2018 Karl J Fulton Pony League Constitution and By-Laws

ARTICLE I. NAME

SECTION 1. The name of the organization shall be THE KARL J FULTON PONY LEAGUE.

ARTICLE II. PURPOSE

SECTION 1. The purpose of the league is to introduce the game of football to youths, where basic fundamentals are taught, where every youth is given the opportunity to play in every game, on a competitive basis, and to stress the importance of a good education.

ARTICLE III. GOVERNMENT

SECTION 1. The administration of the league shall be the responsibility of the board of directors. The board of directors will consist of one (1)

representative from each participating organization.

SECTION 2. The league commissioner shall be elected by a 2/3 majority vote of the board of directors. He may be removed by the same 2/3 vote.

SECTION 3. All participants in the league shall be under the jurisdiction of the board of directors.

SECTION 4. Duties of the commissioner:

A. Preside at all duly called meetings,

B. Cooridinate the league preview.

C. Cooridinate the game officials.

D. Maintain and update records of each organizations president and coaching staffs. Distribute copies of these records to each organization two weeks before the first league game.

E. Distribute a copy of the league officers to each organization as soon as possible after it is available.

F. Levy fines.

G. Enforce the Constitution and By-Laws of the Karl J Fulton Pony League

H. Appoint the cheerleading Commissioner.

I. Perform other duties as further prescribed herein and serve as general overseer of the league.

SECTION 5. Each year prior to the first game, the commissioner shall preside at a meeting with the league coaches to review the constitution and by-laws and assure comprehension and compliance. Updated copies of the constitution and by-laws shall be distributed to each organization by the first day of practice each year.

SECTION 6. In the event of an official protest, the commissioner shall meet with the parties in the protest, within 48 hours, attempting an amiable solution. If unsuccessful, he

shall call a league meeting to settle the protest.

Automatic Resolutions, no vote required:

A. Failure to have all four (4) core football teams- Two seasons- Organization Expulsion B. Failure to pay league referees.- Organization Expulsion C. Failure to control organization members involved in destructive, menacing, threatening

behavior towards league referees, KJF board members and/or personal from other organizations.- Board members, Coaches or direct representative of the organization.

(division at question-Expulsion) D. Slander of the league that could be deferential to the functioning of the league; via social media outlet that brings negative publicity to the league..

E. The BOARD OF DIRECTORS must be notified within 24 hours of the alleged infraction with the intent to file a petition. If the petition is not filed within 72 hours of the alleged infraction, the petition will not be accepted.

F. The BOARD OF DIRECTORS will hold a meeting with the two organizations within 72 hours of receiving the petition.

G. After reviewing the alleged infraction (s) with the two organizations, The BOARD OF

DIRECTORS will either reject the petition as presented or resolve the charges with the two organizations.

H. An action to EXPEL the offending organization requires majority of 2/3 Board of Directors.

I. Any other action relative to the petition will require a majority vote 2/3 of the board of directors.

SECTION 7. Board of Directors (League Representatives)

A. Each organization shall provide two (2) names for The Board of Directors (primary/alternate) as well as current address, telephone, cell number, e-mail address (where appropriate) that

willrepresent the organization’s concerning league matters. In the case that the two board members are not available to attend the event, a proxy form shall be filled out and signed giving voting rights to the person filling their spot.

B. The Secretary will provide the Full Membership with a list of all Board of Directors Members (primary/alternate) to each member organization.

C. It is the Organization Board of Directors Members responsibility to keep the Secretary informed of any changes of their organization.

D. The Board of Directors shall be made up of representatives from each organization. The Board of Directors members are to be selected by each member organizations governing body.

E. The EXECUATIVE BOARD shall be responsible for game officials, fair and proper scheduling of league games, a fair and un-bias interpretation of the rules on all matters not covered

by the Constitution, rules and By-laws, and/or The Ohio High School Athletic Association rules. They shall preside at all league meetings. In the case of a tie vote the KARL J FULTON Commissioner will have a tie breaking vote.

F. The BOARD OF DIRECTORS Commissioner will give Floor privileges by recognizing the representative from any organization and that representative will identify his/her self before

addressing the membership.

G. The BOARD OF DIRECTORS shall have the right to investigate any endangering situations that may occur before, during or after any league function to the fans, officials’ coaches and

players.

ARTICLE IV VOTING

Section 1 -Voting power shall be vested in the LEAGUE MEMBERS from each organization in the league.

A. Each eligible member, defines as member Organizations will have ONE (1) vote on all Decisions pertaining to the operation of the league.

B. Each member organization is allowed 2 members in Attendance at all KARL J FULTON league meetings. The BOARD OF DIRECTORS will recognize those 2 members. Any other parties in

attendance from an organization that already has 2 recognized members present will not be recognized by the floor or have voting or speaking privileges during meetings.

