The U.S. Outlaw Mud Racing Association was founded in 2011. Our primary focus has been our commitment to safety, In all aspects of the sport.

As the PREMIER sanctioning association of MUD RACING, The U.S. OMRA will offer an unequaled motorsports experience for racers, sponsors and fans. The key to the success of the U.S. OMRA will be our focus on racer participation at all levels and providing a venue to race with rules designed for fair competition and to ensure safety. One way the U.S. OMRA plans to achieve this and other objectives is through the development of a rule book designed to provide guidance for U.S. OMRA activities, participants and member tracks. The U.S. OMRA offers a variety of classes to accommodate racing at all levels of interest, all types of vehicles and competitors in all categories.

The OPEN class, OUTLAW PRO STOCK and MEGA TRUCK class will share top billing in the sports "PROFESSIONAL" category. The U.S. OMRA mud racing series brings a full season of professional level mud racing events. In addition racing is conducted at the sportsman level in the U.S.OMRA mud racing series, which includes classes ranging from RENEGADE to STOCK and also several ATV classes.

BASICS OF MUD RACING

The sport of Mud Racing within the U.S. OMRA is divided into a few different categories, FAST TRACK, MUD BOG, MEGA TRUCK and ATV. All of which consist of an acceleration contest from a standing start over a measured race course. A mud racing event is made up of individual vehicles divided into a variety of classes. Class eligibility is set by rules that limit engine size, type of suspension, allowed modifications and tire size or configuration.

A set of lights commonly called a Christmas Tree is used at the starting line. All drivers will pull into the starting line and activate a PRE STAGE light at this point the driver will continue forward to activate the STAGED light once the staged light is activated the starter will activate the timing tree and give the driver the GREEN light. The driver may go anytime after the green light comes on. upon leaving the starting line , each contestant activates a timer which is then stopped when their vehicle reaches the finish line; the start to finish clocking is the vehicle's elapsed time or ET which serves to measure performance and to determine qualifying or finishing order.

Virtually anyone can compete in the U.S.OMRA mud racing. Drivers must have a state issued Drivers License beyond a learners permit. In some cases a U.S.OMRA competition license is also required. The vehicle must meet safety requirements outlined in U.S.OMRA rule book.

VEHICLE IN COMPETITION REST WITH THE VEHICLE OWNER, DRIVER, AND CREW MEMBERS, THE TACK OPERATOR MAIN CONCERNIS TO PROVIDE A PLACE TO PRIME RESPONSIBILITY FOR THE SAFE CONDITION AND OPERATION OF A CONDUCT EVENTS. U.S. OMRA PRODUCES GUIDELINES BASED ON EXPERIENCE AND INFORMATION TO HELP MOVE THE SPORT FORWARD. CLOSE OBSERVANCE OF THE STANDARDS SET FOURTH IN THIS RULE BOOK IS REQUIRED FOR ALL PARTICIPANTS INCLUDING OWNERS, DRIVERS, AND CREW MEMBERS. HOWEVER MUD RACING IS DANGEROUS THEREFORE, NO EXPRESSED OR IMPLIED WARANTY OF SAFETY IS CREATED FROM PUBLICATION OR COMPLIANCE WITH U.S.OMRA RULES, NOR DOES COMPLIANCE WITH U.S.OMRA RULES GUARANTEE AGAINST INJURY OR DEATH TO PARTICIPANTS, SPECTATORS OR OTHERS.

The race course is timed and the clock does not start until the vehicle actually moves. If a vehicle starts before being given the GREEN light by the starter that run will be disqualified. In the event of a malfunction with the timing system the vehicle will be given a re-run at the end of the class. Every effort will be made to get an accurate time for each run. And vehicle will be ran until an accurate time is achieved.

STARTING LINE SYSTEM

PRE-STAGE Indicator light: Amber light that warns the driver that they are approaching the starting line and the STAGED position

STAGED Indicator light: Amber light that signals the racer they are on the starting line and ready for a run. This amber light is turned on when the front wheels of the vehicle interrupt the beam from a light source to a photocell that activates the timing equipment.

GREEN Light: This is the one that makes it all happen; once the green light comes on the racer is free to make a run down the course.

IF A DRIVER LEAVES BEFORE GETTING A GREEN LIGHT FROM THE STARTER THAT RUN WILL BE DISQUALIFIED.

