Chhath Puja is an ancient Hindufestival and a Vedic Festivaldedicated to the Sun God,

Surya the god of energy and of thelife-force. Chhath Puja is performedon Kartika Shukla Shashthi, which isthe sixth day of the month of Kartikaas per the Hindu calendar. As per theGregorian calendar this festivals fallstypically in the month of October orNovember.

The Chhath Puja is performed inorder to thank Bhagwan Surya for sustaining life on earth and to request the granting ofcertain wishes. The Sun, considered the god of energy and of the life-force, is worshippedduring the Chhath festival to promote well-being, prosperity and progress. In Hinduism,Sun worship is believed to help cure a variety of diseases, including leprosy, and helpsensure the longevity and prosperity of family members, friends, and elders.

The rituals of the festival are rigorous and are observed over a period of four days.They include holy bathing, fasting and abstaining from drinking water (Vratta), standingin water for long periods of time, and offering prashad (prayer offerings) and arghya to thesetting and rising sun.

Although it is observed most elaborately in Bihar, Jharkhand, Eastern UP and the Terairegions of Nepal in modern times, and is more prevalent in areas where migrants fromthose areas have a presence.

Chhath Puja is also known as Surya Shashti, Chhathi and Dala Chhath. Chhath is afestival of bathing and worshipping that follows a period of abstinence and segregationof the worshipper from the main household for four days. During this period, theworshipper observes purity, and sleeps on the floor on a single blanket. This is the onlyholy festival which has no involvement of any pandit (priest). The devotees offer theirprayers to the setting sun, and then the rising sun in celebrating its glory as the cycle ofbirth starts with death. It is seen as the most glorious form of Sun worship.

.Defeat the politics of communist violence

As BJP is gaining people’s support in new areas its activists and leaders aregetting targeted by the adversaries. The situation in Kerala is really alarming.BJP activists are being violently attacked, terrorized and brutally killed by the

communist goons. In a gruesome incident recently on 12th October 2016, BJP activistRemith was martyred in Kannur. The brutal assault on BJP started on the day communistswon the Kerala polls and in their celebratory procession attacked killed BJP activistPramod who had come from UAE to help BJP in its election campaign. Not only this,in the very hometown of Kerala chief minister Pinarayi Vijayan, BJP activist Remith washacked to death. A number of promising BJP activists have been martyred sincecommunists have come to the power in Kerala. It is a matter of grave concern thatcommunists are trying to impose their Stalinist system based on violence and politicalvendetta.

In the National Council meeting held in Kozhikode, Kerala on 24-25 September2016 Prime Minister Narendra Modi released a book named ‘Aahuti’ which enumeratesthe kind of violence perpetrated by the communists on BJP activists. While releasing thebook the Prime Minister lamented the fact that the communists took recourse to violenceto vanquish their political adversaries in Kerala which was very unfortunate. It isextremely condemnable that communists have tried to perpetuate their rule throughviolence and terror wherever they came into power. A large number of BJP-RSS activistshave been martyred while challenging the politics of violence and terror in Kerala. Theactivists were selectively targeted, brutally attacked and violently killed. There is a longlist of martyrs who have been brutally murdered and many more were maimed forchallenging the violence and terror of the communists. In Kerala communist violencemay be traced back to 1960s when Muslim League goons supported by communistsattacked Jansangh Karyakartas in Thanoor when a 16 year youth Subramanian wasbrutally killed. The case of Jayakrishnana Master who was hacked to death in front ofhis students and the killing of Yashoda and her husband in cold blood remind one ofthe communist faith in violence. Not only the killings alone but the manner in whichthese murders are executed makes it more horrible and blood chilling. Subramaniamand Rajan were burnt alive by dousing petrol on them, Satyan’s head was ruthlesslychopped off and many more such incidents clearly point to the fact that communistswant to establish then reign of terror wherever they are present.

It is rarely that communist violence finds space in the national media. Thecommunists have been getting emboldened as their cadres in media keep their misdeedsclosely guarded secrets. It was due to this that these incidents have not been presentedbefore the nation in their totality. But as BJP is gaining grounds in Kerala, such incidentsare being opposed by more and more people in the state. The massive support of peopleto the call of strike by BJP has sent a warning signal to the communists in the state.Wherever BJP is rising, its activists are facing political assaults and attacks. In Keralaand West Bengal such trends suggests BJP becoming stronger at the cost of the rulingdispensation. Communists are habitually inclined to resort to violence when theirpower is challenged. It’s their ideological and moral defeat. BJP has never pursued thepath of violence in politics. That’s why BJP is gaining acceptability and support acrossthe nation. While saluting all the martyrs of communist violence the need of the houris to democratically defeat their politics of violence and terror by exposing their design.

The day-long statewidehartal called by KeralaBJP in protest against

the murder of a party activistin Pinarayi, Kannur on 13October, 2016 was total in theState. BJP activists have takenout a march to the StateSecretariat in the morning.

Overall the hartal was by andlarge peaceful in the state.

During the hartal BJPactivists blocked roads invarious parts of the state.Barring ambulances andperson in emergency, allmodes of public transport,including the State RoadTransport Corporation busesfrom Kerala and Karnataka,kept off the road. Inter-Statetrucks plying on NationalHighway 66 suspended theirservices spontaneously at thenorthern Manjeshwaramborder check-post till 6 p.m.,the police said adding that no

major untoward incident wasreported from any part of thestate.

