Quarterly Neighborhood Rep Meeting Report
The Quarterly Meeting of the Neighborhood Reps was held at Greatwood Rec Center #1 on Tuesday, October 11, 2016. The meeting was called to
order by Board President Jack Molho at 6:30 p.m..
SHERIFF’S REPORT – Sgt. Jean GobarSgt. Gobar stated that they were still addressing some minor traffic issues around the schools but overall traffic issues were under control.
There were no significant crime issues to report and Greatwood continues to be a very safe place to live.
HOUSE WATCH PROGRAM:There will be a change in Greatwood’s House Watch Program. Residents will no longer be able to sign up for the program for an extended period of time. There will be a 14 day limit. If a resident needs to extend that period they will have to resubmit their form. Greatwood was the only neighborhood in Fort Bend County that did not have a 14 day limit and this was causing some confusion for the dispatchers.
SGT. GOBAR TO RETIREA gift of appreciation was presented to Sgt. Jean Gobar along with the well wishes of the Greatwood community. Her cheerful disposition and service will be missed but she’s looking forward to spending time with family and grandchildren.
SECURITY STAFF CHANGES:With the retirement of Sgt. Gobar, Greatwood welcomes Sgt.William Bennett as her replacement.
Greatwood also welcomes our newest Deputy, Jason Denby.
FINANCIALS – Treasurer Chip SmithThrough August the Association’s operating budget is running slightly over budget but is expected to finish the year well because the fourth quarter has fewer expenses. The pool has closed for the season, irrigation costs taper off, and most of the planned repair and replacement expenses for the year have already occurred.

Greatwood Patrol Activity September 2016
Greatwood is very fortunate to have the Vacation/
House Watch Program. As part of our contract with
the Sheriff ’s Department, residents can call in and request
that our Greatwood officers check on their homes when
they are out of town.
Greatwood has had this program for many years but
since the Sheriff ’s Department is now in charge of our
security, some residents have said they’ve had trouble
registering for this program when they’ve called the
Vacation/House Watch number.
Keep in mind that there are literally hundreds of
neighborhoods in Fort Bend County with one set of rules and
Greatwood has another. The exceptions are that Greatwood
residents may have people
coming into their house to
check on pets and plants
and they may be gone
longer than two weeks and
can have the Officers check
on their homes for a longer
period of time.
It is not hard to
see how new personnel
might find this difficult to
remember at first when a resident calls in to sign up.
In an effort to insure that all Greatwood residents
receive this service there is a “safety net”. If, for some
reason, dispatch refuses to accept the Vacation/House
Watch request the resident can send the following form to
our Assistant Property Manager, Wendy Sulak at: [email protected]. She will forward it to the Sheriff ’s office.
We will include the following form in all upcoming
issues of the newsletter for your convenience.

On October 18th 5 burglaries of automobiles were reported in Greatwood. In all cases cars
were left unlocked and valuables were removed
from the car.
Please remember to remove any valuables and lock your
car at all times, even if you’re just running into the house
for a few minutes.

Most Greatwood residents have never even seen a mouse or rat near their homes. Recently, there have
been reports of these nasty critters invading our “human space”. This may have been because of the really wet spell and flooding earlier in the year. The article below gives you everything you’d ever want to know about preventing and/or getting rid of these rodents. UGH!

HOW TO CONTROL AND KILL RATS AND MICE In your personal battle against rodents such as rats and mice, it is important to remember that you are dealing with an animal that is capable of crawling, climbing, and chewing its way into your home or business. They can flatten themselves out and squeeze through the smallest of openings, even under closed doors. If the hole is not big enough, they can easily chew it or gnaw it to a large enough size so that they can get through. Generally, if a rodent can squeeze its head through an opening, (most rodent’s heads are the size of a quarter or smaller), it will eventually get through. This is why your strategy for rat or mice control always starts on the outside of the structure.
There are 3 main species of rats and mice that are of significance in the United States. They are the Roof Rat or tree Rat, the Norway Rat or ground rat, and the House Mouse. Of course there are lots of other species such as field mice, field rats, wharf rats, sewer rats, etc. But the Roof Rats, Norway Rats and the House Mouse are the ones of primary importance. They are the species of common rodents that homeowners and building owners deal with 90% of the time.
THE BOTTOM LINE ON CONTROLLING RATS AND MICE: • Limit or eliminate any food sources. Garbage, pet food, animal feed, etc., are much more acceptable to rodents than any rodent bait. Even though rats and mice will eat almost anything, the effectiveness depends on sanitation practices. If sanitation practices are an issue, the effectiveness of your baiting program will be minimal. In other words, if the outside areas contain garbage, pet food, animal feed, etc, the rats or mice usually will not eat the bait. Clean it up first and your program will be successful.
• Stop them from getting in by sealing up any holes or cracks where they can find entry into the structure.
• Use outdoor bait stations or trap stations to give them what they are looking for (food).
Residents that clean up their yards, limit food sources and place bait stations traps on their own property are having much more success at ridding their homes of rats. Unless absolutely driven to a foreign pole or tree, rodents prefer to stay right in a residential backyard.
Eradication of rodents in any neighborhood is a team effort and requires the relentless effort of the whole neighborhood. Work together with your neighbors. Organize and call the people in your block together. As a group, you can make a commitment to make your neighborhood a place where rats cannot survive.
OUTDOORSThe first thing to do is to make sure that there are no holes that the rodents can get through. Check all plumbing and electrical entrances, doors, folding garage doors, etc. Also check behind gutters, around plumbing stack flashing, and in the case of raised or pier and beam homes, make sure that they cannot get access under the foundation or skirting or through screened vents. The point is that any hole on the outside of the house can give rats or mice entrance. If the hole is not big enough, the rats or mice will gnaw it to make it bigger. Rats must constantly gnaw and sharpen their teeth to keep them filed down. Rat’s teeth grow an average of 7“ per year. This is why they constantly gnaw and chew.

