Navratri is a major Hindu festivaldedicated to the worship of Goddess

Adi Shakti or Maa Durga. Navratri literallymeans nine nights. During these nine nightsand ten days, nine forms of Shakti areworshiped and the tenth day is commonlycelebrated as Vijayadashami or Dussehra.

Nine forms of Shakti that areworshipped during the Navratri are: Firstnight- Shailputri, Second- Bhramcharini,Third - Chandraghanta, Fourth -Kushmanda, Fifth - Skandmata, Sixth -Kaatyayani, Seventh-Kaalratri, Eighth - Mahagauri and Ninth Navratri - Siddhiratri areworshipped. Tenth day is commonly celebrated as Vijayadashami.

Navratri is a very important festival in all parts of the country. In the western Statesof Karnataka, Maharashtra and Gujarat it is the principal festival of the year and duringwhich the traditional dance of Gujarat Garba is widely performed.

This festival is celebrated with great zeal in North Indian States like Uttar Pradesh,Bihar, Himachal, Uttarakhand, Rajasthan, Punjab, Haryana, Delhi and performances of theRamlila are the major attractions in these states. The Dussehra of Kullu in HimachalPradesh is particularly famous in the North India.

The large procession of Goddess Chamundeshwari on a golden throne mounted onseveral well decorated elephants in Mysore, Karnataka is the main attraction of theNavratri festival in South India.

In Eastern part of India particularly in Jharkhand, Assam, West Bengal and OdishaHindus believe that it is lucky to start a new venture, project during Navratri or onDussehra. So people and particularly the business community celebrate it as the New Year.In major Shakti Peethas like kali in Kolkata, Tara Tarini in Odisha, Kamakshya in Assam,Bimala in Odisha and in other major Peethas the Navratri is celebrated for 16 days.Everywhere, the Sharad Navaratri culminates in the day of Vijayadashami or Dussehra.

.BJP National Council meeting held in Kozhikode, Kerala has reinforced the resolve

of BJP activists to realize the ideas and ideals which has inspired them all alongthe party’s journey. The occasion was significant as it marked the beginning of

the birth centenary celebrations of the propounder of the philosophy of IntegralHumanism Pt. Deendayal Upadhyaya. It was in Calicut (now Kozhikode) thatDeendayal ji was elected the president of Bharatiya Janasangha in 1967. It was herethat he delivered his first presidential address which continues to inspire the activistsand leaders of BJP while pursuing the goals of national reconstruction. As rightly saidby Prime Minister Narendra Modi and BJP National President Amit Shah, Kozhikodein that sense is a place of pilgrimage for BJP karyakartas.

Pt. Deendayal Upadhyaya not only propounded the philosophy of IntegralHumanism, he also showed how to practice it in real life and politics. His simple lifestyle, connect with the karyakartas, political and economic philosophy, commitmentfor ideals and ideology and belief in practicing what he preached made him a sage inpolitics. It was his leadership, towering intellect and organizational capabilities thatshaped Jansangh into an alternative to the Congress politics. While Indian policieswere fashioned under the Nehruvian ideas, Deendayal ji showed an alternative pathto the nation and soon was able to challenge the Congress hegemony. Within one andhalf decade of its formation Jansangh became second largest party in the Lok Sabhaafter Congress and became part of non-Congress governments formed in nine states in1967. It was a big blow to the Congress and a huge achievement for Jansangh. Theuntimely demise of Deendayal ji which still remains shrouded in the mystery cut shorthis journey but his ideals and principles continue to guide the party.

The National Council meeting held on 24-25 September 2016 will go into the historyas an occasion on which party rededicated itself to the goals of Integral Humanism andAntyodaya. The decision to observe the year long centenary celebrations as “GaribhKalyan Varsh” will strengthen the commitment of the party towards poor anddowntrodden of the country. While the NDA government at the centre under thecharismatic leadership of Narendra Modi is tirelessly working for the upliftment ofpoor, Dalits, STs, OBCs, women and youth, the coming year may saw many more suchefforts on wider scale which may intensify the national struggle against poverty andinjustice. The concept of ‘Sabka Saath, Sabka Vikas’ can be realized when the poor anddowntrodden of this country finds opportunities for progress and get support andincentives for their hard work.

The people of Kerala responded overwhelmingly to the call of National council andattended the rally in large numbers. If enthusiasm of people is any indication then itcan be said undoubtedly that BJP has emerged as a new hope for the people of Kerala.Prime Minister Narendra Modi chose the occasion to warn Pakistan and sent a sternmessage to the terrorists and their supporters. The chanting by a disciplined anddedicated gathering has created a new ambience of trust between the people and BJP.The entire success for this huge programme may be credited for the hard work anddedication of the Kerala BJP karyakartas. Let the message go loud and clear that “GaribKalyan Varsh” will see the dawn of Antyodaya in the country!

The BJP National president, Shri AmitShah ji on September 25 addressed theparty national council in the dream city

of Kozhikode, Kerala-an event that wasdedicated to the memory of Pt DeendayalUpadhyaya. Speaking on the occasion, heurged the partyworkers to observethis centennial yearof Upadhyaya ji'sbirth as the Year ofWelfare for thePoor.