C. All protest appeals must be voted on by the total of organizations in attendance.

Section 2 If an organizations representative misses a scheduled League meeting, a $50.00 fine will be assessed against the organization. There will be a 30-minute Grace Period. If an organization is late (past the grace period) two meetings in a row, they will be fined.

A. This fine of $50.00/ must be paid by the next scheduled KARL J FULTON regular meeting. Fines not

paid, the organization owing the fine will not be permitted to vote on any league matters.

Section 3 Special League Meetings

A. Special league meetings shall be the responsibility of the BOARD OF DIRECTORS. There will be no less than 48 hours notice given prior to any Special meetings.

Section 4 Organizations

A. Any organization involved in protest, rules infraction or expulsionhearing shall not have power of motion or vote until the protest, infraction or expulsion hearing is properly concluded.

ARTICLE V. PLAYER ELIGIBILITY

SECTION 1. The league shall be divided into Four (4) divisions: Senior, Junior, Mini and Micro Mini.

SECTION 2. AGE

A. Any youth thirteen (13) years of age or younger on October 31 of the current year is eligible to compete in the Senior division. No High School Freshman

B. Any youth eleven (11) years of age or younger on October 31 of the current year is eligible to compete in the Junior division.

C. Any youth nine (9) years of age or under on October 31 of the current year is eligible to compete in the Mini division.

D. Any youth seven (7) years of age or under on October 31 of the current year is eligible to compete in the Micro-mini division. The youth may not be any

younger than five (5) years old as of October 31 of the current year.

E. Proof of age is required. A birth certificate, copy, or the previous year's certification card is preferred. If none of these is available, a statement of age

from the school, signed by a school official, or a student I D will be accepted. If a player is changing organizations, the previous years Certification Card can not be used as proof of age. The picture must fill up the square provided.

F. Any question, about the age of a player, that is deemed legitimate by the board of directors will require the parents of the player in question to have a certified copy of the players birth certificate mailed directly to one of the commissioners of the Karl J Fulton Pony League.

SECTION 3. Weight

A. There will be three (3) official weigh-ins per year. A primary and a secondary and

a mid-season weigh-in, the first two will occur prior to the first league game. Dates will be determined by the Board of Directors.

B. All players must be wearing at least shorts at the weigh-in. No player will undress revealing their underwear in accordance to all Federal/Civil Laws.

C. There will be a midseason weigh in for the players who are within 10lbs (ten pounds) of being a true x-man. This weigh in will happen 3 weeks before the playoffs start. Example- Senior level any player who is within 150-160.95lbs. They will be able to weigh in at 165.95 and still be a “regular” player, anyone at or over 166lbs will become an x-man. There will be a 5 pound buffer for this, on every level.

D. The ball carrier weight limits (skill positions- Quarterbacks, running backs, receivers and tight ends) will be as follows:

Micro- 80.95, Mini- 110.95, Junior- 130.95, Senior- 160.95

E. The maximum weight for the X-men- Will also need to weigh in at mid season Weighin, 5lb buffer is also applied.

Micros is 100.95, Mini- 155.95, Junior- 180.95, Seniors- Unlimited

F. x-men can only play from tackle to tackle on offense- this is the center of the line position- two positions left and two positions right of the center. Unbalanced lines must meet these requirements. On defense these positions are inside the defensive ends. All x-men must be in 3 or 4 point stance.

G. Must have a clear ORANGE-X on the back of helmet or color contrasting uniform/helmet

H. Once the ball is possessed by one of these x-men that ball will be blown dead and placed at the original spot of possession.

I. There will be no more than 5 players on the field for defense. There will be no more than 5 players on the field for offense.

J. All players must weigh in prior to the preview game.

K. Any player that is 10lbs or more over their respective division weight at the primary weigh in will automatically be considered an X-man and will not have to

return to the second weigh in. But must return for mid season weigh in

L. Any player that is 9.95 lbs or less over their respective division weight at the primary weigh in will be able to return to the secondary weigh in to try to make regular weight. And will have to return for mid season weigh in.

M. These players must be identified to the opposing team and referees prior to the start of the game. There will be a form provided for each game.

SECTION 4. Original team rosters and certification cards must be turned in at the primary weigh-in. These must include: Full names, birthdate and proper photo. Must be completed before you enter the door.

SECTION 5. Certification cards and liability releases must be certified by a commissioner or his designate.

SECTION 6. No player may be certified after the secondary weigh-in.

SECTION 7. Certification and weigh-in procedures will be determined by the commissioners.

SECTION 8. No team may have more than thirty (30) players certified at the weigh in. The Micro-mini division may not have more than thirty (30) players certified at the weigh in.