Banks and other businesshouses, including shops,downed their shutters of theirown in support of the bandh.Offices registered thinattendance. BJP leaders

termed the hartal a befittingreply to the CPI(M)'s "politicsof violence."

Noteworthy, BJP activistShri Remith was hacked todeath in the home town ofKerala Chief Minister PinarayiVijayan in Kannur district bya gang of CPI(M) workers.

Reacting to the killing, BJPNational President Shri AmitShah had tweeted, "Attackson BJP karyakartas in CMPinarayi Vijayan's homeconstituency is a matter ofgrave concern and smacks ofpolitical vendetta"."Chavassery Uttaman,

Remith's father was similarlykilled in 2002, his mothersuffered serious injures whenhis house was attackedrecently", Shri Shah tweeted.

Noting that it was theseventh politically motivatedmurder in the district thisyear, BJP National Secretary

Shri Siddharth Nath Singhtold media persons, "The CPMor the Left ideology has beenviolent and if you don't standwith their ideology, theywould like to differ with youby silencing you throughmurder, and that's what isexactly happening in Kerala,"Shri Singh said.

The BJP also accused thestate's Left Democratic Frontgovernment and ChiefMinister Pinarayi Vijayan ofunleashing "politicalterrorism" in Kerala.

hailing from Pinarayi in Kannur, should beseen as a ploy to "divert" the attention ofCPI(M) cadres over the controversialappointment of close relatives of partyleaders in top posts in select public sectorunits, BJP leader Shri Sreekanth saidaddressing a public meeting as part of theBJP protest march.

Stating that the RSS loyalist's murderwas hatched by the top leadership of theLeft party, he said Chief Minister PinarayiVijayan's attitude was an insult to the peopleof Kerala.

The remarks by a senior police officerin Kannur that the force was helpless insafeguarding the life and property of thepeople was a confession of breakdown inlaw and order situation, he said.

BJP spokesperson Shri GVL NarsimhaRao accused the Kerala Chief Minister ofpatronizing criminals. "One can clearly makeout that this is political terrorism unleashedby goons of the LDF with the blessings andsupport of chief minister Pinarayi Vijayan.When the Chief Minister's patronage isavailable to criminals, you can see themayhem they can unleash," he said here.

Submit report on BJP activist'smurder, Centre tells KeralaThe Union Home Ministry on 13

October, 2016 sought a report from theKerala government on the killing of BJPactivist Remith in Kannur district. TheState government has been asked toprovide details of the incident and thesteps taken to nab those responsible forthe crime, the Ministry said.

The Ministry has also asked the Stateto inform it about the steps taken for thesecurity of political workers, Ministrysources said.

Noteworthy, ever since the Leftgovernment assumed office in Kerala inMay, four BJP workers have been killedin Kannur district alone.

Shri Rao said the ruling UDF led by theCommunist Party of India-Marxist was unleashingterror on its political rivals as it was unnerved bythe rise of the Bharatiya Janata Party in the state.

"Unnerved by the BJP's rise as well as todivert attention from the corruption in Kerala,these attacks are being orchestrated," he said.

"The state government has not only failed topreserve law and order but actively participatedto wreck it. We demand the LDF governmentand the chief minister to immediately hand overthe murder probe to the CBI," the BJPspokesperson said.

Meanwhile, after the hartal police haveregistered cases against 10 CPI(M) workers inconnection with the attack on Remith. A specialsquad has been formed to investigate the case.However, the BJP has demanded a CBI probeinto the murder by CPM members.

BJP became part of the government, withits MLA Tamyo Taga being sworn in asminister on October 15. Taga (65), a former

BJP national executive committee member, wasadministered oath by Governor VShanmuganathan at the Itanagar Raj Bhawanon October 15 with senior BJP and PPA leadersattended the function.

With Taga's induction, Arunachal becamethe 14th state in the country to have a coalitiongovernment comprising the BJP, and the sixthstate where the BJP has tied up with regionalparties to share power.

"It is part and parcel of the system. One hasto be dropped to accommodate another," Khanduwas quoted as having told reporters after Tagawas sworn in.

Today, nobody needs tolead a life ridden with guilt,accepting ill-treatment, the BJPpresident said, adding, "TheConstitution made byBabasaheb BhimraoAmbedkar gave equal rightsto all citizens of the countryand equal opportunities to allto rise in life." The Modigovernment that the peopleare witnessing today, he said,has worked the most forDalits, backward classes,tribal people and the poor,and added, "Look at thewebsite of any ministry; the

first five schemes would bededicated to the poor, Dalits,the exploited and thebackward." He gave theexample of the Ministry ofPetroleum that had nothingto do with Dalits, backwardclasses, tribal people and thepoor before this governmentassumed office, Shri Shah said."Through the Ujjwala schemewhen Prime Minister ShriNarendra Modi made LPGconnections reach 5 crore poorhouseholds, he linked thisministry to the poor as well,"the BJP president said.Delineating various schemesof the central government, hesaid that Dalits, Adivasis, thebackward, the poor and theyouth are at the centre of

every scheme of the BJPgovernment.