The BJPPresident said thatthis Calicut sessionwas historic forevery party workerwho lived theideology and idealsthat theorganization stoodfor. He said thatthis land of LordParashurama was like a pilgrimage for allworkers, as this is where Pt DeendayalUpadhyaya had begun his journey as thepresident of Bharatiya Jana Sangh in 1967,transforming the political scenario of thecountry with his philosophy of uplift of thelast man. He said that the Jana Sangh that hadbegun with a mere 11 members was today aparty of over 11 crore members. He said thatthe journey from being a party in the oppositionto being the ruling party, that from the JanaSangh to the BJP and that from Calicut toKozhikode has seen the contributions andsacrifices of several sages and selfless workerswho worked with Dadhichi-like dedication

devoting every ounce of their sweat and blood,and every moment of their time to the party- and that is why the BJP is today at the heightof its glory. Shri Shah said that the BJP nowhad more than 325 MPs, more than 1,000 MLAsand governments in 13 States of the country

centennial year of Pt Deendayal Upadhyaya'sbirth as Year for Welfare of the Poor, ShriShah said. He said that every citizen of thecountry today looked up to Prime MinisterShri Narendra Modi ji with hope, and he hadshown how a government could work for thepoor and uplift of their lot. Shri Shah said thatnot even the opposition could point a finger atthe government and accuse it of corruption inthe last two-and-a-half yearsof its tenure. The BJP hasgiven to the country agovernment that iscorruption-free, transparentand decisive - led by ShriNarendra Modi ji, he said.He said that the PrimeMinister had made it clearin his very first speech inParliament that this wouldbe a government for thepoor, Dalits, backwardclasses and the marginalisedsections of society. He saidthat this government had, inits tenure so far, worked forthe welfare of the poor,making the benefit of everyscheme reach the last man inqueue. He said that the BJPgovernment initiatedprogrammes like Start-UpIndia, Stand Up India, Skill India and Mudrato end unemployment and make the youthself-sufficient. He said that more than 3 crore84 lakh youth have so far benefited from theMudra scheme. He said that different insuranceschemes were covering the poorest of the poorwith social security net. He said that thegovernment was turning the farmersprosperous through schemes like the PrimeMinister Crop Insurance Scheme, IrrigationScheme, Soil Health Card, neem-coated urea,easing of norms for compensation for croploss and increase in the amount ofcompensation, E-Mandi, etc. He said that the

Modi government had given as muchimportance to the development of villages asit had to the development of cities. He saidthat every village is now connected with well-constructed roads; all villages are beingelectrified and supplied with clean drinkingwater. Citing the example of the UjjwalaScheme, Shri Shah said that the government,through its Pahal programme, has not onlygiven free LPG connections to poor households- transferring the cylinders from roughly 1

crore -off citizens whoresponded positively to the"Give It Up" campaign - butalso saved Rs 14,900 crorefor the exchequer, which wasearlier being siphoned off bythe corrupt. With the moneythat was saved from thesubsidy hitherto going toricher citizens, thegovernment providedfurther gas connections tothe poor instead ofdepositing the amount in thetreasury, Shri Shah said.Overall, thus, more that 5crore poor households havebenefited from the scheme.

Shri Shah said that, onan average, the Modigovernment initiated ascheme for development orwelfare every 15 days. The

BJP has laid emphasis on the politics ofperformance and its State governments havecome to power time and again because oftheir performance, he said. He said that Indiawas today scripting a new story ofdevelopment on the canvas of the world.Today, he said, India was the fastest growingeconomy in the world.

Shri Shah said that all BJP and alliedgovernments were working well in the States.Talking of its government in Assam, he saidthat it was doing the promised work ofidentifying and deporting infiltrators. He saidwhen Assam celebrated the Independence Day

for three days and when its Chief Ministerhimself kept a vigil along the borders, it felthim with a sense of pride.

He said that the BJP has undertaken quitea few projects for the expansion of the party,organization and spread of its ideology. Hethanked the party workers for participating inthe Tiranga Yatra to honour the brave martyrsby reliving their memories across the country,which filled the people with nationalisticfervour.

Jammu & Kashmir is an integral part ofIndia and no one can separate it from India.We are ready to talk to anybody for peace,provided that entity believes in the Indian

Constitution, Shri Shah said. He added thatthere would be no talks with people who donot honour sanctity of the Constitution.

Mentioning the incident of Uri where 18of our brave soldiers laid down their lives,Shri Shah said that the BJP strongly condemnedthe cowardly attack sponsored by Pakistan.The party and all its workers stood in solidaritywith the families of our soldiers and bravemartyrs in this hour of grief, Shri Shah said,adding that the BJP had had a policy of "zerotolerance" towards terrorism right from itsinception. "We will fight terrorism on all frontsdecisively - there should be no doubt aboutthat. Uri is not a consequence; it is aninterregnum. Our war against terrorism is on,and we will emerge victorious in the war,"Shri Shah said.

