TERMS OF REFERENCEThe Regional Project Management Consultant (RPMC)

Rural Infrastructure Support Subcomponent for Province of Lampung

A. Background1. The Government of Indonesia has received a loan from the Asian Development Bank

(ADB) towards the cost of the Urban Sanitation and Rural Infrastructure Support to PNPM Mandiri Project. The Project supports to scale up ongoing ADB's assistance to the PNPM Mandiri scheme to (i) upgrade basic rural infrastructure in poor villages in provinces covered by ongoing ADB-supported projects, and (ii) promote community-driven sanitation development to contribute to achieving the Millennium Development Goal (MDG) target to halve, by 2015, the proportion of people without sustainable access to basic sanitation.

2. Population below the poverty line in Indonesia declined by 1.51 million from 32.53 million in March 2009 to 31.02 million in March 2010. While continued poverty reduction during a period of significant external uncertainties is a good achievement, the poverty headcount remains quite large. The causes of poverty include lack of access to basic services (such as health, education, safe water, and sanitation); absence of economic opportunities; limited access to capital; and poor rural connectivity and infrastructure. The poor are vulnerable to external shocks and the large numbers of "near poor" are at risk of falling back into poverty in the event of sickness, natural disaster, harvest failure, rising food prices, or economic recession.

3. The government has made poverty alleviation a development priority. The Medium-Term Development Plan (RPJM), 2010-2014 targets average growth of 6%-7% per year, with a reduction in the poverty rate from 14.2% in 2009 to 8%-10% by 2014. The government's foremost poverty reduction program is PNPM Mandiri, which provides assistance to poor rural and urban communities’ nationwide through up to three cycles of block grants for improving essential social services and basic infrastructure. The RPJM, 2010-2014 includes PNPM Mandiri as a development tool to accelerate poverty alleviation with an indicative budget allocation of $6,754 million over 5 years for seven PNPM programs.

4. ADB has been supporting the government's PNPM Mandiri scheme through two projects: (i) the Rural Infrastructure Support to the PNPM Mandiri Project (RIS-PNPM) for $50.0 million; and (ii) the RIS-PNPM Project II for $84.2 million. Both projects include assistance for community mobilization, and provide block grants to upgrade basic rural infrastructure in 2,160 villages in four provinces (Jambi, Lampung, Riau, and South Sumatra)1.

5. Infrastructure investments, which accounted for more than 6% of gross domestic product before 1997, fell to a low of 2% in 2000 and have only reached 3% in 2009, reflecting a sharp decline in public and private spending. As a result, infrastructure conditions in many rural areas are alarming. Rural roads are deteriorating because of inadequate maintenance. About 50% of rural villages are not connected by asphalt roads and more than 10% of all villages are inaccessible even by four-wheel-drive vehicles at certain times of the year. Poor roads or no roads mean that government services are inaccessible; higher transportation costs cause an additional burden for poor and remote

communities. In addition to poor road conditions, infrastructure needs related to water supply need special consideration.

6. While Indonesia has generally made good progress toward accelerating achievement of the MDGs, the MDG targets for access to basic sanitation need special attention. The percentage of Indonesians with access to improved sanitation facilities has doubled since 1993, but progress has been slower than in other countries in the region at similar levels of economic development. In 2009, only 51% of the national population had access to improved sanitation, while the MDG target for accessing basic sanitation facilities is 62.37% of the population by 2015. The poor often do not have access to safe water sources and basic sanitation facilities, which has severe consequences for their health and livelihoods. Waterborne diseases have a high cost in terms of health among those without access to improved water and sanitation. Two of the most important causes of mortality for children under 5 years old are fecal-borne diseases, and waterborne diseases, including cholera, diarrhea, and typhoid fever, which are linked to use of unprotected water, poor sanitation, and inadequate awareness among communities of hygienic practices. Some 30% of Indonesians suffer from waterborne diseases.

B. The Project7. The Project forms part of the Government of Indonesia's ongoing flagship poverty

reduction program-the National Program for Community Empowerment (PNPM Mandiri), which was launched in 2006 with the commitment to reduce poverty by adopting a community-driven development approach and providing direct support to poor rural and urban communities to improve essential social services and basic infrastructure. The project will be implemented in a geographic slice of the PNPM Mandiri program and will include about 600 rural communities in four provinces and 1,350 poor urban neighborhoods in 34 cities.

