SPECIFICATIONFOR

33KV & 11KV SWITCHGEARS

1.0 INTENT OF SPECIFICATION

This specification is intended to cover the design, manufacture, assembly, testing atmanufacturer's works, supply & delivery, properly packed for transport of 33kV Switchgear &11kV Switchgear complete with all accessories and auxiliary equipment for efficient andtrouble-free operation.

2.0 CODES AND STADARDS

The equipment to be furnished under this specification shall, unless otherwise stated, bedesigned, constructed and tested in accordance with the applicable sections of the latestrevision of relevant International Electrotechnical Commission (IEC) publication.

3.0 EQUIPMENT AND SERVICES TO BE FURNISHED UNDER THIS SPECIFICATION

3.1 Two(2) sets of 33 kV Switchgear Line-up as per Single Line Diagram.

3.2 One (1) set of 11 kV Switchgear Line-up as per Single Line Diagram.

3.3 One(1) set of earthing truck for 11 kV bus side earthing.

3.4 Spare parts.

3.5 All relevant drawings, data and instruction manuals.

4.0 SITE CONDITIONS

For the purpose of equipment design, the following data shall be taken into consideration:

§ Sand storm : Subjected to strong and frequent sandstorm

5.0 DESIGN CRITERIA

5.1 The 33kV & 11kV switchgears will be used to supply power to various distribution circuits, aswell as nearby localities through 33kV & 11kV line feeders & transformer feeders.

5.2 The switchgears will be located indoors in a clean but hot, humid and tropical atmosphere.

5.3 For continuous operation at specified ratings, temperature rise of the various switchgearcomponents shall be limited to the permissible values stipulated in the relevant standards and/orthis specification.

5.4 The switchgears and their components thereof shall be capable of withstanding the mechanicalforces and thermal stresses of the short circuit current of the system without any damage ordeterioration of material.

5.5 Each substation will have two (2) 33kV Incomer circuit breakers. Before each circuit breaker, oneset of 3-phase off-load Isolator will be provided for isolation and ease of maintenance. TheseIsolators will be mounted inside panels and mechanically interlocked with corresponding CircuitBreakers so that isolators could not be operated when the breaker is in Service. Breakers willhave built-in earthing arrangement. As soon as the breakers are withdrawn, corresponding cableterminals will be earthed. Rating of the isolators will be same as the breaker. These two breakerswill directly feed power to HV sides of two 33/11.5kV transformers. The 11kV switchgears shallhave two incoming and one bus-coupler circuit breaker feeders. Each incoming feeder shall berated to feed entire load of the switchgear. Under normal condition, two incoming feeders of theswitchgear shall operate independently with bus coupler open. There shall be provision formanual/auto changeover of the supply from one incomer to the other through trip selector switchand under voltage relays. In addition provision shall be made to run both the source in parallel at11 kV.

5.6 The ratings of all equipment including bus bars of the switchgears shall be as shown in theattached single line diagrams. Each incoming feeder shall be rated to carry continuously 110percent of rated secondary current of the transformer feeding the switchgear. The rating of thebus coupler feeder shall be equal to the rating of the incoming feeder.

5.7 11kV outgoing breakers shall be suitable for switching oil filled type L.T. transformers both underloaded and unloaded conditions as well as feed power through long lines (partially cables & OHLconductors).

When switching inductive and capacitive currents, the over voltages produced on any switchingduty shall be less than 2.5 p.u. Where the switching over voltages exceed 2.5 p.u., themanufacturer shall provide appropriate metal oxide surge arresters on both cable and bus barsides of the circuit breaker, on each circuit to protect the system at no extra cost to the customer.These surge arresters shall be mounted inside the panel.

5.8 Equipments, accessories and devices covered in this specification shall meet the requirementsof the referenced IEC or other international standards.

5.9 Provisions shall be made for padlocking the circuit breakers in the test and disconnect positions.

5.10 The low voltage section shall be arranged with a barrier so that it can be entered with thecontactor energized without exposing personnel to high voltage.

5.11 33 kV & 11 kV switchgears shall be suitable for withstanding internal arc faults in line with IEC60298, Clause 5.101.4.

5.12 The switchgear shall be designed for a service life of at least 30 years in the environment for theduty specified on the data sheets.

6.0 SPECIFIC REQUIREMENTS

6.1 Construction

6.1.1 The switchgear panels shall be indoor, metal-clad, floor mounted, drawout type. Design andconstruction shall be such as to allow extension at either end.

6.1.2 The switchgear enclosure shall conform to the following degree of protection as per IEC 60529:

For covers : IP33

For bus bar, cable and breaker : IP 54

For instruments : IP50

The minimum thickness of sheet steel used shall be 2 mm.

