BOARD REPORT CONTACT: Don White, Ph.D., Superintendent TITLE: 2015-2016 Organizational Chart DATE: April 13, 2015 Background: The District’s continuous improvement process includes periodically reviewing changes in the types of administrative positions so that the District is better enabled to meet current and future needs. Gary Frisch’s retirement and Sean Walsh’s acceptance of a position in another school district gives me the opportunity to recommend administrative changes to better meet the needs of the district. A review of our current organizational chart was completed and several changes are being recommended for the 2015-2016 school year. Discussion: The following bullets are a summary of the recommendations that are part of the changes in the organization chart. • Ken Surma is appointed as the Assistant Superintendent of Business & Operations/CSBO. A copy of the
job description is attached. • The Assistant Superintendent of Information Services & Operations/CSBO position is eliminated. • Mike Vilendrer is appointed to the newly created position of Director of Operations. A copy of the job
description is attached. This will give Ken support as two departments (Business & Operations and Information Services & Operations) will now be within Ken's office.
• Mike Duggan is appointed as the Facilities Coordinator (which is Mike Vilendrer's current position). • Create a new position titled Director of Assessments & Effectiveness. If approved, the person in this
position will be responsible for assessments and program evaluations. This position will be part of the Department of Learning. A copy of the job description is attached.
• Dawn Benaitis is appointed to the newly created position of Director of Learning (Curriculum & Instruction). A copy of the job description is attached.
• Rocky May is appointed as the Assistant Principal at HMS (moving from the Dean position to the AP position).
Financial Impact: A detailed analysis of all administrative and exempt employees salary and benefits is included as part of the 2015-2016 salary recommendations agenda item. Recommendation: Approve as presented.

Assistant Superintendent for Business & Operations/CSBO
Primary Function Supervise the management of the financial and operational affairs of the school district to provide the best possible education services with the financial resources available

Financial Planning & Budgeting

• Submit periodic statements to the Board of Education detailing the status of the budget appropriation.
Accounting & Finance Systems • Establish and supervise a program of accounting and reporting for the financial affairs of the District. • Establish controls for transfer of budgeted funds, as necessary. • Prepare financial reports as required by state and federal agencies. • Prepare appropriate financial reports to record data and provide information for management decisions. • File a financial report annually for audit by an independent certified public accountant. • Implement audit suggestions on a timely basis. • Complete, monitor, and report the activities applicable to state and federal funded activities. • Monitor a District-wide plan for the management of school activity, student body and school-based internal funds.
Purchasing & Supply Management
• Coordinate the purchase, maintenance and inventory of all supplies and equipment for offices and instruction to take advantage of bidding, cooperative and bulk purchase, based upon requisition specifications.
• Develop and administer a program for securing contracted services. • Direct the purchase, by competitive bidding, informal quotations and negotiation, of items of supply, equipment and contracted
services necessary for the operation of the school district. • Review or prepare bidding documents, including notice to bidders, instruction to bidders, specifications and the form of proposal. • Develop a fixed asset inventory for insurance and control purposes.
Personnel Management & Collective Bargaining • Supervise the staff accounting, payroll and all related data in the area of personnel administration; i.e., keep the needed information
concerning number of personnel, dollars involved with such personnel and all other related data concerning professional and support staff.
• Verify employee services and prepare special reports required for income tax, social security and other special withholdings. • Prepare pertinent fiscal data for negotiations, including data relevant to benefit programs. • Oversee the selection and revision of employee health insurance programs.
Office Management • Establish procedures for record keeping and maintaining all records that audit and legal requirements demand. • Establish standard operating procedure manuals for the effective workflow of paper processing. • Review form design and update form requirements as needed. • Supervise administrative office services dealing with telephone, postage and office equipment operation, general mail receipt and
distribution, including courier service for interschool mail and centralized copying/duplicating services.
Program Management • Develop a comprehensive plan for the operation of the total school business services program. • Delegate the authority necessary to accomplish department functions. • Implement and observe all Board of Education business policies for the District. • Develop and operate a management control system that monitors department activities. • Keeps abreast of issues and trends in the areas of school business administration through literature, participation in school business
officials associations and attendance at approved workshops and seminars.
Insurance/Risk Management • Coordinate the student, workers' compensation, liability, automobile, and property insurance.
Systems Management • Create and maintain the necessary systems, records and procedures required to clearly report the fiscal management and
business affairs of the District to comply with the Illinois School Code and Illinois Financial Accounting Manual • Facilitate the development of information services processes and procedures in all District departments and make
recommendations for improvement to the Superintendent • Prepare recommendations on the anticipation and projection of the impact of national, state, and local legislation upon the fiscal
planning of the District, and evaluate resources, situations and conditions • Communicate all unusual or divergent conditions that may occur which will affect the affairs of the District

• Supervise and facilitate the completion of all mandated reporting related to district operations. • Prepare and recommend additions and revisions to existing policies, procedures, and regulations relative to the operations and
communication systems of the district • Assist with the compilation of all required information in preparation for referenda • Aid in reviewing, analyzing and evaluating pending legislation, legal mandates, regulations, and guidelines that may affect District
programs, functions and activities. • Cooperate with other appropriate administrative personnel in the development and implementation of staff recruitment, interview
and selection procedures that will culminate in recommendations to the Superintendent for employment and assignment to fill existing vacancies.
• Assist with Freedom of Information Act (FOIA) responses and posting of information • Assist with the implementation of evaluation and supervision programs • Oversee the completion and reporting of state and federal grants and reports • Confer with the Assistant Superintendent of Learning to determine, establish and maintain the financial data necessary for

Position Overview Provide leadership to link assessment with instructional practices, district programs, and overall curriculum and instruction effectiveness. Responsible for developing and facilitating district, school, and classroom level systems of assessments and program analysis. The goal of this work is to foster continuous improvement in the areas of teaching, learning and overall program effectiveness.
Qualifications – Experience and Education

Qualifications – Experience and Education
• Master’s degree in education • Successful experience as an administrator • Successful experience in supervision of pupil services is preferred • Five years of teaching experience preferred • Knowledge of federal and state funding, grant programs, regulations and laws • Experience evaluating and supervising staff members • Successful completion of ISBE PERA training preferred • Comprehensive knowledge of pupil services

Responsibilities