8. Corresponding to the overall objective of PNPM Mandiri, the impact of the project will be reduced poverty in the project areas. The outcome will be improved access to service delivery and healthy livelihoods for the poor, near poor, and women in the project communities. The project has three outputs: (i) strengthened capacity for community planning and development, (ii) improved rural basic infrastructure, and (iii) improved sanitation services.

9. For coordination, implementation and management of the Project, the Government has established a project organization comprising Central Project Management Unit (CPMU) and project manager (Satker) at the central level, provincial project implementation units (PPIUs), and district project implementation units (DPIUs) at the regional levels. The project organization details are in Appendix 1.

10. The Project will be implemented in nine provinces. The Project consists of two main parts i.e. (i) the Rural Infrastructure and (ii) Urban Sanitation. The Rural Infrastructure will be implemented in four provinces i.e. Jambi, Lampung, Riau, and South Sumatra, while the Urban Sanitation will be implemented in Central Java, DI Yogyakarta, East Java, South Sulawesi and North Sulawesi. Project locations are in Appendix 2.

11. Based on the above, the Government, represented by DGHS requires technical consulting services for the position of Regional Project Management Consultant (RPMC) to support the PPIUs and DPIUs in ensuring efficient project implementation of the basic rural infrastructure in Province of Lampung.

C. Roles12. The RPMC will assist the central, provincial, and district governments in (i) overseeing

community facilitators in empowering communities and ensuring participation in project implementation, (ii) providing technical and managerial support to the PPIUs and DPIUs, (iii) implementing and maintain a sound financial management and monitoring system, (iv) implementing the complaints-handling mechanism, (v) implementing the PPMS, which is a part of the M&E framework for the PNPM Mandiri, and (vi) undertaking training of community facilitators and local governments.

13. The RPMC will provide technical, management and capacity development support to PPIUs, DPIUs and facilitators during implementation in its responsibilities areas, including project planning, budgeting, supervision, monitoring, reporting, coordination, procurement packages, design and construction supervision, financial management and accounting, institutional and human resources development and training activities to ensure that all project activities are implemented. In principle, the RPMC will be responsible in the optimal achievement of project impact, outcome and outputs through the performance of the community facilitators. Structurally, the RPMC will be responsible to and under direction of the NPMC.

D. Objectives14. The objective of the consultancy is to review and adjust appropriate implementation

systems for the rural infrastructure subcomponent under Urban Sanitation and Rural Infrastructure Support to the PNPM Mandiri Project (USRI) and to ensure high levels of performance among RPMCs to enable quality implementation, by providing appropriate management, technical expertise, and advise as needed, and by implementing the comprehensive project capacity building strategy. Consulting services will include assistance in (i) implementing village community development and facilitating technical aspects; (ii) implementing project information campaigns and awareness campaign on sustainability of operation the infrastructure; (iii) community project selection and planning processes, design, and construction; (iv) ensure the implementation of appropriate project monitoring and evaluation system including implementing quality assurance, financial management systems, and project performance management systems (v) preparing and implementing the social and environmental safeguard compliance; and (vi) implement the complaints and grievances handling mechanism. In doing so the RPMC will:a. Create synergies among project stakeholders at provincial and district level by

conducting coordination and advisory services to all. Ensure a comprehensive understanding of the Project’s impacts, outcomes, input, outputs, procedures and mechanisms by implementing an integrated socialization program, progressively in accordance with community characteristics, and phased with project implementation stages.

b. In coordination with NPMC, ensure adequate capabilities from all Project’s stakeholders in provincial and district levels, by implementing integrated and progressive training for each stakeholder, for each stage of project implementation.

c. Implement the public campaign program which developed by NPMC at (1) community level and (ii) local government and other related stakeholders on basic infrastructure provision and pro-poor budgeting. At the community level, the program includes changing community awareness on participatory planning and community driven development through the involvement and active participation of all community

members and local stakeholders in infrastructure development and maintenance. Accordingly, this program will encourage the sustainability and continuity of community participation, particularly at post construction of infrastructure to ensure the sustainability and basic services delivery through changing the community awareness. The awareness of community on their neighborhood environment would stimulate community responsibility on infrastructure maintenance. It will be important for sustainability of basic rural infrastructure provision.