He said that in past year or so, the securityforces have foiled as many as 17 attempts byterrorists to destabilise the country. The BJP

president issued a separate statement on theUri attack subsequently.

Shri Shah said that the BJP was committedto the development of the Northeast. He saidthat the BJP, through the instrument of NEDA,has formed a separate council for thedevelopmet of States in the region. He saidthat the BJP would certainly form thegovernment in Manipur following the nextelection in the State.

The BJP president said that the situationin Uttar Pradesh was worrisome. He said thatthe land of nobody in the State was safe; theprovince was reeling under corruption; womenwere being harassed and oppressed. However,

he said, the credit for a pro-poorgovernment at the Centreundoubtedly went to the peopleof Uttar Pradesh.

Talking of the impendingelections in five States, the BJPpresident said that the party wasready to form governments inUttarakhand and Punjab alongwith Uttar Pradesh and Manipur.

Stressing that the year 2017 wasan important year for the BJP, Shri

Shah said that this was the centennial year ofbirths of Pt Deendayal Upadhyaya, BalasahebDeoras and Nanaji Deshmukh. He said thatthe country would also commemorate GuruGobind Singh this year. He said that on thisday of 25 September, every BJP worker mustvow to work for the welfare of the poor,development of the country and security ofthe nation. He said he believed that if morethan 11 crore BJP members pledged themselvesto the nation, India would certainly re-establishitself as the guide of the world. "We mustensure in the centennial year of Pt DeendayalUpadhyaya's birth that every poor citizen ofthe country enjoys an equal right to improvehis lot and nobody starves in the country -this will be a true tribute to DeendayalUpadhyaya ji," Shri Shah said, adding that ifthere was one party in the country that couldset its agenda, it was the BJP and that was animmense responsibility on its workers.

The Prime Minister,speaking in a state ruled bythe Communist Party of India(Marxist), said thatdevelopment could not onlysolve most of the problemsand challenges facing thecountry but also eradicateclass differences in society. Aspart of the Gandhi Jayanticelebrations next week, Modi

said that India will ratify thedecisions reached at the Parisclimate accord in Decemberas part of the United NationsConference of Parties 21.

“No better way tocelebrate the birthday ofGandhi, who lived a life ofminimum carbon footprint,”said Modi.

He also urged partyworkers and other Indians toinitiate a discussion onelectoral reforms—an idea, hesaid, whose time has come.Without naming any party,Modi said politicians have letdown the young people in thecountry. The quality of thepolitical discourse in thecountry had also gone down,

he said “Because of somepeople, political institutionsstand corrupted. It is a bigdanger for politics. But all isnot lost, there is still hope,”

Going ahead, he said, theBJP will practise an alternativepolitics in the country toreflect the need of the hour.“Ours is a country full ofyoung people, it should haveyouthful dreams and youthfulpace.” Before ending hisspeech, Modi also touched on

the topic of political murderswhich is a big issue inKerala.The north Kerala belt,to which Kozhikode belongs,is considered to be the regionwhere the party’s fight withthe communists is thebloodiest. “I met someonewhile having lunch today. Hewas brutally attacked and wasstruggling between life anddeath for three months. Why?Just because we have adifferent ideology? This is notacceptable in ademocracy,”Shri Modi said.The prime minister added thattolerating violence sometimesis no less than promoting it.

He also called upon thekaryakartas to highlight the

kind of violence beingperpetrated on the BJPactivists in Kerala by thepolitical opponents. On theoccasion a book “Aahuti” onthe issue of violence listingall those martyred bycommunists in Kerala waslaunched by the PrimeMinister. He appealed to allthe delegates to take thecontent of the booklet to thepeople so that an awarenessis created in the country aboutthe kind of violence practicedby communists in Kerala.

“The BJP’s originalcharacter is based on theprinciple of the welfare ofpeople. We have nevercompromised on our ideals,”he said. “No one isuntouchable in society,” hesaid, reminding leaders thatthere has been a lot ofmisunderstanding about theparty and its approach. “Wehave to work for thedevelopment and progress ofall communities.” The PrimeMinister also pitched forelectoral reforms. He saidthere is a need for a discussionto bring in change in theelection procedures.

He told BJP leaders thatthe party has to make extraefforts to take alongeveryone, especially the poorand the downtrodden, all thepeople to its fold.“Deendayalji used to say thatif equality has to be achieved,people at the higher level haveto bend down and supportthose who have beenexploited and neglected,” hesaid.

“The BJP’s original character is based on the principle of thewelfare of people. Terrorism is a big challengeto democracies and the civilisedworld. It is the biggest violator ofhuman rights. If terrorismbecomes the instrument of statepolicy then it needs to bedescribed as no less than a warcrime.

Pakistan is today openlysupporting and sponsoringterrorism as a state policy. Indiahas been a long time victim ofthis policy of Pakistan. In the lastdecade and half we have enduredseveral major and minor terroristattacks, the latest beingUri. Eventhe militant separatist movementin J&K is also a creation ofPakistan only.

