NEW DELHI The Commerce and Industry Ministry has cleared 16 defence licence proposals with investments worth Rs 613 crore, a move aimed at boosting defence manufacturing in the country. The Department of Industrial Policy and Promotion (DIPP), which comes under the Commerce and Industry Ministry, has so far issued 73 industrial licences in the defence sector in the last one year (since June 2014), against 50 licence granted during 2011 to May 2014, the ministry said in a statement. "These (73) include 16 proposals with proposed investment of Rs 613 crore, cleared in recent licensing committee meet- ing," it said. The proposals cleared in last meeting, held on June 10, included applications from major players like Pipavav, Tata's, Samtel Thales, Solar Industries, Titagarh, Wagons and Premier Explosives. "Many of these propos- als were pending with the government for last several years," it added. It said the approved licences are for manufac- ture of various kinds of CONTD. Three held for stealing two-wheelersNEW DELHI

Three members of a gang of auto thieves have beenarrested here and nine stolen two-wheelers seized fromthem, police said on Friday.

Abhishek, 25, Jugal, 20, and Irfan, 19, were taken intocustody on Wednesday after failing to produce docu-ments of the motorcycles they were riding.

While Jugal is from Delhi, Abhishek and Irfan hailfrom Uttar Pradesh. They were arrested from GTBEnclave.

Two scooties and seven motorcycles stolen by themwere recovered from the parking lot of Gagan Cinemaand Jag Parvesh Chandra Hospital at Shastri Park,police said.

"The vehicles were concealed by parking them inpublic parking places till they were sold," DeputyCommissioner of Police Veenu Bansal said. The trioconfessed to stealing vehicles in and around Delhi.

NDMC gears up to check waterlog-ging during monsoonNEW DELHI

Gearing up for the monsoon season, the New DelhiMunicipal Council (NDMC) has set up four controlrooms in areas under its jurisdiction to check the men-ace of waterlogging.

"Five control rooms have been set up at Sangli Mess,Khan Market, Netaji Nagar, Malcha Marg, MandirMarg and at Connaught Place, which will work roundthe clock till September 30 to receive complaints andavoid waterlogging during the period," NDMCspokesperson Jagjivan Bakshi said.

"These control rooms will be manned by senior exec-utive engineer level officers and are equipped withtrucks, portable pumps and other required equipments,"he added.

The civic-body has identified certain vulnerablepoints in areas under its jurisdiction as per past experi-ence and also on the basis of feedback received frompolice and traffic officials.

"We have completed the desilting work of manholes,gully gratings and open drains in all areas. The residentsare advised to complain about waterlogging to thesecontrol rooms," Bakshi said.

The complaints can also be registered at NDMC's24X7 call centre, he added.

pal trying to protect the accused,the HRD Ministry on Fridayrefused to intervene in themolestation row at St Stephen'sCollege, saying such issues are tobe handled by the institution'sInternal Complaints Committee asper Supreme Court guidelines.

Ministry officials, however, saidthat the college has been asked to"expedite its probe to ensure jus-tice is done".

"As per the Supreme Court'sguidelines, every institution is sup-posed to have an InternalComplaints Committee (ICC) todeal with complaints of sexualharassment. The issue at StStephen's has to be handled by thecommittee," officials in the HRDMinistry said.

A research scholar at StStephen's had approached policeon June 19 alleging that she was

molested by Satish Kumar, a pro-fessor in the college's Chemistrydepartment.

The complainant has alsoaccused Stephen's principal ValsonThampu of shielding the accusedand "criminally intimidating" herto close the matter in the collegeitself in order to not cause any

delay or problems in the comple-tion of her Ph.D.

The complainant yesterday alsomade public a set of recordingsthat she claimed were conversa-tions between herself, the accusedand the principal.

Meanwhile, Delhi High Courttoday sought a reply from police

on a plea by Kumar seeking antic-ipatory bail in the case and ordereda stay on his arrest till August 17.

Taking cognisance of the contro-versy, HRD Ministry had last weeksought an action-taken report fromDU.