MUD RACING IS A DANGEROUS SPORT. THERE IS NO SUCH THING AS A GUARANTEED SAFE MUD RACE. MUD RACING ALWAYS CARRIES WITH IT THE RISK OF SERIOUS INJURY OR DEATH IN ANY NUMBER OF WAYS. THE RISK WILL ALWAYS EXIST NO MATTER HOW MUCH EVERYONE CONNECTED WITH MUD RACING TRIES TO MAKE OUR SPORT SAFER. ALTHOUGH THE U.S. OMRA WORKS TO PROMOTE AND ENHANCE THE SAFETY OF THE SPORT THERE ARE NO GUARANTEES THAT SUCH SAFETY MEASURES WILL GUARANTEE OR ENSURE SAFETY, AND BY PARTICIPATING IN MUD RACING THE PARTICIPANT ACCEPTS ALL RISKS OF INJURY, WHETHER DUE TO NEGLEGENCE, VEHICLE FAILURE, OR OTHERWISE. IF AT ANYTIME A PARTICIPANT DOES NOT ACCEPT THESE RISKS THE PARTICIPANT AGREES NOT TO PARTICIPATE IN MUD RACING.

How to use this RULE BOOK

The U.S.OMRA rule book provides guidelines and minimum standards for the construction and operation of vehicles used in U.S.OMRA mud racing series and at U.S.OMRA sanctioned events. additional safety equipment or safety enhancing equipment is always permitted and the levels of safety equipment stated in this rule book are the minimum prescribed levels for a particular class and do not prohibit an individual from using additional safety equipment. participants are encouraged to investigate the utility of additional equipment or safety devices for their class. In disputed cases whether an item is a safety enhancement or a performance enhancement the decision will be determined by U.S.OMRA in U.S. OMRA's sole discretion.

On other hand, as o performance equipment, it is the general rule that unless optional performance equipment or performance related modification is specifically permitted by this rule book , it is prohibited. All changes or modifications not specifically addressed in this rule book must be submitted in writing to U.S.OMRA for consideration prior to competition. Approval will be granted or denied in the U.S.OMRA's sole discretion.

Throughout this rule book a number of references are made for particular products to meet certain specifications ( i.e. SFI specs, SNELL, DOT, etc.) it is important to realize that these products are manufactured to meet certain specifications, and upon completion, the manufacture labels the product as meeting that spec. Therefore, except as outlined under SFI requirements, any change to the product voids that certification; under no circumstances may any product be modified, altered, or in any way vary from the "as manufactured" condition. Such practice is in violation of the SFI, SNELL, DOT etc. program and voids such certification and therefore will not be accepted by the U.S.OMRA.

NOTICE

It is the responsibility of the participant NOT the U.S.OMRA or any track, to ensure that all safety equipment is approved and is correctly installed, worn, maintained, and used. Unauthorized cars, parts, and or equipment will not be considered approved by reason of having passed through technical inspection at any other time or any number of times, Moreover, having passed through technical inspection at anytime or any number of times, is not a defense to a violation found on further inspection.

The rule book divides these guidelines and standards for the construction and operation of vehicles into two groups:

REQUIREMENTS & SPECIFICATIONS: The minimum standards that differentiate the various categories of competition vehicles.

GENERAL REGULATIONS: Guidelines that concentrate on specific areas of construction or operation of a vehicle. Many guidelines in the rule book are applicable to many or all categories. General Regulations provides a central location for the description of those guidelines.

Both Requirements & Specifications and General Regulations are further divided into sub-categories: Engine, Drive Train, Brakes & Suspension, Frame, Tires & Wheels, Interior, Body, Electrical, Driver and General. In many cases the Requirements & Specifications for a particular class will reference a General Regulations section that will apply to virtually all categories it would be

repetitive to re-print it in each category. It is nonetheless important information to the competitor and or builder. However General Regulations may refer the reader back to the Requirements & Specifications by saying " see class requirements" Most of the minimum standards found in the rule book are based on the performance level of the vehicle. Another key to understanding the U.S.OMRA rule book is that certain classes " build from another" make sure to read and understand all areas of the rules and standards that apply to each category.

REMEMBER: IT IS YOUR RESPONSIBILITY TO FOLLOW THE STANDARDS IN THIS RULE BOOK THAT PERTAIN TO YOUR VEHICLE.

DEFINITIONS

PARTICIPANT: The term participant shall include officials, any person or entity possessing or has been issued a credential, and any person or entity directly or indirectly associated with any event, including but not limited to, owners, drivers, crew persons, the term "participant" shall include any person or entity that has ownership interest in a race team, vehicle, or principles, agents, parents, subsidiaries, divisions, partners, affiliates, and other related persons or entities. The U.S.OMRA may require at anytime that verified information regarding team and or vehicle ownership be supplied.