The speech of Nawaz Sherif,Prime Minister of Pakistan at theUNO is a testimony to the factthat Pakistan is openlyadvocating terrorism in the

world. The unqualified supportvoiced by PM of Pakistan in hisUN speech to the UN-proscribedterrorist outfit HizbulMujahideen (HM) by openlyinvoking the names of theterrorists of that organisation anddescribing them as ‘peace-lovingyoungmen’has shocked the entireworld.

Pakistan spends billions ofdollars from its budgettofunding, equipping and trainingterrorists on its soil and exportingthem into many countries in theworld. Thus Pakistan, over theyears, has emerged as the globalterror hub.

The BJP appreciates thestrong resentment and anger ofthe entire nation against theperpetrators of the Uri terroristattack.

This anger was not just anoutburst of the sentiments of thepeople; it is a result of the pentup frustration at the repeatedcowardly misadventures of ourneighbour.

Uri attack isaresult of their frustration only. Itis a long drawn battle thrust onus by our neighbour.

Uri is only a temporarysetback, the final victory will beours. The Prime Minister haspromised that the perpetratorsshall not go unpunished.

The BJP supportsthediplomatic offensive launched bycentral government againstPakistan after the Uriincident.Through these effortsthe government has succeeded inexposing the true face ofPakistan’s policy of promotingterrorism before the world andisolating Pakistan globally.

This battle may be aprotracted one; but we shall fightit to the finish. We are confidentthat our Army will have the finalvictory.

Without it swarajya has nomeaning and independence cannot be thevehicle of our development and well being.As long aswe do not discover the reality ofour own self, we can neitherrealise our fullpotential nor can wedevelop it fully.Slavery subjugates the“self” of a society,which is why everynation wishes to beindependent so thatworking according totheir own nature,talent and Dharmathey can attainfulfillment. Nature isall potent. Workingagainst it or ignoringit leads to problems.By elevating naturewe can transform itinto“culture” but wecannot ignore it. an all encompassing principle. It includes manysects and encompasses different modes ofworship. Worship can be one aspect of anindividual dharma but dharma is concernedwith all aspects of life. much of it should be utilized. Dharma helps inexercising control over individual’sarbitrariness and willfulness. Dharma is whatis beneficial for all.Culture -- The soul of India

Moulding nature to attain the aim is cultureand turning itagainst it is distortion. Culturenever ignores nature. It also does not hinderit. Rather it promotes those elements that makeit more beneficial and benevolent. Panditjifirmly believed that if we want to appreciatethe soul of India, we have to lookat it from thecultural viewpoint and not from the politicalor economic angle. India can manifest itselfnot through its politics but through its culturealone. What we can preach to the world isonly our culture of tolerance and our emphasison duty-centric life.

The distinguishing feature of India’s cultureis that it looks at life in its totality. Its visionis integral. Analyzing by parts may be rightfor a specialist but it is not good from thepractical point of view. One can neither affordto get away from any parts of the body —mind, intellect and soul, all being integral norlike a specialist concentrating on one aspectonly. It cannot be made basis of man’shappiness. It has to be taken care of that in ouranxiety to satisfy onehunger we do not giverise to another. Balanced integration of all thefour parts alone can create a complete person.Synthesise past with present andfuture

Being a nationalist, Panditji was moreconcerned with problems relating to thereconstruction of our nation. He studied thedifferent ideologies prevalent in the westerncountries and ancient India. His mind waslinked to the past,was active in the presentand thought about the future. He wanted tostrike a balance between traditional Indianvalues concerning life and modern scientificand technological developments.

He wanted to cater to the needs of themodern times on the basis of the sanataniprinciples. He was clear in his mind that manyold institutions will change to give birth tonew ones. Because of this, those people who

have a vested interest in old institutionswillreceive a shock.

Some people, who by nature are dogmaticand averse to change, will also feel hurt bythese reformsand new creations. But diseasecannot be cured withoutmedicine and strengthcannot be gained without the strain ofexercise.Therefore, he advised that we should give upour attachment to the status quo and go in forchange and rebuilding.

We should not lack in our reverence topast or neglect it. There is no need to cling tothe old. Panditji did not consider politicalparties as merely an assemby of power hungrypeople, but an institution with aspecialobjective to serve whose sole objective is notjust to seize power. Every worker, high orlow, of such a party should owe allegiance tothat objective. Discipline holds the sameposition for a party what dharma has for thesociety. Discipline is health of the organisationDiscipline is important not only for the healthof the party; it is equally important from thepoint of view of its effect onthe conduct ofthe people in the normal course. Parties thatharbour the desire to be the guardian of lawand order should themselves be the first toset an example in this direction. If politicalparties cannot govern them selves, how canthey hope to generate the desire for self-governance among thepeople?

The guarantee and security of personalfreedom is necessary for the society. For theindividual the voluntary respect for the wishesof one and all in the society is desirable. Themore the feeling of tolerance the less will bethe uncontrollable powers of the state. Thus itis necessary for political parties to lay down acode of conduct for their members and toenforce it strictly. For Pandit Deendayaljiproperty and power was not somethingeternal.

These are all relative to the welfareofsociety. Actually powers are granted to aperson so that hecan exercise those in thedischarge of his social obligations. A soldier isgiven arms so that he can protect the society.

