5.1.Brief case study on entitlements of AAY ration card for people Living with HIV-AIDS

The Public Distribution System (PDS) is serious case in the state of Manipur. In Chandel 15-25 % from amongst the BPL families is given BPL and AAY cards. The difficulty and problem starts from selection of the eligible families. The village authorities are the concern authority to recommend the list of BPL families. The poorest of the poor or genuine families are left out in many cases. The list of village authority is sometimes altered by some influential people. In many cases, card holders do not possess their cards. Some people will have many cards and purchase rice for their benefit and business. CSDO from the inception of PEARL project, give awareness at village, block and district level on the functioning of PDS system and the entitlements provided under it. And as per 16 of 19 points commitment made by the National Aids Control Organisation to the Supreme Court of India and decision taken by the Govt. of India for issue of AAY ration card to People Living with HIV/AIDs, District Aids Control Officer (DACO) Chandel issue a notification on 28 th Sept. 2010 for apply of the same.

Distribution of cards is likely to start from 1st week of October, 2012.

In 2010-2011, the job card holders took up plantation program of sandalwood, orange and a type of lemon use as spices which cost around Rs. 40-50 per fruit. During this process, csdo also give financial assistance for the same. Though some beneficiaries did not maintained their plants yet more than 30 beneficiaries have around 30-40 saplings survived. During PEARL III, csdo encourage taking up other income generating activity rather than plantation and which is suitable and applicable for the village.
