DHRD/85101IINCENTIVES/VI- CPC/C/P/01l3578/2008/D (R&D) dated 13.05.2009, Special Pay of RS.2000/- p.m. granted to Scientist in pay scale of Rs·. 18400-22400 w.e.f. 1.1.1996 and Rs. 4000/- p.m.to scientist in the Pay Band - 4 ie ( Rs. 37400- 67000) with Grade pay of Rs. 10000/- p.m. w.e.f 1.01.2006 is to be counted for pension and pensioncry benefits. However, in the past the Pay fixation of some of the Scientists who were promoted from SC-G to Sc -H was fixed inadvertently by taking Special Pay of Rs. 4000/- in order to avoid disparity in pension and pensionary benefits between Sc-G and Sc-H .. As per DRDO letter dated 13.05.2009 indicated above Special Pay has been granted to Scientist _ G with PB -4 ( 37400- 67000) with GP Rs. 10000/- pm. Hence the matter has been referred by this office to CGDA New Delhi for examination and clarification. Now it has been clarified by CGDA New Delhi, vide letter no. AT/III187/VI CPC/Comp/Vol-XVI dated 20.03.2014, that DRDO HQrs in their letter dated 13.05.2009 has made no mention regarding treatment of Special Pay for all purposes. Also as per MOF letter dated 23.09.2009, while computing two increments on pt July after promotion, the Basic pay prior to the date of promotion is to be taken into account. And as per para 3 (8) of CCS (RP) Rules 2008, the term" Basic pay" in revised pay structure means the pay drawn in the prescribed pay band plus the applicable Grade pay but does not include any other type of pay like Special Pay , etc.

The Lab authorities located at Hyderabad have referred the matter to DRDOHQrs, and DRDO Hqrs vide their letter No. DOP/07179900/M/Sp Pay (SC G to H) dt.30.09.2014 addressed to all the Lab in Hyderabad, has stated that Special Pay of Rs.40001- has been made effective wef 1.01.2006 for pension and pensionery benefit for thescientist who are in PB -4 (37400- 67000) with GP Rs. 100001- pm and not admissiblefor any other purpose.
As such it is directed by the competent authority that all the affected casesmay be reviewed at your end and revise the pay, in case the Special Pay component wastaken into consideration while fixing the pay earlier and adhere the correct procedure infuture.
