, they said. He was too puritani-cal, dismal, and his notion of powerhad little sense of laughter or even areciprocity of give and take.

A war of categoriesThis generation too had been

caught in a Cold War of categories —of ‘right-left’, ‘secular-communal’,and ‘official-informal’. By making afetish of these categories, we havedestroyed ourselves. I remember asensitive member of the CommunistParty of India (CPI) telling me thatthey had become commissars of themind. Still worse, they had policed

themselves into mouthingShibboleths. He added,“Think ofStalin. He seems outdated and slap-stick today but Stalin policed ourlives. Stalin was the litmus test oftruth, a cybernetic exercise whichkept history on the right path. I wishwe had read Czeslaw Milosz’s TheCaptive Mind, Arthur Koestler’sDarkness at Noon or George Orwell’s1984, less as murky stories, andinstead had treated them as everydayfables, warning against the totalitari-an of everyday. As a result, the Leftin its dogma became puppets uncon-sciously pulled by their own strings.”

My friends also realised something.Those who had fought for years treat-ing factions as fetishist truths, nowhad more in common, i.e., they allfelt passionately about the world.There was a poignancy to the conver-sation. I remember the scientist,Dinesh Mohan, telling me that “theNehruvian world was the aspiringworld”. Education opened up a newworld. People from first generationfamilies loved education. It was notabout exams, but the dream of a bookand the magic of ideas. But he cau-tioned that “aspiring meant explor-ing, discovering ideas and ideasbeyond this world. It was not justskill development and mobility.”

An impoverished politicsAnother told me, “you met people

from little towns whose ideas flaredup your imagination, who spunworlds which were unbelievable.Everyone I knew had a roster of suchnames — of painters, scientists, sto-rytellers, designers who just fadedaway.” It was a romantic world and itmade mistakes. Today, one has to listout these mistakes. Our ideologiesblinded us into intolerance. We treat-ed Lenin, Stalin, Marx as gods butunfortunately as monotheistic, mono-lithic gods. Our political beliefsshould have been syncretic like ourreligions. Our one-sided beliefs cre-ated one-sided histories. Fifty yearslater, our political parties, especiallythe CPI and the Communist Party ofIndia (Marxist) started to becomerelics. They were forms of politicalautism but they swallowed and

destroyed so many of the best. Today,these parties need a mourning wallfor the casualties they created.Ironically, in a dream of freedomexpressed at the time ofIndependence, we seem to haveended up destroying dissent, eccen-tricity and marginality. In objectify-ing a slice of history, we have onlyended up with an impoverished stateof politics. In trying to be stupidlyscientific, we have failed to realisethat truth is spoken in a variety ofdialects. We have treated the terms‘plan’, ‘design’, ‘project’ and ‘nationbuilding’ as official projects when weshould have seen them as being naiveexperiments. One among moreeccentric friends explained Mr. Modito be a Giffen good — a consumeritem having the paradoxical qualityof being in greater demand when itsprice rises, and lower in demandwhen the price falls. He attracts themediocre who in turn create a unrealworld of history. In our generation,our mistakes were more obvious, butin this generation, the mistakes willbe more lethal. In terms of its imprac-ticality, our generation was the farce,while in its sense of pragmatism, thisgeneration will end up being more ofa tragedy. In ours, problems were likedemons, but in theirs, they are like

monsters. The seeds of an alternativeWhile the older generation was

intolerant, even naive, it created thepossibility of a new kind of problem-solving. In fact, it is out of a sense ofrecognising our mistakes that ourgeneration creates this possibility.Our proposal has been triggered bytwo events. First, Sitaram Yechury’selection as the new General Secretaryof the CPI(M) and Delhi ChiefMinister Arvind Kejriwal’s constitu-tional battle with the Bharatiya JanataParty (BJP). Today, while the adventof Mr. Modi is accepted and willbecome a part of history, it is theevents that surround his politics thatwill sow the seeds of an alternativehistorical possibility. Our modestproposal arises out of a hundred con-versations with civil society andactivists in the Left parties whichmust now lead to the formation of acreative, critical and constructiveopposition force to the BJP regime. Ithas to be an Opposition with creativepossibilities; an Opposition whichavoids demologies. The last point iscrucial. Let me explain this. I remem-ber one of the moving moments dur-ing the Emergency happened whenpolitical leaders across ideologiesfound themselves in jail. It was whenthe Left and the Right discovered that

courage and resistance belonged tono one ideology.

