Thank you for delegating the Board on Tuesday, January 10, 2017, regarding the Pupil Accommodation Review (PAR) of Gordon Graydon Memorial, Glenforest, T.L. Kennedy, The Woodlands and Lorne Park Secondary Schools.

We are responding to your major questions and points as they are ordered in your written presentations.

1. The Inspiration Lakeview Master Plan prepared for the City of Mississauga anticipates 15,000-20,000 new residents and approximately 8,000 new residential units south of Lakeshore Road East over the next 30 years. Enrolment that would justify a secondary school is not foreseen for another 1 0-15 years. However, in anticipation of the future need for a secondary school, the Final Staff Report proposes the use of the Gordon Graydon Memorial building as an adult education centre until long-term secondary school accommodation needs are confirmed during the 30 year build-out of the Inspiration Lakeview lands.

2. As stated above, based on the City of Mississauga's current disclosure of development proposals, the balance of the Lakeshore community north of Lakeshore Road East is not expected to significantly grow or require the operation of Gordon Graydon Memorial Secondary School for 10- 15 years.

3. The Peel District School Board is committed to instructional program excellence at all of its elementary and secondary schools. There is no correlation between student achievement and age of a school.

4. Cawthra Park Secondary School offers both a regular Grades 9- 12 program for local students as well as a Regional Learning Arts Program. The boundary for the Cawthra Park Arts Program extends from Hwy. 401 to Lake Ontario. Local regular program students were directed from Gordon Graydon to Cawthra Park Secondary School beginning in September 2013 after regular program enrolment declined to the point when it was no longer possible to provide a viable regular program at both school sites. It is also not practical to split and/or deliver a Regional Arts Program in two secondary schools in close proximity to one another in south Mississauga.

5. As noted in our response to your first question, the Board has no intention of disposing of Gordon Graydon Memorial Secondary School. The Board is proposing to retain this school site in order to respond to future confirmed accommodation needs.

6. There are fond alumni memories of Gordon Graydon Memorial Secondary School and of all its teaching staff. Many students benefited from the efforts of the school's dedicated teaching staff during the 60 year operation of the school. However, school buildings eventually reach the end of their life cycle and enrolments decline, requiring a review of a school's instructional program and operational viability. In such cases, the Board must review accommodation that may be consolidated and seek public and affected school community input in accordance with Board Policy #45- Pupil Accommodation Review.

7. The Peel District School Board offers an international student visa program at various locations under the title of Peel Schools for International Education. This program is intended in part to provide an opportunity to visa students to interact with local regular program students from different cultures and backgrounds. Although international student enrolment is increasing, the low number of local regular program students (now directed to Cawthra Park Secondary School) would not adequately support an international student visa program at Gordon Graydon Memorial Secondary School. The school would also not be an ideal location for one of the Board's other Regional Learning Choices or Specialist High Skills Majors Programs because of insufficient student enrolment in south Mississauga.

8. Demolishing surplus space at T.L. Kennedy Secondary School, leasing or closing this school are not viable alternatives. Although T.L. Kennedy is presently under enrolled, relocating the International Business & Technology and Graphic Design Management Programs to T.L. Kennedy would complement the delivery of the International Executive Leadership Academy and the two Explore High Skills/Specialist High Skills majors in Business and Information Communication Technology which are already located at the school. Further, the central location of T.L. Kennedy, the proximity of major streets and roads and the proposed Light Rail Transit line will result in this school site and building being a preferred location for future Regional Learning Choices Programs.

9. Ministry of Education phase-out of base top-up funding strengthens the argument to close Gordon Graydon Memorial Secondary School. The current combined capacity utilization for all schools under review is 80.3% and the proposed solution would result in a capacity utilization of 97.2% (2019-20). This would result in more effective use of school operating funding.

10. Construction cost estimates for the Glenforest renovation and addition and the T.L. Kennedy renovation are preliminary and unconfirmed. The scope of each project must first be clarified in discussion with each secondary school Principal. This will assist the Board in identifying the funding required and establish the budgets required for renovation of existing and construction of new classroom space. Providing the Final Staff Report is approved by the Board, the target Ministry Rated Capacity for Glenforest Secondary School would be approximately 1 ,275 students which would provide sufficient space for the new incoming students and reduce the school's dependency on portable accommodation.

We are responding to your questions and points as they are ordered in your written presentation.

1. The Board acknowledges Glenforest Secondary School is currently operating over its Ministry Rated Capacity of 1,023 students (vs. September 2016 enrolment of 1,223). The Final Staff Report recommends a capacity increase to an estimate of 1,275 students to accommodate sustained enrolment in permanent accommodation and to reduce the number of portables on site.

2. Prior to this Pupil Accommodation Review (PAR), staff considered Port Credit Secondary School for potential inclusion in the referenced PAR Although Port Credit appeared to have some marginal space available, direction of Vocational or other program students would have required construction of additional purpose-built and regular classroom space having negative site implications including the cost of playfield restoration . This exceeded the preliminary cost estimate to construct an addition at Glenforest Secondary School. After examination, staff confirmed available space at T.L. Kennedy Secondary School for students enrolled in the International Business and Technology (IBT) and Graphic Design Management (GDM) located at Gordon Graydon Memorial Secondary School. However, there was insufficient purpose built space for the Gordon Graydon Memorial Vocational (VOC) Programs or enough classroom space for the Autism Spectrum Disorder (ASD) Program at T.L. Kennedy Secondary School. As stated in the Final Staff Report, the capacity calculation for T.L. Kennedy Secondary School does not take into account the timetabling complexity of several specialty programs or their need for purpose built space at that school.