The complainant has alreadyrefused to take part in ICC pro-ceedings stating that she is "seek-ing redress elsewhere".

She had withdrawn her com-plaint from the committee on June21 after claiming she had lost faithin its proceedings.

She also refused to heed a call byICC for appearing before it yester-day.

"He [Kumar] sexually assaulted thegirl and the principal was continuous-ly protecting the culprit. Satish Kumarshould be immediately arrested andstrict action should be taken againstthe principal. heart of a serious and long-standing dispute betweenKerala and Tamil Nadu isvulnerable to an attack byPakistani terror groups andshould be guarded by cen-tral paramilitary forces, theTamil Nadu governmentclaimed in the SupremeCourt today.

It cited an IntelligenceBureau report fromSeptember last year whichsays inputs suggest thatterror groups like theLashkar-e-Taiba have dis-cussed using vehiclesloaded with explosives toblow up the Mullaperiyardam. Kerala currentlymanages the security for

the dam.Judges will take up the

case in August.The Mullaperiyar dam

on the Periyar river islocated in the Thekkadydistrict in Kerala but sup-plies water to the drought-prone areas of Tamil Naduunder a complex lease last-ing 999 years.

The tug-of-war over thedam has often resulted in

violent protests. Keralasays the dam is old andendangers the millionswho live downstream in anarea that is prone totremors. Tamil Nadu isfirmly against Kerala'spush for the constructionof a new dam because itfears it will be forced toaccept a smaller supply ofwater.

Last year, the Supreme

Court ruled that the exist-ing dam is not structurallyunsafe and agreed withTamil Nadu's request toincrease the water level inthe dam to 142 feet withaccompanying safetymeasures.

Despite that victory,Tamil Nadu has said in theSupreme Court that Keralamust be stopped from con-ducting an assessment ofthe environmental impactof the new dam. If a newdam is built further downthe Periyar river, TamilNadu worries that lesswater will be collected andmade available to it, andthat Kerala will find a wayto wriggle out of the cur-rent agreement.

Tribunal today soughtresponse from the Centreover alleged illegal fellingof trees in Taj Mahal's spe-cial eco-sensitive zone.

A bench headed by NGTChairperson JusticeSwatanter Kumar, takingnote of a newspaper report,issued notice to the UnionMinistry of Environmentand Forests (MoEF) andUttar Pradesh governmentwhile directing them to filetheir replies within twoweeks.

The report claimed thatformer district forest offi-cer (DFO) NK Janu ille-gally cut down thousandsof trees in Taj Mahal's spe-cial eco-sensitive zone andsold them off without anypermission.

The green panel also

directed the Uttar Pradeshgovernment to conduct aninvestigation in the matterand enumerate the meas-ures taken by it to restorethe environment in thatarea.

"This is serious damageto the environment. Whatis the state doing," thebench asked.

According to the report,the former Agra DFO hadcut 8,000 trees in Babupurand around 4,000 trees in500-metre-radius of theTaj Mahal, which is an

eco-sensitive zone mandat-ed by the Supreme Courtand as per the rule, trees inthis zone cannot be cutwithout obtaining permis-sion from the apex court.

Most of these trees werecut during 2011-12, thereport claimed.

The Supreme Court hadearlier rapped the UttarPradesh government formaking false claims onplantation of trees in theTaj trapezium zone to pro-tect the Taj Mahal frompollution.

Witnesses at the site ofthe accident in Dausa,Rajasthan, said HemaMalini, 66, who wasinjured on the forehead,was driven away to Jaipursoon after the car crash in aprivate vehicle by a localBJP leader. Her assistantwho was travelling withher, and the driver of herMercedes also left withher.

The driver was arrestedlater in the night and hasbeen booked for culpable

homicide not amounting tomurder. He has been grant-ed bail.

"We know she (HemaMalini) was also hurt butat least she could haveinquired about the wellbe-ing of the family... (Shecould have) asked the doc-tors to give (the family)proper treatment," said arelative of the child whodied, news agency IANSreported.