I am sure somewhere that Mr.Yechury and many others in the Leftmust have thought of bringing all thestrands of the left together —Naxalite, Left Liberal, Gandhian,Lohiate, Feminist, Trade Union,CPI(M), CPI, the liberation theologyand the Dalit Left. One has to do thisbefore the Left fades into irrelevance.As the old joke goes, the OctoberRevolution faded into theOctogenarian Revolution in India.The party is dying of Stalinist senili-ty.

Speaking for allFor decades, the Left parties

worked with the official trade unions.Issues raised by the fishermen’sstruggle, the Narmada BachaoAndolan, Chipko, Baliapal and KoelKaro occurred outside the Left partyfocus. In fact, a lot of politics dealingwith issues of marginality and thesurvival of subsistence groups tookplace outside Left party limits. Thedistinction between environment andclass, or the red and green move-ments blinded people from realisingthat nature is not an object of use, buta way of life and livelihood in India.While the Left triggered the subalternimagination, which went beyond thenationalist and Marxist imaginations,it failed to initiate a dialogue with thealternative movements, especiallythose of science. The movement ofalternatives also talked about therights of the future which the Leftneeded to develop into an imagina-tion and a constituency. The dangerof pre-emptive futures is one of thegreat threats to democracy. In short, apluralism of the Left has to lead to agerm plasm of dissent, eccentricity,alternatives, margins and minorities.We have to create a democracy thatspeaks through them and for them.More than this, it has to result in avision of caring for the defeated, thebroken, the forgotten and the discard-ed. A Kejriwal and movements likehis have a lot to add to the Left. Theyhave added to the language ofempowerment by showing that oneneeds a space beyond representation

and participation. One needs an alter-native politics that reworks issues ofeveryday life. One needs justice inboth a macro and micro way. Oneneeds the ideals of nationalist ideal-ism and asceticism to rework ideas ofcitizenship. Mr. Kejriwal’s politics isnot an isolated fragment but has to beseen as being a part of the great civilsociety movements. The MazdoorKisan Shakti Sangathan (MKSS) andthe Right to Information Act (RTI),the Anna Hazare battle against cor-ruption, the anti-nuclear strugglesacross India, the battle against arbi-trary demolition, the effort to remem-ber the Narmada survivors that wereall fought not only in ideological butnon-ideological terms are all a part ofour legacy. When we combine theLeft and the Kejriwal-like struggles,we get a great jigsaw; a compost heapof ideas of a vision of India, speakingmany dialects, providing for transla-tion and articulating new visions ofgovernment and technology whichbring nature back into the social con-tract and which link body and bodypolitic in more dignified ways.

Such a pulsating vision of India isboth local and planetary. It creates analternative churning which can chal-lenge the Rashtriya SwayamsevakSangh (RSS) and the Vishwa HinduParishad (VHP) to a debate whichreplaces moral policing with justice.Such a formation has to call for adebate and keep the issues that weface open. Such a vision that is opento doubt but at ease with itself canrework the functioning of a majori-tarian democracy into a pluralisticworld. This is a vision which has seenthe pain and the joy of the last fewdecades. Now, it offers itself as a re-examined experiment to stop theModi juggernaut and recreate anIndia that can dream the music of dif-ferent worlds. It may be a quilt patchbut it will be holistic, mature andevolving in terms of its struggle. Itmight also get us beyond the medioc-rity of our current obsessions.