Shri Shah said, "When thePrime Minister in hisIndependence Day speechfrom Red Fort appeals to thebanks to seek out the Dalityouth to help make themselvesself-sufficient, it is a clear signof change in the style ofgovernance India haswitnessed so far." Greeting the people of thecountry on the occasion of thebirth anniversary of MaharshiValmiki and autumnal fullmoon, the BJP president said,"May the epic Ramayanacomposed by MaharshiValmiki always remain asource of inspiration for us,on the basis of which we cancreate a great and glorioussociety. This is our wish."

He felicitated severaleminent personalities from theValmiki society on thisoccasion. The Ministry of CivilAviation took a majorstep towards making

flying a reality for the smalltown common man. The CivilAviation Minister Shri PAshok Gajapathi Rajulaunched the Ministry’s muchawaited RegionalConnectivity Scheme “UDAN” in New Delhi onOctober 21. UDAN is aninnovative scheme to developthe regional aviation market.It is a market-basedmechanism in which airlinesbid for seat subsidies. Thisfirst-of-its-kind schemeglobally will create affordableyet economically viable andprofitable flights on regionalroutes so that flying becomesaffordable to the commonman even in small towns.

Speaking on the occasionShri Raju expressed hope thatthe first flight under thescheme would be able to takeoff by January next year. Hesaid the scheme had beenprepared after a lot ofstakeholder consultation andcalled for support from allplayers to make it a success.

Also speaking on theoccasion the Minister of Statefor Civil Aviation Shri JayantSinha said that the objectiveof the scheme was “Ude DeshKa Aam Naagrik.” He said thisscheme ensure affordability,connectivity, growth anddevelopment. It would

provide a win-win situationfor all stakeholders – citizenswould get the benefit ofaffordability, connectivityand more jobs. The Centrewould be able to expand theregional air connectivity andmarket. The stategovernments would reap thebenefit of development ofremote areas, enhance tradeand commerce and moretourism expansion. Forincumbent airlines there wasthe promise of new routes andmore passengers while forand start-up airlines there isthe opportunity of new,scalable business. Airportoperators will also see theirbusiness expanding as wouldoriginal equipmentmanufacturers.

The scheme UDANenvisages providingconnectivity to un-served andunder-served airports of thecountry through revival ofexisting air-strips and airports.The scheme would be inoperation for a period of 10years.

UDAN has a uniquemarket-based model todevelop regionalconnectivity. Interestedairline and helicopteroperators can start operationson hitherto un-connectedroutes by submittingproposals to theImplementing Agency. Theoperators could seek a

Viability Gap Funding (VGF)apart from getting variousconcessions. All such routeproposals would then beoffered for competitivebidding through a reversebidding mechanism and theroute would be awarded tothe participant quoting thelowest VGF per Seat. Theoperator submitting theoriginal proposal would havethe Right of First Refusal onmatching the lowest bid incase his original bid is within10% of the lowest bid. Thesuccessful bidder would thenhave exclusive rights tooperate the route for a periodof three years. Such supportwould be withdrawn after athree year period, as by thattime, the route is expected tobecome self-sustainable.

The selected airlineoperator would have toprovide a minimum of 9 anda maximum of 40 UDAN Seats( subsidized rates )on theUDAN Flights for operationsthrough fixed wing aircraftand a minimum of 5 and amaximum of 13 Seats on theFlights for operationsthrough helicopters. On eachsuch route, the minimumfrequency would be three andmaximum of seven departuresper week. Route networkswould also be encouragedunder the scheme to achieveeconomies of scale andoptimal usage of aircraft.

The fare for a one hour journey of appx. 500 km ona fixed wing aircraft or for a 30 minute journey on ahelicopter would now be capped at Rs. 2,500, withproportionate pricing for routes of different stage lengths/ flight duration.

This would be achieved through (1) a financial stimulusin the form of concessions from Central and Stategovernments and airport operators and (2) a ViabilityGap Funding to the interested airlines to kick-offoperations from such airports so that the passenger faresare kept affordable.• Central Government would provide concessions in

the form of reduced excise duty, service tax, permissionto trade ASKMs for Non-RCS (UDAN) Seats andflexibility of code sharing at the RCS (UDAN)airports.

• State governments will have to lower the VAT onATF to 1% or less, besides providing security and fireservices free of cost and electricity, water and otherutilities at substantially concessional rates.

• Airport operators shall not impose Landing andParking charge and Terminal Navigation LandingCharges in addition to discounts on RouteNavigation Facility Charges.A Regional Connectivity Fund would be created to

meet the viability gap funding requirements under thescheme. The RCF levy per departure will be applied tocertain domestic flights. The partner State Governments(other than North Eastern States and Union Territorieswhere contribution will be 10 %) would contribute a 20%share to this fund. For balanced regional growth, theallocations under the scheme would be equitably spreadacross the five geographical regions of the country viz.North, West, South, East and North-east.

The States have a key role under the scheme. Theselection of airports where UDAN operations wouldstart would be done in consultation with StateGovernment and after confirmation of their concessions.It may be recalled that revival of dysfunctional airportsand starting operations on un-served airports has been along standing demand of most States and this will beaddressed through UDAN to a large extent.