Outside rodent “Exclusion” is very simple in most cases, however most pest control companies may charge upwards of several hundred dollars for this service. Small holes in need of repair can easily be patched with copper or steel wool. Because of the weaving pattern, the copper steel wool tends to get caught in the rodent’s teeth making it hard for them to chew through or remove.
Placed in pipe entrances, etc. that are smaller than 2” will help to keep rodents out. Larger holes need to be fixed or repaired properly with quality building materials. You may wish to consult a building contractor for this service. It is also very important to make sure that tree limbs, shrubs, etc., do not overhang the structure and are trimmed back at least 5 feet. Overhanging tree limbs can provide relatively easy access to the rooftop - especially for roof rats which are capable of jumping several feet.
Outside protected feeding stations can be used against the sides of the home or building at 30 - 50 foot intervals. Feeding stations are easily placed behind shrubs, ornamental plants, etc., or openly placed along foundation walls. Inside the stations, Rodenticide is placed. The stations provide the rodents exactly what they are looking for, food and shelter -
hopefully before they find their way into your home. Outside rodent bait stations are commonly used around commercial buildings, restaurants, food processing plants, etc., and work extremely well in the residential environment.
Before using any outdoor bait station, make sure that there are not competing food sources for the rodents. Garbage, pet food, animal feed, etc., are much more acceptable to rodents than any rodent bait. Final Rodenticide
Final Rodenticide:A rodent that eats a rodenticide dies because of internal hemorrhaging. All rodent baits currently on the market work by thinning the rodent’s blood or anticoagulation.
• Always follow all label precautions and recommendations.
• Always wash your hands after handling any pesticide.
• Application Don’ts: Don’t place rodent bait of any kind in an area accessible to children or pets. Do not place Rodent bait indoors as it may result in rodents dying inside walls or in attics. If the rodent dies in an unreachable area of your attic or wall, they cannot be removed.

INDOORSAfter the outside environment has been cleaned up, sealed up and outdoor bait stations have been used, inside control can begin. The idea is that once the outside environment has been repaired and cleaned up, hopefully, the rodents will be unable to gain entrance to the home or building and will be happy either remaining outside, until they consume the outside bait, or they will be trapped inside.
Do Not Use Rat Baits Indoors!Do not use rat baits or rodenticides indoors. If a rodent eats a rodenticide indoors, unless it can find its way out of the structure before the effects of the rodenticide set in - usually 3 to 5 days, it will die indoors. There is no such thing as a

rodenticide or a rat bait that causes the rodent to become thirsty and look for water. There is also no such thing as a rodenticide that causes the rodents’ body to not smell or to dry out during the rotting phase.
If you use a rodenticide indoors and the rodent dies indoors, be prepared for a period of several weeks to months in which pungent foul odors wills linger in the air. A rotting animal carcass usually bloats and the resulting body fluids will seep out and cause the odors. Flies and other insects can be attracted to the rotting rodent carcass resulting in new problems. The bottom line: Don’t use rodenticides indoors. If the rodent dies in an unreachable area of your attic or wall, they cannot be removed.
Ketchall Mouse TrapFor mice trapping indoors, a good trap is the Ketchall Mouse Trap. This trap is a repeating mouse trap that catches up to 15 mice in 1 setting. Upon entering the side of the Ketchall, the rodent steps on a trigger that causes a large door to revolve around and toss the mouse into the
side chamber where the air holes are located. The mouse or mice depending on how many you catch can then be let go or disposed of. This type of mouse trap is recommended by PETA because it is a live trap. The Kechall trap is better for use around children and pets and should capture mice, field mice and smaller field rats and immature rats. The Ketchall will not catch large roof rats or Norway Rats.
Glue BoardsGlue Boards can also be used indoors to capture mice and rats. A glue board is a plastic pan of glue about 1/4” thick. When the rodent steps onto the glue trap it becomes lodged in the glue base unable to get away. Care should be taken to remove rats or mice that may still be alive but trapped on a glue board. Glue boards are inexpensive but have to be
replaced with each catch. Glue boards are not recommended by PETA as it is thought glue board cause a cruel death to the rodent. What happens is that the rodent tries desperately to get loose from the glue board and as a result becomes covered in glue, usually suffocating. An opinion on glue boards is that they are a tool to control rodents and should be viewed as such. They are effective and are recommended over rodenticides indoors.