Extreme weather conditions have become such apart of life all across the world over the lastdecade and more, that ways and means to under-

stand and cope with them have become an essentialelement of survival strategies. Heatwaves in summer,cold waves in winter and extreme rainfall when it isleast expected have almost become the norm. Each ofthese rounds takes its own toll on lives and livelihoodseven as those in other areas are forced to stand as mutespectators. This summer in India, the number of liveslost to heatwave conditions has exceeded 2,000. Whileshrinking winter-spans are considered by specialists asa sure sign that climate change is a reality we cannotignore, at the other end of the spectrum, hot summersare no less debilitating. Prediction of these phenomenais itself so difficult, not for lack of effort but becauseof the theoretical limitations of the models being usedin the calculations. Broadly speaking, there is no doubtthat summer heat is worsening by the year in parts ofIndia. This fact is reflected in some climate studies. Forinstance, one on climate in the subcontinent over theperiod from 1961 to 2010 by scientists of the IndiaMeteorological Department based in Pune andChennai, found that compared to the first four decades,the number of heat-wave (HW) days per season washigher during 2001-2010 in many parts of north, north-west and central India. An increase was observed in thenumber of severe-heat-wave (SHW) days per season insome stations, mainly in north-west India. The studyalso found that the frequency, persistence and area cov-erage of HW/SHW days were more than average inyears succeeding El Nin~o years.

The question remains whether humankind is prepar-ing for eventualities such as this. For those in denial ofclimate change, there are clear pointers that cannot beignored. Also, from the point of view of disaster miti-gation, the rising number of heatwave related deathsshould serve as an urgent signal to develop innovativemethods to control summer-time losses. It is somewhatironical that while the long, hot summer takes such atoll, in this subcontinent it is also a necessary conditionfor the monsoon to set in and provide adequate rainfall.In a sense, the unendurable heat and the rains that fol-low are tied together in a delicate balance. While it isimportant to preserve this balance by focussing on fac-tors to mitigate climate change, it is also necessary todevelop methods to cope with the impact of each ofthese when they go beyond normal.

The election inGilgit and Baltistan on June 8 under the socalled 'Gilgit Baltistan Empowerment andSelf Government Order' is an attempt byPakistan to camouflage its forcible and illegaloccupation of the regions."

Union Minister Jitendra Singh had alsoaccused Pakistan of doing "mischief" in thematter.

"As far as India is concerned, its positionwith relation to the erstwhile Jammu andKashmir is very clear. The 1994 resolution ofParliament, which was unanimously passed,clearly states that if at all there is any issueleft between India and Pakistan, it is toretrieve the portion of erstwhile J&K whichcontinues to remain in the illegal occupationof Pakistan," he said.

Theproblem is historic and border-guardingtroops face some unique challenges for whichwe have deployed dynamic strategies likemaintaining photographic registers and regu-larly identifying and updating data to knowwho is new to the area," BSF CommandingOfficer Ratnesh Kumar said after undertakinga routine tour of Chakpanitar village.

IG Salunke said that as the number of thesevillages is "not very big", a lasting solutionfor effective border management would be tobring them inside the border fence.

"This has been our repeated request, butthere has been no solution... The people wholive in these villages do not want to shift else-where as they have their life-long invest-ments here. Incidents of smuggling and crimeare serious concerns in these areas," he said.

BSF troops and officers say they detect sev-eral instances every day of smuggling ofbasic food items, cigarettes and householdgoods in these areas with the women andchildren living in these villages made to actas couriers for such activities.

Forces' Deputy Inspector General(Intelligence), SP Tiwari, said operating insuch circumstances has led to the filing of asmany as 153 cases of harassment or illegalentry against BSF personnel in the last 2-3years, something which is demoralising forthe troops.

IG Salunke said that a 200-km section ofthe border fence on the 915-km-long SouthBengal sector of the Indo-Bangladesh borderis in a "state of very urgent maintenance" as aphysical barrier is required where there ispopulation living on the frontier.

"But there are no funds available for main-tenance of this for at least a decade now,"Salunke said.

BSF also wants to fence the riverine areasof this border for effectively dominating thearea and hence a pilot project for installationof an embedded under-water fence is current-ly on in the Gojadanga area in the North 24Parganas district of West Bengal.

"The CPWD is working on somethingcalled the 'infinium' or 'infinite aluminium'fence for the riverine border areas. It is just atthe pilot project stage as of now," he said.

The major crimes in these villages includesmuggling from Bangladesh into India of avariety of goods, fake Indian currency notesand gold, officials said. There are also casesof illegal border crossing, fence breachingand kidnapping of locals.

