Action by the City of Minneapolis: City Planning Commission Approval 8/7/00 (To take effect after ten-day appeal period ending 8/17/00 and approval of plans) Area bounded by Broadway St NE to the north; Marshall St NE to the east; 8 th , 9 th , and 10 t Avs to the south; and the Mississippi River to the west (3 rd Ward - CU-1000168) Application by Graco, Inc. for a conditional use permit to allow an approximately 165,000 square feet of additional manufacturing, distribution, and office space which exceeds the maximum allowable height of 35 feet in the Shorelands and Mississippi River Critical Area Overlay Districts expansion of Graco’s Riverside Plant. (Staff, Jim Voll) Motion: The City Planning Commission adopted the findings and approved the conditional use permit application subject to the approval of the site plan review, the Sibley Street vacation, and the water and sewer easement. Area bounded by Broadway Street NE to the north; Marshall Street NE to the east; 8 th , 9 th , and 10 th Avenues to the south; and the Mississippi River to the west (3 rd Ward - SP- 1000165) Application by Graco, Inc. for site plan review of the reconfigured Main Plant parking lot and construction of the Riverside Plant addition. (Staff, Jim Voll) Motion: The City Planning Commission adopted the findings and approved the site plan review application subject to the following conditions: Riverside Addition and Main Plant parking lot reconfiguration: 1) Staff review and approval of the final site plan, landscaping plan, lighting plan, snow storage plan, and building elevations. All site improvements shall be completed by October 31, 2001 or permits may be revoked for noncompliance; 2) If estimated site improvement costs exceed $2,000, the applicant shall submit a performance bond in the amount of 125% of the estimated site improvement costs by November 1, 2000, or permits may be revoked for noncompliance; 3) Compliance with the requirements of the MR Mississippi River Critical Area Overlay District, the SH Shorelands Overlay District, and the FP Floodplain Overlay District; 4) Provision of wrought iron fencing along Broadway for the extent of the reconfigured main lot. In other areas around the main parking lot, where chain link fencing may be utilized, it shall be black vinyl coated chain link fencing; 5) When the trail and possible road plans are finalized the applicant shall provide a landscaping plan for the north and west sides of the Riverside Plant. This plan is not required to be finalized before building permits can be pulled for the parking lots and plant expansion; 6) Windows and building materials for the proposed Riverside addition shall be compatible with the existing buildings on the Graco campus;

8) Provision of an open space easement on the north and west side of the site to allow pedestrian and

bicycle access as a part of a green way connection along the Mississippi River;

9) Provision of an easement on the west side of the site to allow a possible vehicular access as a part of a

green way connection along the Mississippi River; and,

10) Approval of the Conditional Use Permit, the vacation of Sibley Street, and the vacation of the water

and sewer easement.

Application by Graco, Inc. for a street vacation of the above described area to allow expansion of

Graco’s Riverside Plant to provide approximately 165,000 square feet of additional manufacturing,

distribution, and office space. (Staff, Jim Voll)

Motion: The City Planning Commission recommended that the City Council adopt the findings and

approve vacation of Sibley Street from approximately the south right-of-way line of Broadway Street

to the north right-of-way line of 11th Avenue NE, subject to the retention of easements by Northern

States Power and Minnegasco and any necessary Public Works easements or requirements such as a

cul-de-sac at the north end of Sibley Street.

The water and sewer easements retained in previously vacated 12th Avenue Northeast (3rd

Ward - Vac-1330)

Application by Graco, Inc. for a utility easement vacation of the above described area to allow

expansion of Graco’s Riverside Plant to provide approximately 165,000 square feet of additional

manufacturing, distribution, and office space. (Staff, Jim Voll)

Motion: The City Planning Commission recommended that the City Council approve the

vacation subject to approval by the Public Works Department.