With the recovery of two morebodies, the toll in landslide-bat-tered Darjeeling district has risento 40 even as 16 people still miss-ing.

The two bodies were pulled outfrom the debris at Mirik andKalimpong and 16 people aremissing from Kalimpong Block 1and 2, an official of West Bengal'sDisaster Management Departmentsaid.

Rescue operations were under-way in Darjeeling, Kalimpong andKurseong sub divisions, wheremultiple landslides had alsowashed away highways and dam-aged homes.

Darjeeling District MagistrateAnurag Srivastava said the land-slide-affected people were put upin camps and three such campswere set up in Mirik where 200-250 families have been sheltered.

National Disaster ResponseTeam, Civil Defence personneland local volunteers were engagedin the rescue work.

Rescue teams from the SashastraSeema Bal and the NationalDisaster Management Authorityhave also been pressed into serv-ice.

If we are to go by TRP ratings, it wouldseem that the nation has not laughed ashard as it has in the last two years, since“Comedy Nights with Kapil” — India’shighest-rated non-fiction television show,hosted by Kapil Sharma, India’s “funniestman” — first aired. One of Mr. Sharma’smain strengths, hailing from a non-eliteand non-English-speaking background, isapparently that he “speaks the language ofthe nation”. This language, which hascaptured the imagination of everyone,ordinary television audiences and celebri-ties alike, is precisely what is problemat-ic: it is a language so regressive that itreflects and perpetuates all kinds of dis-criminations, from caste and class to sexand race.

Mr. Sharma’s rise in just a couple ofyears has been nothing but stratospheric:from a mere television face, he hasbecome one of the two or three mostadmired personalities as well as top mar-ketable commodities in India. There ishardly any celebrity in the country whohas not appeared or has not wanted toappear on his show.

Underbelly of pop culture

But behind the excellent comic timingand razor-sharp repartee of Mr. Sharmalies the ugly face of Indian popular cul-ture. A show that was supposed to be a“family show”, with substantial appeal tochildren and the youth, thrives instead onblatant misogyny. The many female char-acters played by men form the base of theshow. This is not done with any intentionto break gender norms, but to providelaughs through mocking and exaggeratedportrayals of femininity. White women, aselsewhere in Bollywood, are the “items”that are constantly used, despite having norelationship to the narrative. In oneepisode, former cricketer Sunil Gavaskaris ushered onto the stage by whitedancers, purportedly because there wereno cheerleaders during his cricketingdays!

The references to gori ladkiyaan (whitewomen) are unabashed in their objectifi-

cation. Of course, even the other women(including the character of Mr. Sharma’swife), are seen merely as a sum of theirphysical appearances, praised or damnedon that basis. Therefore, it is not surpris-ing that obesity and other supposed nega-tive features of physical beauty (also of

men) become the pegs to hang some ofthe major set pieces of the show. And it isa stark irony that every programme endswith the call: auraton ki izzat karein(respect women)!

From celebrating beauty and whitecomplexion, it is only a logical step toshow egregious racism or casteism, withreferences to people as Zambia ke bhikari(beggars from Zambia) and Afriki bhaloo(African bear). Sri Lankans also becomethe butt of jokes because they are “obvi-ously” inferior to us. While the looks ofactors Rajpal Yadav and Rajkumar Yadav(now Rajkummar Rao) are made fun of,the royal background of a Saif Ali Khan isfawned upon. South India, too, becomesone of the exotic nether regions in theshow. Thus Mr. Sharma asks HemaMalini in one episode whether her hus-band is able to understand “South Indian”(I guess he meant Tamil).

What is interesting is that despite theshow being set in a lower middle classhousehold, the reaffirmation of class hier-archies is strong. There is constant dis-paraging of domestic help and lowerclasses: Do takke ka naukar (worthlessservant) is an echoing refrain. The domes-tic help is asked to know his/her place.Needless to say, all this is done humor-ously.