d. Ensure the adequate community project selection and planning processes undertake properly through facilitator process. RPMC will support CFs during community mobilization and participatory planning to establish MTPR and CAP. RPMC will cooperate with PPIU and DPIU to ensure the compliance of technical quality standard for infrastructures.

e. Ensure and supervise the compliance of the Gender, Social safeguard, Environment safeguard, Land Acquisition and Resettlement Frameworks and adequate participatory and community empowerment process delivered by CFs, and RPMC.

f. Operate and maintain complete and accurate project implementation database and generate regular project progress reports at provincial and district levels of implementation. The RPMC also fully responsible for data input of project implementation on Management Information System2.

g. Ensure the project performance levels which achieve all project impact, outcomes and performance indicator, as well as establish community organizations, by conducting comprehensive monitoring and supervision at all levels and evaluating results.

h. Establish and managing community complaints following the PNPM Mandiri’s Implementation Guidelines on Management of Complaints and Grievances, which meets ADB’s requirements on complaint and grievance mechanisms.

E. Working Arrangements15. The RPMC will establish a fully staffed and well-equipped office at the provincial and district

level. In the provincial level, RPMC will be staffed with specialist consultant, including 5 (five) Specialists. The district level also be staffed with specialist consultant, including 4 (four) Specialists3 and 8 (eight) sub-professional experts. These specialist consultants will interface and coordinate with counterpart specialist in each and every RPMC. The table 1 shows the distribution of participating village for each district.

F. Scope of Work16. RPMC tasks include overall project planning, coordination among stakeholders at

provincial, district and village level, monitor: and supervision of implementation activities, reporting and trouble-shooting implementation errors. The RPMC is responsible also for the updating the daily and weekly project implement data and information of the project management information system (MIS) through NPMC as data administrator, compile a project data base and various computerized reporting the field levels, the operation and management of a project-wide complaint and resolution system, and support the disbursement data for the financial management of project.

17. The RPMC is responsible for field implementation conducted by district team including facilitator at village level. The RPMC is responsible for the performance of CFs in implementation of all project activities.

18. The RPMC is also responsible conducting the various training and capacity building and community interventions addressing the requirements of all stakeholders (cooperate with NPMC). It is included assistance local government and community to institutionalize gender plan in their planning document.

19. Specifically, the RPMC will:a. Provide overall management the project, coordinating closely with the central (CPMU),

NPMC, provincial (PPIU) and district (DPIU) government, including but not limited to:i. Assist preparing annual project budgets and allocation especially for LGs fund for

counterpart program (DDUPB)ii. Provide management support to PPIU and DPlU;iii. Operate and maintain PPMS and QC monitoring systems weekly and monthly;iv. Conduct regular discussion with the CPMU, relevant government agencies,

working groups, including TKPKD;v. Facilitate effective supervision missions and mid-term evaluation of project.

b. Management of CFs, including but not limited to:i. Assist and supervise work of CFs;ii. Ensure CFs performance in community empowerment and project implementation

is in accordance with guidelinesiii. Review and approve CFs work plans, monitoring progress achieved;iv. Evaluate as performance regularly, taking follow- up action as necessary;

c. Capacity Building cooperate with NPMC, including but not limited to:i. Review and implement capacity building strategy for strengthening local

government system for training on community based planning and development, involving local government officers and representatives, civil society

representatives, to undertake rural infrastructure development; sand; strengthening of local communities in rural

ii. Implement the capacity building and institutional development in the regional, district level and community levels

iii. Prepare accurate data on capacity building at provincial, district and community levels, and input the required data in web base MIS.

d. Socialization and campaign activities, including but not limited to:i. Produce and/or printing socialization materials and media program, which is

suitable with the local condition that designed by NPMC. The effective material and media program with most appropriate messages for specific target group as a main instrument to implement effective socialization and campaign. The material and media program should distribute to participating villages, related government institution at Provincial, with the local condition that designed by NPMC. community boards, schools, etc.4. Brochures, leaflet, banner and posters to be distributed to community

organizations at village, surrounding area at villages, residential and commercial buildings, etc.

5. Traditional communication processes which use interpersonal, face to face channels, e.g. group discussions, home visits, presentations at community meetings to provide guidance on how to work with the local agencies to improve environment quality.

