4.02 PROVIDE LIGHTWEIGHT, HOLLOW, CONCRETE MASONRY UNITS (CMU) CONFORMING TO ASTM C90, UNLESSNOTED OTHERWISE.

2.00 FOUNDATIONS AND SLAB�ON�GRADE

2.01 SHALLOW FOUNDATIONS HAVE BEEN DESIGNED FOR AN ALLOWABLE SOIL BEARING PRESSURE OF 1500 PSF.

2.02 AT THIS TIME NO GEOTECHNICAL REPORT HAS BEEN SUBMITTED. AN ALLOWABLE SOIL BEARING PRESSURE HASBEEN CONSERVATIVELY ESTIMATED BASED ON SIMILAR PROJECTS OF THIS SIZE AND LOCATED IN THE SAME GENERALAREA OF CONSTRUCTION. A QUALIFIED GEOTECHNICAL ENGINEER SHALL CHECK COMPACTION OF THE FOOTINGS. THE TOPTWELVE INCHES OF THE SOILS BENEATH FOOTINGS SHALL BE COMPACTED TO 98% OF THE MODIFIED PROCTOR MAXIMUMDENSITY.

2.03 A QUALIFIED GEOTECHNICAL ENGINEER SHALL VERIFY CONDITION AND/OR ADEQUACY OF ALL SUBGRADES, FILLSAND BACKFILLS BEFORE PLACEMENT OF FOUNDATIONS, FOOTINGS, SLABS, WALLS, FILLS, BACKFILLS, ETC. 11. ALL EQUIPMENT, PIPING, DUCTWORK, ETC., SHALL BE SUPPORTED AS DETAILED, SPECIFIED, AND REQUIRED TO PROVIDE A VIBRATION-FREEINSTALLATION.

VAV SEQUENCE OF OPERATION

THE CONTROLLER SHALL MODULATE THE VAV DAMPER AND HOT WATER VALVE IN SEQUENCE TO MAINTAIN SPACE TEMPERATURE AT SETPOINT.

ON A RISE IN SPACE TEMPERATURE ABOVE SETPOINT, THE CONTROLLER SHALL MODULATE THE VAV DAMPER OPEN TO MAXIMUM CFM SETTING. ASSPACE TEMPERATURE DROPS TO SETPOINT THE CONTROLLER SHALL MODULATE THE VAV DAMPER CLOSED TO MINIMUM CFM SETTING. IF SPACETEMPERATURE CONTINUES TO DROP BELOW SETPOINT THROUGH ITS HEATING DEADBAND THE CONTROLLER SHALL MODULATE THE HOT WATERVALVE OPEN TO THE COIL.

THE FOLLOWING ITEMS APPLY TO THE CONTROL SEQUENCES SPECIFIED HEREIN:

1. VARIABLE SPEED CONTROLS SHALL START AT LOW SPEED.

2. THE OPERATING POWER FOR VALVES, DAMPERS, ETC. SHALL BE ELECTRIC.

3. UPON FAILURE AND RESTORATION OF POWER, SYSTEMS SHALL AUTOMATICALLY RESTART AND RETURN TO THEIR NORMALMODE OF OPERATION. ADJUSTABLE TIME DELAYS SHALL BE PROVIDED TO SEQUENTIALLY STAGE STARTING OF EQUIPMENTWITH MOTORS GREATER THAN 5 HP OR LOADS GREATER THAN 4 KW.

4. HAND-OFF-AUTOMATIC SWITCHES:

A. SAFETY DEVICES SHALL BE INTERLOCKED WITH BOTH HAND AND AUTOMATIC POSITIONS IN SERIES WITH MOTORCONTROLLERS HOLDING COILS CIRCUIT.

B. INTERLOCKING WITH OTHER FANS AND EQUIPMENT OF THE SYSTEM SHALL BE THROUGH AUTOMATIC POSITION ONLY.

C. REMOTE CONTROL FROM THE BAS SYSTEM SHALL BE THROUGH AUTOMATIC POSITION.

D. HAND POSITION SHALL BE FOR MAINTENANCE OPERATION ONLY.

E. OPERATION REQUIRED FOR RESPONSE TO THE FIRE ALARM SYSTEM RELAYS AND EMERGENCY FAN SHUTDOWNSTATIONS SHALL BE THROUGH BOTH HAND AND AUTOMATIC POSITION.