A. In order to ensure that a Team has enough players to be part of any Division – Each team must have the minimum of eleven (11) pass the Birth Certificate and school criteria at the PRIMARY CERTIFICAITON; Each team must have the minimum of fifteen (15) players cross the scale, make weight and pass the Birth Certificate criteria at the SECOND CERTIFICATION; participants cannot certify on two different weight divisions at any of the certifications

B. If this criteria is not met by Probationary or New Membership teams league membership will be revoked and removed from any season schedule.

C. If these criteria is not met at the primary certification an organization will be fined $100.00 per Division that does not certify or do not have the minimum amount of participants to meet the Primary

Certification Criteria.

SECTION 9. A. If a player desires to change teams after he has been issued equipment, he/she must obtain a written release from his original organization stating that he/she

has returned his equipment and owes no money or fees. He/she will then present his/her

release to the new organization. No transfers are permitted once player is certified he/she can not change organizations

B. A certified player may be changed to a higher weight division within an organization at any weigh-in. But may not be certified at a lower weight

division

SECTION 10. No player my participate in a division unless he/she is certified in that division.

SECTION 11. Failure to comply with all sections of this article or falsification of any document will result in the ineligibility of the player in question and forfeiture of all games

in which he participated.

SECTION 12. All rule changes must be done before May 31st of the current year.

ARTICLE VI- CERTIFICATION AND WEIGH IN PROCEDURES

SECTION 1. A player will be deemed certified when he/she has passed the certification check according to their division and has passed the birth certificate criteria:

A. For players born within the State of Ohio, it is a certified certificate of Live Birth issued by the Ohio Department of Health, division of Vital Statistics, with the Official Seal, US passport, or other

government I.D. Copies will be accepted.

B. For players born outside of the State of Ohio, it is a certificate of Live Birth issued by a government entity of said state similar to Ohio Department of health. U.S. passport, VISA, Ohio ID card or other

government I.D. is acceptable. The Board of Directors will determine if said certificate is acceptable.

C. KJF original certification card from previous certification where original Birth Certificate was verified and stamped; and card meet all criteria qualifications to be stamped and embossed.

SECTION 2. Two official TYPED/PRINTED/XEROX COPIED (in black or blue ink only) _____ Rosters must contain all players FIRST, AND LAST NAME in alphabetical order. The name on the roster should read exactly the same as the first and last name on the birth certificate. . It is strictly prohibited to alter in any way, including but not limited to whiting out, writing over and/or scratching out to change or correct a name.

A fine of $25.00 will be accessed for first in incident per team. Any incidents after will be capped at $50 total.

SECTION 3. All KARL J FULTON rosters must be stamped at certification.

SECTION 4. The BOARD OF DIRECTORS will conduct the birth certificate, school and age check by the following procedures:

A. The members of each team, led by the Head Coach and one Assistant Coach will form a single file line in the same order their names appear on the Official KARL J FULTON Team Roster.

B. No parents, relatives, can accompany the team. Any violation of this By-law a $25.00 fine will be assessed to each individual per organization.

C. Two members of the BOARD OF DIRECTORS will check the Birth Certificate, Certification Card and Team Roster to verify that all of the information matches between the three items.

D. If the information matches the league member will stamp the Certification card to allow the league members doing the weight certification knowledge of all three items have gone through the preliminary check.

E. If the information is not correct on the Certification Card, a new Certification Card will need to be

completed. The Certification Card must read exactly the same as the participants first and last name on the Birth Certificate.

F. If the information is not correct on the Team Roster as per, a new Team Roster will need to be completed.At that time the team with the incorrect roster will be accessed a $25.00 fine. The first and last name on the roster should also read exactly the same as the first and last name information as the Birth Certificate.

G. At the time all information is corrected the Team Roster, Certification Card and Birth Certificate will need to be rechecked by two league members of different organizations prior to going further in the certification process.

H. If a team is not ready at their assigned certification time then a $25.00 fine will be accessed, and they will forfeit their certification time and will have their team certified after all teams have been certified for that day.

I. Each team’s weight check will be witnessed by a minimum of two (2) different organizations or two (2) KJF BOARD OF DIRECTORS. No player will undress revealing their underwear in accordance to all Federal/Civil Laws.

J. An individual appointed by the BOARD OF DIRECTORS will record each players weight on both copies of the Official Team Roster.

K . Participants who meet all the eligibility requirements will have the Certification Card embossed and stamped after their weight is recorded and meets the birth certificate/age requirements. The Certification Card will be stamped at that time by an appointed BOARD OF DIRECTORS member with the specific seal representing KJF and embossed for each participant. The player will be allowed to participate in that division only. A copy of All KARL J FULTON certification rosters will be copied and kept on file.