Reproducing stereotypes

There is pervasive consensus thatlaughter and humour are always innocentand benign — Mr. Sharma asks the audi-ence to just keep everything aside andlaugh uninhibitedly. This is unfortunatelynot correct as the Charlie Hebdo shoot-ings tragically demonstrated. As author

Paul Michael Johnson aptly puts it, “theracial and socio-economic privilege of thedominant majority is often coterminouswith the privilege of laughing”. This isclearly demonstrated in the laughing atand not laughing with all those who arenot considered equal to the dominantvoice in “Comedy Nights”.

Of course, this does not mean that thereis a deliberate attempt to laugh at thosewho are supposedly inferior. It is, howev-er, how dominant consciousness works,almost unconsciously reproducing stereo-types. That is why we have even the sec-tions of people who are objects of thelaughter, such as women and workingclasses, reproduce these hierarchies byparticipating in their own denigrationthrough humour.

Scholar John Morreall, author of TakingLaughter Seriously, has argued that forcenturies, Western thinking — ancientGreek philosophers, Christianity, earlymodern theorists — greatly looked downupon laughter. As Plato, one of the promi-nent critics of laughter, noted, “when oneabandons himself to violent laughter, hiscondition provokes a violent reaction”.According to Mr. Morreall, the reason forthis negative evaluation of humour wasthat it involved laughing at others; that itwas motivated by malice, mockery, deri-sion and feelings of superiority. Thus,such humour was morally repugnant.

As we all know, this is not the only rea-son we laugh; we can also take delight inraucous humour that is not directed atmocking inferiors. There are equally greatphilosophical traditions that affirm thisand the necessity of humour as the basisof human social existence. The problem isthat humour in much of Indian massmedia is about laughing at others.

This does not mean that shows like“Comedy Nights” do not contain ele-ments that are not scornful, or that they donot subvert some dominant norms. Theydo, especially with characters like thegrandmother, a sexualised figure with analcohol problem. But overwhelmingly,Mr. Sharma and the show, termed as a“milestone for Indian comedy on televi-sion”, are purveyors of a comedy thatdebases others. It is worrying to see aprominent woman Bollywood actormocking gays and transgenders on“Comedy Nights”, especially when thelarger popular culture is suffused with thevalues of dominant castes, class and gen-der. As the AIB roast showed, even as afew social conservatisms with regard tosex are challenged, the more dangerousforms of misogyny, racism, and casteismare affirmed popularly.

More critically, the popularity of showslike that of Mr. Sharma’s is soaring at atime when the space for satire and humourthat can challenge dominant thought isdecreasing, and the “ban culture” isspreading its tentacles. Whether it is Mr.Sharma or AIB, the one form of humourthat has been a potent weapon in everysociety of the world — laughing at thepolitical ruling class — is completelyabsent; politics is taboo. When the socialrealm acquiesces so easily to the politicalestablishment, the forces of violentmajoritarianism run amok.

Where in Indian popular culture is a fig-ure like Richard Pryor, who used humourto speak the unspeakable, and to showAmerica its ugly face of racism and thecolossal inequities built on it? And forhow much longer will we celebrate the“plebeian” humour of a Kapil Sharma andrefuse to look into the mirror to see theugliness of our own society?

It is said that positive develop-ments seldom receive the mediaattention they deserve. This is cer-

tainly true of post-quake events inNepal. Last week, Kathmandu washost to the International Conferenceon Nepal’s Reconstruction, a suc-cessful event both in terms of itspreparatory work and the internation-al response generated. The role of theIndian delegation, led by UnionExternal Affairs Minister SushmaSwaraj, was effective and non-con-troversial. Domestic politics took apositive turn with the agreementbetween the four major partiesannounced on June 8 which couldprovide a much needed impetus tothe constitution drafting exercisewhich has been stalled for over fiveyears.