"I was abducted by Bangladeshi peoplewhen I was working in my field ahead of thefence last year. The other side had some prob-lems after (Indian) security agencies pickedup some of their men. I was released afterlanguishing two months in captivity inBangladesh," said Tapas Ghosh, a resident ofNoonaganj village.

Such activities came to be knownas ponzi schemes after Charles Ponzi, whobecame notorious in the US in the 1920s fordeploying this technique while promising 50per cent return on investments in 45 days and100 per cent within 90 days.

The Centre is also coming out with anamended bill to check fraudulent activities byamending the Prize Chits and MoneyCirculation Schemes (Banning) Act, 1978,which according to CEIB, is a prohibitoryAct and not a regulatory one.

The bureau had also suggested the Centreto appoint a special central agency for inves-tigating such cases.

Assam girl ...by two persons, identified as Rahul Ali and

Nizam Ali, and were taken to Haryana wherethe duo sold them to a person for Rs 25,000each, police said here.

Mozilla has onceagain rolled outan update for

Firefox browser thatbrings some new featuresfor users. The update,which comes in betweentwo major iterations,brings the browser versionfrom 38.0 to 38.0.5, indi-cating that the updaterolled out has minorchanges.

However, Firefox 38.0.5brings at least one majorfeature - Pocket integra-tion. The Pocket save-for-later service was previous-ly available as an add-onfor the browser. It alsobrings a new Firefox Hellotab sharing feature to thebrowser. Notably, Mozillalast month showcased boththese features forWindows, Mac, and Linuxplatforms in Firefox Beta.There is no word as towhen the features willreach the Android plat-form.

Tech giant SamsungElectronics Co Ltdsaid on Wednesday

According to a report, while theminimum price restriction has beenremoved, there are still some con-straints. The service covers itemsthat weigh 8 ounces (230 grams) orless, which does restrict the types ofproducts you would be ordering. Apacket of biscuits for example,would make sense, while a 1-litrebottle of Coca-Cola (which costsroughly the same amount) wouldnot be accepted because of theweight.

According to the report, Amazonstarted this project on a trial basis13 weeks ago, and found that arti-cles started selling more quicklythan before. This move could helpAmazon recover ground againstlarge retailers like Walmart andTarget which have also been aggres-sively selling products online, but atthe same time, is unlikely to helpAmazon much as it would have tobear the added cost of shipping.Perhaps the company is hoping thatthe increased number of users willalso reflect in an increased numberof Prime subscriptions, which comewith additional benefits.

With any luck, if the program issuccessful, Amazon will bring backfree shipping to India as well.

World number one and top seedDjokovic eased into the last eight onMonday with a 6-1, 6-2, 6-3 win overFrance`s Richard Gasquet.

Defending champion Nadal, seek-ing a 10th Roland Garros crown, sawoff unseeded American Jack Sock, 6-3, 6-1, 5-7, 6-2.

It was Nadal`s 70th career win atthe French Open against just onedefeat and his 39th in a row at thetournament he has dominated for adecade.

"It`s the biggest challenge I canhave on clay," said Djokovic, whoneeds a French Open title to completethe career Grand Slam.

Indian hockey colts willkickstart their preparations forthis year's men's Junior AsianCup in Malaysia and nextyear's FIH Junior World Cupwith a preparatory camp at theMajor Dhyan Chand NationalStadium here, starting June 8.

A total of 48 core probableswill be part of the preparatorycamp. Fifteen new playershave been inducted into thecore probables following theirimpressive outings at therecently-concluded fifthHockey India NationalChampionships.

After a week, the list will bepruned down to 33 core prob-ables, who will further trainunder the watchful eyes ofchief coach Harendra Singh.

The 33 core probables willthen fight for a spot in thenational squad that will fea-ture in the 2016 FIH JuniorWorld Cup in New Delhi fromDecember 1-16 and JuniorMen Asia Cup 2015 inMalaysia, to be held fromNovember 14 to 22.

We are currently shooting at astudio and will be here for another 25 days, sothere is no question of any permission.”
