Dear Dr. Kolb:
It is very nice to have your letter. My memory of
the meetings you refer to concerning the endorsement of the
National Institute of Mental Health was, I believe, in 1938.
You remember we had a conference on research that
was reported in the American Journal of Psychiatry at that time.
I planted the idea in Dr. Adolph Meyer's mind of proposing the
endorsement of the NIMH Bill at the end of a roundtable evening
session on research in Psychiatry that I Chaired that year at
the annual A.P.A, meeting. That same year I took the matter up
for endorsement at the meeting of the section of Neuropsychiatrists
at the A.M.A, That group did not approve it the first time. The
same year, in June, I believe, I took it up for approval at the
American Neurological Association, and it was approved by the
Association. My memory is that we finally had approval by the
A.M.A. group a year later, but I think it was almost at the same
time that the Bill was passed by Congress approving the development
of the NIMH.
You will remember that in one of its earlier forms the
idea was to develop a National NeuropsychiatricInstitute, and it
was only later that the Neurolégiéportionwas dropped inthe modified
version which, of course, resulted in a separate institution being
set up for Neurology about four years later.
I trust that this will be of help to you. If there are
any further questions please do not hesitate to pose them and I will
try to help.
T Yad yours, ,
o aCrd Wortis, M.D.

Dear Dad | made an error in my recent letter to you. The first reference
is American Journal of Psychiatry, Volume 97, rather than 94.
This reference deals with a report of your first committee meeting.
The second reference, American Journal of Psychiatry, Volume
98, deals with the report of the Committee on Research.
| am sure there is a reference in the Transactions of the Ameriaan
Neurological Association concerning their actions during 1941
or 1942. Unfortunately | do not have that but we canfind it here
in the library of the Neurological Institute if it is desired.
Rick managed to fall out of a tree and break his arm yesterday.
He will be tied up ina sling for about 2-3 weeks. Fortunately
the break was in the epiphysis and there was no displacement.
So it goes. .

Dear Dr. Kolb:
We are a newly organized Institute mde up of people who haveparticipated in research, training, and treatment in the field ofdrug addiction.
The initial purpose behind the formation of the Institute wasinformation dissemination concerning drug abuse. Plans were made topublish a JOurnal of Drug Addiction and a monograph series whichwould provide a vehicle for transmitting information dealing with allfacets of this problem. To our knowledge, there is no journal nowpublished that encompasses all the multi-faceted approaches to thisproblem.
After a series of meetings with the individuals who later becamethe Board of Trustees of the Institute, it was decided to broaden thescope of the Institute's interests. Research became a concomitantgoal with information dissemination,
At present, the Institute is in the process of: (1) compilingar sfor the ihitiadissues..of~the..j.ournad,....(2)...planning.the.re-search articles for the Institute; (3) conducting surveys of attitudesof professionals towards drug addicts; (4) conducting a curriculumsurvey in graduate schools in the United States and Canada to determinethe extent to which drug addiction is part of the course curriculum forphysicians, psychologists, social workers, lawyers, vocational rehabi-litation counselors, and nurses; (5) compiling a directory of organiza-tions directly involved in the rehabilitation of drug addicts, both
☁nationally and internationally; (6) making plans to provide our researchservices to groups and organizations which are involved in the treat-ment aspects of drug addiction, but do not have sufficient facilities /of thear own for research; (7) preparing a program which would enable

graduate☝ studénts in various disciplines to use our resources inpro-viding ideas for research in their respective fields; and (8) developingan international research advisory council through which workers in thefield of drug addiction throughout the world can exchange views withOne another by sharing individual knowledge and information.
It is our intention to foster truly interdisciplinary research aswell as to provide a publication vehicle, i. e., a Journal of Addiction, for articles of quality. Toward this end, considerable care has beentaken to set up a Research Advisory Panel of consultants representinga broad spectrum of behavioral science specialties.
We would be most pleased if we could recruit your services as aconsultant in the areas of community psychiatry, psychopathology andpsychotherapy. We, of course, fully appreciate the fact that you aredoubtless committed to a wide range of professional activities thatwould not allow you to give much time. It is estimated that in thecourse of a year, you might be contacted twice for your comments regard-ing a specific research activity. We would also be most interested inhaving you on the Editorial Board, if that is possible.
Yours very truly, ree