L . At the Primary certification each member of the coaching staff, league representatives, and Board of Directors and each participant must submit a completed KARL J FULTON Certification Card for certification. The card for each member of the coaching staff must be completely filled out; while the card for each participant must be completely filled out exactly as shown in attached. Information on the Certification Card cannot be altered, written on/over, white out, and/or scratched out. A $25.00 fine will be assessed, Multiple violations will be capped at $50.

M. The KARL J FULTON Certification Card must contain a clear, visible, current, color photo of the participant. No laminated, sealed or Polaroid photo will be accepted. . The photo should only show

the player’s head and upper torso (i.e. from the top of the head to the waist clearly displaying the number on the jersey-Where applicable ). The picture should be large enough to properly fit in the space designated on the KARL J FULTON Certification Card as well as be permanently glued, or stapled to the KARL J FULTON certification Card. - NO EXCEPTIONS. A $25.00 fine will be assessed for first violation. Multiple violations will be capped at $50.

Special Note: The Coach’s KARL J FULTON ID Card will allow that given person free entry to all KARL J FULTON league games at all sites – even if his/her team is not participating in a game at a given site. If a coach does not have his/her ID card they will be required to pay and are not permitted to be on the sidelines. Each team has a limit of Seven (7) coaches, and one(1)team mom/dad that may receive a KARL J FULTON ID card. If an ID badge is lost and need to be replaced there will be a replacement fee of $10.00.

BY-LAWS

ARTICLE I. LEAGUE RULES

SECTION 1. Each team must complete the league schedule.

SECTION 2. Preseason, non contact, practice is permitted every Saturday for no more than two hours starting May 1st and running to June 30th. Failure to adhere to these rules will result in a $350 fine per offense for the organization and the head coach is suspended from coaching for one game. Daily practice may begin July 1st. Daily practice with pads will be determined by the board of directors each year.

SECTION 3. Each Coach must present his/her roster and certification cards no later than ½ hour prior to game start to the opposing team’s coach for the check-in. Each coach will have his/her team in line and in alphabetical order according to the roster. The designated area away from spectators for check-in. No participant will be eligible to play until the opposing coach (team) has verified the Certification cards. If a participant shows up late and miss the certification card check-in process, they cannot participate in the game until the opposing coach (team) verifies the certification card. If a player comes in after the start of the game, they will not be eligible to participate until card is checked at halftime. If cards were not checked for the game by the opposing team. There shall be no protest made if illegal players were found.

SECTION 4. League standings will be based on a point system. One point for a tie; two points for a win; no points for a loss.

SECTION 5. League Championship

The league champion will be the winner of a playoff among the top four (4) teams in the regular season. The first place team will play the forth place team. The second place team will play the third place team. The two winners will play for the league Championship. Dates and times for the tournament will be determined by the board of directors.

In the event of a tie for a playoff position, the winner of the regular season meeting will be considered the higher placed team. If this procedure

does not break the tie, the final regular season standings will be determined by the board of directors.

SECTION 6. Protests must be submitted in writing to the commissioner within 24 hours of the game in question. A $50.00 fee must accompany all protests. This fee will be refunded if the protest is allowed. The commissioner will handle the protest as directed by Article III, Section 6, of the constitution.

SECTION 7. A complaint will be defined as a written submission of knowledge of a violation of the by-laws of the Karl J Fulton Pony League. A complaint may be filed by any organization within the league. There will be a $50.00 fee for a complaint. This fee will be refunded if the complaint is found to be valid. The commissioner of the league is charged with the responsibility of determining if the complaint is valid. This decision may be appealed to the full Board of Directors.

SECTION 8. A 2/3 majority vote of the board of directors is required for the acceptance of a

new or the relocation of an existing franchise.

If said team is accepted the team will have to pay $350 for entry into the league.

SECTION 9. There will be a one (1) year probationary period for a new organization admitted to the league. At the end of a year another vote is taken and a 2/3 majority is required for the organization to become a permanent member.

SECTION 10. Admission charges to attend regular season league games is prohibited.

SECTION 11. No organization is allowed to sell anything at a league game without the home team's permission. Violators will be fined fifty dollars ($50.00).

SECTION 12. There will be a fifty dollar ($50.00) fine assessed for not attending a meeting for which one week prior notice was given. The organization that is fined may not

vote until the fine is paid. Notification must be made to the board member or alternate.

SECTION 13. Each organization must supply the designated amount of people to help the league with the Primary weigh-in, Preview, Playoffs and Championship game. Failure to supply these people will result in a two hundred dollar ($200.00) fine.

SECTION 14. If, at any time, a player leaves an organization owing the organization money or equipment, this fact may be brought to the attention of the board of directors for appropriate action. This action must be approved by a majority of the full board. This is also in affect for coaches that change organizations.

