The meeting was call to order at 6:38 pm by President Fletcher. Frankie Claborn led the prayer.

Board members present were: Frankie Claborn, Robin Meadows, Colby Shawn, Ken Murray, Danny Schertz, Tim Fletcher, Brad Holley, Danny Hodges, Ron Womack, Leslie Vann and Jeremy Brown

Minutes were presented for approval. Leslie Vann motioned to accept the minutes as presented. Danny Hodges seconded. Motion carried.

The financial report was presented. Ken Murray motioned to accept the financial report as presented. Ron Womack seconded the motion. Motion carried. President Fletcher said that we would need to have an audit done by a private firm or by an audit committee. That it would need to rotate each year, whether by firm or committee.

President Fletcher appointed a nominating committee. Those to serve are: Brian Moore, Danny Hodges, Danny Schertz and Tim Fletcher.

President Fletcher told the board that the two At Large terms are up and that Boyd Buyers has sent a letter stating that Ken Murray would be their representative for the next term. In keeping with the By-Laws of the Wise County Youth Fair as adopted on or about the 21st day of December 1987 and as amended on or about the 14th day of November 2016, I respectfully have submitted the following in writing in advance of the April 9th, 2018 meeting of the Wise County Youth Fair Board:

In that the at-large position of Wise County Youth Fair Board Members Ron Womack and Brad Holley terms expire on the 31st day of March 2018;

And whereas there has not been a regularly held meeting of the Wise County Youth Fair Board prior to the expiration of their term addressing the renewal or replacement of members;

I, Ken Murray, do formally request and motion that their term be extended through the conclusion of business of the Wise County Youth Fair Board meeting(s) on or about May 7th 2018 as it continues business from the April 9th 2018 meeting addressing Rule Changes. Seconded by Danny Hodges.

Ken Murray also requested and motioned that the Wise County Youth Fair Board Executive voting members suspend Article II Section VIII TERMS FOR ALL OTHER VOTING MEMBERS, and/or any other applicable articles and sections, and renew Ron Womack in the position of At-Large Representative to the Wise County Youth Fair Board.

Other nominations are: Ryan Sauter (Leslie Vann), Jason Gastin (Colby Shawn), Josh Cathey (Robin Meadows) and Darrell Lambert (Todd Vineyard). President Fletcher said that the nominees will be able to address and speak to the board at the May meeting.

Motion carried with 7 in favor and 2 opposed (Colby, Jeremy) to extend the terms of Ron Womack and Brad Holley through the conclusion of business of the Wise County Youth Fair board meeting on or about May 7th, 2018.

Motion failed due to a lack of a second on suspending the By Law, Article II Section VIII.

The board discussed the suspension of the By Law, Article II Section VIII. President Fletcher appointed Scott Rawlings, Ken Murray, Leslie Vann, Danny Schertz,

Frankie Claborn and himself to the By Laws committee. President Fletcher stated that any proposals for By Law changes will go through the By Law committee.

2018 WCYF Update$1209 was donated to the Wise County Youth Fair by 5 Boys. Feedback was positive

other than the need for sweet tea.President Fletcher has not heard from Zane Lasater yet about the rodeo.Clean up- President Fletcher was to check with the county about cleanup for next year.

This year the board had to hire help for the week and pay $500. The board will give a $2000 donation to the county instead of $2500.

Bronze award- President Fletcher said that it did not work the way that it was thought it would and will work on it for next year. He also offered an apology to the Lambert family for the confusion.

Judge Hotel/Mileage-President Fletcher suggested a limit to the miles driven before a hotel room is offered.

Ken Murray motioned that February 25 through March 2, 2019 be the dates for the 2019 WCYF. Frankie Claborn seconded the motion. Motion carried.

General Rules

-Liz Hubbard recommendations

Late Entry Recommendation

Current requirements of late entries:

Late entries cannot be paid online but rather have to meet the President or Secretary and pay by check, money order or etc. They cannot use their debit/credit cards to pay. Cost is 3 times the amount with a minimum of $10 per entry.

Recommendation:

Allow paying online, mailed in and postmarked by the entry deadline or in person. The rates would have to be updated on the entry website after the regular entry deadline to the late entry amounts. This would allow those who are entering late to still use their debit/credit cards and to not have to make arrangements to get the payments to the President or Secretary which can sometimes be difficult with all the activities that are going on.

Ownership Forms Recommendation

To do away with the Ownership Form that is required for Dairy Goats and Beef Heifers. Other than the “tattoo” for the Dairy Goats, the information requested on the form is also requested on the online entry. Papers are checked on the Dairy Goats and Heifers when the animals are checked in for the show, so ownership is checked at that time.

The tattoo information can be added to the online entry and this will eliminate the additional paperwork for the exhibitor, superintendent and secretary.

Native Entry Recommendation

All native entries are done at the time of weigh in and classification. That it not be done online. The native forms would still need to be signed and turned in with the weight/classification cards.

Reason:

Not everyone enters the native class on line. If they are allowed to enter at weigh in/classification time, it will be easier to know which animal is the native. The exhibitor will still be required to bring and turn in the Native forms signed by the exhibitor and the breeder.