6. Training and counseling for municipal and related officials, teachers, community leaders, government and NGO representatives

7. Training and capacity building program for beneficiaries including children, how best to manage neighborhood environment;

8. Regular meeting held with Bupati, local parliament and related institutions, initially to seek commitment and adequate funds to operation and maintenance and also institutionalize public campaign in local development plans.

9. Regular meeting held with technical agency at local level to develop neighborhood/rural infrastructure system mainly on operation and maintenance to support sustainable development

ii. Organizing exhibition activity and involve in the related seminars and workshops, in increasing appreciation of the activity and building the participation.

e. Provide technical assistance and support as necessary to CFs on socialization issues and keep coordination among all RPMCs experts;

g. Evaluate the effectiveness performance of each CFs socialization program.

20. Community Development activities, including but not limited to:a. Monitor and supervise the overall participatory process of all stakeholders involved in

the community mobilization, participatory planning, formulation MTPR and CAP project planning, implementation, monitoring and evaluation, and ensure the effectiveness of and efficient implementation of the community participation in decision making process;

b. Implement the gender action plan in each activities of project in line with project manual;c. Ensure the quality of participatory planning in term of data baseline gathering; d. Ensure the accuracy of community development performance data in the MIS;e. Evaluate the performance of CFs in community development implementation;

21. Preparation of Community Planning and Development, including but not limited to:a. Assist the local government in community consultation data collection and analysis as a

basis for village planning activitiesb. Facilitate participatory process for village planning formulation including all relevant

stakeholders involved in the participatory planning, implementation, monitoring and c. Facilitate the establishment of MTPR through complete participatory planning and CAP

formulation suit to the needs and demand of the communities;d. To create synergy, and even to integrate, between MTPR formulation in RIS-PNPM

consultative meeting and Musrenbangdes.e. Detail the tasks and other resource inputs to be provided by RPMCs in support of MTPR

and CAP formulation and implementation;f. Ensure the compliance of gender and safeguard procedures and prerequisites;g. Provide technical assistance and support as necessary;

22. Village service and Infrastructure activities, including but not limited to:a. Ensure the technical standard of rural infrastructure that is applied in the field;b. Monitor and supervise community development grant, to ensure consistency and

effectiveness of implementation and application of procedures;c. Monitor the Quality Assurance of the implementation at village level;d. Ensure the accuracy of rural infrastructure performance data in the MIS;e. Provide technical assistance and support as necessary;f. Evaluate the performance of CFs to implement the overall infrastructure planning and

implementation.23. Complaint handling and resolution activities, including but not limited to:

a. Implement guidelines for grievance and complaint handling in line with guideline developed by NMC;

b. Ensure that complaint handling units have been established and operation in provincial, districts, and villages levels;

c. Monitor, recording, supervise and coordinate complaint handling and resolution by CHUs at provincial, districts, and village levels, ensuring consistency of handling;

d. Facilitate the participation of other stakeholders, and local government, in the conflict resolution process;

e. Analyze and propose resolutions to conflicts unsolved by RPMC;f. Report to NPMC the grievance management including the unresolved complaint.

24. Monitoring and reporting, including but not limited to:a. Operate and maintain the integrity, accuracy, and timely update of project data to MIS';b. The provincial team should review weekly and monthly RPMC MIS data updates

provided by district team, verifying accuracy and validity;

c. Prepare consolidate project financial report at provincial level for the purpose of auditingd. Prepare quarterly, semi annually and annually progress report for the CPMU

The implementation of this scope of work must be in accordance with all the RRP of the ADB and RIS PNPM Mandiri Phase 3 (USRI) guidelines and manuals.

G. Period of Services25. The services of RPMC will be required for a total of 24 months, and they shall provide the

financial proposal for 2 years.26. The RPMC may propose to hire supporting staff such as office manager, secretary, and

computer operators.

H. Staffing Requirements

27. The consultant will be selected and engaged in accordance with the ADB’s Guidelines on the Use of Consultants (2010, as amended from time to time). The RPMC will be recruited through national firms. The fixed budget selection method, which requires submitting a simplified technical proposal within 35 days, will be used to select the consultants. The consulting firm will provide about 336 person-months of national consultants.

Training Development SpecialistThe provincial team will also supported by sub-professional staff and supporting staff. Supporting staff in this project required to support office operational.

The district team will also be supported by supporting staffs for the data inputting.

