Foreword

Thispublicationpresentscomprehensivedataontopicsconcerningareaandproductionofcropstoaddressthedataneedsofthevariousclients.Attemptismadetopresentthedataontheagriculturalarea,yieldandproductionlevels.Wehopethat thedatawillprovide better understanding of the sector in order to make informed decisions andprogramsparticularlythosethataimforruraldevelopment.Sincetheagriculturesurveyisveryquitechallenging,wedonotclaimthatthedataareasaccurateastheyshouldbe.Wehopetoimprovethedatacollectionproceduresasweprogress.

Thedataarepresented in twovolumes. Volume-Icontainsbriefdescriptionsof theobjective, censusdesign,methodology, coverageand the limitations.The restof thevolume provides national level data for 20 dzongkhags. Volume-II is an annex toVolumeIandpresentsdatabygeogsinsub-volumes.

1. Introduction

DzongkhagandGeoglevelestimatesareprovidedforprinciplecropscultivatedbyruralhouseholds inBhutan.Thepublicationfeaturesarea,productionandyield in respectofprinciplecropsoffood-grains,oilseeds,pulsesandspices,horticultural,fruitandcashcrops.Further,thepublicationalsoprovidessecondaryinformationonexportofagriculturecommoditiesandInfrastructuredevelopmentsintheagriculturesector.

1.1 Objectives

The main objectives of the survey are:

• To establish reliable information on crop production and land use forplanningandmonitoringofagriculturedevelopmentprogrammes.

• Togeneratedataneededforpreparationoftheplans,programsandtoassessthetrendsincropproductionandlanduse.

• Toinitiatethedevelopmentoftimeseriesdata.

1.2 Survey Methodology Sampling design

ThesurveyadoptedaLinearSystematicSamplingschemewithoutreplacementforthesampleselection.Allthe202Geogsinthecountryservedasthedomainforthesamplesurvey.All theGeogswereincludedinthesamplesurveyinordertocoverdifferentecologicalresourcesendowment,anddevelopmentstages.Ahouseholdis the lowestsamplingunit.TheruralfarminghouseholdsofeachGeogservedasthesamplingframefromwhicha10percentsamplewaschosenuniformlyfromallGeogsirrespectiveofthe sizes and economic activities undertaken. No further stratification was adopted.

Scope and coverage

Thesurvey is focussedon the rural farminghouseholds. IMS,DoAtook the lead inthe conceptualization, preparing of questionnaires and co-ordinating the samplesurvey.Attemptshavebeenmadetocoverall202geogs.However,duetounavoidablecircumstances,LayaandLunanageogsunderGasaDzongkhagcouldnotbecovered.

Thesurveycovered5,334ruralhouseholdsoutof61,825.Wehadsomeabsenteesornonresponsedue toproblemswith the listingsandfarmersawayonpilgrimageandon holidays. The definition of the household in this survey is having registered and cultivating land and residing in the villages. The publication has not reflected the figures ifwehavelessthan3samplesreported.

Sampling Procedures

TheIMS,DoAinconsultationwiththeDAOsandextensionagentsselectedthesamplehouseholdsbasedon thehousehold listsmaintained in thegeogcentres.Thesamplewasdrawn randomly from thehousehold list submittedby the extension staff usingLinearSystematicSamplingschemetoidentifytherequired10%sample.Thissamplelist was distributed to the enumerators for identification and interview. In the event that thesampledfarmerwasnotavailableforinterviewdespiterepeatedvisitthenthenextfarmerfromthesamelocalitywasselected.

1.3 Field Operation

Priortothesurvey,trainingtoalltheGeogAgricultureExtensionAgentswereconducted.Theextensionagentsweretrainedonthecontentsofquestionnaire,methodologyandsamplelist.Questionnaireswerealsodistributedalongwiththesamplelists.Theworkplan was discussed and the enumeration was conducted from December 2006 tillFebruary2007.

