Position Summary

The CPM will support CPPs in advancing local prevention efforts with the goal of establishing and sustaining vital alcohol, tobacco, other drugs, and suicide prevention (ATODS) activities in their assigned counties. In addition, the CPM will supervise assigned CPPs and conduct periodic performance evaluations with them.

Required Minimum Qualifications

Bachelor’s degree in social work, psychology, public health, public administration, sociology, education or other health-related field preferred and/or two (2) years ATODS prevention–related experience.

Develop positive working relationships with CPPs and community stakeholders in assigned counties to facilitate effective prevention efforts.

Set outcome-driven performance objectives and expectations with CPPs and conduct scheduled performance evaluations with assigned CPPs.

Provide CPPs and community members the outcome-driven leadership, support, and direction needed to:

o Educate and engage key stakeholders, decision-makers, and influencers on evidence-based, environmental ATODS prevention.

o Recruit community members to actively participate in coalition prevention work.

o Build capacity for sustainable county prevention efforts.o Conduct and analyze results of community needs assessments.o Use data and research in selection of evidence-based prevention

strategies.o Develop and implement a strategic prevention plan to address

local needs.o Collect, document, and report prevention activity data to PIPR, or

other designated system, as required.o Contribute to achievement of the PMO mission, vision, and goals.

Provide research, data, and education on evidence-based strategies, best practices, and prevention-related policies. Provide CPPs, key stakeholders, and other parties any relevant ATODS prevention information as requested.

Work with CPPs to develop and implement county-specific and statewide prevention project plans in coordination with the Director of State Prevention and Wellness (DSPW), Director of Statewide Suicide Prevention (DSSP), and other CPMs.

Use established PMO communication structure to:o Maintain consistent and effective communication with DSPW, DSSP,

CPPs, other CPMs, Director of Marketing and Communications (DMC), and any PMO team member as needed to achieve county-specific and statewide goals.

o Collaborate with and provide timely report to DSPW on ATODS prevention activities in assigned counties.

Coordinate with DSPW, DSSP, and Director of Human Resources (DHR) to develop and deliver strategic trainings and education for CPPs.

Collaborate with program evaluators as needed to comply with reporting requirements.

Increase statewide collaboration in public and private ATODS prevention efforts. Promote visibility of the PMO, its mission, vision, goals, and accomplishments.

Collaborate with PMO staff and external organizations as needed to support achievement of PMO mission, vision, and goals.

Attend all trainings, special events, PMO meetings, coalition meetings, and face-to-face CPP visits as required to fulfill Essential Functions.

In consultation with DSPW, report non-prevention personnel issues to the DHR as needed.

Required Competencies

Understanding of and ability to address ATODS prevention needs using the public health model.

Possess content expertise to include, but not limited to: data and information; core principles and best practices; prevention/public health trends; current issues; and foundational literature and research in one or more fields related to environmental ATODS prevention.

Ability to provide expert technical assistance to CPPs and communities, using the public health model, to accomplish the projects, tasks, and activities required to assess and address prevention needs, effectively manage programs and budget matters, develop comprehensive action plans for implementation, and use required outcomes reporting systems.

Ability to analyze external conditions situations to include demographics; community institutions and systems; socioeconomic trends; community political drivers; and resources when determining the most appropriate TA approach.

Ability to analyze organizational and community culture, to include perceptions and assumptions; strong or weak cultures; and culture influenced by leadership and norms, when determining the most appropriate TA approach.

Ability to assess, prioritize and respond to CPP and community needs relative to requests for TA through the application of varying methods for delivering TA including advising, facilitating, training, mentoring, and consulting.

Capacity to exercise a significantly high level of flexibility and ability to respond quickly to CPP and community needs in order of priority as they arise.

Skill to provide performance management function and conduct performance evaluations.

Technologically savvy across multiple platforms including MS Office, MS 365, and possess the ability to learn new technologies and reporting systems with ease.