6.1.3 The switchgear assembly shall comprise of a continuous, dead-front, line-up of free standing,vertical cubicles. Each cubicle shall have a front-hinged door with latches and a removablebolted back cover. All covers and doors shall be provided with neoprene gaskets. Each cubicleshall have suitable lifting device.

6.1.4 Switchgear cubicle shall be so sized as to permit closing of the front access door when thebreaker is pulled out to TEST position. The working zone at the front of cubicle shall be restrictedwithin 750 mm to 1800 mm from floor level.

6.1.5 Circuit breakers, instrument transformers, bus-bars, cable compartment etc., shall be housed inseparate compartments within the cubicle. The design shall be such that failure of oneequipment shall not affect the adjacent units.

6.1.6 All relays, meters, switches and lamps shall be flush mounted on the control cabinet built on thefront of the cubicle.

6.1.7 For easy maintenance, the width of the panel shall not be less than 800mm.

6.2 Bus and Bus Taps

6.2.1 The main buses and connections shall be of copper, sized for specified current ratings withmaximum temperature limited to 90°C (including ambient of 40OC).

6.2.2 Busbars and connection shall be fully insulated for working voltage with adequate phase/groundclearances. Insulating sleeves for busbars and cast-resin shrouds for all joints and tap-offs shallbe provided.

Bus support insulator shall be flame-retardant, track resistant type with high creepage surface.

6.2.3 All buses and connections shall be supported and braced to withstand stresses due to maximumshort circuit current and also to take care of any thermal expansion.

6.2.4 Busbars shall be colour coded for easy identification and so located that the sequence R-Y-Bshall be from left to right, top to bottom or front to rear, when viewed from front of the switchgearassembly.

6. 2.5 The busbar chamber shall be provided with interpanel barrier with epoxy cast seal-off bushingsthrough which the buses will pass through so as to prevent propagation of fire from one panel toanother.

6.3 Circuit Breaker

6.3.1 Circuit breakers shall be triple pole, single throw, Vacuum type.

6.3.2 Circuit breakers shall be drawout type, having SERVICE, ISOLATED and EARTHED positionswith positive indication for each position.

6.3.3 All 33 kV and 11 kV circuit breakers shall have motor wound spring charged trip free mechanismwith antipumping feature, with provision for high speed auto-reclosing and shunt trip. In addition,facility for manual charging of spring at any breaker position shall be provided.

6.3.4 For motor wound mechanism, spring charging shall take place automatically after each breakerclosing operation. One open-close-open operation of the circuit breaker shall be possible afterfailure of power supply to the motor. A visual mechanical indicating device will also be providedto show the position of the spring.

6.3.5 Interlock arrangements shall be as stated in clause 5.11 of IEC 62271 – 200. Mandatoryinterlocks shall be mechanical

Mechanical safety interlock shall be provided to prevent :

a) The circuit breaker from being racked in or out of the service position when the breaker isclosed.

b) Racking in the circuit breaker unless the control plug is fully engaged.

6.3.6 Automatic safety shutters shall be provided to fully cover the female primary disconnects whenthe breaker is withdrawn.

6.3.7 Each breaker shall be provided with an emergency manual trip, mechanical ON-OFF indication,an operation counter and mechanism charge/discharge indicator.

6.3.8 Control voltage shall be 110V DC.

6.3.9 Breakers shall be suitable for high speed auto reclosing capbility

6.4 33kV Isolator

6.4.1 Isolators shall be panel mounted, triple pole, single throw, air insulated, load-break type.

6.4.2 All other details of the panels will be identical to that circuit breaker panels.

6.4.3 Isolators shall be mechanically & electrically (wherever possible) interlocked with circuitbreakers in order to avoid operation of Isolators when the CB is closed.

6.4.4 Each breaker will be provided with suitable cable side earthing truck or built-in earthingarrangement.

6.5 Control & Indication

The circuit breaker shall be wired up for local & remote operation through SCADA system. Eachbreaker cubicle shall be equipped with following :

6.5.1 One control cabinet, mounted on top of breaker cabinet, provided with suitable anti-vibrationfacilities. One (1) TEST-NORMAL and LOCAL-REMOTE stayput type selector switch with pistolgrip handle and key interlock.

6.5.2 Two (2) heavy duty oil tight, push buttons for TRIP & CLOSE. TRIP Push button shall beshrouded type to prevent accidental operation.

6.5.3 Nine (9) indicating lights on front of compartments :

GREEN : Breaker OpenRED : Breaker ClosedAMBER : Auto TripWHITE : Spring chargedBLUE : Trip Circuit HealthyRED & GREEN : Earth Switch Closed & OpenYELLOW & BLUE : Breaker Test & Service Position

6.5.4 Lamps shall be low watt LED Cluster type. Lamp and lens shall be replaceable from the front.

6.5.5 A common audible alarm for each switchgear line-up shall be provided to alert the operator thatcircuit breaker has tripped. Means shall be provided for silencing the audible alarm whilst leaving itfree to sound when any other alarm is initiated but the associated alarm indications shall continueuntil cancelled.

