FLOOD PLA IN BU ILD ING CODE

In order to comply wi th the el igib i l i ty requirements for the National FloodInsurance Program , and to advance pub l ic safety, encourage the appropria te useof land , c onserve priva te property va lues , and preserve the genera l welfare of theTown , the Town of Antrim hereby adopts the follow ing ordinance under RSA

1 . The Bui ld ing Inspec tor sha l l review all bui lding permi t appl ica tions for newconstruc ti on or subs tantia l improvements to de termine whe ther proposed buildi ngs i teswill be reasonably safe from flooding. I f a proposed bu ilding s i te is in a locati on tha t ha s a flood hazard

,any proposed new construction or subs tantia l

improvement ( including prefabrica ted and mobi le homes ) must ( i) be designed( or modified ) and anchored to prevent flotation,

col lapse,or la teral movement of

the struc ture, ( i i ) use cons truc tion ma terials and u ti l i ty equipment tha t are resistant to flood damage

,and ( i i i ) use construc ti on methods and practices tha t will

minimize fl ood damage .

REPORT OF SEWAGE STUDY COMMITTEE

At the March 1974Town Mee ting, was appropria ted as the Town ’ s shareof the cos t to update the ex is ting sewer sys tem plans

,and to comple te the des ign of

a trea tment p lant . I t was a lso voted to au thor ize the appl ica tion to sta te andFederal agencies for lega lly ava ilable funds from this source .

Accordingly,our engineers were advised to prepare the necessary appl ica tion

forms,which were presented to the proper S ta te agency . However

,Federal pro

cedures had been a l tered in the interim ,and a new study plan was required. This

has been prepared and submitted,and as of January 7, 1975 , this commi ttee was

advised by the Director of Municipal Services of the N. H. Wa ter Supply and P01lution Control Commission, tha t this would probably be ac ted on by the FederalE . P. A. wi thin the nex t four to six months . The Director expec ted a favorablerea ction

,which would mean tha t the planni ng and desi gn of the projec t could be

completed in time for action at the 1976 Town Meeting .

Thus i t appears that the earl ies t possible da te for completion of this systemwould be duringIn the mea ntime

,the Town is sti ll under State order to aba te pol lu tion ; bu t a

reques t has been made to the S ta te to defer compl iance for another yea r toJanuary 1976 ; and on Janna ry 7, 1975 , we were advised tha t th is reques t wou ld begranted shortly .

The commi ttee ha s held severa l meetings to discuss pertinen t phases of theprogram

,such as the basis for apporti oning the capi ta l a nd opera ting costs of the

system ; the effec t on property eva lua tions ; appl ica tion of the sewer ordinance ,and other aspec ts . Most of these problems cannot be ful ly worked out unti l thedes i gn and engineering is comple te.

I t now appears tha t the only procedure we can now fol low is to ma inta in anac tive commi ttee , and to c on tinue our effor ts to proceed as fas t as S ta te andFederal programs permi t.

i ce di sconnected for the winter . The blocks tha t outl ine the swimming area arestored in the Ba th House for the winter . The rope on the bl ocks was replaced las tyear wi th polypropolene rope so they should last for several sea sons . The blocksare wooden and as they are pa inted yearly

,they are sti ll in good shape . This past

spring they were pa inted by the B oy Scou ts as a publ ic service project . There is agood dea l of time and labor spent ( all volunteer ) i n getti ng the bl ocks out andanchored each spring and then taken in

,in the fa l l .

The tennis court in Cram Park on Jamiason Avenue was resurfaced wi th asphal tand sealed in the ea rly summer . The l ines were pa inted by volun teer labor andnow the c ourt is in good condi tion and should stay tha t way for severa l moresea sons . The net is in good shape

,but needs to be ra ised to proper playing height .

This can be done wi th a minimum cost .At the Park on Rou te 202 ,

grass was kep t cu t,f lowers were planted and brush

was cu t dur ing the summer sea son .

Antrim’

s I ce Ska ting Rink was bui l t on Thanksgiving weekend by about a dozenboys and men. The cost of the rink was somewha t high er tha n an tic ipa ted due toi nfla ti on . The rink will be used for regu lar ska ting wi th time set a s ide for Hockey .

There wi ll be some night ska ting la ter on wi th the Fire Departmen t genera tor usedto l ight up the a rea .

We all hope tha t nex t yea r we will be set up on a fla t surface wi th wa ter a t the olddump si te . The area w ill be hot topped and used yea r round for basketball and tennis in the summer and ska ting in the winter .

ANTRIM FIRE DEPARTMENT

The year 1974 has been a busy year for the Department. We had twenty- two fires ,four fa lse alarms

,three fores t fires and three Mutua l A id ca l ls .

We have had several tra ini ng sessions sponsored by the New Hampshire FireService : Protective brea thing ( a ir packs ) , Ladders, Hose care and use , Hydraulicsand Pump care and opera tion . Many men a ttended these c lasses and receiveddiplomas for comple ting the courses .

Adolf Baer re tired as assis tant chief and was replac ed by Jack Caughey,who

was a member of a Fire Company in Massachusetts for many years prior tobecoming a regular member of Co . 2 .

For the safety of the men and the Town,al l new members are required to have a

physica l before j oi ning the C ompany .

The new truck,which was ordered in April of 1973, fina lly arrived in September

of 1974. Af ter ins ta ll ing a pump and reel , i t was pu t into service in Oc tober . I t hasalready played an importan t part in two fires.

