ABSTRACT
Care for the visually impaired has become a tangible fact, regarding the research works that dealt with them, in different fields of service, with the aim of enabling them to live successfully.
Out of this conception, this study came under the title, "Strategies of Develop Services Rendering to the Visually Impaired in the Institutions for the Blind in Gaza Strip". This study aimed at recognizing the reality of services rendered to the visually impaired in the institutions for Blind people in Gaza Strip, and strategies of promoting such institutions.
The researcher defined five dimensions, as strategies to develop services for visually impaired, as follows:
1- Level of educational, health and rehabilitation services for the blind, 2- Administration aspects and skill in the institutions for the blind care, 3- Integration of the Blind in the community, 4- Public awareness and improve their understanding for the needs of the
blind, 5- Provide assistive technology tools to help the blind.
The researcher used several tools to recognize and measure the above dimensions such as: personal interview to recognize the services provided by the institutions and its field, workshop which resulted in proposals for service development strategies, and finally, a questionnaire to recognize the reality of the services provided within the service development strategies.
The study results revealed existence of general weakness mostly in quality and level of services provide to the visually impaired, within the proposed strategies for the development of services provided. From the viewpoint of those questioned, the visually impaired are those who receive service, as well as the workers who render the service themselves.
The researcher recommended the necessity to improve the performance of administrative and professional of institutions for the caring the blind. He further called for finding continuous finance resources, Strengthen the integrative coordination between the institutions; activating the role of government in supervise and enhancing the legal aspects; and developing the educational and community integration programs.