Recommends county show entries be in house with advisors. This will help with face to face of 4-H and FFA members with advisors.

Recommends having department meetings following the show to discuss rule changes.

Recommends for 3 market animals per exhibitor per species.

Recommends showing females for market classes in the swine, sheep and goats.

Addition of Junior Board MembersJunior Fair Board members will act as liaisons between their club/chapter, parents, community, and the board of directors. Junior board members will provide assistance to the board of directors during the youth fair events to include validations, show ring assistance, office help, awards distribution, set-up, clean-up and etc. Junior board members will be required to work and provide a minimum of 3 hours of assistance each day during the 3 day county show and sale.

The Junior Fair Board will be made up of Wise County 4-H and FFA members. These members will be selected by an independent selection committee and will be based on the merit of their application.

Sale Rules

-James Hubbard recommendation

I propose that for the 2019 WCYF that graduating seniors be allowed to sell 2 projects in the auction.

-FCCLA recommendationFCCLA would like to request the addition of 2 sale slots. Be they progressive (1 slot for

2019) (1 slot for 2020) or immediate.

-Colby Shawn recommendations

Current rule:4. Each exhibitor will be allowed to sell not more than one (1) project in the Wise County Youth Fair Auction. The judge will choose the Overall Grand and Overall Reserve, but also will select a bronze placing. The Bronze will only be used in the same sale order if the same exhibitor won the Overall Grand and Overall Reserve in a department.

Revision:4. Each exhibitor will be allowed to sell not more than one (1) project in the Wise County Youth Fair Auction. The judge will place the Champion and Overall Reserve Champion, but also will select a bronze placing in all breeds/divisions in all Market Animal departments. The Bronze will only be used in the sale order if the breed/division/overall Champion or Reserve Champion is scratched for a higher placing/selling animal in the same or different department. If this occurs the Bronze Animal will move up in the sale order to take the next sale position as the Bronze animal.

The Overall Grand and Reserve, plus the Champion and Reserve from each breed will be sold, then a percent of each breed staying as close to forty (40) lots. It will be divided by the total number of swine entries in all breeds based on a percentage that will be in the sale. Plus or minus 1.

Revision:6. Market hogs will be classified and divided by breed then by weight after weight cards are turned in. The Overall Grand and Reserve, plus the Champion and Reserve from each breed will be sold, and then 40% percent of total swine entries from all breeds will make the sale. Give or take one (1-2) swine.

Current rule:12. The Overall Grand and Reserve, and the Champion and Reserve from each division will be sold, then a percent of each division will be sold staying as close to ten (10) lots as possible. It will be divided by the total number of lamb entries in all divisions based on a percentage will be in the sale. Give or take one (1) lamb.

Revision:12. The Overall Grand and Reserve, and the Champion and Reserve from each division will be sold, and then 40% percent of total lamb entries from all divisions will make the sale. Give or take one (1-2) lamb. 

Current rule:11. Only market steers will be eligible for the Auction Sale. The Overall Grand and Reserve, and the Champion and Reserve from each division will be sold, and then a percent of each division will be sold staying as close to twenty-five (25) lots. It will be divided by the total number of steer entries in all divisions based on a percentage will be in the sale. Give or take one (1) steer.  Revision:11. Only market steers will be eligible for the Auction Sale. The Overall Grand and Reserve, and the Champion and Reserve from each division will be sold, and then 45% percent of the total number of steer entries in all divisions will be in the sale. Give or take 1-2 steers.

Current rule:8. Overall grand and reserve, plus the champion and reserve from each division will be sold, then a percent of each breed staying as close to thirty (30) lots. It will be divided by the total number of goat entries in all breeds based on a percentage that will be in the sale. Plus or minus 1.

Propose selling the grand and reserve placing fryer (rabbit). This would help youth that raise meat pens with cost and number of rabbits raised.

$200 for 3 rabbits is what youth pay to purchase rabbits.

Approve recommendation B. The proposal adjusts the sale slots for all live animal divisions eligible for sale slots. The proposal makes the sale more equitable for all species. The proposal does place an increase challenge for the buyer’s groups.

Premium Sale Recommendation

Host the Wise County Youth Fair Premium Sale at the Decatur Civic Center. Students would walk across stage and a photo of the student and their project would be projected on screen.

The facility would allow for an upscale atmosphere that would be more inviting to potential buyers and guests.

Students would be able to take their animals home the same day they show following the announcement of the Grand and Reserve Grand of their species.

Scholarship

Participant allocation suggestion on years of Youth Fair participation:

All graduating applicants that meet criteria would receive scholarship based on years of participation. No interview would be necessary and committee could confirm applications and award money.

Recommendation #2

No scholarship committee member or chairperson can participate in the selection process.

Schedule all interviews at a designated time that is published in the book, preferably the Sunday afternoon prior to Youth Fair, to prevent conflict with the show.

All judges must reside and be employed outside of Wise County.

Rubric with percentage break down must be posted on the application and in the Youth Fair Book.