The UDAN is likely to a give a major fillip to tourismand employment generation in the hinterland. Throughintroduction of helicopters and small aircraft, it is alsolikely to significantly reduce travel timings in remote andhilly regions, as well as islands and other areas of thecountry.

Modi governmentplans to smarten

up railway stationsin smart cities

The Union UrbanDevelopment Ministry hasjoined hands with the

Indian Railways on 20 October,2016 for the development ofrailway stations in smart cities asplanned by the Centre.

The ministry and Railways willwork together with agencies likethe National Building ConstructionCorporation (NBCC), stategovernments and municipal bodiesto create transportation hubsaround railway stations that willaccommodate all modes of localtransport.

These transit-oriented hubswill be spread over nearly 500acres. An estimated Rs 1,500 crorewill be spent on the redevelopmentof stations in the 60 cities that havebeen listed as smart cities.

The proposed redevelopmentinvolving railway stationsenvisages improving passengeramenities, easy access to stations,integrated public transport hub,waiting halls and other amenitiesfor passengers, development ofresidential and commercial spacesand landscaping. With funding ofthe project being a key concern,the Railways is seeking monetaryassistance from foreign bankers.

Railway Minister Shri SureshPrabhu said that a round-tablemeeting with domestic andoverseas bankers will be held nextweek to explore financing optionsfor these projects. Countries like

PM dedicates three powerprojects to the nation

The Prime Minister, Shri Narendra Modi on October 18launched the National SC/ST hub, and the Zero Defect,Zero Effect (ZED) scheme for MSMEs at Ludhiana in

Punjab. He also presented National Awards to Micro, Smalland Medium Enterprises (MSMEs). He distributed 500traditional wooden charkhas (spinning wheels) among women.Speaking on the occasion, he said Ludhiana is an importanteconomic centre, and therefore, it is natural to launch a schemerelated to MSME from the city. The Prime Minister said that theMSME sector is crucial for the economic progress of India. Hesaid MSMEs must match global quality control standards.

Talking about the distribution of charkhas, the PrimeMinister said Khadi is a priority for us, and a charkha at homebrings more income. He said Khadi is marketed well now,adding that once upon a time, the apt slogan was 'Khadi forNation,' but now it should be 'Khadi for Fashion.'

The Prime Minister said that a spirit of entrepreneurshipamong Dalits will benefit us. He added that there are youngsterswhose dreams are to create enterprises and jobs.

Earlier, the Prime Minister visited Mandi in HimachalPradesh, where he dedicated to the nation three hydropowerprojects - namely, Koldam, Parbati and Rampur.

Government to sell subsidisedpulses through post offices

The Centregovernment onOctober 15

decided to utilise the vastnetwork of post officesacross the country to sellsubsidised pulses toensure that there is noshortage of the itemduring the ongoingfestival season. The decision was taken during the meeting ofthe inter-ministerial committee on prices of essentialcommodities. Notably, the Central government has been askingthe States to lift tur and urad pulses from buffer stock and sellit at subsidised prices to protect consumers from high prices.The committee reviewed the prices of pulses, sugar and otheressential commodities and observed that there are decliningtrends in the prices of pulses in recent weeks.

Germany, Japan, UK, France,South Korea and Belgium arelikely to participate in theconference.

“Railway stations andadjoining areas will beredeveloped on smart citylines for enhancing passengeramenities and easy access tostations. Optimal utilisationof land at railway stations,as a part of smart citydevelopment will also beensured,” said Union UrbanDevelopment Minister ShriM Venkaiah Naidu, aftersigning a MoU with theRailway Ministry.

To begin with, 10 citieswould be taken up for theproposed redevelopmentwith the involvement ofNBCC, which hassuccessfully executedredevelopment projects onself-financing basis in thepast. These include SaraiRohilla in Delhi,Bhubaneswar, Lucknow,Varanasi, Jaipur, Kota,Thane, Madgaon (Goa),Tirupati and Puducherry.

As per the MoU,Railways will be responsiblefor forming joint ventures.The Urban DevelopmentMinistry will work with stategovernments and urban localbodies for integratingrailway stationredevelopment as part ofsmart city developmentplans. Shri Prabhu saidredevelopment of railwaystations would primarily aimat decongestion of stationsthat would revamp the citylandscape.

Materialistic developmentis a natural aim of any nation'seconomy. Deendayalji consid-ered the development mod-els of the West as useless forhuman oneness and hence hecalled for Indianisation ofeconomic policy.

“There are no twoviews that the nation's pov-erty should be abolished;but the question is how?Should we follow theAmerican method, the Rus-sian method or the Euro-pean method? We shouldunderstand that inspite thedifferences in these econo-mies, there is one funda-mental similarity: theyhave accepted machines asthe basis of their economicprogress. The main feature ofmachines is increased produc-tivity with least human inter-vention. Consequentially,these countries had to findmarkets abroad to sell theirincreased output. Imperial-ism-colonialism became thenatural upshot. Whatever bethe nature of this spread, Rus-sia, America, England, all hadto take recourse to this path.We have to accept that India'spath to economic progress isnot the path of the machines.The nation's economicprogress is possible only byaccepting cottage industries asthe basis of Indian economyand developing a

Deendayalji considereddemocracy as essential for

antyodaya as democratic poli-tics alone assures the partici-pation of the last man.Deendayalji also considerseconomic democracy to be aprerequisite to a meaningfulpolitical democracy. Heopines:

Just as 'each man one vote' isthe touchstone of political democ-racy, 'each man one job' is theyardstick of economic democ-racy.