The quake’s toll

On April 25, a devastating earth-quake measuring 7.8 (on the momentmagnitude) struck Nepal. Its epicen-tre was Barpak, in the historicGorkha district, about 76 kilometresnorthwest of Kathmandu. Though anearthquake prone country, Nepal hadnot suffered an earthquake of similarmagnitude for 80 years. Since then,there have been more than 300 after-shocks including one of 7.3 magni-tude on May 12, with its epicentrenear Mt. Everest — 3,000 landslideswere also reported. The tragedy hasclaimed 9,000 lives with hundredsstill missing, making it difficult togauge the extent of damage in someof the remote areas. Yet, the NepalPlanning Commission was able topresent a credible ‘Post DisasterNeeds Assessment’ document in therun-up to the June 25 conference, byanalysing the damage and estimatingthe resources needed to get the econ-omy back on track.

Fourteen out of Nepal’s 75 districtshave been declared “crisis hit” withanother neighbouring 17 categorisedas “partially affected”. The wide-spread destruction covers private and

public buildings (nearly 5,00,000buildings destroyed and 3,00,000damaged), heritage sites (Kathmanduvalley has seven UNESCO WorldHeritage sites), rural roads andbridges, trekking routes which formthe backbone of the tourist industry,hydel plants and agricultural land.The total damage is estimated at $7billion with nearly $5.4 billion as the

losses of the private sector andhouseholds; the balance $1.6 billionis public buildings and infrastructure.GDP growth estimate has been cur-tailed from 4.6 per cent to 3 per centfor the current financial year. Whilethe loss to physical assets is estimat-ed at $5 billion, the income loss is $2billion, accounting for a third of theannual GDP. Rehabilitation andreconstruction efforts are furthercomplicated by the fact that the worstaffected 14 districts are also amongthe relatively poorer districts where alarge part of the male population tra-ditionally migrates for employment.

The document pegs the total finan-cial needs at $6.7 billion, made up ofthe social sector ($4 billion), the pro-ductive sector ($1.1 billion), infra-structure ($750 million), with gover-nance, environment, gender andsocial protection needs making up thebalance. The conference has beendeemed a success with pledges of$4.4 billion made by the countries

and multilateral agencies representedin Kathmandu. India took the leadwith a pledge of $1 billion followedby China announcing $483 million.The World Bank has indicated $200million for housing reconstruction,$100 million for budgetary supportand another $200 million to be redi-rected from other projects. The AsianDevelopment Bank has committed

$600 million, Japan $260 million, theUnited States $130 million, theUnited Kingdom $110 million, andthe European Union $110 million.What is now needed is speedy plan-ning and effective implementation onthe ground.

A positive Indian role

The Indian pledge is 40 per centgrant and the balance in the form ofsoft loans. Further, it is in addition tothe $1 billion assistance packageannounced last August during PrimeMinister Narendra Modi’s maidenvisit to Nepal, bringing India’s totalcommitment to $2 billion, over thenext five year period. The focus willbe on housing reconstruction includ-ing public buildings, heritage restora-tion given our shared religious andcultural history, rebuilding infrastruc-ture like roads, bridges and powertransmission systems, agriculture,education and health, and structures

for long-term disaster mitigation. It isan ambitious programme and willneed to be managed carefully withthe various Indian agencies and thenewly set up Nepal ReconstructionAuthority.

Traditionally, the problem with anumber of Indian funded projects hasbeen significant time delays and con-sequently, budget overruns. The inte-grated check posts, terai roads, rail-way linkages and the Raxaul-Amlekhgunj oil pipeline are primeexamples of such projects. While theIndian Embassy can ensure local fol-low up, what is needed is effectivecoordination at the Delhi end. Eithersomebody needs to be appointed toundertake periodic visits for ensuringthat the momentum does not slackenor perhaps the Prime Minister’sAdditional Principal Secretary, P.K.Mishra, who had visited Nepal inMay and also accompanied Ms.Swaraj, will have to take on this role.He would also need to be sensitive toNepali sensibilities to ensure localcooperation. So far, India’s contribu-tion as the major development andreconstruction partner has been han-dled well, with discretion and with-out any chest-thumping about India’srole which often leads to resentmentin the neighbourhood. The Nepalimedia (and the Indian media too) isprone to facile commentary aboutIndian and Chinese competition forinfluence in Nepal. A recent examplewas in the immediate aftermath of theearthquake on April 25 when Indiaresponded swiftly with its disasterrelief flights and search and rescueteams but constant tweeting andIndian media coverage tom-tommingIndian role amplified into insensitivemegaphone diplomacy leading to abacklash in Nepal. What needs to beunderstood is that while the Chinesemedia may have been as adulatoryabout the work of Chinese teams inNepal, Nepali citizens do not watchChinese TV but they are hooked toIndian TV channels. Hence theimportance of walking and talkingsoftly in our neighbourhood, some-thing we often forget — as in the case