The BJP president said thatthe Parliament House wasadorned with portraits ofseveral great leaders of thecountry, but the Congress, SPand BSP had not permitted theinstallation of a portrait ofBharat Ratna BhimraoAmbedkar inside the House. Itwas the Atal Bihari Vajpayeegovernment that ensured thatan oil painting of Babasahebadorned the interiors ofParliament, Shri Shah said. Hesaid that the conferring ofBharat Ratna on Babasaheb wasalso done by that BJPgovernment. Further, he said,the Modi government issuedstamps and coins incommemoration of Babasahebon his 125th birth anniversary.

He saidthat the government isworking for the farmersthrough schemes of cropinsurance, soil card,irrigation, enhancement of theminimum support price anda pledge to double theirincome by 2022.

Appealing to the peopleof Uttar Pradesh, Shri Shahsaid that there was noalternative to the BJP if UttarPradesh wanted all-round andinclusive development 'SabkaSaath, Sabka Vikas'. Let me now turn to a subject of the mostcritical importance, one which deeply concernsevery member of this Assembly. This monthwe marked the 15th Anniversary of the 9/11terror attacks on this city. Tragically, less than15 days ago, another attempt at killinginnocents was made through an act of terrorin this same city. We,who have suffered inUri recently, understand the pain inflicted bythe same forces. The world has been battlingthis scourge for long. However, despite theblood and tears of innocent victims, attacksthis year alone in Kabul and Dhaka, Istanbuland Mogadishu, Brussels and Bangkok, Paris,Pathankot and Uri as well as daily barbarictragedies in Syria and Iraq, remind us thatthese malevolent forces are yet to be defeated.

We must acknowledge that terrorism isundoubtedly the biggest violation of humanrights. It targets the innocent and killsindiscriminately. Terrorism has gone waybeyond affecting individuals or nations - it isa crime against humanity itself. But it isimportant to ask - who is behind this and who

benefits from it?Terrorists do not own banksor weapons factories, so let us ask the realquestion: who finances these terrorists, whoarms them and provides sanctuaries? We heardsimilar questions being asked by Afghanistanfrom this podium.Mr. President,

History proves that those who seedextremist ideologies, reap a bitter harvest.The germ of evil has grown into a hydra-headed monster, backed by technologicalsophistication that threatens the peace andharmony of our world. We will not be able towin against terrorism by making speciousdistinctions between your problems and mine,between terrorists who attack you and thosewho attack me. For we do not know who thisFrankenstein’s monster will devour next.

Therefore if we want to defeat terrorism,there is only one way - that we unite acrossour differences, add steel to our resolve andinject urgency in our response. We need toforget our prejudices and join hands togetherto script an effective strategy against terror.This is not an impossible task provided wehave the will. We can do it, we must do it.Otherwise our future generations will foreverhold us to account. And if any nation refusesto join this global strategy, then we mustisolate it.

In our midst, there are nations that stillspeak the language of terrorism, that nurtureit, peddle it, and export it. To shelter terroristshas become their calling card. We must identifythese nations and hold them to account. Thesenations, in which UN declared terrorists roamfreely, lead processions and deliver theirpoisonous sermons of hate with impunity, areas culpable as the very terrorists they harbour.Such countries should have no place in thecomity of nations.Mr. President,

The Prime Minister of Pakistan also saidthat India has placed pre-conditions for talkswhich are not acceptable to him. What pre-conditions? Did we impose any pre-conditionbefore extending an invitation for the oath-taking ceremony of our Government? Did weimpose any pre-condition when I went toIslamabad for the Heart of Asia conferenceand agreed to begin the ComprehensiveBilateral Dialogue? Did we impose any pre-condition when Prime Minister Modi travelledfrom Kabul to Lahore? What pre-conditions?We took the initiative to resolve issues not onthe basis of conditions, but on the basis offriendship! We have in fact attempted aparadigm of friendship in the last two yearswhich is without precedent. We conveyedEid greetings to the Prime Minister of Pakistan,wished success to his cricket team, extendedgood wishes for his health and well being.Did all this come with pre-conditionsattached?

And what did we get in return? Pathankot,Bahadur Ali, and Uri. Bahadur Ali is a terroristin our custody, whose confession is a livingproof of Pakistan’s complicity in cross-borderterror. But when confronted with suchevidence, Pakistan remains in denial. It persistsin the belief that such attacks will enable it toobtain the territory it covets. My firm adviceto Pakistan is: abandon this dream. Let me

state unequivocally that Jammu and Kashmiris an integral part of India and will alwaysremain so.Mr. President,

As I said at the very beginning, we will bejudged by our action and equally by ourinaction. What goals have we achieved andwhat objectives remain unfulfilled? I wouldlike to highlight two such pending tasks ofthis Assembly.

The CCIT was proposed by India in 1996.In 2016, despite the passage of two decades,we are yet to come to a conclusion. As aresult, we are unable to develop a norm underwhich terrorists shallbe prosecuted orextradited. Therefore it is my appeal that thisGeneral Assembly acts with fresh resolve andurgency to adopt this critical Convention.