EVENT: Throughout this rule book there is reference to 'EVENT" or "EVENTs" wherever this term is used it is intended to refer to any and all events sanctioned by the U.S.OMRA The principle source of authority for the conduct of events is the U.S.OMRA rule book. The rule book governs all decisions at U.S.OMRA events and governs all U.S.OMRA matters affected by the rule book. U.S.OMRA has developed and published this rule book for the purpose of providing guidance in the conduct of U.S.OMRA events and events conducted at U.S.OMRA sanctioned tracks, and as to all aspects of participation in U.S.OMRA, whether or not related to an event. U.S.OMRA makes no representation or express or implied warrantees that compliance with the rules, regulations and agreements published in this rule book or as amended will reduce, prevent or guarantee against injury or death to participants or spectators or damage to

property or other economic injury or damages. These rules regulations and agreements are the minimum acceptable standards and are intended as a guide for the conduct of the sport. The U.S.OMRA does not intend or imply that by the publication of this rule book, conducting various events, by the acceptance of event entries or by any other act or omission to act that any person has the right or inalienable privilege of participating in U.S.OMRA events.

DEVELOPMENT OF U.S.OMRA RULES:

From the very start the U.S.OMRA has known we would need a good solid set of rules to govern our sport. The development of U.S.OMRA rules is based on many considerations. Some factors affecting U.S.OMRA rule making include promoting participant safety; promoting spectator safety; preserving competition; even competition; insurance preservation; cost to participants for example: cost that would be incurred if new equipment was allowed or mandated; attempts to contain cost being experienced by competitors to ensure continued competition; cost to U.S.OMRA; regulating o containing the performance of racing vehicles to address safety and other considerations; other safety and security matters, and numerous other factors that affect the complex issues the U.S.OMRA as a sanctioning body must deal with and balance.

NEW RULES AND RULE CHANGES

U.SOMRA rules may be added, deleted, or amended from time to time, and at any time by the U.S.OMRA It is the participants responsibility to stay abreast of all U.S.OMRA rule changes that may affect the participant, additions, deletions, or changes to the rules will be communicated as followed: publication on USOMRA.COM all amendments or changes to rules are effective and enforceable immediately upon publication on USOMRA.COM all amendments will be labeled as amendments to the U.S.OMRA rulebook.

INFORMAL INTERPRETATIONS ON TECHNICAL ISSUES

Participants may communicate with U.S.OMRA regarding technical explanations and interpretations of rules. These communications with the U.S.OMRA are advisory only.

VOLUNTARINESS; PARTICIPATION IS NOT A RIGHT; ALL PARTICIPANTS BOUND BY THE RULE BOOK, PARTICIPANT CONDUCT, COVENANT NOT TO SUE.

PARTICIPANT CONDUCT

U.S.OMRA is a private and voluntary association. While U.S.OMRA welcomes the participation of everyone, participation requires a promise and agreement by all participants to abide by all U.S.OMRA rules, regulations, and agreements, including but not limited to those in the U.S.OMRA rule book without this promise and agreement the U.S.OMRA would not be able to function as a sanctioning body, and U.S.OMRA's continuing viability would be at risk. Participation in any and every aspect of U.S.OMRA Mud racing is a PRIVILEGE, not a right, see participant covenants.

Participants at events are expected at all times to conduct themselves in a professional manner and consistent with good sportsmanship and U.S.OMRA's role as a family oriented motorsports association with events suitable for attendance by all, and as to any events that are televised suitable for unrestricted viewing by the general public.

Any participant who in the sole and absolute judgment of the U.S.OMRA

1. Verbally or physically threatens another person 2. Uses vulgar or derogatory language 3. Engages in un-sportsman like conduct 4. Engages in conduct detrimental to the sport of mud racing 5. Otherwise creates a condition or circumstance that is un-safe un-fair or out of order 6. Otherwise violates any U.S.OMRA rule, regulation, or agreement shall have violated this rule regarding participant conduct.

PARTICIPANT COVENANTS & COVENANT NOT TO SUE

Each participant expressly agrees to abide by all U.S.OMRA rules, regulations, and agreements, including but not limited to those contained in U.S.OMRA rule book, and by U.S.OMRA decisions, whether or not related to an event. notwithstanding any other provision of this rule book, by participating in, and in consideration for being allowed to participate in U.S.OMRA, mud racing and in consideration of receiving any of the numerous benefits available to participants, each participant understands and acknowledges and agrees that:

1. Participation in any and every aspect of U.S.OMRA mud racing is a privilege not a right 2. The participant voluntarily chooses to participate in accordance with all U.S.OMRA rules, regulations and agreements, including but not limited to those contained in the U.S.OMRA rule book, and by the U.S.OMRA decisions, whether or not related to an event. 3. When a participant submits an entry for competition in an event and entry is accepted, the participants obligated to compete in the event in good faith to the best of the participants ability unless prevented from doing so by matters beyond the participants control.

4. The U.S.OMRA rule book applies to any and all decisions, rules, regulations, actions, or omissions to act by U.S.OMRA, without limitation. For example, and not by way of limitation, decisions on classification or re-classification of vehicles, which categories of vehicles will be allowed to race in a class, whether or how an event is run or televised, what types of sponsors will be allowed to be featured on race vehicles, and what types of sponsors will not be allowed at events at all, to name a few, are illustrative of the types of decisions that are governed by the procedures set forth in this rule book. 5. At any event the participant is bound by and shall abide by the decisions of the U.S.OMRA which are final. 6. Member track officials and personnel including owners, employees, contractors, agents, and vendors are NOT agents of the U.S.OMRA and operate independently of the U.S.OMRA.

