Sir,
I am directed by order of the Governor to say that the Governor has been pleased to
decide that the employees of the Central/State Government, Local Bodies and others who may
be appointed as Presiding Officers/Polling Officers for performing polling duty in connection
with the bye-elections from 1-Coochbehar(SC) and 30-Tamluk Parliamentary Constituency
and 263-Monteswar Assembly Constituency shall be paid "Election Allowances" only in lieu
of TA/DA and Tiffin charges for performance of polling duties as per rates mentioned below:-

2. In addition to the above, each polling party may also be given a fixed amount of t 300/-
(Rupees three hundred) only towards contingent expenditure and this amount will be paid to
the Presiding Officer of the party or in his absence, to the Polling Officer authorized to
discharge the functions of the Presiding Officer. The Presiding Officers who will be engaged
on Poll duty will be paid additional Z 50/- (Rupees fifty) only for Cell phone recharging
allowance for sending poll reports by SMS.
3. The reserved Polling Personnel will get Training Allowance, and Election Duty Allowance,
if appointed, for duty, at the same rates as mentioned in the preceding paragraphs. A member
of the reserved Polling Personnel who has to make night halt on P-1 day shall be paid
election charges of Z 150/- (Rupees one hundred fifty) only.
4. It has also been decided that staff deployed at all polling stations may be provided with oid
packed lunch or light refreshment @ 150/- (Rupees hundred fifty) per head on poll day. In
case of difficulty in providing packed lunch a cash payment @Z150/-per head may be made.
5. Extra 150/- will be given to the polling personnel who are to report at DC on P-2 day.
6. The Master trainers who will be engaged by the DEO/ RO should be given allowances of
Z350/- (Rupees three hundred fifty) only for providing each day training classes. In no case
the total allowances would exceed the amount of 1000/- (Rupees one thousand) only in
total for each trainer in connection with the in connection with the bye-elections from 1-
Coochbehar(SC) and 30-Tamluk Parliamentary Constituency and 263-Monteswar
Assembly Constituency.
7. It has also been decided that the DCRC/Sector Staff (other than Sector Officer) who will
be engaged in other than polling duty will get t20% (Rupees Two hundred) only for his
duties on P-1 day and 200/-(Rupees Two hundred) + packed lunch or light refreshment
@Z150/ - (Rupees one hundred fifty) for Poll Day . In case of difficulty in providing
packed lunch a cash payment @Z150/-per head for Poll Day may be made. In that case no
Tiffin charges will be allowed to him for those days.
8. It has also been decided that the contingent menials who will be engaged for duties other
than polling duties in DCRC, Training Centre, Sector Office will be paid the amount as
detailed below:-

The expenditure in connection with the bye-elections from 263-Monteswar Assembly
Constituency is debitable to the Head Account "2015-Elections-00-106-Charges for Conduct of
Election to State Legislature-NP-Non Plan-001-Assembly Election(CE)-V-50-Other Charges".
The expenditure in connection with the bye-elections from 1-Coochbehar(SC) and 30-
Tamluk Parliamentary Constituency is debitable to the Head Account "2015-Elections-00-105-
Charges for Conduct of Election to Parliament-NP-Non Plan-001-Lok Sabha Election(CE)-V-50-
Other Charges".
This order issues with the concurrence of the Finance Department vide their U.O. No.
Group D/ 2016-2017/0411 dated 27.10.2016.

Sir, I am directed by order of the Governor to say that the Governor has been pleased to
decide that the employees of the Central/State Government, Local Bodies and others who may
be appointed as Counting Supervisor/Counting Assistant for performing counting duty to be
held on 22nd November 2016 (Thursday) in connection with the bye-elections from 1-
Coochbehar(SC) and 30-Tamluk Parliamentary Constituency and 263-Monteswar Assembly

Sir,
Election Commission of India has announced the bye-elections from 1-Coochbehar(SC)
and 30-Tamluk Parliamentary Constituency and 263-Monteswar Assembly Constituency of
this State vide Press Note No. ECl/ PN/58/ 2016 dated 17th October 2016. The Bye-elections
will be held on 19th November 2016(Saturday) and the counting of votes will take place on 22nd
November 2016(Tuesday).
I am directed by order of the Governor to say that the Governor has been pleased to accord
sanction to the payment for the tiffinj meal charges (i.e. khoraki) to the Drivers and Helpers of
Government and Private Vehicles hired or requisitioned in connection with bye-elections from
1-Coochbehar(SC) and 30-Tamluk Parliamentary Constituency and 263-Monteswar
Assembly Constituency as per order of Transport Department vide no 1337-WT/3M-10/2011
dt 25.03.2014. Therefore, the undersigned is directed to say that @Z150/- (Rupees on hundred
fifty) only per head per day is now taken as yardstick for providing tiffin/meal charges(i.e.
khoraki) to the Drivers and Helpers of Government and Private Vehicles hired or
requisitioned during the period from the date of Hiring/Requisition or from the date of
Notification to 23.11.2016, if so engaged subject to the condition that such payment will be
made to the actual deployment of vehicles for poll duty in connection with the said bye-
elections.
2. The expression "Government Vehicle" will mean and include vehicles belonging to the
offices, undertakings and corporations under the State or Central Government.
3. The expenditure in connection with the bye-elections from 263-Monteswar Assembly
Constituency is debitable to the Head Account "2015-Elections-00-106-Charges for Conduct
of Election to State Legislature-NP-Non Plan-001-Assembly Election(CE)-V-50-Other

Subject :Grant of Tiffin Charges to the Officers & Staff of the office of the District Election Officer and Returning Officer and also the Election Offices at Subdivisional Offices and Block level in connection with the bye-elections from 1-Coochbehar(SC) and 30-Tamluk Parliamentary Constituency and 263-Monteswar Assembly Constituency to be held on 19.11.2016(Saturday).
Sir, I am directed by order of the Governor to say that the Governor has been pleased to
accord sanction to the payment of tiffin charges to the Officers & Staff assigned specifically to
election related work in connection with the bye-elections from 1-Coochbehar(SC) and 30-
Tamluk Parliamentary Constituency and 263-Monteswar Assembly Constituency to be held on
19.11.2016(Saturday). The tiffin charges will be admissible for those who are working more
than 2(two) hours in addition to their normal duty hours @ Z45/- (Rupees forty five) only
per head per day on working day and @Z75/-(Rupees seventy five) only per head per day on
Saturday, Sunday and Holiday provided they worked for at least 8(eight) hours on such
Holiday during the period from date of Notification i.e. 26.10.2016 (Wednesday) to
22.11.2016(Tues day).
The tiffin charges will be admissible on production of certificate from District Election
Officer / Returning Officer/ Assistant Returning Officer concerned in respect of staff deployed
by him/her on the following terms and conditions:-
a) that no TA/DA/OT or any kind of allowances for election duty, conveyance charges
has been drawn by the incumbent concerned for the same period for which tiffin
charges are sanctioned;
b) that the extra work for two hours or more of duty put in, is either before normal office
hours of duty or beyond normal office hours, provided both are not taken together;
c) that no tiffin or light refreshment has been supplied to the incumbent concerned on
the relevant dates for which tiffin charges have been sanctioned;

d) that no Compensatory Casual Leave (CCL) will be sanctioned to the incumbent
concerned for working on Saturday, Sunday and Holiday during this period for which
tiffin charges have been sanctioned to him.

Constituency is debitable to the Head Account "2015-Elections-00-106-Charges for
Conduct of Election to State Legislature-NP-Non Plan-001-Assembly Election(CE)-V-50-
Other Charges".