3. Staff and student safety will be maintained by the use of protective barriers and additional portables on site during any construction. Relocation of the VOC 1 & 2 and ASD programs would not be scheduled until occupancy is approved by the Municipality. Renovation of classroom space adjacent to the cafeteria area would be scheduled

during summer months or when the school is not occupied by students. Construction of the addition is expected to take approximately 12 months. Classes affected by construction of the addition or renovation would be relocated to portables until completion.

4. The Board first approved a Pupil Accommodation Review (PAR) for Gordon Graydon Memorial, Glenforest, T.L. Kennedy, The Woodlands and Lorne Park Secondary Schools at the Regular Meeting of the Board April 12, 2016. The Board was required to comply with Board Policy #45 - Pupil Accommodation Review (and operating procedures pursuant to this policy) consistent with Ministry of Education Pupil Accommodation Guidelines. As such, the Final Staff Report and recommendations are scheduled to receive final Board review and approval at the Regular Meeting of the Board Tuesday, January 24, 2017. Staff were unable to confirm to the school community any final program relocation decisions until the accommodation review was completed and the Final Staff Report was reviewed and approved by the Board of Trustees.

5. We understand your concern about the absence of an east Mississauga location for the Enhanced Program. However, low enrolment in the Glenforest Enhanced Program has resulted in blended classes due to attrition at the senior grade levels. Affected students are being re-directed to The Woodlands or Lorne Park Secondary Schools which both offer strong viable Enhanced Programs.

1. The Final Staff Report recommends the closure of Gordon Graydon Memorial S.S. and the relocation of the IBT program to T.L. Kennedy S.S. for September 2018. The decision to change the year for moving the IBT program from Gordon Graydon Memorial S.S. to T.L. Kennedy S,S, from 2019 to 2018 came after consultation with the Accommodation Review Committee during the Pupil Accommodation Review process. The Accommodation Review Committee recommended the earlier implementation of the IBT program because of an unexpected decline in enrolment as well as well as difficulty retaining and hiring teaching staff for Gordon Graydon Memorial Secondary School.

2. The International Business and Technology program at TL Kennedy will have the same foundations as the one at Gordon Graydon S.S. There will still be specific International Business and Technology classes offered at T.L. Kennedy S.S. as well as improved instructional program opportunities for students in the program resulting from the overall increase in student enrolment at the school. The International Business and Technology Program at T.L. Kennedy S.S. would be supported by three counterpart programs already operating at the school including the International and Executive Leadership Academy and the two Explore High Skills/Specialist High Skills Majors in Business and Information and Communications Technology.

2. Tianlei Zhang, whose child is enrolled at Glenforest Secondary School, delegated the Board regarding concerns related to the Pupil Accommodation Review for secondary schools South of Highway 401. He stated that Glenforest Secondary School is over capacity and the accommodation review does not provide case studies for best options in terms of costs, space, and traffic, to introduce vocational and special programs. He stated that there is no cost estimate provided for transferring these programs toT. L. Kennedy and Port Credit Secondary Schools. Highlighting safety concerns and impact on students' education at Glenforest Secondary School during construction period, Tianlei Zhang stated that the community was not informed of the decision to close Glenforest Secondary School when the students were in Grade 8. We believe that Tianlei Zhang meant the closure of Gordon Graydon Memorial Secondary School and the changes to Glenforest Secondary School. He suggested that the enhanced program be allowed to continue at this school, so that it is available in East and West Mississauga and to avoid students travelling from East to West Mississauga in rush hours. Speaking notes were provided to the administration.

Ying Quan and Charmaine Li also spoke as part of the delegation about the Pupil Accommodation Review. Ying Quan referred to a map of Glenforest Secondary School and stated her concern was about overcrowding after construction is complete in 2018. She indicated that there will be no room for the Autism Spectrum Disorder (ASD) program as the vocational (VOC) program will be accommodated in seven currently used classrooms and two staff rooms and portables will be removed. Charmaine Li stated that all business case proposals submitted to the Ministry are required to demonstrate that solutions for proposed projects are cost effective and state reasons as to why other alternatives are not considered good enough. She indicated that alternative solutions or choices for Glenforest Secondary School have not been provided. Speaking notes of the two presenters were later given to the administration. Chair McDougald advised that a response will be sent to the delegation and she invited the delegates to attend the next Regular Meeting of the Board, at which a final report on the PAR will be brought.

3. Lalita Sirnaik, whose child is enrolled at Gordon Graydon Memorial Secondary School, delegated the Board regarding the proposed closure of the school in 2018. She stated that in April 2016 the community became aware that this school may be closing in 2019, however parents are now being informed that the closure will be effective 2018. She spoke about the importance of studies in Grade 12 and noted that integrating Information and Business Technology (IBT) program students with the regular program may have an adverse effect on specialized courses. She stated that parents could have made informed decisions with regard to school choices if they had been advised of this closure earlier. Lalita Sirnaik spoke of the difficulties for students changing schools in Grade 12, Fraser Institute's high ranking of Gordon Graydon Memorial Secondary School, program fees, and cost of moving equipment etc. toT. L. Kennedy Secondary School. She asked whether the school closure will be effective 2018 or 2019. Chair McDougald advised a response will be provided, a report will be brought to the next Regular Meeting of the Board and that more information is available on Peel DSB's website.

Staff have reviewed the above including supporting written information and provided responses to the three delegations for the review of the Board at the Regular Meeting of the Board­January 24, 2017. With respect to the delegations, staff do not believe there to be any new or additional information that would change, alter or modify the recommendations contained in the Final Staff Report.