I. Tasks and Responsibilities of the Provincial Experts

1. Team Leader (24 person-months)

29. The Regional Management Consultants (RPMC) will be led by a specialist with demonstrated capacity to lead teams undertaking community driven development activities and a capacity to undertake the physical and social planning associated with such projects. The team leader will have the primary responsibility for the activities set out in the scope of work above in respect of:a. Overall management of the project, coordinating closely with the government and

Asian Development Bank;b. Manage of RPMC team and responsible to manage all of CFs;c. Support to PPIU & DPIU to prepare operational/implementation framework;d. Develop the networking with the institutions which are related to the community

development driven project;

e. Develop the network and cooperation with the TKPKD4, Inter-department agencies, Regional Consultants, PPIU and DPIU;

f. Implement project monitoring system, and disseminate into the district experts;g. Monitoring the physical progress and financial disbursement progress suit to the

economic value added of the project;h. Collecting all of the backup data of the project implementation, such as PJM Pronangkis,

PID (that include the minutes of community meeting; attendance of the community meeting, result of the problem identification, disaggregate gender data, baseline data, technical design and cost estimates), civil works activities,

i. Formulating the reporting of the project implementation phase together with NPMC;j. Assisting the CFs, District Experts, PPIU and DPIUs to ensure the reporting

undertook properly at the village level;k. Provide design input to the community plans, village plan under the Project;l. Input into and coordination of environmental screening and assessment activity.m. Implement the Quality Assurance Procedures, and Project Performance and

Monitoring System;n. Prepare RPMC action plan for quarterly and semi annually, in line with national frame

work;o. Maintain the implementation master schedule of RIS PNPM Mandiri and provide

some advocacy and supervision to avoid delayed of the project implementation;p. Input to design and documentation of project performance monitoring and evaluation;q. Establishing and ensuring the operation of the project's complaints and grievances

mechanism at provincial, districts, and villages levels;r. Complaint handling and resolution activities and support the CPMU to handle

some complaint raised at region level and provide recommendation to the DPIU and/or PPIU if it could not be solved;

s. Prepare the phasing out activities, including but not limited to:i. Surveillance the service delivery of build infrastructures, accordance to its

design and specifications;ii. Support community to operate the infrastructures, and the management of the

O&M committee (KPP);iii. Support community to channel the operation maintenance funding into

APBDes and/or APBDiv. Support community to channel the MTPR in the Musrenbang

t. Support to PPIU to facilitate effective supervision missions and mid-term evaluation of project;

u. Manage RPMC to monitor and evaluate project progress including follow up of aide memoire/memorandum mission at National level;

v. Implement the socialization and public campaign program w. Coordinate the database development, documentation and information disclosures. x. Provide technical assistance and support to RPMC as required;y. Monitor and evaluate the implementation of RIS PNPM Mandiri and develop action plan

to improve the quality of the project. All of monitoring and evaluation result should be reported to CPMU through monthly, quarterly, semi annually and annually report;

z. Together with other related expert, prepare exit strategy of RIS PNPM Mandiri to ensure sustainability of the project at local level.

30. The candidate should have preferably master in project management or civil engineering or related discipline; with have preferably 7 years experience in the rural infrastructure development field. The candidate is required to posses: (i) significant experience in community driven development activities in rural development project and (ii) general knowledge of Indonesia’s government structure and budgetary procedures, particularly those related to the PNPM Mandiri. She/he should: (i) have preferably 6 years relevant experience in project management; possess capability the technical aspects of infrastructure needs and development in rural area, (ii) familiar with donor project regulations, (iii) have capability to lead and manage a large team of specialists; (iv) have capability in general knowledge of socialization strategy/development; (v) be fluent in English and Indonesian, both written and spoken; and (vi) be able to demonstrated ability to work congenially and productively with consultant team, counterparts, and other project stakeholders.