7. All decisions made by U.S.OMRA including but not limited to those made during an incident to an event are final. And such decisions may not be made the basis of a lawsuit. The participant further agrees to release and waive from liability and not bring any action against U.S.OMRA, the event director, any U.S.OMRA or track official, the racetrack operator, the racetrack owner, event sponsors, other U.S.OMRA sponsors and all event officials for any loss or damages, or injury, including without limitation economic loss or damages, caused by any decision, erroneous, or otherwise including without limitation decisions based on malfunctioning electronic or mechanical equipment and all whether due to negligence or otherwise. 8. The participant agrees to indemnify and hold U.S.OMRA harmless from any and all legal fees and cost incurred as a result of the failure of the participant to comply with the procedures provided in this rule book. 9. U.S.OMRA, any racing facility and all their directors, officers, employees, agents, or representatives have no liability to the participant, participants personal representatives, assigns, heirs, and next of kin for any and all loss or damage and any and all claims or demands of any nature whatsoever including without limitation loss or damage to any property of the participant or property of others entrusted to the participant, whether caused by the negligence of any release defined herein or otherwise. 10. The participant will not initiate or maintain, directly or indirectly any kind of civil court lawsuit related to any U.S.OMRA rule, regulation, agreement, or decision, which U.S.OMRA determines to be conduct detrimental to the U.S.OMRA or the sport of mud racing. Factors considered in determining whether a lawsuit is conduct detrimental to U.S.OMRA or the sport of mud racing include but are not limited to: the threat posed to maintaining the ability to conduct events and racing activities; the threat posed to the continued viability of the sport of mud racing; disruption to the orderly conduct of the sport of mud racing; damage to the U.S.OMRA;s business and reputation; loss of sponsorship opportunities; disruption in sponsor relations; damage to goodwill with vendors, sponsors, customers and members; damage to racing competition; Adverse effects upon the insurability of the sport of mud racing and other damages to U.S.OMRA or the sport of mud racing.

In order to preserve the sport of mud racing, and to preserve the U.S.OMRA's ability to function and exist as a sanctioning body for mud racing U.S.OMRA must and does rely on the foregoing covenant not to sue. 12. U.S.OMRA would be severely damaged by breach of the covenant not to sue set forth herein. 13. taking into account the many circumstances affecting the sport of mud racing, and factors that cannot be foreseen and accurately predicted by U.S.OMRA and each participant, actual damages to U.S.OMRA resulting from breach of the covenant not to sue would be impracticable and extremely difficult to determine.

EACH OF THE UNDERSIGNED, for himself/herself, his/hers personal representatives, heirs, and next of kin.

1. Acknowledges, agrees and represents that he/she has or will immediately upon entering any RESTRICTED AREA and will continuously thereafter, inspect the RESTRICTED AREA which he/she enters and he/she further agrees and warrants that , if at any time he/she is in or about RESTRICTED AREA and he/she believes anything to be unsafe or unsatisfactory in any way, he/she will immediately advise the officials of such and will leave the RESTRICTED AREA and or refuse to further participate in the event. 2. HEREBY RELEASES, WAIVES, DISCHARGES and COVENANTS NOT TO SUE the promoters, participants, racing associations, sanctioning organizations or any affiliated entities thereof, track operators, track owners, officials, vehicles owners, builders and designers, drivers, crews, rescue personnel, and persons in any RESTRICTED AREA, promoters, sponsors, equipment and parts manufacture's and suppliers, advertisers, owners and lessees of premises used to conduct the event, premises and event inspectors, surveyors, underwriters/brokers, consultants and others who give recommendations, directions, or instructions or engage in risk evaluation or loss control activities regarding the premises or event and for each of them , their directors, officers, and employees, all for the purpose herein referred to as RELEASEES FROM ALL LIABILITY TO THE UNDERSIGNED, his/her personnel representatives, assigns ,heirs, and next of kin, FOR ANY AND ALL LOSS OR DAMAGE AND ANY CLAIM OR DEMANDS THEREFORE ON ACCOUNT OF INJURY TO THE PERSON OR

PROPERTY OR RESULTING IN DEATH OF THE UNDERSIGNED ARISING OUT OF OR RELATED TO THE EVENT, WHETHER CAUSED BY NEGLIENCE OF ANY RELEASEE OR OTHERWISE. 3. HEREBY AGREES TO INDEMNIFY AND SAVE AND HOLD HARMLESS THE RELEASEE AND EACH OF THEM FROM ANY LOSS, LIABILITY, DAMAGE, FEE, OR COST THEY MAY INCUR ARISING OUT OF OR RELATED IN ANY MANNER TO MY ATTENDANCE AT OR PARTICIPATION IN THE EVENT AND WHETHER CAUSED BY THE NEGLIGENCE OF ANY RELEASEE OR OTHERWISE.