SECTION 15. No coach shall knowingly use any player in a pre-season, league or post season game in violation of the Karl J Fulton Pony League Constitution's Article IV, Section 2, Paragraphs A,B and C pertaining to age or Section 3 pertaining to weight unless agreed to by the head coach of each participating team.

No coach shall knowingly use a player in a game who is on the roster of any middle or high school team in violation of The Ohio High School Athletic

Association rules pertaining to such play.

For violation of this rule a coach will be suspended from coaching for one year, with a one year probationary period to follow the suspension. For a second violation, a coach will be permanently banned from coaching in any capacity in the Karl J Fulton Pony League or any league derived therefrom.

SECTION 16 No team may actively pursue a player from another team during the season.The season is defined as “From the start of practice until the end ofThe Mini Championship game.” If this rule is violated, the violation will go to the Board of Directors.

SECTION 17 There shall be no selling, cooking, distribution or tailgaiting of food to anyone at any of the Karl J Fulton League events. Except the home concession stand. The concessions are designated for the home team or the booster club of the high school that is hosting the event. There may be an exception to this rule under the circumstance that it is taken to vote and approved by 2/3 majority of the voting members. This exception can only be made on the league weigh-ins. This rule does not include the snacks for the kids after the game, but the snacks shall be limited to the players and cheerleaders only. The penalty to this rule will be a $400 fine paid to the home team or event host.

ARTICLE II GAMES

SECTION 1a. Games will be played on Saturdays. The 1st game will start at 8:30 AM. TheMicro-minis will play first (8:30am), followed by the Juniors (10:00am) then the Seniors (11:30am) then followed by the minis (1:00pm). The times of the game are set so no game can start before that time unless agreed upon by both organizations. The officials can NOT speed the time along. The home team may change the starting time and/or site of a game providing the visiting team and the referee agree, and the league commissioner is given at least one (1)weeks notice of the change.

SECTION 2. In the event there is a no show of game officials, the head coaches from each

team may agree on substitute officials. The game results will be counted in the league standings.

SECTION 3. The Ohio High School Athletic Association football rules, as interpreted by the official guide, with the exception of changes authorized by the board of directors, shall govern all league games.

SECTION 4. The football used by the Senior and Junior divisions will be the nationally recognized Junior Size (approximately10” long with a short circumference of 18 ¼” and a long circumference of 25”)The football used by the Mini and Micro-Mini division will be the nationally recognized Peewee Size (approximately 9 ½” long with a short circumference of 17 ¾” and a long circumference of 24”)

They may be constructed of rubber, leather or a composite. And brown in color

SECTION 5. Helmets and jerseys shall be of a different color than the ball used.

SECTION 6. Teams shall be completely and uniformly equipped in a manner agreed upon by the league.

SECTION 7. Players shall wear full gear while actually engaged in play, including practice. Gear will include, but is not limited to, helmet, face mask, tooth protector,

shoulder pads and shoes. Metal or metal tipped cleats may not be worn.

SECTION 8. Length of quarters will be eight (8) minutes. Micro Mini quarters will be seven (7) minutes. There will be a half time of ten (10) minutes.

SECTION 9. The home team will provide the equipment necessary for the good conduct of the game. Such equipment will include, but is not limited to, a football, stop watch, down markers and a lined field. Field markings will include inbounds lines as illustrated in the National Federation Rule Book.

SECTION 10. Two coaches from each team are permitted on the field at any charged time-out or quarter change.

SECTION 11. Mini division only: One (1) player and one (1) coach are allowed beyond the team box at any time (goal line to goal line only).

SECTION 12. Mini and Micro Mini division only punting exception: Prior to the begining of a down, the offensive team may request a punt. The referee will move the ball thirty (30) yards down field and award it to the opposing team. However the ball may never be moved inside the opposing teams twenty (20) yard line. There will be a 10 second run off the clock.

SECTION 13. There will be NO Coaches allowed on the game field during an ongoing game with the exception only of the Micro Minis. ). Once the offensive team breaks the huddle the coach can no longer talk to the players and must be ten (10) yards back. The Micro Mini coach may assist the players with lining up but cannot talk to player(s). When the coach assists his players with lining up and then the coach must move ten (10) yards back.

SECTION 14. Each team will provide an official league ball, in good playing condition and other necessary equipment: The home team will provide down markers, chains, and insure orderly

conduct of the game. The Home team shall provide three (3) ADULTS to operate the down markers and chains on the home side. Or approved high school students getting hours for graduation.

A. Failure to have or provide proper down markers & chains (field equipment) at home games; will result in the home team games being forfeited.

B. If the visiting team does not want to use the ball provided by the home team, they may use any of the official league balls, if it is in good playing condition.