Explaining the concept ofeach man one job, he said:

“A job should be firstlylife-supporting, and secondlythe individual should have thefreedom to choose it. If hedoes not get a fair share of the

national income for his effortsthen his efforts will be countedas unpaid labour. From thisperspective, minimum wages,just distribution, and somekind of social security ar-rangement become impera-tive”.

Deendayalji says fur-ther:

“In our view, just as un-paid labour is not employ-ment, inability to achieve theperson's optimal productivitytoo is not employment. Un-deremployment too is akind of unemployment”.

Upadhyaya considersunproductive theeconomy that injures thefreedom of the individualto produce or create. Thelabourer or employee whois not the owner of what

he produces essentially sellshis freedom. Economic andpolitical freedoms are mutu-ally dependent.

Political democracy cannotwork sans economic democ-racy. The economically liber-ated alone can express hisopinion unflinchingly.Arthasya purusho daasaha(man becomes the slave ofwealth).

The biggest assault onman's freedom to producehas been from the capitalis-tic industrialisation. HenceUpadhyaya wants to controlindustrialisation so that itdoes not eliminate small andcottage industries:

Today when we think ofall-round development, weaccept the necessity of protec-tion. This protection should beaccorded to the domestic in-dustry from the foreign com-petition and to the small in-dustry from the larger indus-tries.

Upadhyaya realises thatby replicating westernindustrialisation India has rel-egated the traditional pro-ducer to the background andbrought middle-men to thefore.

“We have blindly aped theWestern technology. Our in-dustries are not developingnaturally. Both have smotheredthe self-employment sector.Economic democracy de-mands the development of theself-employment sector. Thiscalls for a decentralisedeconomy.

“Just as the government is

formed by giving politicalpower to the masses, theeconomy too should beformed and operated by giv-ing economic power to themasses. The individual is pro-vided an opportunity to ex-press his creative capability inpolitical democracy. Similarly,economic democracy is notabout trampling upon theindividual's capability; oppor-tunity should be provided toexpress it absolutely. Just as inpolitics, totalitarianism de-stroys the creative ability, theindividual's creative ability ineconomic terms is destroyedby large-scaleindustrialisation. That is whysuch industrialisation is as re-pugnant as totalitarianism”.

BJP activist Remith hacked to deathin Kerala’s Kannur district

Amit Shah condemns the gruesomemurder of Party‘s worker

BJP activist Remith was stabbed to death on October 12 ,allegedly by a group of Marxists in an attack in Pinarayi,Chief Minister Pinarayi Vijayan’s native village in Kannur

district.Twenty-year-old Remith was stabbed by a CPI(M) worker.

BJP called for a state-wide bandh to protest the killing.According to police Remith, who suffered serious injuries in

the attack, succumbed to his injuries on way to the hospital. Hisfather Uthaman was also a victim of political violence. He waskilled by CPI(M) workers in 2002.

Kannur has witnessed a series of attacks on BJP-RSS workersin the recent past. In early sixties the RSS started to expandtheir presence in the Communist bastion. Intolerant communistscould tolerate alternate ideology and started violence againstBJP & RSS workers. Since then BJP-RSS leaders are beingtargeted. BJP National President strongly condemned thegruesome murder of the party worker in Kannur district ofKerala. He said “In the continuing culture of political violenceunleashed by the CPI (M) cadres, our activist Ramith washacked to death this morning in Pinarayi village of Kannurdistrict of Kerala. This village happens to be the native villageof the chief minister of Kerala, Pinarayi Vijayan.”

The BJP chief also stated that as political parties with varyingideologies, there may be differences in opinion but resorting toviolence is an instrument for those who cannot engage in apolitical debate with rivals. “Kannur has been the epicentre ofMarxist violence in Kerala. That such a spiral of violence hasbeen unleashed on people in the native village of the state’schief minister reflects the true motive of the ruling LDF alliance,”added Shah.

He also stressed that the gravity of the situation can beunderstood from the fact the victim’s father, ChavasseryUttaman, was also killed in a ghastly political encounter in2002. Subsequently, his house had been attacked repeatedlyand even the mother of Ramith was subjected to a politicalassault a few months ago, said the BJP chief.

He also claimed that the repeated occurrence of politicalviolence in Kannur district clearly shows that “these aresponsored killings by the marxist cadres with the activepatronage of the state chief minister”.

India has seen ‘dramatic’ improvements inopportunities available to girl child : UN report

India has seen “dramatic” improvements in the opportunitiesavailable to the girl child, a United Nations report said whileshowcasing the country as an example to be replicated

worldwide for bettering the condition of their youthfulpopulations.

“Both India and China, which together are home to roughlyone in three 10-year-olds alive today, are among the world’sfastest growing economies and have seen dramatic improvementsin the opportunities available to youth,” the report said on 20October, 2016.

It quoted the International Centre for Research on Women toestimate that India loses nearly $56 billion a year in potentialearnings because of adolescent pregnancy, high secondary schooldropout rates and joblessness among young women.

It, however, also showcased India among the countries whoseinitiatives can be replicated for worldwide improvements.