of recent operations against theNSCN(K) camps in the India-Myanmar border region — causingdiscomfiture and embarrassment allaround.

It was a wise decision on Mr.Modi’s part to depute Ms. Swaraj toKathmandu though Nepali FinanceMinister Dr. Ram Sharan Mahat hadcome to Delhi to personally conveyNepali Prime Minister SushilKoirala’s invitation. While Mr.Modi’s presence would have generat-ed more media coverage, some of itwould have had negative overtonesas happened during his visit lastNovember for the South AsianAssociation for RegionalCooperation summit when he calledoff his trips to Janakpur and Lumbini.In addition to the media, the fracturednature of Nepali domestic politics isalso quicksand for an Indian politicalleader, which Ms. Swaraj wiselysidestepped so that the focusremained on the conference andIndia’s gesture spoke for itself.

Political development

There has been one positive devel-opment in Nepali politics though inthe aftermath of the earthquake. Theall round criticism of Nepal’s politi-cal leadership and its visible absenceduring the rescue and relief opera-tions has forced at least the fourmajor parties to reach an agreementon the vexed issue of “federalism”which has held up progress onConstitution drafting for years. OnJune 8, the Nepali Congress, theCommunist Party of Nepal (UnifiedMarxist–Leninist), Maoists and oneMadhesi group led by BijayGachchadar, together accounting forwell over two-thirds of theConstituent Assembly (CA) strength,announced a 16-point agreement.The Maoists accepted a parliamen-tary system with a ceremonial presi-dency and it was agreed to have afederal Nepal with eight provinces.The boundary delineation has beenleft to an expert committee thoughguidelines of “identity” based on eth-

nicity, language, culture and “viabili-ty” based on economics, naturalresources and infrastructure potentialhave been provided. The names ofthe provinces, an emotive issue, willbe determined by the provincialassemblies. A bicameral legislaturewill consist of a lower house of 275members of whom 165 will be direct-ly elected and the balance throughproportional representation; theupper house will have a strength of45, five members from each of theeight provinces and another five to benominated. This would create a farmore manageable number than thecurrent CA which numbers 601.

This understanding has faced oppo-sition from a number of Madhesi par-ties as also from the hard line Maoistfaction. Legal challenges have alsobeen posed that need to be overcome.Some opponents of the federal sys-tem perceive an Indian hand in thelegal challenge on the rationale thatthe present regime in India wouldlike to see a Hindu rashtra restored inNepal and would also be moreassertive in supporting the Madhesis.Notwithstanding such conspiracytheories, the four party agreement is astep forward in Nepal’s political tran-sition. The CA elected in 2008 was toconclude the Constitution draftingexercise in two years but finallylapsed in 2012 without completingthe task. A new CA elected in 2013has been struggling with the sameissues. Meanwhile, no governmenthas lasted more than two years andall kinds of coalitions have beentried.

The Nepali people are a patient lotbut will not forgive their leaders ifeven after such a tragedy, politicalinstability and bickering hampersNepal’s reconstruction and rehabili-tation for which the internationalcommunity has been so forthcoming.

