Article 1: Elected Po-sitionsTo elect from the legal voters of said City, the following officers:• One City Council Member to represent Ward One for a term of three years; • One City Council Member to represent Ward Two for a term of three years; • Two Trustees for the St. Albans Free Library, for a term of three years each; • Any other officer or of-ficers required by law to be elected at said meeting.Article 2: City BudgetShall the voters adopt the City Council’s proposed budget for FY 2014 totaling $7,104,971 with an es-timated municipal tax rate of $.8108 on the Grand List?Article 3: TIF Brown-field Remediation Shall the voters au-thorize the City of St. Albans to issue gen-eral obligation bonds or notes in an amount not to exceed $1,700,000 for the purpose of Brownfield remedia-tion and related site improvements on the so-called Ace Redevel-opment sites located on Congress and Main Streets, with payments to be made from the City’s tax increment fi-nancing program?