2. Financial Management Specialist (18 person-months}

31. The financial management specialist’s tasks include but not limited to the following: a. Implement the mechanism and procedures of the Financial Management Report (FMR)

for all stage for district, and province level5;b. Implement of the financial management mechanism and procedures;c. Coordinate and facilitate the Financial Management Reporting;d. Assist the project management unit to prepare financial planning quarterly and yearly;e. Assist the project management unit to collect the disbursement data and receipt; f. Assist the project management unit to monitor the Project Disbursement;g. Assist Team Leader in liaise with CPMU, district and provincial governments and

coordinating committees for financial management;h. Assist in training for community facilitator in financial management including auditing,

and conduct field visit to monitor the implementation in the field;i. Ensuring that (i) the recording and reporting all financial transactions are compliant with

the General Accepted Accounting Principles/GAAP, and (ii) project financial statements, PMR and other reports for accuracy and appropriateness.

j. Ensuring that all goods and services have been procured in accordance with the Loan Agreements and all transactions are duly supported by required documentation and that fully transparent records are maintained and are available for examination by the Independent Auditor and Bank supervisory staff.

k. Assist and maintain the effectiveness of the operation of the computerized financial record keeping systems as part of the MIS.

l. Get involved in ADB review missions, related workshop and training, Project Management Report and field visits.

Key Qualification Required32. The proposed consultant should have preferably qualification bachelor degree (S1) in

economic or accounting science, with preferably 6 years relevant experience in project financial management, budgeting and project accounting and or project auditing of development programs or projects and will advantages with the community based development projects/program. The proposed consultant with good reputable experiences and having passed the grade of evaluation on the similar projects will be preferably. The proposed consultant should:a. Possess general knowledge of Indonesia's government structure and budgetary

procedures, particularly as they relate to the PNPM Mandiri;b. Familiar with donor/governmental project regulations.c. Possess capability in feasibility study of rural infrastructures investment.d. Possess capability in evaluation of rural infrastructures development.e. Possess capability project management: planning, design, execution, operational and

3. Project Performance Monitoring & Evaluation Specialist (18 person-months)

33. The consultant will implement the systems for, and undertake, monitoring and evaluation of project technical, disbursement performance, the delivery of the planned infrastructure, facilities, activities and programs, the achievement of project objectives and Project social and economic benefits. The Performance Project Monitoring & Evaluation Specialist will have the primary responsibility for the activities set out in the scope of work above in respect of:a. Assist and supervise CFs and district experts to monitor and supervise implementation

of RIS PNPM project cycle;b. Undertake the standard and operational procedure for evaluation of CF’s performance

including monitor and supervise the evaluation of CFs performance;c. Undertake the Quality Assurance and PPMS procedures;d. Guide and assist the project stakeholder (PPIU, DPIUs, and CFs) to verify and to

assess the IDP to minimize the specific impact of the project, and to reduce the potential grievance;

e. Monitor the village investment plans (PJM Pronangkis) and community action plans (CAP) preparation and implementation to ensure that the agreed guidelines as stipulated in the Juklas/Juknis (project documents) are followed, including the quality of technical designs for civil works, choice of facilities to be built (list of priority), adequate maintenance and operation arrangements of infrastructure and facilities, technical specifications, cost estimates of the proposed designs and participations of all community members including women and poor families.

f. Assist district experts in facilitating the establishment of MTPR through complete participatory planning and CAP formulation suit to the needs and demand of the communities, including to create synergy, and even to integrate, between MTPR formulation in RIS-PNPM consultative meeting and Musrenbangdes.

g. Conduct spot check to the field to ensure the implementation has been applied the procedures, principles, and mechanism;

h. Review and monitor RPMC work plans and progress to implement the plan;i. Evaluate District Team’s performance regularly, taking follow- up action as necessary;j. Monitor and evaluate the implementation of the project gender action plans, and

safeguard guidelines (environmental and resettlement and land acquisition).

k. Monitor and evaluate the implementation of capacity building activities including capacity building for community implementation organizations (CIOs), user groups (KPP) and other project stakeholders.

Review the project processes and its implementation which cover all institutional, administrative, organizational, technical, environmental, social, poverty reduction, resettlement, economic, financial, and other relevant aspects that may have an impact on the performance of the Project and its continuing viability.

m. Implement the standard & operational procedure for monitoring output and resultn. Monitor the Quality Assurance of the implementation at village level;o. Maintain project database and compilation data of project implementation RIS PNPM;p. Support the team leader to prepare monthly, quarterly, semi-annual and annual

progress report for the CPMU.q. Update and operate the MIS system at provincial level and monitor the MIS at the

district level. Together with the Rural Infrastructure Specialist at District level, she/he will take responsibility for all data collection and analysis related to the status of all project activities at provincial, districts and villages levels.