5. CONTROL SET POINTS SHALL BE ADJUSTABLE OVER THE RANGE OF THE SENSED MEDIA. MEANS OF ADJUSTMENT ANDCURRENT SET POINT SHALL BE IDENTIFIED. BAS SET POINTS SHALL BE PROGRAMMED AS VARIABLES, EXPRESSED IN THEAPPROPRIATE ENGINEERING UNITS, WHICH CAN BE ADJUSTED THROUGH THE DIGITAL DISPLAY UNIT OR FROM A CENTRALSTATION WITHOUT REQUIRING MODIFICATION OR RELOADING OF THE BAS CONTROL PROGRAMS.

6. CONTROL OUTPUTS SHALL PROVIDE MAXIMUM RATED ACTUATOR POWER AT EXTREMES OF ACTUATOR TRAVEL. CONTROLOUTPUT RANGE (0-100%) SHALL CORRESPOND TO ACTUATOR TRAVEL (0-100%).

7. THE BAS SYSTEM SHALL BE SETUP TO DISPLAY ALL ITEMS INDICATED ON THE FLOW DIAGRAMS.

8. THE SYSTEM SHALL BE AUTOMATICALLY STARTED AND STOPPED BY THE BUILDING AUTOMATION SYSTEM (BAS) WHENEVERTHE HAND-OFF-AUTOMATIC SWITCH IS IN THE AUTOMATIC POSITION AND MANUALLY STARTED AND STOPPED IN THE HANDPOSITION RESPECTIVELY.

9. THE BAS SYSTEM SHALL MODULATE THE AIR HANDLING UNIT FAN SPEED THROUGH THE VFD TO MAINTAIN THE MINIMUM STATICPRESSURE.

10. THE BAS SYSTEM SHALL MONITOR MIXED AIR TEMPERATURE AND STOP THE OUTSIDE AIR FAN AND CLOSE THE OUTSIDE AIRDAMPER IF THE AIR TEMPERATURE DROPS BELOW 45°F.

11. DDC CONTROLS FRONT END SHALL HAVE ASD BUS COMMUNICATIONS CAPABILITY FOR ANY BUILDING CONTAINING EXISTINGASD/NETWORK 8000 DEVICES. THESE DEVICES SHALL BE INTEGRATED INTO ALL GRAPHICS SCREENS AND PROGRAMMING.

12. PRIOR TO PROJECT COMPLETION, DDC COMMUNICATION AND CONTROL FROM THE CENTRAL DDC SERVER SHALL BE PROVEN.

13. THE DDC CONTROLS CONTRACTOR SHALL PROVIDE BUILDING LEVEL SUPERVISORY CONTROLLERS BASED ON HURLBURT AFB'SEXISTING NIAGARA AX FRAMEWORK REVISION 3.5 OR LATER. THE BUILDING LEVEL SUPERVISORY CONTROLLERS SHALLINCLUDE POINT-TO-POINT, SECURE SOCKET LAYER, WEB SERVER, AND EMBEDDED WORKBENCH. THE BUILDING SUPERVISORYCONTROLLERS SHALL CONTAIN ALL BUILDING LOGIC AND GRAPHICS.

14. ALL GRAPHICS AND POINTS SHALL BE DUPLICATED IN THE EXISTING NIAGARA AX ENTERPRISE NETWORK SERVER USINGWORKBENCH SOFTWARE LOCATED IN THE DDC SHOP WHICH SHALL SERVE AS THE WEB SERVER FOR THE SYSTEM. ALLTRENDED POINTS SHALL BE TRANSFERRED VIA POINT TO POINT TO THE SERVER FOR HISTORY TRENDING OF POINTS.

15. THE SYSTEM SHALL ALLOW BASE MAINTENANCE TECHNICIANS TO CONNECT TO ALL CONTROLLERS WITH AVAILABLESOFTWARE IN ALL MODES AVAILABLE FROM THE MANUFACTURER FROM BUILDING 90053 VIA THE BASE LOCAL AREA NETWORKTO PROGRAM, BACKUP, DOWNLOAD, CONFIGURE, AND PERFORM ALL FUNCTIONS NECESSARY TO MAINTAIN THE SYSTEM AS IFONSITE AND DIRECT CONNECTED TO THE DEVICE.