It is a matter of considerable satisfaction that withindays of the Madras High Court passing an indefensibleorder asking the perpetrator and the victim in a rape

case to opt for mediation, the Supreme Court has restatedstrongly that rape is an offence that does not brook anycompromise. The latest ruling is a rebuke to appellatecourt judges who casually overturn convictions or reducethe prison terms of those found guilty of rape, often by cit-ing claims that a compromise has been arrived at. With thisruling, the Supreme Court makes it amply clear that offersof marriage or forms of financial compromise cannot beapplied in a rape case. It also denies the parents of a minorgirl the right to arrive at a compromise with the rapist. Byreiterating sharply that any thought of mediation in a rapecase is “completely sans legal permissibility”, the courthas gone a long way towards ensuring that the lower ranksof the judiciary have absolutely no reason to take recourseto such a “subterfuge”. The Supreme Court ruling wasmade in an appeal where the Madhya Pradesh High Courthad converted a case of attempted rape on a seven-year-old girl into one of attempt to “outrage the modesty of awoman”, and had reduced the sentence from five years tothe period spent by the convict in prison. A recent judg-ment from the Madras High Court that had allowed a con-victed rapist to be freed on bail to work towards a mediat-ed solution with the survivor had shocked civil society andattracted severe criticism. The Supreme Court judgment is,thus, timely and essential. A matter of graver concern,however, is the fact that the Supreme Court is so oftenbeing required to restate the basic principles of justice. Itwas only in 2013 that it categorically ruled that there canbe no compromise in a rape case. In several cases in thepast, the apex court has deprecated the tendency of somejudicial officers to take into account purported compro-mises and award lenient sentences on that basis. Also,when it comes to sentencing policy, it should be remem-bered that as part of the amendments to criminal law madein 2013, a proviso in Section 376 of IPC (punishment forrape) that allowed judges to award lesser prison terms thanwhat are set down, on ‘special grounds’, has been omitted.Judges are not allowed to consider offers of marriage, thepassage of time, or the state of a woman being “happilymarried” as factors justifying a soft approach towards per-petrators of rape. That despite the Supreme Court’s repeat-ed directions not all lower courts see the irreparable harmdone to rape survivors by subjecting them to mediatedsolutions is disquieting. It is also an indication of howdeeply patriarchy is embedded in our judicial system.

This is the first Census released after 1932and contains various details with regard to

specific regions, communities, caste and eco-nomic groups and measures the progress ofthe households in India.

"It is after 7-8 decades that we have thisdocument after 1932 of the caste census. It isalso a document which contains variousdetails ... Who are the ones who have qualita-tively moved up in terms of life, which arethe ones both in terms of geographicalregions, social groupings which in futureplanning needs to be targeted," Jaitley said.

The census survey, which was carried outin all the 640 districts of the country, peggedrural households at 17.91 crore. The totalhouseholds in the country -- rural plus urban-- stand at 24.39 crore.

Of all the rural households, 7.05 crore, or39.39 percent, was termed as 'ExcludedHouseholds' which did not have an income ofover Rs 10,000 per month, or did not owneither an automobile, fishing boat or kisancredit card.

While 5.39 crore (30.10 percent) out oftotal rural households depended on crop cul-tivation for sustenance, 9.16 crore (51.14 per-cent) earned income through manual casuallabour. Some 44.84 lakh worked as domestichelps, 4.08 lakh were rag pickers and 6.68lakh beggars.

"The data addresses the multi dimensional-ity of poverty and provides a unique opportu-nity for a convergent, evidence based plan-ning with a Gram Panchayat as unit," RuralDevelopment Minister Chaudhary BirendraSingh said.

Of all the rural salaried households, 5 per-cent earned salaries from the governmentwhile those employed in the private sectorconstituted 3.57 percent of the total house-holds.

Public sector-employed households madeup 1.11 percent of the total.

The Census said 94 percent of the ruralhouseholds owned a house with 54 percenthaving 1-2 room dwellings.

Landless ownership was 56 percent of thetotal rural population, with 70 percent of SCsand 50 percent of STs being landless owners.

As many as 39 percent of the rural house-holds are classified by the Census as automat-ically excluded and 48.50 percent meetingone or the more deprivation criteria.

