PROJECT REPORT
OPERATIONS & MAINTENANCEFebruary 3, 2009
AIRSIDE PROJECTS
Future Runway 13R/31L Project
Status of acquiring the right of way property has not changed since last month. By the end ofJanuary 2009, the Airport had acquired twenty two (22) of the required twenty-three (23)residential properties. Additionally, there is one piece of unimproved property and an easementleft to acquire. All property acquisitions have been made through the Hardship and VoluntaryLand Acquisition Program.
Airfield Pavement Deicers
Cryotech Deicing Technology (CDT) is currently receiving raw materials to resume productionof their E36 liquid runway deicing product. They plan to begin shipping E36 to customersin late February. The alternative liquid runway deicer, NX360, will continue to be availableuntil E36 deliveries begin.
The Airport Board approved an additional $250,000 in this fiscal year's revised budget at aSpecial Board Meeting held January 21, 2009. The premature expenditure of monies for airfieldchemicals this season resulted from higher than normal winter precipitation in the form of bothsnow and ice. The National Weather Service's 90-day climatological outlook for Des Moines
shows no significant trends for above or below normal temperatures or precipitation over thenext three months. This outlook suggests the most recent appropriation for deicing chemicalsshould be sufficient to cover expenditures through the remainder of this winter season.
Taxiway P Reconstruction Project
This project is currently on hold due to weather and temperatures. Once the temperatures start toclimb in March and April, project will resume. Two items are left to complete: Enhanced holdshort and centerline markings at each intersection, and signage at each intersection.

The office area of the Mesaba facility is complete. Waxing of the floors, final cleaning and
punch list items have taken place.
The hangar is complete, with just the punch list left to be finished. On January 20th, the foamdeluge test occurred and was very successful. The test required 3 of foam to cover the entire65,000 sq ft of the hangar in 3 minutes. Approximately 4.5 of foam was produced in roughly3 minutes.
Mesaba has been making headway on installing their equipment once areas have been completedand turned over. The part shelving has been installed and is ready to accept parts the week ofFebruary 2nd. Shelving is approximately 11-12 feet tall, which uses rolling ladders to makeeasier access. Office equipment has been delivered and installed. The first planned overnight
maintenance is scheduled for the week of February 9th
.
Removal of the temporary fencing is planned for February 3rd. This will set the date in which allsecurity systems will need to be fully functional. On February 4
th, Mesaba will perform a dry
run on fitting a plane at all four locations within the hangar.