Just as we need a more contemporaryapproach to combating terrorism, we also needa less outdated Security Council that continuesto reflect the world order of an earlier era.The vast majority of nations share the beliefthat the UN should not remain frozen in 1945,just to serve the interests of a few.Mr. President,

If both these long pending issues areaddressed during your Presidency, the successof this Session will be ensured.

The 21st century has begun in the shadowof turmoil, but we can turn this into a goldenage in the history of civilization through unitedand concerted efforts. But what happenstomorrow will depend on what we do today.

If the society disintegrates, theempire straggles, gets dividedinto the highs and the lows, the

touchables and the untouchables,then brothers and Sisters, thatsociety cannot sustain. There aresocial evils, centuries old socialevils, but if the social evils havebecome chronic, they need a bitharsh and yet sensitivetreatment. Thelackadaisical attitudewill not solve the socialproblems and this is theresponsibility of 125crore citizens. Thegovernment and thesociety together willhave to steer throughthe social conflicts.Brothers and Sisters, allof us will have to fightagainst the social evils.We all will have to riseabove social evils inour own behavior. Each and everycitizen will have to rise above themand then only we can build a strongIndia. Without empowering oursociety, we cannot make Indiastrong. Mere economic progressdoes not guarantee a strong India,the guarantee of a strong India liesin a strong society. And a strongsociety is built at the edifice ofsocial justice. A strong society isbuilt only on the edifice of socialjustice. Therefore, it is our duty tolay emphasis on social justice.Whether they be Dalits, thedowntrodden, the exploited, the

deprived, my Adivasi brothers, therural population, the urbanpopulation, the literate or theilliterate, the small or the big- the125 crore of our fellow countrymenconstitute our family. We togetherhave to take forward our countryand we all have to work in the samedirection.

Brothers and Sisters, today theentire world acknowledges the factthat India is a country of youths.What cannot be achieved by acountry through its youth powerwhose 65 percent population, about800 Million people, is below the ageof 35 years? Therefore, my brothersand Sisters, it is the need of thehour that the youth get opportunityand employment. Today we areheading towards the birth centenaryof Pandit Deen Dayal Upadhyaya.Pandit Deen Dayal Upadhyayaspoke of welfare of the last humanbeing which was even the view of

Mahatma Gandhi. Pandit DeenDayal Upadhyaya believed in thephilosophy of ‘Antyodaya’.Welfare of the poorest and theweakest was the central theme ofthe political philosophy of Pt.Deendayal Upadhyayji. He used tosay that every youth should geteducation, every youth should be

skilled and every youthshould get theopportunity to realise hisdreams. We have takenmany initiatives to realisethose dreams of Pt.Deendayalji and to fulfilthe hopes and aspirationsof 800 million youths ofthe country. The way theroad network in thecountry is expanding, thelargest number of vehiclesare being manufactured inthe country, the countryis becoming the largest

exporter of softwares, more than 50new mobile factories have been setup in the country, all these thingshave created opportunities for theyouths. If two crore door toiletshave been constructed, it hasprovided employment to someone,cement has been procured fromsomewhere, iron has beenpurchased from some other person,and the wooden work has been gotdone from somewhere else. As thescope of work expands, thepossibilities of employmentgeneration also increase. Today, wehave stressed in that direction.

Similarly, we are working on ‘skill development’ asa mission so that crores of youth could acquire skills.We have changed a law, though it seems very small,and this law is ‘Model Shop and Establishment Act’.We have sent an advisory to states to give reasonswhy the big malls are allowed to open 365 days andupto 12 in the night but a small shopkeeper in thevillage has to shut his shop after sunset. Even a poorshould get the opportunity to keep his shop open for365 days. Why should our Sisters not get theopportunity to work in night? We have made legalprovisions so that our Sisters could go to work in nightalso. There should be arrangements for their safetyand other requirements but they must get theopportunity to work. These are the things whichincrease employment. Brothers and Sisters, we areworking in that direction and we are ready to do it.

Brothers and Sisters, this is the government, weare the persons who don’t believe in delaying thethings, we know how to fight not how to delay, sounless we deal with the problems head-on, it is notgoing to happen. Today when we are celebrating ourfreedom in the country, someone among the armyjawans, who live and die for the country, would beready for taking the bullets on the border, someone willbe sitting in bunker and some other one would not befortunate enough to meet his sister on the occasion ofRaksha Bandhan. How many jawans are working inarmed forces? More than 33000 police personnel havegot martyrdom since we got our independence. Whyshould we forget them and how can we? These are thepeople due to whom we can live a life of peace andhappiness. The issue of “One Rank One Pension” waspending for many years. We do not keep the issuespending but we face them. We have fulfilled our promiseof “One Rank One Pension” and have spread happinessin the home of every Indian soldier. We did this work.

It was the feeling of our countrymen that the filespertaining to Netaji Subhash Babu should bedeclassified. Today, I bow my head and say thatwithout caring for the result we have decided todeclassify these files; a task which was impossible andkept pending since long. We invited Netaji’s familymembers and shown them the files and this process ofdeclassifying will continue. I requested the othercountries of the world to declassify the files held bythem and hand them over to India because Indianshave full right to know about Subhash Babu and historyof India. We have worked in that direction.