Over 11 per cent rural households pos-sessed refrigerators and 20.69 percent hadeither an automobile or a fishing boat.

"The Ministry of Rural Development, inconsultation with states, is trying to imple-ment a convergent, integrated poverty reduc-tion plan with Gram Panchayats and deprivedhouseholds as priority," an official statementsaid.

Vyapam scam..."Yes they (STF top officers) had made a rep-

resentation to me regarding some threateningcalls to them like "hum dekh lenge" (will seeyou)...I have forwarded their grievances to theMadhya Pradesh High Court which is monitor-ing the probe into the scam, SpecialInvestigation Team (SIT) chief, Justice (Retd)Chandresh Bhushan told PTI when asked aboutthe issue.

In their representation to the SIT chief, thestate STF's Assistant Inspector General ofPolice Ashish Khare and DeputySuperintendent of Police D S Baghel, who arethe key investigators in the scam, have soughtprotection, stating that they are being houndedby influential persons whom they are prosecut-ing, sources close to the officials said.

"We conveyed our grievances to the SITabout a fortnight back. The SIT will take a callon it," Khare said, without divulging any detailsof their grievances.

According to sources, the two officers havefiled more than 15 chargesheets in the MadhyaPradesh Professional Examination Board(MPPEB) scam, also known as Vyapam scam.

Their plea to the SIT chief assumes signifi-cance in the wake of deaths of 25 accused andwitness in the scam.

The Vyapam scam, that came to light in 2013,is a massive admission and recruitment scandalinvolving politicians, bureaucrats and middle-men. Several politicians, including formerEducation Minister Laxmikant Sharma, a hostof officials and scores of aspirants have beenarrested in the case.

Last week, the SIT probing the scandal hadsubmitted to the MP High Court that 23deceased in the MPPEB scam had died unnatu-ral deaths so far. Some reports have claimed 40such deaths.

The most high-profile death was that ofShailesh Yadav, son of Madhya PradeshGovernor Ram Naresh Yadav. Shailesh, 50, wasfound dead at his father's residence in MallAvenue area in Lucknow on March 25 this year.

Ram Naresh Yadav, also a former chief minis-ter of Uttar Pradesh, was himself made anaccused in the MPPEB scam before gettingrelief from the court.

She had filed a complaint with the DelhiUniversity's grievance redressal cell but, dissat-isfied with the pace of proceedings, she chose tofile a complaint with the police.

Casio to Launch FirstSmartwatch in March Astronomers are gearing

up for high-energy fire-works in early 2018

when a stellar remnant the size ofWashington meets one of thebrightest stars in our galaxy.

The cosmic light show willoccur when a pulsar discoveredby Nasa's Fermi Gamma-raySpace Telescope swings by itscompanion star.

Scientists plan a global cam-paign to watch the event from

radio wavelengths to the highest-energy gamma rays detectable.

The pulsar known as J2032 isthe crushed core of a massive starthat exploded as a supernova.

It is a magnetised ball about 12miles across, or about the size ofWashington, weighing almosttwice the Sun's mass and spin-ning seven times a second.

"Two dozen pulsars were dis-covered this way in the first yearof Fermi telescope data alone,

including J2032 that was foundin 2009," said David Thompson,Fermi deputy project scientist atNasa.

The pulsar's rapid spin andstrong magnetic field togetherproduces a lighthouse-like beamdetectable when it sweeps ourway.

"The fireworks expected atclosest approach in three years'time allows us to prepare to studythe system across the entire elec-

tromagnetic spectrum with thelargest telescopes," added BenStappers, professor of astro-physics at the University ofManchester.

The massive star tugging on thepulsar is named MT91 213.

The companion is 15 times themass of the Sun and shines10,000 times brighter.

The paper appeared in the jour-nal Monthly Notices of the RoyalAstronomical Society.

I make a pack mixing a pinchof turmeric powder with few drops ofhoney and 2 tsp of fresh cream(malai). Apply this on my face andneck for 15 minutes and rinse it offwith cold water.