“But through a concerted effort by governments, civil society,communities and international institutions to learn from andreplicate successful initiatives in places as diverse as India, theUnited States and Ethiopia, the world can transform every 10-year-old girl’s future and ignite her full potential.

“In India, there are more than 12 million 10-year-old girls, farmore than in any other country. Based on secondary school-progression data, nearly 900,000, about 9 per cent, of these 12million girls, while already having access to basic education, areat risk of not continuing on to secondary school,” the report said.

According to estimates, as much as $21 billion a year dividendfor developing countries can be unlocked if all 10-year-old girlscomplete secondary education.

UNFPA warns that forced marriage, child labour, femalegenital mutilation and other practices undermining girls’ healthand rights threaten the world’s ambitious development agenda.

It noted that of the 125 million 10-year-olds today, 60 millionare girls who are systematically disadvantaged at the global levelas they move through adolescence into adulthood.

Girls are less likely than boys to complete formal schoolingat the secondary and university levels, are more likely to be inpoorer physical and mental health, and will find it harder to getpaid jobs.

“The past two decades have also seen extremely rapid changesin the proportions of children attending school; dramatic declinesin maternal, neonatal, and infant deaths; and a slow transitionto greater gender equality.

“If these improvements continue and we collectively invest indeveloping this cohort in ways that allow them to maximize theirpotential, 10-year-olds may well prove pivotal to transformingthe world for the better,” the report concluded.

It is trulyshocking that anabhorrent practice liketriple talaq, which hasbeen banned in manycountries, still findssupport in India. Islamicscholars and women'sorganisations have heldthat the practice has noreligious or Quranicsanction and yet the AllIndia Muslim PersonalLaw Board (AIMPLB) isopposing any attempt atreform as an interferencein religious matters.Irrespective of whetherthe AIMPLB has a hugefollowing among theMuslim community or not,such bodies should be at theforefront of championing thecause of vulnerable sectionslike women, instead ofallowing them to be exploitedusing retrograde andarbitrary practices like tripletalaq.

under the Constitution?Why should Indian

Muslim women be deniedtheir fundamental rights in asecular country like Indiawhen several Islamic countrieshave abolished triple talaqand polygamy? How couldsuch draconian practices beallowed in India whenmatrimonial laws in Islamiccountries were regulated and

not considered contrary toSharia? Here, I would like torecall that my colleague, ArunJaitley, had earlier assertedthat personal laws could notpropagate discrimination andallow compromise withhuman dignity and thatreligion cannot dictate uponthe rights of individuals. It

should also be noted thatsuccessive governmentshave amended personallaws of Hindus andChristians in tune withthe demands of thechanging times and falsepropaganda is beingpropounded that aparticular religion isbeing targeted.

The BharatiyaMuslim Mahila Andolan(BMMA) also termedtriple talaq as an un-Quranic practice and hasstressed that it neededto be abolished by law.In a letter written toPrime Minister NarendraModi in November last

year, the co-founders ofBMMA, Noorjehan Safia Niazand Zakia Soman, havementioned that they had justpublished national researchwith a primary sample of 4,710Muslim women across 10states in which 92.1 per centof women wanted a total banon oral/unilateral divorce and91.7 per cent were opposed topolygamy.

It is truly shocking that anabhorrent practice like tripletalaq, which has been bannedin many countries, still findssupport in India. Islamicscholars and women'sorganisations have held thatthe practice has no religiousor Quranic sanction and yetthe All India Muslim PersonalLaw Board (AIMPLB) isopposing any attempt atreform as an interference inreligious matters.

In an article written for anews portal, the duo hasargued: "Triple talaq, happensnot because of religion but,patriarchy and power playmasquerading as religion. Itis important that ordinaryMuslim women and men areeducated about the Quranicprinciples of justice andfairness concerning divorce. Itis important that everybodylearns about triple talaq beingun-Quranic. Only then canthese false notionsmanufactured by theconservative patriarchalbodies be exposed for whatthey are - un-Quranic andunjustified."

Noted expert on MuslimLaw, Tahir Mahmood, has alsocome out in favour of banningtriple talaq. In a forewordwritten by him to the reportpublished on talaq by theBMMA, while referring to theIslamic law of divorce, he said:"In its original unadulteratedform it indeed was rational,realistic and modern but hasby efflux of time been awfullydistorted beyond recognition.There is nothing in the law ofIslam suggesting that thehusband is free to exercise thepower of talaq in an arbitraryand irrational manner. But thisis exactly what Muslim menin our times are doing".

It has also been reportedthat more than 50,000 Indianwomen and men have signeda petition spearheaded by theBMMA seeking a total ban ontriple talaq.

Here, I would emphasisethat Article 14 and Article 15

are crucial and importantfeatures of the IndianConstitution. They embodythe core values of India'sdemocracy. Article 14provides equality before law.It states: "The State shall notdeny to any person equalitybefore the law or the equalprotection of the laws withinthe territory of India", whileArticle 15 states : "The Stateshall not discriminate againstany citizen on grounds only

of religion, race, caste, sex,place of birth or any of them".It should be noted that anypractice that leaves womensocially, financially oremotionally vulnerable isincompatible with the letterand spirit of Articles 14 and15.