C. The Head Official of the game will decide if the game balls are in good playing condition.

SECTION 15. At all league games the playing field must be equipped with restraining lines and restroom facilities. These lines will be placed on both sides and end lines of the field

approximately five (5) yards behind the out of bounds line. Only team members and coaches are permitted within these lines, with a badge.

SECTION 16. A failure to have restraining barriers in place or at least one (1) functional restroom facilities will result in a $75.00 fine per incident. If violation occurs again, it will result in the

forfeiture of all remaining home games for said organization.

SECTION 17. The starting time for all league games will be specified at the beginning of the current season. . Any team that fails to produce a team after fifteen (15) minutes after the original starting

time, said team will forfeit the game and said team who forfeit will be responsible for paying for referees that game (s).

SECTION 18. The Head Referee must record all scores and submit them to the home team representative. The home team representative will submit all scores to the Secretary ASAP immediately

following all games; organizations have 24 hours to dispute scores once the weekly score sheet is posted. Failure to submit scores by that Sunday will result in a $20.00 per day fine to be imposed until scores are reported to the Secretary.

SECTION 19. Scoring, Punting and kick-off’s shall be as follows:

1. Six (6) points for a touchdown.

2. Three (3) points for a field goal.

3. Two (2) points for converting an extra point via the pass or run.

4. One (1) point for converting an extra point via the kick.

ARTICLE III. SPECIAL LEAGUE RULES AND CONDUCT.

SECTION 1. Cheating:

A. Cheating of any kind that pertains to any participant/coach/staff/parent associated with your organization; to include but not limited to impersonating a participant, falsification of

birth certificate, falsification of age/name/grade and/or creating fake documents.

B. First Offense for a coach or organization knowingly cheating will result in organization being fined $500.00; to be paid before the next game after the infraction or entire organization

will forfeit all upcoming games until fine is paid. All games played that the participant was on will

be forfeited by that weight division.

C. Any Parent caught cheating will have an automatic expulsion

D. Second Offense (per organization/not parent) will result in automatic expulsion from the league for entire organization.

SECTION 2. Both teams shall submit scores to the league secretary as soon as possible following each game. Contact information Kjfsecretary@gmail.com or 614-325-2441 (text or call)

SECTION 3. There shall be no improper conduct, language or actions by any participant or spectator. A violation of this section will be cause for review by the board of directors and, by a 2/3 majority vote, appropriate action taken.

SECTION 4. If both teams are wearing the same color, and in the referee's opinion it will be difficult to tell the teams apart, the team that is not wearing their official colors, as listed with the commissioner, will be required to wear slipovers. If both

teams are wearing their official colors, the team that most recently adopted those colors will be required to wear slipovers.

SECTION 5. There will be an automatic fine of fifty dollars ($50.00) for a coach being ejected from a game. The offending coach may not coach until the fine is paid.

This fine may be appealed to the board of directors. Such appeal must be made before the next game. This fine is in addition to the penalty prescribed by the OHSAA.

SECTION 6. The referee shall inform both benches when there are four (4) minutes remaining in the second and forth quarters.

SECTION 7 Tiebreakers will be limited to two (2) possessions per team. The first possession will begin on the opponents twenty (20) yard line. If after the first

possession the score is still tied, then the second possession will begin on the opponents ten (10) yard line. If the score is still tied after both teams have had two (2) possessions the game is over and a tie declared.

SECTION 8. The score of a forfeited game shall be 12 to 0 unless the team awarded the forfeit is ahead by more than 12 points at the time..

SECTION 9 Upon completion of the game the opposing players and coaches will line up on opposite sides of the field in the vicinity of the fifty (50) yard line. They will then

proceed to approach and greet each other in a display of sportsmanship. There shall be no unsportsmanlike gestures.

SECTION 10 All game officials in the Karl J Fulton League must be currently certified and be able to provide their OHSAA certification number. The referee’s will also need to sign a contract before the season.

SECTION 11 Maximum of five (5) people at a league meeting. There are too many side conversations that distract from the real purpose of the meeting. There will be a $25 fine assessed to this violation. This does not include the all coaches meeting in August.

SECTION 12. All team Head Coaches or Representatives to the league must be responsible adults over the age of eighteen (18). All coaches, including assistants must have a NAYS, or equivalent

State of Ohio OHSAA certification card for the current year. The official certification card must be presented for verification at the primary or secondary certification. Any coach not presenting these criteria will not be able to coach in any KARL J FULTON league games. All coaches/assistants NAYS member number will be recorded on members KJF ID badge. Member numbers will be verified by KJF executive board before being recorded on ID badge.

SECTION 13. If any team should desire to make any type of league game schedule change, The Board of Directors Member of the other team must be notified no later than seven (7) days prior to

the scheduled game.