ASSUMPTION of RISKS and RELEASE and WAIVER of LIABILITY

Assumption of risks mud racing is a dangerous sport that can result in serious injury or death. Participation in all aspects of the sport is voluntary. The ultimate responsibility for participant and vehicle safety lies with the participant, vehicle owner, driver and crew. The participant agrees that by entering and participating in an event, the participant has had the opportunity to inspect the event site and acknowledged that the event site is safe and suitable for racing. The participant agrees that he/she will not participate in the event if he/she does not believe that the event site is safe and suitable for racing. The participant further agrees that by entering and participating in an event, that the participant has had the opportunity ascertain the staff and equipment on hand, including without limitation the number and location of personnel and number and type of rescue equipment, and acknowledges that the staff and equipment are adequate and suitable for racing. The participant agrees that he/she will not participate in the event if he/she does not believe that the staff and equipment are safe and suitable for racing. The participant also acknowledges that by participating in the event the participant may suffer bodily injury or death or loss or damage to property. The participant further acknowledges that the participant voluntarily assumed the risks of bodily injury or death or loss or damage to property and waives any and all claimes for bodily injury or death or loss or damage to property against U.S.OMRA, its Directors, officers, employees, and agents, event sponsors, race track operators, race track owners, and other participants; discharges such persons and entities from responsibility for such losses; and covenants not to sue such persons and entities for bodily injury, death or loss or damage to property.

ASSUMPTION of RISKS and IMDEMNITY AGREEMENT

All participants shall be required as a condition of participation to sign all required entry forms, including but not limited to such releases as shall be required by U.S.OMRA and/or its insures, consisting of the following or similar wording. TECHNICAL INSPECTION

At a time and place and in a manner determined by event officials prior to racing activities all vehicles, and driver safety equipment must undergo a technical inspection, or have been inspected under the extended technical inspection program. In addition every single vehicle is subject to further technical inspection at any time before during and after an event. Not complying in full with any technical inspection request will result in disqualification. Technical inspection assists the event officials with determining in their judgment, eligibility for participation in an event. The technical inspection does not in any way change the fact that the driver, the crew members, and the vehicle owner are ultimately responsible for the safety and operation of vehicle and equipment. By conducting a technical inspection the U.S.OMRA and its member tracks and each of their respective directors, officers, employees, and officials, make no representations, warranties, or assurances that technical inspection including the review of any written information, will do any or all of the following:

1. Detect every or any problem with a vehicle, or a driver's personal equipment or clothing; or 2. Detect every problem with rule compliance; or 3. prevent injury, death or property damage.

The participant agrees that the participant bears the ultimate responsibility at all times to ensure the safety of participants vehicle, equipment, and clothing complies with all U.S.OMRA rules, regulations and agreements, including but not limited to those contained in this rule book.

Moreover In the case of technical violation the participant acknowledges understands and agrees that the participant is charged with full knowledge of every component of participants vehicle and that even if a third party has caused the participants vehicle to be non compliant, the participant will still be responsible for and charged for any applicable violation and sanction.

COOLING SYSTEM

All cooling systems/radiators must be in stock location for body style used in the STOCK and SUPER STOCK classes. Radiators may be re-located (outside of drivers compartment) in all other classes

ENGINE

Classes limited to internal combustion engines. Engine must be mounted to frame by a minimum of two 3/8" bolts

EXHAUST

All vehicles must be equipped with exhaust collectors, headers, or stacks installed to direct exhaust out of vehicle body to rear of vehicle and away from driver and fuel tank. Exhaust collectors/stacks must be securely fastened (i.e., metal connector straps, bolted, welded etc.) to prevent loss of collector/stack during competition. Flexible tubing or flex pipe prohibited in all categories. if mufflers are used they must be securely fastened to exhaust system and vehicle body or frame.

FUEL SYSTEMS

All fuel tanks, lines ,pumps, valves, etc. must be outside driver's compartment. and within the confines of the frame and or steel body.

TANKS

All tanks must be isolated from the driver's compartment by a firewall. All fuel tanks must have a cap and be vented outside of body. A positive locking screw on cap is mandatory on all open bodied vehicles. Fuel cells or tanks must be grounded to frame.

LINES

All non OEM fuel lines must be metallic; steel braided, or approved woven or woven push lock, a maximum of 18 inches total (front to rear) of non metallic or non steel braided hose is permitted for connection purposes only. Fuel lines may not be routed in the driveshaft tunnel. It is mandatory that fuel lines passing supercharger drive belts be steel braided, or approved woven or woven push-lock or enclosed in steel tubing.