As mentioned earlier,when several countries havereformed the personal laws,it is fallacious to argue thatthe courts have no jurisdictionto decide on them. Theincredible justificationadvanced by the so-calledguardians of the rights ofMuslims in the name ofreligious freedom is a cleardenigration of not only

Muslim women, but womenat large and humanity.

These defenders ofinequality and exploitation ofwomen have publicly declaredthat neither the SupremeCourt nor the IndianConstitution has anyjurisdiction in coming to therescue of such hapless womenon the ground that triple talaqis derived from the Sharia. Ifthe Sharia is so immutable,why did several Muslim

countries come out withmodern laws seeking toprotect women from suchexploitation?

To say that the SupremeCourt has no jurisdiction todecide on such matters issimply unacceptable. Anyverdict or direction by thehighest court of the land isbinding on everybodyirrespective of religion,region, sex and caste andnobody should talk in anymanner that undermines thedignity of the judiciary. It isunfortunate that some politicalparties, in their quest tosafeguard their vote banks,did not even think once beforebrazenly supporting such

regressive, retrograde and anti-women practices.

No doubt, reform should comefrom within the religious community.That was why Raja Ram Mohan Roy,Dayanand Saraswati and othersreformed Hindu religious practices.Over the years, Hindu religiouspractices have undergone substantialchange and reform.

So, what is the way forward? Theonly way forward is to discuss andprevent continued exploitation ofwomen by taking necessary measureswherever required. That is what theLaw Commission of India is seized ofand has sought opinions fromstakeholders and the public. TheCommission in its questionnaire noton ly referred to the practice of tripletalaq but also to the right ofinheritance of Hindu women andMaitri Karar, being practised inGujarat. So how could anybody allegethat the exercise targets only onereligion? An attempt is also being madeto create confusion among people bylinking up the issue of triple talaq withthat of the Uniform Civil Code. Themain issue as regards triple talaq is toend gender discrimination and ensuregender justice and equal rights.

Let there be a wider debate onthis critical issue. Distorting scripturesand defending exploitation of womenin the guise of celebrating diversityshould be stopped forthwith. The needof the hour is to collectively addressthis issue. It goes without saying thatall social, cultural and religiouspractices that do not stand the scrutinyof the law of equality should change.That is the only way India couldtransform into a modern, prosperousnation.

While dedicating Shaurya Smarak to the nationin Bhopal on October 14 Prime Minister ShriNarendra Modi said India's soldiers are a

symbol of humanity. He recalled how the jawans ofthe Indian Armed Forces put their lives on the linewhenever there is a natural disaster. |

He said the Indian Armed Forces rank among thebest in the world on parameters such as discipline andconduct. India is one of the foremost contributors topeace keeping forces worldwide,he added. He recalled that duringthe recent crisis in Yemen, theIndian Armed Forces hadevacuated not just thousands ofIndian citizens, but citizens of othernations as well.

Noting that Indians had nevercoveted territories of other nations,the Prime Minister emphasized thatwhen the time came to protecthuman values, the Indian ArmedForces never failed to rise to theoccasion. He recalled that theWorld Wars were not India's wars,but so many Indian soldierssacrificed their lives defendingforeign lands. He said we must notforget, and we should also makesure that the world does not forget,these sacrifices made by the jawans.He said the strength of the IndianArmed Forces is the morale of itsjawans, which comes from the support of 125 croreIndians.

Eternal vigilance is the price of liberty, the PrimeMinister said, appreciating the valour of the jawansguarding the nation's borders.

The Prime Minister quoted Hindi poets MakhanlalChaturvedi and Ramdhari Singh Dinkar, praising theglorious traditions of sacrifice of the Indian ArmedForces.

The Prime Minister said the Union Governmenthad fulfilled its promise of One Rank, One Pension,and outlined other measures being taken for the welfareof ex-servicemen.

The issue with regard tothe constitutionalvalidity of 'Triple Talaq'

is distinct from the UniformCivil Code. The constitutionalframers had expressed a hopein the Directive Principles ofState Policy that the Statewould endeavour to have aUniform Civil Law.

On more than oneoccasion, the Supreme Courthas enquired from theGovernment its' stand on theissue. Governments haverepeatedly told both the Courtand the Parliament thatpersonal laws are ordinarilyamended after detailedconsultations with affectedstakeholders.

On the issue of theUniform Civil Code, the LawCommission has initiated anacademic exercise once again.This academic exercise by theLaw Commission is only acontinuation of the debate inthis country ever sinceConstituent Assembly hadexpressed the hope that theState would endeavour tohave a Uniform Civil Code.

Irrespective of whetherthe Uniform Civil Code istoday possible or otherwise,a pertinent question ariseswith regard to reforms withinthe personal laws of variouscommunities. Pt. JawaharlalNehru's Government hadbrought about major reformsto the Hindu Personal Laws

through legislative changes.Dr. Manmohan Singh'sGovernment brought furtherlegislative changes withregard to gender equality inthe Hindu Undivided Family.Shri Atal Bihari Vajpayee'sGovernment, after activeconsultations withstakeholders, amended theprovisions of marriage anddivorce relating to theChristian community in order

to bring about the genderequality. Reforming thepersonal laws, even if there isno uniformity, is an ongoingprocess. With passage of time,several provisions becameobsolete, archaic and even gotrusted. Governments,legislatures and communitieshave to respond to the needfor a change.