Bangladesh — When partition of India took place,

a boundary dispute existed since then. A boundarydispute prevailed since the formation of Bangladesh.Many decades passed. Brothers and Sisters, all partieshave together solved the Indo-Bangladesh borderdispute and we have amended the constitution also.

Brothers and Sisters, a middle class person wantsto construct his own house, wants to buy a flat. Builderslobby shows him a beautifully printed booklet and thehelpless soul falls prey to it. He is not having anytechnical knowledge, he pays the installments but heis not getting the promised house in time. A middleclass makes one house in his whole life and in it heinvests all his capital. Brothers and Sisters, we haveput a check by passing the “Real Estate Bill”, so thata middle class should not face any problem if he wishesto own a house. We have worked for this.

Brothers and Sisters, I have already said that thisyear is the 150th anniversary of Shrimad Rajchandra Ji,the guru of Mahatma Gandhi. When Gandhiji wasstaying at South Africa, then also he was havingcorrespondence with Shrimad Rajchandra Ji. In one ofhis letter Shrimad Rajchandra Ji discussed violenceand non-violence. In that letter Rajchandra Ji writes,when violence came in to existence from same time theprinciple of non-violence also born. The important thingin both is that which we prefer or which is being usedin the interest of mankind.

Brothers and Sisters, the discussion of violenceand non-violence is very inherent in our country.Humanity is in our blood. We are the people of a great,colossal culture. This country is full of diversity, coloursand beauty. This is such a bouquet of mother Indiawherein all type of fragrances, all type of colours andall type of dreams exist. Brothers and Sisters, the unityof diversity is our biggest strength. The mantra ofunity is connected to our roots.

Brothers and Sisters, a country having more thanhundred languages, hundreds of dialects, innumerableattires, innumerable life styles, despite that this countryremained united- its main reason is our cultural heritage.We know how to respect, we know hospitality, weknow how to assimilate, we have carried this greattradition and that is why there is no room for violenceand atrocity in our country. If the democracy of Indiais to be strengthened, the dreams of India are to befulfilled then the path of violence would never bringsuccess for us. Nowadays a game of killing theinnocents is being played on the pretext of Maoism inforests, on the pretext of extremism at border, on thepretext of terrorism at hilly areas by carrying guns on

shoulders. Forty years have passed, this mother soilhas grown blood stained but the persons on the pathof terrorism have not achieved anything. I would liketo remind those youth that this country will nevertolerate violence nor would it ever put up with terrorism.Nor would it bow down to terrorism. It will neversuccumb to Maoism. But I exhort them and say thatyou still have time-return to the mainstream. Just thinkabout your parents’ dream; just reflect on the hopesand expectations of your parents; return back to themainstream; live a happy and peaceful life, for, the pathof violence never fetches benefit to anybody.

Brothers and sister, we talk about foreign policy.I don’t want to go into details. We had invited theleaders of SAARC Countries on the day we took oathat the Centre. Our message was clear that we all,neighbouring countries, have a common problem, andthat common challenge is poverty. Let us fight thispoverty together, by fighting one-another, we are leftshattered but if we fight this poverty, we will walktowards prosperity. So, I exhort all neighbouringcountries to join us in this fight against poverty. Nofreedom can be much bigger than the freedom of ourcitizens from poverty; freedom of our country’s citizenfrom poverty. No liberation is more liberating than thefreedom from poverty. Whenever a citizen from theneighbouring countries would get freedom frompoverty, we will feel elated regardless of the factwhether the poor belongs to us or our neighbouringcountry.

Brothers and Sisters, what kind of people are thosewho got drive from humanity and, what is the kind ofthose who reward terrorism? I want to place twopictures before this world, and I say to the world, I sayto those who believe in humanity that just weigh outthe attack, when terrorists brutally killed innocentchildren in a school at Peshawar. The attack take placein Peshawar, and was a terrorist incident. The innocentchildren became victim of the bloodbath; the temple oflearning had blood stream all around; innocent childrenwere slaughtered. Hindustan, the Parliament had tearsin it’s eyes; Every Indian school was in tears; everychild of India felt the trauma of the deaths of childrenin Peshawar. His tears had become unstoppable. Everychild, who was killed in Peshawar in the terrorist attack,ached our heart too. This is the drive of our nurturedculture of humanity; this is our humanity, but if youlook around, you will find a more to glorify terrorists.

Where innocent people are killed in terrorist attack,and they celebrate, what type of terrorism inspired life

it is, what type of these creations of the terrorisminspired governments are? The world will understandthese two differences properly, this is sufficient for me.Today I want to specially honour and thank to somepeople from the ramparts of Red Fort. For the past fewdays the people of Baluchistan, the people of Gilgit,the people of Pakistan occupied Kashmir, the way theircitizens have heartily thanked me, the way they haveacknowledged me, the goodwill they have showntowards me, the people settled far across, the landwhich I have not seen, the people I have not met ever,but people settled at far across acknowledge the PrimeMinister of India, they honour him, so it is an honourof my 125 crores countrymen, it is respect of my 125crores countrymen and that is why owing to the feelingof this honour, I want to heartily thank the people ofBaluchistan, the people of Gilgit, the people of Pakistanoccupied Kashmir for having an expression ofthankfulness.