PUMPS/VALVES

Vehicles with mechanical fuel pumps must have a quick action fuel ut-off valve within easy reach of the driver and located in the main fuel line between the tank and the carburetor and or injectors.

FUEL

Pump gas, Racing Fuel, Methanol are allowed in some classes. See class regulations for details.

THROTTLE

Regardless of class, each vehicle must have a foot throttle incorporating a positive-acting (double) return spring attached directly to the carburetor/injector throttle arm. A positive stop or override must be used to prevent linkage from passing over center and sticking in the open position. Some classes may also require some means of manually returning throttle to closed position by using foot. ( Toe Loop) No part of throttle linkage may extend below frame rails.

DRIVE LINE

Any vehicle in which the driver sits over or behind the rear-end center section, a suitable protective shield of .120-inch min. thickness steel plate must be installed and securely mounted to the rear-end and the bell housing adaptor. For vehicles using straight couplers the min thickness is .063 aluminum. All vehicles using an open drive shaft must have driveshaft loops and u-joint

shields. see class regulations for details. Open de lines passing any part of the driver's body must be completely enclosed by min. 1/8" steel plate and securely mounted to frame or frame structure.

TRANSMISSION

All vehicles must be equipped with a reverse gear. A transmission shield is mandatory on all vehicles running methanol or that are supercharged. Any non OEM floor mounted shifter must be equipped with a spring loaded positive reverse lock out device to prevent the shifter from accidently being put into reverse gear. All transmission lines are to be metallic or high pressure-type hose. All vehicles except stock must run transmission shield or blanket.

BRAKES

Brakes on each vehicle regardless of class must be in good working order. with two (2) hydraulic brakes as a minimum requirement. Four wheel hydraulic brakes are recommended in all classes. All brake lines on any rear engine vehicle must be inside tubing or be steel braided at point where they pass the engine. Application and release of brakes must be a direct action of the driver. All line loc's must be self returning to normal operating mode.

SHOCKS

Each vehicle must have at least one working shock for each sprung wheel securely mounted and in good working order. see class regulations for details.

STEERING

Each vehicle steering system must be secure and free of defects. Flexible steering shafts prohibited. Any and all rod ends used in steering system must be minimum 3/8" inch shank diameter. All steering boxes sectors, shafts etc. must be mounted to frame or suitable cross member or bracket and cannot be mounted in any way to the bell housing or bell housing shield or adaptor or motor plate. Commercially available quick disconnect steering wheels are permitted adaptor must be welded to the steering shaft.

SUSPENSION

All vehicles must have full suspension system of some sort. i.e. springs, torsion bars, etc. rigid or solid mounted axles not permitted unless allowed in class regulations. see class regulations for details

TRACTION BARS

Minimum requirement for rod ends on front of all ladder bar type traction bars is 3/4" inch steel see class regulations for details

WHEELIE BARS

Wheelie bars are allowed in some classes and must be securely mounted see class regulations for details

FRAME

In some classes OEM frame is required as the main portion of the vehicles chassis. And in other classes custom built frames are allowed. See class regulations for details

ROLL CAGE

All roll cages must be constructed in accordance within class regulations. All roll cage structures must be designed in an attempt to protect the driver from any angle (roll cage must be padded in all areas that may come in contact with drivers helmet) on full bodied vehicles with driver in driving position, helmet must be in front of main hoop. If helmet is behind or under main hoop additional tubing of the same size and thickness must be added to protect driver. Main hoop may be laid backward or forward but driver must be encapsulated within the required roll cage. Roll cage must be welded to frame, All roll cages must have in their construction across bar to be used as a seat support and an attachment point for shoulder harness. Cross bar to be installed no more than 4"inches below and not above the drivers shoulders. All joints or tube to tube intersections must be fabricated by properly notching the tube to properly fit with minimum clearance, no crushing the end of a tube to an oval

shape instead of properly notching tubing. Also welding a plate to the side of one tube and then butt welding another tube to the plate instead of notching is un-acceptable. All materials must be 1 5/8" O.D.x.118" mild steel or .083 4130 chromoly tubing. 1 1/4" O.D.x.118 mild steel or .065 4130 chromoly tubing may be used for bracing and supports.

ROLL BARS

All roll bars must be within 6" of the rear, or side of the drivers head and extend in height at least 3" above driver's helmet with the driver in the normal driving position or be within 1" of the roof of vehicle in the area above the driver's helmet, and be at least as wide as the drivers shoulders or be within 1" of the driver's door. Roll bar must be adequately supported or cross braced to prevent forward or lateral collapse. Rear braces must be same diameter and thickness as roll bar and intersect with the roll bar not more than 5" from the top of the roll bar cross bar, and rear braces must be welded to the main hoop. Side bar must be included on driver's side and must pass the driver at a point between shoulder and elbow. All roll bars must have in their construction a cross bar for seat bracing and an attachment point for shoulder harness. Crossbar must be no more than 4" below and not above the drivers shoulders. All vehicles must have roll bar welded to frame. padding required in any area driver's helmet may come in contact with roll bar. All materials must be 1 3/4" O.D. x .118" mild steel or .083 4130 chromoly tubing. 1 1/4" O.D. x .118 mild steel or .065 4130 chromoly tubing may be used for bracing and supports.