As communities haveprogressed, there is a greaterrealisation with regard togender equality. Additionally,all citizens, more particularlywomen, have a right to livewith dignity. Should personallaws which impact the life ofevery citizen be in conformitywith these constitutionalvalues of equality and theRight to Live with Dignity? Aconservative view foundjudicial support over sixdecades ago that personallaws could be inconsistentwith personal guarantees.Today it may be difficult tosustain that proposition. TheGovernment's affidavit in thetriple talaq case recognises thisevolution.

There is a fundamentaldistinction between religiouspractices, rituals and civilrights. Religious functionsassociated with birth,adoption, succession,marriage, death, can all beconducted through rituals andcustoms as per existingreligious practices. Should

rights emanating from birth,adoption, succession,marriage, divorce etc. beguided by religion or byconstitutional guarantees?Can there be inequality orcompromise with humandignity in any of thesematters? Some people mayhold a conservative, if notobsolete, view that personallaws need not beconstitutionally compliant.The Government's view isclear. Personal laws have tobe constitutionally compliantand the institution of TripleTalaq, therefore, will haveto be judged on the yardstickof equality and the Right toLive with Dignity. Needlessto say that the same yardstickwould be applicable to allother personal laws.

As of today, the issuebefore the Supreme Court isonly with regard to theconstitutional validity oftriple talaq. Governments inthe past have shied fromtaking a categorical stand thatpersonal laws must complywith Fundamental Rights.The present Government hastaken a clear position. Theacademic debate with regardto the Uniform Civil Codecan go on before the LawCommission.

The question to beanswered is that assumingthat each community has itsseparate personal law,should not those personallaws be constitutionallycompliant?(The writer is Union Minister of

Describing the Kigali agreement on phasing down climate-damaging hydro- fluorocarbon as historic, Prime Minister Shri

Narendra Modi 16 October, 2016 said the deal would provide amechanism for countries like India to access and develop technologiesthat leave a low carbon footprint. In a landmark step, 197 nations,including India, struck a legally-binding deal after intensenegotiations in the Rawandan capital Kigali to phase down hydro-fluorocarbons. “I congratulate all countries for having come togetheron this critical issue, which will contribute to a greener Earth,” PMShri Modi said. “The Kigali Agreement to the Montreal Protocol reachedthis morning is a historic occasion, which will have a lasting impacton our planet.” The agreement reached on the amendment to theMontreal Protocol on Substances that deplete the ozone layer isexpected to prevent a global temperature rise of up to 0.5 degreesCelsius by the end of the century, while continuing to protect theozone layer. According to the amendment, developed nations willreduce HFC use first, followed by China. India and nine other nationsof South and West Asia will follow suit. Overall, the deal is expectedto reduce HFC use by 85 per cent by the year 2045. “This will alsoprovide a mechanism for countries like India to access and developtechnologies that leave a low carbon footprint,” the Prime Ministersaid. “The flexibility and cooperation shown by India as well as othercountries has created this fair, equitable and ambitious HFCagreement,” he said in a series of tweets. “Agreement will lead to areduction of 0.5 degree in global temp by the end of the century &enable us to achieve the goals set in Paris,” he said.

The Central Governmenton 20 October, 2016 hasannounced opening of

at least one Krishi VigyanKendra in all districts of thecountry. This will provideadvanced Agriculturetechnical assistance to thefarmers near their farmsitself. Besides this, CentralAgriculture and FarmersWelfare minister Shri RadhaMohan Singh has alsoannounced opening of ApiaryDevelopment Centers in tenstates.

Shri Singh called upon thefarmers to use the residualhusk after paddy farming tomake organic fertilizer, inpaper making and Card-board Industry and as animalfeed. This will prevent theadverse effect of huskburning on the environment.

Shri Singh directed thatall the KVK and districtAgriculture officers shouldapprise farmers to makeappropriate use of husk. ShriRadha Mohan Singh said thatHon’ble Prime Minister ShriNarendra Modi’s Mission toincrease the number of treesin the country by plantingsaplings on farm boundariesunder National Forestry Planshould be implemented.

Shri Radha Mohan Singhsaid all these things in NewDelhi while interacting viavideo conference with all theKrishi Vigyan Kendra experts,

Shri Singh suggested thefarmers to farm fish in paddyfield, as this will providethem economic benefit. TheCentral Agriculture andFarmers’ Welfare ministerstressed improvement ofindigenous breeds in animalhusbandry and vaccination ofdomestic animals especiallyagainst foot and mouthdisease.

During the videoconference, Shri RadhaMohan Singh reiterated theresolve to modernizeagriculture. Shri Singh saidthat farming will bemodernized through use of

drone and smart phones. TheMinister declared that Skilldevelopment work is beinginitiated at 100 KVKs andpulses and oilseeds hubs arebeing established at samenumber of KVKs.

Start-ups and instructed theKVK and Agriculture officersto help the youth inconnecting with the Start-ups,so that more jobopportunities may be created.

The UnionMinister directed all theKrishi Vigyan Kendra Expertsand district level officersassociated with Agriculturedevelopment to participate inthe cleanliness campaign in atleast 5 villages so that moreawareness on cleanliness maybe created in the society.