Brothers and Sisters, today when we are celebratingthe seventy years of Independence, then there is a bigcontribution of freedom soldiers for the country. Whenthere is a contribution of these freedom soldiers, thenthe Government is deciding to increase 20 percent inthe honouring amount being received, pension beingreceived by the all these honourable freedom soldiersfamily members. The freedom fighters who earlier usedto get 25000 rupees, will now get 30000 rupees. It is mysmall effort to pay my respects to the sacrifice andoblation of our freedom fighters.

Brothers and Sisters, when we talk about thehistory of freedom struggle of our country, somepersons are talked about a lot, some are excessivelymentioned but the contribution made by the peopleliving in jungles, the tribals, in the freedom strugglewas unmatched. They used to live in jungles. We hearthe name of Birsa Munda but perhaps there would beno tribal dominated district where the tribals would nothave fought and given sacrifice since 1857 to the timewe got freedom. They proved through their sacrificewhat is freedom, what is struggle against servitude.But our forthcoming generations are not much awareof this history. The government desires and plans thatin the coming days, in the states where these freedomfighters, who were tribals, who lived in jungles, foughtagainst Britishers, who were not ready to succumb.The Government would work towards buildingpermanent museums in various states dedicated totribal brave freedom fighters, wherever land would beavailable for the purpose, where their contributions

and memoirs would be displayed, so thatcoming generations could be able to knowabout their sacrifices for the country.

Brothers and Sisters, in the midst ofthe debate on inflation, we are realisingone fact that the entire economy of apoor household is affected if somebodyfalls ill. The wedding of their daughtersgets stalled, the education of childrengets stalled and sometimes even food isnot available in the evening. Healthcareis getting costlier and that is why, I amannouncing an important scheme fromthe ramparts of the Red Fort for thehealthcare of BPL families. Under thisscheme, in the coming days, if such poorfamilies have to take medical facilities,the government will bear expenditureupto Rs.1 lakh per year, so that my poorbrothers are not deprived of healthcarefacilities and their dreams are notshattered.

My dear Brothers and Sisters, let usproceed forward with a newdetermination, new energy, newenthusiasm by getting inspiration fromthose great persons who scarified theirlives for our freedom. We did not get anopportunity to die for the country but wehave the opportunity to live for thecountry. We should dedicate our life tothe nation. We should achieve somethingof substance for the nation. We shouldfulfill our responsibilities and also inspireothers to accomplish theirresponsibilities. We should stride forwardfor building of one society, one dream,one resolution, one direction and onedestination. With this very pious feeling,I once again bow my head before thegreat personalities of the country, thesoldiers who risk their lives for oursecurity on water, land and air fields andalso those 33 thousands martyrs whosacrificed their lives for us. So, I, hereby,dedicate myself to dream about the futureof the country and call on all of you fromthe rampart of the Red Fort to speak withyour full might : Bharat Mata Ki Jay! Letthe voice reach to every corner of theworld.

If he fails to perform his duties, he will cease his right tohavethese arms. In the same way, a person is given rightsoverproperty so that he can perform his duties properly.For this reason it is necessary to effect change in theinterpretation and limit of these powers from time totime. No property right can be indifferent to society.Decentralisation of power

Just as concentration of economic or political poweratone place is against democracy, in the same wayconcentration of political, economic and social power inthe hands of an individual or an institution is a stumblingblock in the path of democracy. Whenever power in onesphere gets centralized in an individual, that person directlyor indirectly tries to grab that power in his own hands inother spheres too.

Though the life of a human being is one and hisdifferent tendencies are complementary to each other, yetthe organisations that represent those tendencies shouldalways remain different. In the normal course. The differentunits of government should not transgress in economicfield ignoring their role in administration. Therefore,Panditji believed that alongside decentralization, divisionof powers should also be given a thought. Just as right tovote to every citizen is the essence of political democracy,similarly the right to work is the measure of economicdemocracy. This right to work does not flow from bondedlabour, just as the “right to vote” in communist countriesdoes not imply exercise of democratic right. Employmentshould, first, be to enable a person to earn aliving andsecondly, one should be free to choose one’s vocation.

It is necessary to ensure a just distribution of nationalincome through work and extend some form of socialsecurity among the people. Democracy has also beendefined as a State run through debate and dialogue. Thesedebates will be fruitful only whenwe listen carefully tothe other side and have a desire toaccept from it whateveris right. If we pay no heed to others’view point and go onstressing upon our own views alone, then such debateswill only be a futile exercise.

Indian culture believes that truth is not one dimensional.The same truth can be seen, tested and experienced throughdifferent angles. One who can evaluate the situation intotality by effecting harmony with diversity is the truephilosopher.

Pandit Deendayal Upadhyay was such a greatphilosopher and store house of knowledge.