16. ALL HARDWARE AND SOFTWARE ADMINISTRATOR LEVEL PASSWORDS SHALL BE PROVIDED TO THE GOVERNMENT TO ACCESSALL LEVELS OF ALL CONTROLLERS INCLUDING THE NIAGARA FRAMEWORK CONTROLLERS. THE PASSWORD SHALL ALLOWCOMPLETE ACCESS TO EVERYTHING THE MANUFACTURER HAS ACCESS TO.

17. THE DDC CONTROLS CONTRACTOR SHALL PROVIDE SYSTEMS ENGINEERING TRAINING TO TWO (2) DDC PERSONNEL ONHURLBURT AFB FOR 2 FULL DAYS.

18. ALL FIELD CONTROLLERS SHALL UTILIZE BACNET PROTOCOL FOR COMMUNICATIONS.

19. THE DDC CONTROLS CONTRACTOR SHALL PROVIDE A LAN DROP WITHIN THREE (3) FEET OF THE BUILDING SUPERVISORYCONTROLLER AND PROVIDE A PATCH CABLE BETWEEN THE LAN DROP AND THE BUILDING LEVEL SUPERVISORY CONTROLLER.

20. GRAPHICS SHALL BE PROVIDED ON EH EXISTING ENTERPRISE NETWORK SERVER WHICH SERVES AS THE WEB SERVER. THEDATE AND TIME SHALL BE INCLUDED ON ALL GRAPHICS SCREENS. GRAPHIC SCREENS FOR EACH SYSTEM SHALL BE PROVIDED.THE FLOOR PLAN GRAPHIC SCREEN SHALL INCLUDE COLOR CODED ZONES WITH ROOM NUMBERS, SENSOR LOCATIONS, ANDEQUIPMENT LOCATIONS. THE BUILDING GRAPHIC SCREEN SHALL CONTAIN LINKS TO ALL ALARMS, REPORTS, SCHEDULES,HISTORY, AND USER SERVICE.

21. A BAS ALARM IS GENERATED WHENEVER THE SUPPLY FAN FAILS TO RESPOND TO ON-OFF COMMANDS.

AIR HANDLING UNIT - OCCUPIED LIMITS

THE SYSTEM SHALL BE AUTOMATICALLY STARTED AND STOPPED BY THE DDC SYSTEM WHENEVER THEHAND-OFF-AUTOMATIC SWITCH IS IN THE AUTOMATIC POSITION, AND MANUALLY STARTED AND STOPPED INTHE HAND AND OFF POSITIONS, RESPECTIVELY. THE AIR HANDLING UNIT SHALL BE SUBJECT TO THESAFETIES AND INTERLOCKS.

THE BAS SHALL COMMAND THE SUPPLY FAN ON AND OFF BASED ON A TIME SCHEDULE OCCUPANCY. (0600 -ON ; 1800 - OFF)(ADJ.)

A STATIC PRESSURE SENSOR SHALL BE LOCATED IN THE MAIN SUPPLY DUCT APPROXIMATELY 2/3 OF THELENGTH FROM THE SUPPLY FAN DISCHARGE. UPON SUPPLY FAN STARTUP, THE BAS WILL RAMP THEVARIABLE SPEED DRIVE UNTIL THE STATIC PRESSURE READING MATCHES THE STATIC SETPOINT (ADJ.). THEBAS SHALL MODULATE USING A 4-20 MA SIGNAL, THE SUPPLY FAN VARIABLE SPEED DRIVE TO MAINTAIN THEDUCT STATIC PRESSURE TO THE STATIC SETPOINT (ADJ.).

THE BAS SHALL COMMAND THE OUTDOOR AIR DAMPERS TO 100% OPEN WHEN THE UNIT IS ENGAGED. THEBAS SHALL MODULATE THE OUTDOOR AIR DAMPER FOR AHU 1-2 TO MAINTAIN OUTDOOR AIR FLOWSETPOINT. IF THE OUTSIDE AIR CANNOT REACH SET POINT WITH THE OUTSIDE AIR DAMPER 100% OPEN, THECONTROLLER SHALL MODULATE THE RETURN TOWARDS THE CLOSED POSITION UNTIL THE OUTSIDE AIR SETPOINT IS REACHED. THE RETURN DAMPER SHALL HAVE A MINIMUM POSITION OF 25% (ADJ.)

WHEN THE SUPPLY FAN STATUS IS OFF, THE BAS SHALL COMMAND OUTSIDE AIR DAMPER CLOSED.

THE DDC SYSTEM SHALL MODULATE THE CHILLED WATER VALVE TO MAINTAIN 55°F (ADJ.) SUPPLY AIRTEMPERATURE SETPOINT.