1.4 Data Editing, Processing, Validation and Analysis

Steps for the activities included:

• Firstly,inconsistenciesatgeoglevelwereeliminatedbytheextensionworkersbycomparingtheyieldfromtheannualcropcut.

• Alsodatathathadextremevaluesasreportedbythefarmerswerecomparedwith the annual crop cut reports by our field staff and those that showed large differencesweredeleted.

• Thendatareportedinlocalunitswereconvertedtostandardmeasurementunits.Thefarmersstilluselocalmeasurementunitsthatdifferfromplacetoplace.InsteadofreportinginKgandAcrefarmersreportsinlangdo,bags,baskets,etc.

• Next, all ADAOs of 20 Dzongkhags were trained on the operation of thedatabaseinMarch2007anddataentrystartedinJune2007bytheADAOsin their respective Dzongkhags. However, due to various reasons the dataentry was delayed. Submitted data was ready only by October 2007 andsomeDzongkhagssubmittedonMarch2008.AfterthedatabasewasreceivedIMS,DoA merged the data into our national database and the analysis was

done. Once the analysis was completed the estimateswere produced at theDzongkhagandGeoglevel.

• IMS,DoAconductedtheworkshoptoreconcileandvalidatethedatabytheconcerned agriculture geog staff, ADAOs and DAOs. This exercise wascompletedinApril2008.Thisdatawaspresentedtothedepartmentforfurtherprecisionandformalendorsement.

• Finally this statistics was presented to the 20 Dzongkhags DAOs andrepresentatives during Extension Co-ordination meeting held in Servithangfrom30thMayto2ndJune2008andthehouseendorsedtheprecisionofthedata.

1.5 Limitations of the survey

Asinanysurveytherearesomeinherentweaknesseswhicharenotedbelow:• Therespondentsarefarmerswithdifferentsocialandeducationalbackground.

Therefore,responseerrorsare likelytobehighalthoughvarioustechniqueswereusedtogetaccurateresponses.

• Therespondents,duetolowornoeducationalbackgrounddonotkeeprecordsoftheirlandarea,production.

• Tendencytounderreportwerenoticedasthereisamisguidednotionofhightaxation if accurate figures of production were reported.

• Chancesoftelescopingerrorsbyrespondentsarelikelyasthereferenceperiodisthelastseasonofcropping.

• As10percentsampleweretakenfromalltheGeogsirrespectiveoftheirsize,the estimates for certain crops forGeogswith small numberof householdswillhavetobetakenwithcautionasthesamplesizewillbetoolowtoprovidereliableestimates.

2. Farm Road

The objectives of the Farm Roads Programme are:-

• To link potential Agri-horticultural production areas in the hinterland tomarkets

• To bring production areas and farmers closer to markets and other socialamenities

• To open up production and potential production areas for more intensivefarmingthroughfarmmechanization

• To improve efficiency in delivery of inputs and services to villages/farms

• To improve accessibility from villages in order to make rural life moreattractive

Farm Roads Development Strategy

• Toachievetheaboveobjectivesadevelopmentstrategyissetinlinewiththe

• Guidelinesforfarmroaddevelopment:

• Selection of farm roads shall be governed by several parameters/selectioncriteria as specified in the MoA Guidelines for farm road development

• Whereprioritizationisnecessarybecauseofresourceconstraint,priorityshallbegiventothosepotentialareaswithfewerroadsifallothercriteriaaremet.

• FarmroaddevelopmentwillbetakenupinanEnvironmentFriendlyMethodand in accordance with guidelines of the Ministry ofAgriculture to ensurelong-termsustainability

• Participation by beneficiaries in all stages of farm road development is a necessary.A similar approach to that of National Irrigation Policy will beadopted.

•Surveysoffarmroadswillbedoneonamulti-disciplinarybasisencompassingsocio-economic,techno-feasibility,andenvironmentalimpactstoensurelong- termviability