Special consideration shall be made for participants with learning disabilities and special needs. These kids are attending college, technical school and special college learning environments. This must be added to the application and Youth Fair rules so these kids know they have the same opportunities as other students.

FCCLA

CREATIVE CANDYTen (10) pieces should be entered on a standard size disposable plate inside a clear plastic

bag. Candy can include but is not limited to: cake pops, bon-bons, hard candy, etc.

YEAST BREADSShould be on an appropriately sized container and covered with a clear plastic wrap. Yeast Bread does not require a loaf nor specific measurements. NO USE OF HOT ROLL MIX, PREPARED YEAST BREAD PRODUCT, OR BREAD MACHINES.

DECORATED CAKESDue to limited space, a student may enter only one decorated cake.

LAYER CAKESThese cakes must include decorating tip techniques such as piping, rose work, weaving, tip flower work (etc.). They must be multiple layers. The major part of the entry must be TIP work. May be made from no more than three (3) packages of cake mix or three (3) standard size recipes. Decorated cakes will be judged on appearance and taste. 

DECORATED NOVELTY CAKES AND CUPCAKESMay be made from no more than two packages of cake mix or two standard size recipes. Decorated cakes will be judged on appearance and taste. Due to limited space, a student may enter only one decorated cake. 

FCCLA & 4-H Departments

Introduction of a New Category

*Add a food teemed category that would combine 4-H/FCCLA departments.*No age or level divisions. The FCCLA & 4-H “Go Texan” Division is open to any FCCLA member/Family & Consumer Science Student or 4-H Member. The ingredient for the 2019 Youth Fair will be ____________. Entries in the “Go Texan” Division must include a major component beyond flavoring of this ingredient.

4-H Departments

To add a class to the 4-H Foods Department E, the new class would be a miscellaneous class. It would be a class for food entries that meet all the prior rules for entry but does not fit into a class already specified. There would be a Junior, Intermediate and Senior Division.

1. Include the word “inches” in the dimensions. Page 53, #10 and #12 dimensions should read 32 inches high x 32 inches long x 32 inches wide. Also page 55, Metal Work class dimensions should read 32 inches x 32 inches x 32 inches.

2. More clarification needed in the Arts and Crafts rules to separate the Arts Section from the Craft section. Please insert subtitles Arts: Classes 1-27; Crafts: Classes 28-93

I would like the board to consider reducing the amount of categories in the Art and Craft divisions. This is to increase competition which then increases premiums. There are currently so many categories that most of those categories have no competition which results in a high number of 1st place winners and reduces the premiums across the board.For example to reduce Art categories the Wise County Youth Art Show has 3 categories in each Junior, Intermediate, and Senior divisions which are:2 dimensional (oil, acrylics, pastels, charcoal, etc.)3 dimensional (sculpture, ceramics, wood craft homemade, plaster of paris)Photography (but keep photography as is)***Kids can enter multiply pieces in each category at the Youth Art Show

Poultry Showmanship:I liked the questionnaire.I'd like the kids recognized for their efforts.Grand buckles (beautiful) were given but they were not announced.I'd like to see 1st thru 5th ribbons handed out along with Grand and Reserve rosettes for Showmanship.Premiums for 1st - 3rd would be nice too.

Dairy Breed Goat Division

Dairy breed goats will be moved to their own show on Tuesday utilizing the Dairy Judge to judge their classes.

1. Dairy breed goats can show with horns. Horns must be blunt tipped prior to arrival at the fairgrounds. No tipping allowed on the grounds. Horn tip should be NO smaller than the diameter of a dime. NO Exceptions.

2. All Dairy breed goats must be shorn prior to arriving at the Wise County Youth Fair. Hair may not be longer than 3/8 inch from the hocks and knees up, excluding the tail up.

3. Dairy breed goats must be ear tagged and /or tattooed on the State Validation date or the Wise County Youth Fair validation date. All county market goats will be tattooed with a permanent number and ear tagged at validation. Market goats with lost ear tags must possess their permanent number. Animals may be validated or tagged in the family name with exhibitors designated at time of classifying.

By Laws

-Advisors

The WCYF Advisors to the Board would like to recommend a change to the By Laws where our Executive Board would be a true Parliamentary board consisting of a President, a Vice President, a Secretary, a Treasurer and the General Superintendent. We feel like this would lighten the Burden on our Secretary and allow the Office to be open at all times during the youth fair show and sale. If a new treasurer is elected they would be allowed to vote and just be a volunteer like all the board members. If elected we recommend a full outside audit to the WCYF accounts before they are handed over to the new treasurer.

Sandy Baker, Speed Horse Superintendent sent a letter of resignation. She recommends Venita Dearing for Speed Horse Superintendent.

Tiffany Maggret, Performance Horse Superintendent sent a letter of resignation. She recommends Kinzee Shull to be co-superintendent with Haley Shurden.

President Fletcher recommended Glen Romines for Market Goat Superintendent to replace Steve Freeman.

Paul Cantrell asks that the board add Larry Jennings as Assistant Superintendent to the Sheep Department.

The next meeting will be held at the Decatur Visitor Center at 6:00 pm.