Key Qualification Required

34. He/She should have a Bachelor (S-1) degree in Information Technology/Science with relevant experience for preferably 6 years in the area of project monitoring and evaluations including project management will advantages with the community based development projects/programs. He/She is responsible for the overall project monitoring and evaluation systems including operational of the MIS and website. The consultant should: Possess general knowledge of Indonesia's government structure and budgetary

procedures, particularly as they relate to the PNPM Mandiri; Possess knowledge in various programs, including but limited to SPSS, Microsoft

Access, and generic spreadsheets and database programs. Possess capability in reporting application program of infrastructures project. Capable rapidly and accurately update MIS database. Experienced in utilizing and presenting statistical analysis from MIS databases in

reporting project progress. Possess capability in project management: planning, design, execution, operational and

maintenance will be advantage. Possess demonstrated ability to work congenially and productively with consultants,

counterparts, and other project stakeholders in a team context.

4. Gender/Safeguard/Community Development Specialist (24 person-months)

35. He/She is to ensure the effectiveness of and efficient implementation of the community participation in decision making process. Particularly the consultant will:a. Assist the local government to establish and implement the system for community

development planning;b. Ensure the efficient implementation of the community development and strengthen

capacities in the regional, district and community levelsc. Assist PPIU and DPIUs to verify and to assess the IDP to minimize the specific impact of

He/She will be responsible to manage and oversee all training activities, monitoring and evaluation of the educational and training activities for all project stakeholders in provincial and district levels, including community members and CFs - to ensure the effectiveness and efficiency of implementation of the capacity building program. Particularly the consultant will:a. Managing and implementing the capacity building program to local government units

involved in project implementation, including the provincial and district steering committees and the provincial project implementation units (PPIUs) and DPIUs. Capacity building will include bottom-up planning and pro-poor budgeting, particularly integration of village plans into district plans and budgets, M&E, and financial management.

b. Organize a pool of trainers and resource persons, in coordination with PPIU and DPIUs.c. Organize and manage the conduct of the training programs at the local level, including

serving as resource persons. d. Ensure that the existing training design, modules and materials adequately cover the

major subjects of the training program.e. Implement, monitor and ensure the quality of the conduct of training by the RPMC,

district experts, and CFs.f. Monitoring and supervise the implementation of training for community members on the

implementation of village infrastructure plans in accordance with PNPM Mandiri mechanism, and integration of village plans into district plans and budgets (Musrenbangdes).

g. Assist PPIU in providing guidelines on the recruitment and training of CFs.h. Review all gender related training programs to ensure they are gender sensitive prior to

deliveryi. Conduct gender equality training for all consultants (at provincial and district level) and

community facilitators soon after their mobilization.j. Carry out performance evaluations of community facilitators and submit them to the

PPIU for review and further action such as additional training, if required.k. Together with District Teams and CFs, carry out training for the CIO in funds

administration and management, and in financial reporting.l. Conduct monitoring and evaluation of the results of training activities and propose

He/She should have Sarjana Degree (equivalent to bachelor degree) in civil engineering or related discipline, with have preferably 5 years experience in the rural infrastructure development field with significant experience in community driven development activities with rural project. The consultant should: (i) have experiences in project management; possess capability the technical aspects of infrastructure needs and development in rural area, (ii) familiar with donor project regulations, (iii) have capability to lead and manage a small team; (iv) have capability in general knowledge of socialization strategy/development; (v) be fluent in English and Indonesian, both written and spoken; and (vi) be able to demonstrated ability to work congenially and productively with consultant team, counterparts, and other project stakeholders.

c. Assist community facilitators in conducting training on financial management system in some villages and assess how well the treasurers of community implementation organizations (CIOs),

d. Undertake random sample of villages already implementing projects and conduct audit of the community's fund balances, transaction records in the cashbook, disbursement documents on file and financial reports prepared by the treasurer;

K. Provisional Sum

45. The contract will include provision sums allocation, which will be used to finance the following activities:

1. Public Information Strategy (Project Social Marketing)

Project will establish management information center which will compile project data and information, including but not limited to:a. Implement the planning and strategy framework6 for public information on RIS PNPM

Mandiri including conceptualization, formulation, implementation and evaluation that ensure the effectiveness of project implementation;

b. Assessment the effective media program and main instrument to implement effective public information including mass and electronic media and deliver report to NPMC;

c. Development the most appropriate topic to be covered by mass and electronic media. Messages are designed specifically for the specific target group (local government and communities).