TIRES

All tires must have manufactures model and size information clearly designated on them see class regulation for details

WHEELS

All wheels must be free from cracks and in good working order. All wheels must have all lug nuts installed. see class regulations for details

INTERIOR

All vehicles must have floor and firewall in accordance with class regulations see class regulations for details

UPHOLSTRY

Driver's seat must be a minimum of 24" high. Seat must be securely mounted to seat bracket or frame, All seats must be constructed, braced and mounted to provide full back and shoulder support. Seats must be bolted on bottom with 4 nuts, bolts, and washers and a minimum of 1 nut, bolt and washer in the back see class regulations for details

WINDOW NET

Window net required on all vehicles without windows. Window net is required on all full bodied vehicles that require a roll cage. see class regulations for details.

BODY

Each class has different regulations on body type and construction see class regulations for details

FIREWALL

Minimum .024 steel or .035 aluminum firewall is required, Firewall must extend from side to side of the body and from top of the engine compartments upper seal (hood cowl or deck) to the bottom of the floor. The firewall must provide a bulkhead between the engine compartment and the driver's compartment. All holes in firewall should be kept to a minimum. some classes require stock firewall see class regulations for details

FLOOR

Minimum .024 steel or .035 aluminum floor is required, Floor must extend the full width of the driver's compartment and to the rear of the driver's seat. some classes require stock floor pan see class regulations for details

BATTERIES

All batteries must be securely mounted and must be sufficient to start the vehicle at any time. batteries may not be relocated into the driver's compartment.

IGNITION

Each vehicle must have a positive action on/off switch that will de-energize the entire ignition system. and must be within the reach of the driver while in the normal driving position.

MASTER CUT-OFF

Mandatory when battery is relocated or as outlined in class regulations. An electrical power cut-off switch must be installed at the rear of the vehicle and must be easily accessible from outside the vehicle body. This cut-off switch must be connected to the positive side of the electrical system and must stop all electrical functions when in the off position. This switch must be clearly marked for the OFF position.

STARTERS

All vehicles must be self starting push starting is prohibited in all classes.

TAILLIGHTS

All vehicles must have at least one working taillight.

FIRE EXTINGUISHER

All vehicles require a minimum 2 1/2 pound dry chemical or Co2 type fire extinguisher securely mounted within the reach of the driver while in the normal driving position.

CREW MEMBERS

Each member of a participants crew must be fully attired when present in the staging lanes and in all competition areas of the racetrack. Shoes, are mandatory as are shorts, pants and shirts, Crew members should dress in team crew shirts or uniforms.

APPEARANCE

Vehicles participating in U.S.OMRA mud racing must be presentable in appearance with no offensive language or images. The same is required of all driver's and crew, no offensive language or images are to be worn or displayed.

CREDENTIALS

Each driver of a vehicle must have a state or government issued drivers license beyond a learners permit to be eligible to participate in U.S.OMRA mud racing events.

DRIVER RESTRAINT SYSTEM

A quick release 3 inch driver restraint system with a 2 inch crotch strap is mandatory in all vehicles required by the rules to have a roll cage. All driver restraint systems must be marked and dated by manufacture and must be updated as needed. All driver restraint systems must be securely mounted to the frame, cross member or reinforced mounting position and installed to limit driver's body travel both upward and forward. Seatbelts may not be wrapped around the lower frame rail of vehicle. Under no circumstances are bolts to be inserted through seatbelt webbing for mounting. See class regulations for more information.

HELMET

Driver's in all classes must wear a helmet meeting SNELL or SFI specifications. Full face helmets required in all vehicles without a windshield. See class regulations for more details

NECK COLLAR

Drivers in all classes must wear a neck collar, either a full 360 degree ( DONUT) or a pull together (HORSE SHOE) type. see class regulations for details

OCCUPANTS

No more than one person is permitted in any vehicle during any run. Anytime a vehicle is started a competent driver must be in the driver's seat. Non compliance is grounds for dis-qualification from the event.

PROTECTIVE CLOTHING

Driver must meet all protective clothing requirements stated under class regulations for vehicle being driven. Protective clothing requirements are the minimum standard driver's are free to upgrade. see class regulations for details

SEAT BELTS

All vehicles not required to have a driver's restraint system must be equipped with a quick release type driver seat belt. Seat belts must be securely fastened to the frame, cross member or reinforced attachment point. Seat belts may not be wrapped around lower frame rails.