THE DDC SYSTEM SHALL MONITOR THE MIXED AIR TEMPERATURE, CLOSE THE OUTSIDE AIR DAMPER IF THEMIXED AIR TEMPERATURE DROPS BELOW 36°F, AND STOP THE FAN.

THE HVAC SYSTEM SHALL BE SHUT DOWN WHEN THE BUILDING SMOKE DETECTION SYSTEM SENSESSMOKE. THE SMOKE DETECTION SYSTEM WILL BE WIRED DIRECTLY TO THE SUPPLY FAN VARIABLEFREQUENCY DRIVE PANELS TO SHUT THE SUPPLY FANS OFF. A BAS ALARM IS GENERATED WHENEVER ASMOKE CONDITION IS SENSED.

AIR HANDLING UNIT - UNOCCUPIED LIMITS

NIGHT LOW LIMIT (1800-0600): WHEN THE BAS SCHEDULE IS IN THE UNOCCUPIED MODE, AND THE ROOMTEMPERATURE FALLS BELOW THE UNOCCUPIED LOW LIMIT SETPOINT, 55°F, (ADJ.) THE SUPPLY FAN UNITSHALL BE COMMANDED ON AND SHALL CONTINUE TO RUN UNTIL THE ROOM TEMPERATURE RISES BY 2°F(ADJ).

WHEN THE BAS SCHEDULE IS IN THE UNOCCUPIED MODE, AND THE ROOM TEMPERATURE RISES ABOVE THEUNOCCUPIED HIGH LIMIT SETPOINT, 84°F (ADJ.) THEN THE UNIT SHALL BE COMMANDED ON AND SHALLCONTINUE TO RUN UNTIL THE ROOM TEMPERATURE FALLS 2°F (ADJ.).

EACH VARIABLE AIR VOLUME BOX CONSISTS OF A ROOM SENSOR, A SUPPLY DAMPER WITHAN OVER THE SHAFT DIRECT DIGITAL CONTROLLER, MODULATING INTEGRAL DAMPER MOTORWITH QUICK RELEASE, INTEGRAL DIFFERENTIAL PRESSURE SENSOR, HOT WATER REHEAT COIL,AND A FLO-CROSS WITH A SIGNAL AMPLIFYING AIR FLOW SENSOR. THE TEMPERATURE CONTROL SHALLUTILIZE PROPORTIONAL, INTEGRAL, AND DERIVATIVE (PID) ALGORITHMS. EACH VAV BOX SHALL INCLUDEMAXIMUM AND MINIMUM (COOLING AND HEATING) FLOW SETTINGS (CFM) AND ROOM TEMPERATURECONTROL. THE VAV BOX SHALL BE CONTROLLED THROUGH THE BAS AS FOLLOWS:

1. UNOCCUPIED MODE

A. WHEN THE CENTRAL AIR HANDLING UNIT IS OFF, THE CONTROLLER SHALL COMMAND THEVAV SUPPLY AIR DAMPER CLOSED.

B. WHEN THE CENTRAL AIR HANDLING UNIT IS OFF, THE CONTROLLER SHALL COMMAND THEHOT WATER VALVE SHUT.

ii. THE SUPPLY DAMPER SHALL BE MODULATED TOWARDS THE MAXIMUM POSITIONAS THE ROOM TEMPERATURE RISES ABOVE THE SETPOINT AND SHALL BEMODULATED TOWARDS THE MINIMUM POSITION AS THE ROOM TEMPERATUREDROPS BELOW THE SETPOINT.

iii. THE VAV BOX SHALL OPERATE INDEPENDENT OF THE SUPPLY AIR PRESSURE.

C. HEATINGi. WHEN THE ROOM TEMPERATURE DROPS BELOW THE HEATING SETPOINT, THE

VAV BOX SHALL BE CONSIDERED TO BE IN THE HEATING MODE.

ii. THE CONTROLLER SHALL MODULATE VAV SUPPLY DAMPER TO MAINTAIN THEHEARTING FLOW (CFM).

iii. WHEN THE ROOM TEMPERATURE DROPS BELOW THE HEATING SETPOINT, THECONTROLLER SHALL MODULATE THE HOT WATER VALVE TO MAINTAIN THEHEATING SETPOINT OF 69°F (ADJ.) THROUGH THE VAV ROOM SENSOR.