d. Produce and printing socialization materials (brochure, leaflets, posters, calendars) and manage distribution to villages and the target group;

e. Provision technical assistance and support as necessary to PPIU, DPW and CFs on socialization issues and keep coordination among all RPMC socialization/community development experts;

f. Monitoring and supervising socialization activities implemented by PPIU and DPIU as well as CFs analyzing effectiveness of strategy and propose improvement when necessary to maintain consistency;

g. Supporting PPIU, DPIU and CFs to establish at local level and facilitating the synergy on public information between DPIU, communities/CIO and the others local stakeholders;

h. Organizing seminar, workshop and other activity to increase awareness all related stakeholders on RIS PNPM Mandiri

i. Monitoring and evaluate the effectiveness of public information implemented in targeted areas.

2. Training and Capacity Building

Training and capacity building will conduct regularly to improve the knowledge and knowhow of the project principles, mechanism, and procedures and to equip project stakeholder with the knowledge, skills, and attitudes necessary to assist the village stakeholders. The objectives of those trainings are: i) strengthening the capacity among stakeholder at region and local levels; ii) strengthening the capabilities of local governments (provincial, district and village) that will be participating in the Project in line with the PNPM-Mandiri strategy of enabling local governments to adopt the community-driven development (CDD) approach; iii) Improvement in the Project's Authority and Accountability; iv) strengthening the RPMC itself. The training programs will target: i) PPIU and DPIUs; ii) Consultant teams as well as CFs. To do so, RPMC will join work closely with NPMC.

RPMC will conduct training for:a. PPIU and DPIUsb. Community Facilitators consists of: i) Pre-assignment training; ii) Refreshment Training

1; iii) Refreshment Training 2; iv) Phasing out training.c. Coaching for communities including special training on the inclusion of all disadvantaged

community groups in empowerment and facilitation processes, and special training for the management of the O&M committee (KPP)

3. Regular Monitoring Workshop

Regular monitoring workshop will conduct regularly (every quarter). The objectives of those workshops are: i) strengthening the coordination among regional and local stakeholders; ii) strengthening the capabilities of local governments (provincial, district and village) that will be participating in the Project in line with the PNPM-Mandiri strategy of enabling local governments to adopt the community-driven development approach and integration PJM Pronangkis into PJM Desa; iii) strengthening the implementation system which supported by RPMC, and CFs.

L. SOURCE OF FUNDS

The Regional Management Consultant will be financed by the Loan Nr. 2768-INO allocation from the Category 2 – Consulting Services, and consultant will be engaged by CPMU cq. Director of Settlement Development, Directorate General of Human Settlements, MPW.

M. REPORTING

All written reports will be bi-languages Bahasa and English submitted to the CPMU and other stakeholders as follows:

1. Inception Report This report will explain the consultant work plan, methodology, understanding of the terms of reference, and understanding of the project as described in the Project Manuals, personnel mobilization plan, and basic strategy and approach in undertaking the assignment, to be submitted not more than 3 weeks after the issuance of a work order by the project. Ten (10) copies of the report are to be submitted, and the consultant will present the report to the CPMU

2. Monthly Report This report contains containing Consultants administration activities for the current month, progress of work to date, and work planning for the next month (monthly report not issued during month of quarterly report).

3. Annual Report This report contains implementation progress achieved during the respective year, activity outstanding to be completed with time frame, problems encountered and resolution proposed/applied. Annual report will be presented in a comprehensive format, clearly describing project implementation progress and status. Ten (10) copies will be submitted every three months, to the CPMU.

4. Draft Final and Final Report This report contains a comprehensive account of project implementation results and outcomes, lessons-learned, experiences gained, and conclusions as well as recommendations formed as result of undertaking the assignment. Draft final report must be presented to the CPMU as arranged by the CPMU.The final report must be submitted not later than twenty (20) days after the completion of services, with ten (10) copies

5. Special Report Special reports anticipated condition of especially possibly happened outside plan, for example: readiness of local government, correction of implementation of project, field constraint, grievance resolution follow-up reports, workshop findings and results, etc.

During assignment, the RPMC should conduct coordination to the CPMU and Satker at national level. Satker will undertake in administration matters, and the substance of the assignment will be under the CPMU.