When handling rodents, the following precautions should be followed to minimize disease transmission:
• Ventilate the affected area the night before clean-up by opening doors and windows.
• Use rubber gloves.
• Apply household disinfectants at maximum recommended concentrations to dead rodents, rodent droppings, nest and surrounding area, and allow for at least 15 minutes contact time before removal.
• Clean the affected area with paper towels or a mop. DO NOT SWEEP OR VACUUM. Double bag the disinfectant-soaked rodent and clean-up materials securely in plastic bats and seal.
• Before removing gloves, wash in disinfectant, then soap and water. Thoroughly wash hands with soap and water and dispose of gloves and clean-up materials with other household waste.

Areas which are under budget for the year are include security because of rebates from the prior year and irrigation water because of a rainy spring and the installation of moisture sensors (WaterLogic).
RESERVE BUDGET:Many improvements and repairs have been made from Reserve Budget. Notable expenditures include the installation of Security Cameras at the entrances, new pool furniture at REC I, the replacement of the Gazebo in Highland Park, the replacement of worn out fountains, and the placement of over 100 brick wall panels.
2017 BUDGET:The 2017 Budget was presented. The budget calls for an increase of $20 (2.5%) in the Assessments. This takes into account annual increases in vendor contracts plus the continuing need to increase repair and replacement items because of aging infrastructure. The budget also takes into account the increase in the number of lifeguards at REC 3 expected in the summer of 2017. The budget continues the goal of limiting increases to inflation + 1%.
All reports from Sugar Land continue to be that Greatwood will be annexed by 2018. This will free up funds (at least $300k in street lighting alone) for improved maintenance and take pressure off the need for Assessment increases in the near future.
The Association has $947,000.00 in its permanent reserve fund which is in excess of the amount called for the in most recent reserve study.
COMMUNITY PROJECTSAs of the date of this meeting there are no final contracts that have been executed.
Some of the contractors that have been contacted felt that the work on the 3 acres / Pool site were too small to be “separate” and as such we have, at the advice of the consultant, DeForest, to combine these projects.
We have again requested bids from a wider group of contractors – this is specifically with regards to the enhancements to the pool at Rec 3, the related parking areas and the building containing the restrooms and the gazebo area.
These bids are to be in no later than Monday, October 17 2016. A guiding principle has been that the overall project needs to be at or below budget.
A stipulation for all the work is that the pools must be open for normal pool seasons – this is part of the contract being presented to the contractors.
The plans for the new community center at Rec. 1 are 90% complete and building will not interfere with the pool opening in the Spring.
CAMERASOur Security Cameras will be fully operational soon. The entrance video surveillance system is installed and operating. There are still some connectivity issues directly related to AT&T but this does not affect the operation of the cameras.
How They Work:There are cameras on each pole. The objective is to capture a wide view from one of the High Def cameras while the other camera, a true License Plate Reader (LPR) focuses on capturing the license plates (front and back of vehicle) of all vehicles entering and leaving our neighborhood.
1. One gives a high definition and general view of the vehicle
2. Second camera is a license plate reader.
3. They are set to retain film for 30 days per the adopted policy which closely follows the City of Sugar Land’s adopted policies regarding video surveillance retention
4. Main office will have password protected accessa. Data will be available only to law enforcement personnel for an authorized investigation
5. Our goal is to be able to connect to Sugar Land’s police department when we are annexed into the City.
6. There are incoming and outgoing cameras at all Greatwood entrances and exits.
7. Signs will be posted at all camera locations.

newly installed plant material, root zone acclimation due to
cooler temperatures, less frequent maintenance and added
curb appeal.
Tree SafeguardingThis is an excellent time to evaluate and maintain your
trees. Look for and remove dead branching, cross branching,
double leaders and suckers. This will help in avoiding
structural damage during periods of heavy rain or wind.
Dead trees should always be removed to keep away from
property or people damage! Also remove any staking wire
that may be around the tree as it can become too tight and
kill the tree.
Christmas DecoratingIf this is something you plan to do in the outdoors this
month remember to check for insect or disease problems
that may still be hanging around while you are hanging
your decorations! Brown Patch in St. Augustine could still
be quite prevalent and in need of attention.
Tool TimeNow is the time to maintain that equipment; clean soil and
mud off of shovels, rakes and pruning tools and coat with
light application of lubricant so they are in good order for
the springtime season ahead. Motorized equipment would
appreciate an oil change, lube and sharpening and adds
longevity to your investment.