6.6 Current Transformer

6.6.1 Current transformers shall be cast resin type. All secondary connections shall be brought out toterminal blocks where wye or delta connection will be made. The CT secondary shall be rated for1A (for relays) and 5A (for metering).

6.6.2 Accuracy class of the Current Transformers shall be :

a) Class PX for differential relaying.

b) Class 5P20 for other relaying

c) Class 1.0 and ISF <5 for metering.

6.6.3 Other particulars of the CTs viz. ratio, burden, knee point voltage, excitation current and secondaryresistance shall be as shown in SLD.

6.7.1 Voltage Transformers shall be cast-resin, drawout type and shall have an accuracy class of 1.0.Voltage Transformer mounted on breaker carriage is not acceptable.

6.7.2 High voltage windings of voltage transformer shall be protected by current limiting fuses. Thevoltage transformer and fuses shall be completely disconnected and visibly grounded in fullydraw-out position.

6.7.3 On low voltage sides, MCBs will be provided to prevent overload.

6.8 Relays

6.8.1 Main power circuit Relays shall be static/digital/numeric type, of drawout design with built-in testingfacilities, having provision for remote communications. Small auxiliary relays may be electro-mechanical in non-drawout execution and mounted within the cubicle.

6.8.2 Relays shall be rated for operation on 110V secondary voltage and 1A secondary current. Numberand rating of relay contacts shall be as required.

6.8.3 The Bidder shall furnish, install & co-ordinate all relays to suit the requirements of protection,interlock and bus transfer schemes.

6.8.4 The protection equipment offered shall have proven field experience and similar site condition asstated under clause 4.0.

6.9 Meters and Meter Selector Switches

6.9.1 Indicating instruments (96 x 96 mm) shall be switchboard type, with 240 Deg. scale, anti-glareglass and accuracy class of at least 0.5% full scale. Each meter shall have zero adjuster on thefront. Meters shall have black marking on a white scale face.

6.9.2 All 33kV and 11kV incoming and outgoing feeders will be provided with a Digital type Multi-functionMeter, capable of measuring and digitally displaying the following parameters: kW, kWH, kVAr,kVArH, A, V, pf, frequency. Each meter will be provided with at least two output signals of 4-20mAand communication port (RS 232 or RS 485) for all the above parameters for use in SCADA.

6.9.3 Meter selector switches shall be maintained contact, stay put type with knob handle. Ammeterselector switches shall be four-position type having make before break contacts to prevent opencircuits of CT secondaries.

6.10 Secondary Wiring

6.10.1 The switchgear shall be fully wired at the factory to ensure proper functioning of control, protection, transfer and interlocking schemes.

6.10.2 Fuse and links shall be provided to permit individual circuit isolation from bus wires withoutdisturbing other circuits. All spare contacts of relays, switches and other devices shall be wiredupto terminal blocks.

6.10.3 Wiring shall be done with flexible, 600V grade, PVC/PE insulated switchboard wires with strandedcopper conductors of 2.5 Sq.mm.

6.10.4 Each wire shall be identified, at both ends, with permanent markers bearing wire numbers as perapproved wiring diagrams. All wires, which, if interfered, may cause tripping, shall be identified witha separate ferrule engraved with a “T”.

6.11 Terminal Blocks

6.11.1 Terminal blocks shall be 600V grade self insulated, box clamp type with marking strips 10 Sq.mmor equal. Terminals for C.T. Secondary leads shall have provision for shorting.

6.11.2 Not more than two wires shall be connected to any terminal. Spare terminals equal in number to20% active terminals shall be furnished.

6.12 Cable Termination

6.12.1 Switchgear shall be designed for cable entry from the bottom. Sufficient space shall be providedfor ease of termination and connection.

6.12.2 All provisions and accessories shall be furnished for termination and connection of cables,including removable gland plates, cables supports, crimping type lugs, brass compression glandswith tapered washer (Power cables only) and terminal blocks.

6.12.3 The gland plates shall be minimum 3 mm thick. The gland plate and supporting arrangement for1/C power cables shall be of non-magnetic material to minimize flow of eddy current.

6.13 Ground Bus

6.13.1 A copper ground bus, rated to carry maximum fault current, shall extend full length of theswitchgear.

6.13.2 The ground bus shall be provided with two-bolt drilling with bolts and nuts at each end to receiveadequately sized copper flats or copper ground wires.

6.13.3 Each stationary unit shall be connected directly to the ground bus. The frame of each circuitbreaker and drawout V.T. unit shall be grounded through heavy multiple contacts at all timesexcept when the primary disconnecting devices are separated by a safe distance.