As you know,

was drawn from the Capi ta l Reserve Truck Fund andfrom Revenue Sharing for th is piece of equipment . By elimina ting the fri lls andsticking to the things tha t are really needed

,we not only go t the truck described in

the Artic le,but a lso fee t of 4 hose. This gives us feet of 4” hose on the

reel . The men in the Department dona ted in excess of $400 from their CompanyFund to keep the cos t wi thin the appropria ti on and to make this a more efficientpiece of equipment.I t might in terest you to know tha t this truck was bu il t in four different s tages

,

and we had signed con trac ts for each before 1974. When construc tion was com

pleted and I picked the truck up,I was informed an iden tica l truck would be

wi thout the hose,compared to our including feet of hose.

We disposed of the D iamond T forThe ta nk went on the Duplex a t Nor th Branch Stati on and we hope to use this

81200. to pick up a ta nker from Government Surplus . With the expans ion of theTown and the remote loca tions

,a ta nker is a must . As soon as we can get this

,we

hope we can retire the Duplex back to Hawthorne Col lege where i t wi l l always beready as a spare pumper should we need it.We rebui l t a cement dam on O ld Hancock Road nea r Norman S tacy ’ s which will

give usa water hole,and wi th the 2700’ of hose on the New Reel Pumper

,we will be

able to give be tter protecti on to the C l inton area .

The 1974Forest F ire season was a qu iet one,a l though we had an ex tremely dry

period dur ing the mon th of August tha t required pos ti ng a ban . We had three forestfi res, the to ta l a rea burned being less than one—ha lf acre . This smal l acrea ge wasnot jus t luck i t was the quick response of the men in your Fire Depa rtment wholeave their j obs , cas t aside wha tever they are doing and answer the ca l l . Onlythree fires is not jus t luck ei ther $ I t is the fine coopera tion of a f ire-consc ioussociety , and we of the F ire Department want to thank you for your awareness ofthe danger of fire a nd your fine coopera tion .

The three maj or causes of fire a re :1. Chi ldren play ing wi th ma tches : Keep ma tches out of their reach and teach

them the danger of fire.

2 . Smoking : When you throw them away,make sure they are ou t$DON ’T smoke

3. Not enough help when you are doing outdoor burning . A patch of dry leaves orgrass , or a cha nge in the wind can make tha t l i ttle f ire a big one in nothing fla t. TheFlam ing Board sponsored the $ oning Ordinance which was accepted by theTown a t the Annua l Town Meeting las t March . I t is imperative tha t this Ordinancebe fa irly and impartia l ly enf orced if i t is to serve the townspeople properly . TheBoard of Selec tmen are responsible for i ts enforcement

Two meetings of the B icentennia l Committee have been held ; one on October 29,1974 and another on January 15 , 1975 . Our ma in obj ective of the Oc tober meetingwas a con tes t for a design for a coin ; only one hasbeen submitted . At the Januarymeeting

The possib i l i ty of presenting a pageant was discussed and Isabel N ichols wasplaced in charge of pursuing the matter further . Conta c t wil l a lso be made wi thFife and Drum groups for the parade .

COMMISSIONER ’S REPORT

This year ha s been a busy one for your Commiss i oners . Soon after the Marchmeeting we ordered the pipe for the Pleasan t St. ex tension and found the price hadadvanced 15 percen t over the price quoted a month earl ier . We had to take deliveryof the pipe sooner than desired as the suppl ier told us he was having to refuseorders for pipe and i t d id not help his credibi li ty to have our pipe si tting in his yard .

Bids were ob ta i ned for laying the pipe bu t there was some ques ti on about howmuch money the Town had for the proj ect . This was not resolved unti l a specia lTown Mee ting was held when was appropria ted from the Federal SharingFunds . Work was s tarted shor tly after and completed in about ten days .

In the meantime four engineering firms were contac ted about the wa ter surveyof the Precinct . The bid of Whi tman Howard

,Inc . a Boston firm was accepted

and they went to work a t once . They have made a very thorough study of the Precinct and the presen t wa ter needs as well as projecting the requi remen ts in theyear 2025 . Various sources of wa ter have been considered

,severa l s ta te agencies

have been contac ted and we feel they have done a very compe tent and comprehensive study . Their recommenda ti ons are ex tensive

,involving a Gal. tank

wi th 12 inch ma ins from i t to Ma in St. and a long Main St.,a second well e tc . a t an

estima ted cost of wi th cos ts es timated to r ise at 1 percent per month dueto infla ti on . They adivse us tha t we may be forced to shut off Campbell Pondcompletely and rely on wells for water by 1977 and tha t we would ha ve five years inwhich to comply . This wil l be by order of the Federa l Government or the State ofN H. bann ing open ponds as sources of drinking water . However in the l ight of thebleak economic pic ture for 1975 we cannot see any possible way to spend thisamoun t of money wi thou t substantia l aid and feel th a t of necessi ty we must delaythis proj ect un ti l funds become available .

Maintenance has been rela tive ly low this year . We had one maj or break on Concord St. caused by Publ ic Service Co . crews setti ng new po les . The large augurthey use to dig the hole for the pole hit the six inch ma in dead center and smashedi t completely . A secti on e i gh t feet l ong was cu t ou t, a new piece put in and the l inewas ba ck i n service by nightfa l l

,thanks to George Edwards and his c rew who

worked overtime to repa ir the break .

On beha lf of the Prec inc t we tha nk Mr. David Hurlin and the Goodell C ompanyfor the generous gif t of the Summer St. dam and Wa ter Righ ts to the Prec inc t .Much of the fire protecti on of Main St. depends upon the preserva tion of this sourceof wa ter for the pumpers .