SECTION 14. Any special tournaments, Championship Games, or other events held by the KARL J FULTON, the Executive Advisory Board will make the determination of Admission Charges.

SECTION 15. Cheerleading Competitions the admission charge will be decided by the Cheerleading Team board.

SECTION 15. Game officials must be members of their local Football Officials Association or accepted by mutual agreement by the advisory board members prior to the start of the first league

game. If game official are not present at the start of the game they will be fined $5.00 for that game. The fee referees’ will be paid for each football game for the 2018 season is $50.00 per game. The micro division will only have three paid officials. The referees’ for the micro division will receive $30.00. Three (3) officials are required for all league games;

SECTION 16. All game officials must have a pre-season meeting with all KARL J FULTON Head Coaches, or they will not be allowed to officiate any KARL J FULTON games, unless otherwise

approved by the KARL J FULTON Advisory Board. The KJF Board of Directors must approve all officials.

SECTION 17. Megaphones or sound equipment used on the sidelines/game field during an ongoing/active football game is prohibited, fine will be imposed.

SECTION 18. After each team has verified each participant’s certification card before the start of their game, a participant’s jersey cannot be taken off or switched out at any time during the game;

unless the referee deems it necessary. If a participant/team is in violation game will be forfeited.

ARTICLE IV FINES

SECTION 1 If any organization has a fine assessed to them and it is not paid by the next Scheduled league meeting, they should have their vote declined and by the next

Meeting the fine is doubled and will continue in this fashion each month. If the Fine is not paid by the start of the season (Preview), the organization will forfeit All of the organizational wins. Fines may be appealed within 48 hours of the fine Being assessed.

SECTION 2. So long as an organization has outstanding fines, that organization loses All voting privileges until all FINES are paid in full. All outstanding fines must be paid within seven (7) days

of the occurrence prior to participating in competitions, play-offs and championship games, or the next scheduled event. This applies to cheerleading/drill team and football. If an organization has to pay another organization for a fine they received the organization that the infraction is against has to pay the other organization in full within seven (7) days of the occurrence prior to participating in Competitions, play-offs and championship games, or the next scheduled KJF Event.

SECTION 3. All fines must be paid to the Treasurer within seven (7) days of the occurrence toRemain in good standing with the KARL J FULTON league.

A. Fines received from special league events such as certifications’ must be paid bythe date set forth by the league Treasurer. If fine (s) is not paid in full by the date set said organization will be forbidden from participating in any/all league events.

B. Mandatory League EventsA fine(s) will be accessed to organizations for failure to participate or not in

attendance in mandatory league events. A fine of $200.00 will be accessed for the infraction. All fines must be paid in seven (7) days of the fine and/or before the next scheduled KJF event.

C. Volunteers for League EventsFailure to provide the proper volunteer(s) for league events when organizations’

are assigned to have volunteers present will result in a fine of $200 per organization. All fines must be paid in seven (7) days of the fine and/or

before the next scheduled KJF event.

ARTICLE V CODE OF CONDUCT (player, non player participants, non player)

The BOARD OF DIRECTORS shall be responsible for initiating correction (s) for any misconduct and/or unsportsmanlike behavior. No player, non-player participant, coach, assistant coach, trainer, spectator shall act in an unsportsmanlike manner before, during, or after all KARL J FULTON functions.

Examples of misconduct/unsportsmanlike behavior are, but not limited to (refer to The Ohio High School Athletic Association rule book):

A. Baiting or taunting acts or word or insignia worn, which endangers any/all. This includes any form of taunting which is intended or designed to embarrass, ridicule or demean others under any circumstance including on the bias of race, religion, gender, or national origin.

B. Using profanity, insulting, or vulgar language or gestures.C. Any delayed excessive or prolonged act by which a player, non- player participant, coach,

non-player, spectator, attempts to focus attention upon him/her.D. Using tobacco or smokeless tobacco for players, and coaches (on the field of play)E. Use of alcohol. F. Use of illicit or illegal drugs.G. Any item that majorities vote of the Executive Advisory Board deems detrimental to the

operation of the KARL J FULTON LEAGUE.H. Cheating of any kind.I. Fighting- Immediate ExplusionJ. Recruiting participants at KJF events.K. Yelling, screaming, talking or taunting of any kind across the game field at the opposing team

during an active game is prohibited.

FIRST OFENSE: If a player, coach, assistant coach, entire team, substitute, Trainer, or any other team assistant, spectator, or visitor violates the KARL J FULTON/OHSAA code of conduct, the offender is suspended from the rest of the game the infraction occurred and must leave the premises. Offender is also suspended from the next scheduled League event regular or special and is not permitted on the premises. If infraction (s) is detrimental to the KJF league the organization the offender is associated with can be fined or brought before the KJF commissioner for expulsion from the league. All fines must be paid in seven (7) days of the fine and/or before the next scheduled KJF event.