6.13.4 C.T. and V.T. secondary neutrals shall be earthed through removable links so that earth of onecircuit may be removed without disturbing other.

6.13.5 All hinged doors shall be earthed through flexible copper braid.

6.14 Nameplates

6.14.1 Nameplates of approved design shall be furnished at each cubicle and at each instruments &device mounted on or inside the cubicle. Cubicle nameplates shall be provided both at the frontand back of the cubicle.

6.14.2 The material shall be lamicoid or approved equal, 3 mm thick with black letter on whitebackground.

6.14.3 The nameplate shall be held by self-tapping screws. Nameplate size shall be minimum 20mm x75mm for instrument/device and 40mm x 150mm for panels.

6.14.4 Caution notice e.g., “DANGER, HIGH VOLTAGE, DO NOT OPEN WHEN POWER IS ON” onsuitable metal plate shall be affixed at the back of each vertical panel.

6.15 Space Heaters and Plug Sockets

6.15.1 Each cubicle shall be provided with thermostat controlled space heaters and 5A, 3 pin plugsocket.

6.15.2 Cubicle heater, Plug/socket circuits shall have individual switch fuse units.

6.15.3 Heater kW rating shall be four (4) times the kW heat load requirement.

6.16 A.C / D.C Power Supply

6.16.1 The following power supplies shall be made available to each switchgear:

A.C. supply : 230V, 1-ph, 2-wire Single Feeder.

D.C. supply : 110V DC Double Feeder.

6.16.2 Isolating switch fuse units shall be provided at each switchgear for the incoming supplies, 2-pole,single throw for A.C. and 2- pole, double throw for D.C.

7.0 TESTS

7.1 The switchgear shall be completely assembled, wired, adjusted and tested at the factory as perthe relevant IEC standards.

7.2 Routine Test

The tests shall include but not necessarily limited to the following:

a) Operation under simulated service condition to ensure accuracy of wiring, correctness ofcontrol scheme & proper functioning of the equipment.

b) All wiring and current carrying part shall be given appropriate High Voltage test.

c) Primary current and voltage shall be applied to all instrument transformers.

d) Routine test shall be carried out on all equipment such as circuit breakers, instrumenttransformers, relays, meters, transducers etc.

7.3 Type Test

The following test shall be performed on a typical section of the bus assembly:

a) Impulse Test

b) Temperature rise Test

c) Short circuit Test (optional)

The cost of such tests, if any, shall be quoted separately. If test certificates of identicalequipment is available, same shall be submitted along with tender. If the same are foundacceptable, requirement of Type Tests may be waived.

7.4 Test Witness

The manufacturer shall perform factory tests on equipment in presence of customer’srepresentative. The manufacturer shall provide all inspection facilities for the said inspectionand testing. The inspector shall have the right to reject any portion of the equipment at anytime during manufacture if it does not meet the requirements of this specification in allparticulars. The manufacturer shall give at least fifteen (15) days advance notice of the datewhen the tests are to be conducted.

7.5 Test Certificates

7.5.1 Test certificate shall be furnished in required number of copies.

7.5.2 The routine and type test certificates of the switchgears shall be furnished for approval beforethe dispatch of the equipment from the works.

7.5.3 The routine and type test certificates of miscellaneous components shall also be furnished forapproval.

8.0 DRAWINGS, DATA & MANUALS

8.1 To be submitted with the Bid

a) General arrangement drawing showing constructional features, space required in frontfor withdrawals, power & control cable entry points etc.

b) Bill of Materials

c) Typical foundation plan

d) Typical breaker control schematic

8.3 Instruction Manuals for Switchgear and Associated Equipment

The manual shall clearly indicate that the method of installation, check-ups and tests to becarried out before commissioning of the equipment.

8.4 The Bidder may note that the drawings, data and manuals listed herein are minimumrequirements only. The Bidder shall ensure that all other necessary write-ups, curves,calculations and information required to fully describe the equipment are submitted with his bid.

9.0 SPARES

The Bidder shall propose a recommended list of spares for five (5) years operation.

8.0 All inverse time o/c relays shall be of 3 sec version. All definite time o/c relays shall haveadjustable time range to be decided by the Bidder after application check.

9.0 Any other protection/relay not explicitly mentioned but necessary for satisfactory and trouble-freeoperation of the system are deemed included within the scope of supply.

10.0 Bus Transfer Scheme

a) Facility for running two incoming source of power supply in parallel shall beprovided. For this purpose synchro check relay shall be provided. Provisionshall be made for operation from both local and remote (SCADA).

a) Automatic change over from one source to the other will be initiated if one of the incomer breaker trips. Bus coupler breaker will close automatically provided selector switch is in Auto position.

c) All manual and automatic transfer schemes shall be contingent on associated protective lockout devices being in reset position and operated through SCADA system.