Proper use of safety equipment, seatbelts must be worn and adjusted in such a manner that the drivers torso and head cannot extend outside the parameters of the roll cage. The loosening and removal of seat belts, helmet, gloves, window nets or removal of any safety equipment is prohibited from the time the vehicle leaves the ready line until the vehicle is on the return road. Violators will be subject to disciplinary action at the sole discretion of U.S.OMRA

RACE PROCEDURES

U.S.OMRA COMPETITION NUMBERS

All contestants are required to display a permanent number at all U.S.OMRA events, Numbers are issued to DRIVER's only and are available at all U.S.OMRA events during registration. The numbers 1-10 in each class will be reserved for the top ten points earners in each class.

STAGING

Once a vehicle reaches the front of the staging lanes it must be prepared to fire and race. To be a legitimate race, participants vehicle must self start and stage. Push starting or push staging any vehicle is prohibited. Staging must be done under the vehicle's own power. The final staging motion, using applied power must be in a forward motion going from pre stage to stage position. After proper staging and receiving a signal to go, Re-staging for a second time is prohibited.

QUALIFYING

To constitute an official attempt, all vehicles must self start and self stage. On a qualifying run a participant that properly starts, stages and receives the starters signal but breaks to the point that the run is not completed, at time of 28 seconds will be issued and it will be considered a valid qualifying run.

RUN ORDER

Run order will be based and established by qualifying elapsed times. Participants will run in the order they qualified. From number one to the number of paid entries in each class.

TIE BREAKER

In the event of a tie for National points championship the first tie breaker will be decided by the number of wins a participant has. The second tie breaker if needed will be on number of U.S.OMRA events the participant attended. In the unlikely event that a third tie breaker is needed it will be based on qualifying position

NATIONAL CHAMPIONSHIP EVENT

The final event of the racing season will be the U.S.OMRA NATIONAL CHAMPIONSHIPS The top 10 points earners in each category will be eligible to attend and compete for the U.S.OMRA NATIONAL CHAMPIONSHIP as well as the top 2 points earners from any member track who are not in the top 10 in points. The NATIONAL CHAMPIONSHIP will be awarded to the participant who earns the most points throughout the season including the NATIONAL CHAMPIONSHIP event.

POINTS GENERAL

All points are awarded to the driver and cannot be transferred under any circumstances. Points are not transferable from one category to another. If an event is postponed for any reason prior to the completion of the event points will be awarded as earned to that point and the event will be counted as complete. If an event is postponed for any reason prior to the completion of qualifying, points will be awarded as earned for all categories that completed qualifying, and all categories that did not complete qualifying each contestant will be awarded minimum qualifying points and the event will be counted as complete. All vehicles must have OEM appearing body ( no sheet metal bodies) Fiberglass hood, frontend, doors, bedsides allowed. All vehicles must have hood, roof, fenders, bedsides, etc. ( vehicles with OEM removable tops may run without top) tailgate may be removed, If top is removed above driver compartment (jeeps early bronco etc.) a roll cage is required (see general rules for details)

DOORS

All vehicles must have OEM appearing doors, and driver door must be functional from both inside and out. Fiberglass door allowed. Doors not required on jeeps early broncos etc. if no doors driver must wear arm restraints.

FIREWALL

All vehicles required to have firewall (see general rules for details) Any and all holes in firewall should be kept to a minimum.

HOOD

All vehicles required to have OEM appearing hood fiberglass allowed must be securely mounted.

WINDSHEILD

Windshield not required if no windshield driver must wear full face helmet with eye protection. if windshield is used it should be free from cracks or scratched that obstruct drivers view Lexan allowed.

ELECTRICAL

All vehicles must be self starting with an OEM style starter attached in factory location.

BATTERY

Battery may be relocated (outside of driver's compartment) but must be securely fastened in a battery box ( no straps, rope bungee cord etc.) to tie battery down.

TAIL LIGHTS

All vehicles must have at least one working tail light.

FIRE EXTINGUISHER

All vehicles must have a minimum 2 1/2 pound dry chemical or Co2 fire extinguisher securely mounted within the drivers reach while in the normal driving position.

SEAT BELTS

All vehicles must have a minimum 5 point driver's restraint system in driver's location (see general rules for details)

ROLL BAR PADDING

All vehicles with a roll bar or roll cage must have roll bar padding in all locations that may come in contact with driver's helmet.

CREDENTIALS

All drivers must be minimum 16 years of age to drive any vehicle in competition

HELMET

All drivers must wear approved helmet (if no windshield is used must wear full face helmet with eye protection)

NECK COLLAR

All drivers must wear neck collar (see general rules for details)

PROTECTIVE CLOTHING

All drivers must wear close toe shoes and fire suit, (see general rules for details)