SECOND OFFENSE: If the a player, coach, assistant coach, entire team, substitute, trainer, or any other team assistant, spectator, or visitor violates the KARL J FULTON/OHSAA code of conduct ANOTHER infraction, the offender is suspended for the rest of the game infraction occurred and must leave the premises. Offender is also suspended from the next two (2) scheduled league events regular or special and is not permitted on the premises. A $50.00 fine to the offender’s organization in the offender’s name and one (1) week automatic suspension for the head coach. If infraction (s) is detrimental to the KJF league the organization the offender is associated with can receive an

increased fine or brought before KJF commissioner for expulsion from the league. All fines must be paid in seven (7) days of the fine and/or before the next scheduled KJF event.

THIRD OFFENSE: If the a player, coach, assistant coach, entire team, substitute, trainer, or any other team assistant, spectator, or visitor violates the KARL J FULTON/OHSAA code of conduct for ANOTHER infraction, the offender shall be expelled from participating in any remaining regular/post season play. Ineligibility for any future involvement with a KARL J FULTON LEAGUE will be prohibited. A $100.00 fine to the organization in the offender’s name. That organization will be on a one (1) calendar year probation from the date of the infraction. If infraction (s) is detrimental to the KJF league the organization the offender is associated with can receive an increased fine or brought before KJF commissioner for expulsion from the league. All fines must be paid in seven (7) days of the fine and/or before the next scheduled KJF event.

If a violation of the code of conduct is made a member of the BOARD OF DIRECTORS or the game officials must fill out a Code of Conduct Violation form and turn it into the Secretary within 24 hours of the violation for record keeping.

ARTICLE VI- CONCUSSIONS

Section 1 A. Physical Examination from a medical examiner (is suggested) that must certify each individual’s physical fitness to participate during the current season, all records must be kept on file by organization participant participates with during the season.

B . Acclimation period is mandatory prior to any contact drills. 5 days of no equipment or contact, only conditioning is required.

C. Full Contact Drills during practices should be limited to two days out of a week. With the importance of recovery time to help minimize concussion risks. Full Contact Drills should not be consecutive days and limited to 30 minutes per participant.

D. In the event of a concussion a player must receive a medical evaluation from a licensed medical professional and receive approval to return to play, all records must be kept on file by organization participant participates with during the season.

E. Make sure all equipment fits properly.

F. These regulations are being put into place for the safety of all participants and it is incumbent on each organization their staff members and their coaching staff to monitor the contact in their practices and games.

SECTION VII- KARL J FULTON NOTES

SECTION 1. Each coach must daily stress the importance of, and display a genuine interest in, the educational progress of the youngsters. An education is more important than football to the future of these young people. Remember "a mind is a terrible thing to waste".

2018KARL J FULTON PONY LEAGUE

O.H.S.A.A. RULE EXCEPTIONS

1. The football used by the Junior and Senior divisions will be the nationally recognized Junior Size (approximately10” long with a short circumference of 18 ¼” and a long circumference of 25”). The Mini and Micro Mini divisions will use the nationally recognized PeeWee Size (approximately 9 ½” long with a short circumference 17 ¾” and a long Circumference of 24”).They may may be constructed of rubber, leather or a composite.

2. The length of quarters will be eight (8) minutes. This time may be shortened by agreement of both coaches. The length of the Micro Mini games will be seven (7) minute quarters.

3. The referee will inform both benches when there are four (4) minutes remaining in the second and forth quarters.

4. Two (2) coaches from each team are permitted on the field at any charged time out or quarter change.

5. There will be approximately a ten (10) minute half time.

6. Metal or metal tipped cleats are prohibited.

7. Tiebreakers are limited to two (2) possessions per team. The first possession begins at the opponents twenty (20) yard line. The second, if necessary, begins at the opponents ten (10) yard line.

8. The score of a forfieted game shall be 12-0 unless the team awarded the forfiet is ahead bymore than twelve points. If that is the case then the game score will be official.

9. Mini and Micro Mini divisions only

Prior to the begining of a down a team may request a punt. The referee will move the ball thirty (30) yards down field and award it to the opposing team. However the ball may never

be moved inside the opposing teams twenty (20) yard line. There will also be a 10 second run off.

10. Mini division only

One (1) player and one (1) coach are allowed beyond the team box at any time (goal line to goal line only).

11. All league games will be played in the following order; Micro mini-Juniors-Seniors-Minis

13. There will be a 15 minute intermission between games. This intermission may be shortened or eliminated by agreement of both coaches and the referee.. 14. Fees for officials are as follows:
