A Highly motivating, energetic, passionate leader with vision and a pragmatic approach to recreation issues and needs, has been working in the field of Recreation for the Past 28 years. He is currently the Manager of Parks and Recreation for the City of Manhattan Beach California. Idris is the recipient of numerous prestigious awards and State / National and International notoriety and acclaim. In February, 2008 Idris, received the Professional Distinguished Service Award. This is the highest award bestowed by the NRPA Pacific Southwest Regional Council. It recognizes professionals in the Region who have consistently given outstanding service to the park, recreation and conservation movement on the State, National and in the case of Mr. Al-Oboudi the international level. He also received the 2007 NRPA’s Program Excellence Award for Special Event. In February, 2008 Idris, received Los Angeles County Special Commendation Award form forth District Supervisor Mr. Don Knabe. This Commendation is in recognition of dedicated service to the affairs of the community and for the civic pride demonstrated by numerous contributions for the benefit of all the citizens of Los Angeles County California. In March- 2006 Idris received The California Park & Recreation Society’s (CPRS Over 4000 in Membership) highest Award and Citation that recognizes outstanding contributions to CPRS and the parks, recreation, and/or human serves profession. This award also recognizes his contributions that significantly affect the parks & recreation profession on a regional, sectional, state & national level. Idris was honored for his contributions to the profession and commitment to the Creating Community VIP Action Plan. Both in 2005 and 2006 Idris received the California Parks and Recreation Society’s President’s Award for outstanding Leadership and dedicated service to the parks and recreation profession in California. In 2004 Al-Oboudi was the first Chair of California Parks and Recreation Society’s Youth Sports and Fitness Task Force (Initiative) in charge of providing modality, revamping and re-directing the youth sports experience in California municipalities and organizations. This Plan was rolled out in fall 2005 and is being implemented state and nation wide starting in spring 2006. Mr. Al-Oboudi was in the lead as a creator and organizer of the Rally in support of Youth Sports and Fitness at the California State Capital on March-8-2007 during the CPRS annual Conference. Mr. Al-Oboudi is a 25 year member of the CPRS & a long time member of the NRPA. He has served the CPRS membership in many areas, he was the Education Program Chair of the 2008, CPRS Conference, and served in the same capacity in 2004. He has been and Advisor for the CPRS Director of Education for the CPRS CONF 2003-2005& 2006. He was elected as Southern CA CPRS Administrators Section representative serving from 2003 to 2005. Mr. Al-Oboudi is a frequent contributor to leadership workshops and meetings on recreation issues in Local Collages, Universities, and California Cities, community organizations, CPRS, NRPA and nation wide organizations. Mr. Al-Oboudi Developed a proto type frame work for Vision Insight Planning and Programming (Purpose Driven Programming). This tool was further developed and adopted in Programming for Community and youth recreation, cultural and social activities (Purpose Driven Programming) for the Islamic Community in the USA and the World. This is the First Vision Insight Planning programming tool developed for Muslim Organizations world wide. This ground braking work is a prelude to a comprehensive Initiative Mr. Al-Oboudi is Envisioning, Espousing and Creating, for the Muslim Community in the USA. A 25 year resident of the Cal

PRESIDENT’S MESSAGE By Teri Mountford Greetings Aging Services and Activities Section Members!

It is unbelievable but this is my last President’s Message for the fiftysomething newsletter. This year has flown by. It seems as if the board installation was yesterday and now it is time to turn over the gavel to the new President and board.

As I was preparing this article, I reflected on this past year and what the Aging Services and Activities Section accomplished as well as what will be continued in the New Year. This year’s board has worked extremely hard to enhance not only the Aging Section but the profession as well.

Some of the key projects and accomplishments were: 1. Initiated the update of the Section’s Strategic Plan. 2. Joint Training Institute with the Therapeutic Recreation Section. 3. Successful Bass Lake Mini Conference. 4. Membership survey distributed. 5. Discussion and planning a joint conference with CASCC. 6. Membership has increased in the Aging Section. 7. The Aging Section Social has been reinstated.

All of these projects would not have happened without the cohesiveness and dedication of this year’s board. This year your board stepped up to the plate in so many ways. It was my pleasure working with each and every member. It was also an honor to represent the Aging Section at the State level. The Aging Section is well respected within CPRS.

CPRS is dedicated to branding Parks and Recreation as an essential service. I urge you to pay attention and read the email messages from CPRS about branding. Those messages pertain to all sections in CPRS. The Aging Section board is committed to ensure we conform to CPRS’ branding message. We would like to create a new logo as well as possibly update our section name to better represent our changing profession.

In closing, I appreciate members’ support this year and hope more of you will become involved with the Aging Section Board or section. Please give your support to the new board.

I look forward to seeing you at the Long Beach Conference including the Awards and Installation Luncheon, Social and Board Meeting. Please read about all of these events in this issue.

CALIFORNIA SENIOR LEGISLATURE By Assembly Member Pat Trotter The California Senior Legislature (CSL) is an elected volunteer body of 120 senior legislators throughout the state. The primary mission is to gather ideas for legislation at the state and federal levels, craft the ideas into formal proposals, prioritize the proposals, present them to members of the Legislature or the Congress, and advocate for laws implementing the ideas. Over the past twenty years, the California Senior Legislature has had a significant success rate with about five of its proposals making their way into state law each year. The CSL is primarily funded through a voluntary check-off on the California State Income Tax Return – identified as the "CA Fund for Senior Citizens” (LINE 52 of your State Income Tax Form). The CSL was founded largely through the efforts of Senator Henry Mello, who in 1980 requested the California Commission on Aging call a session of, “the Silver-Haired Legislature.” In 1982, this session became the California Senior Legislature (CSL) and Senator Mello in SCR 44 asked that this be an annual event. During the October annual session of the CSL, hearings on proposals are held in policy committees of the Senior Senate and the Senior Assembly. Between its annual sessions, the work of the CSL continues with the guidance of two standing committees. The Joint Rules Committee provides for the governance of the CSL and plans the annual session. The Legislative Committee directs the presentation of proposals to the Legislature or Congress. WAYS AND MEANS By Georganne Woodward

SENATE BILL 977 (CORREA) FACT SHEET

What the Bill Does The bill instructs the California Commission on Aging to review the data obtained by CSU Fullerton in the University’s needs assessment of California’s Senior Center Infrastructure, which is tentatively scheduled for publication in early spring of 2008. In addition to conducting an independent review of the study, the Commission will also convene a meeting of stakeholders to consider the study for completeness, and scope. Once CCA’s independent review and stakeholder process has been completed, CCA will report back by March 2009 to the Senate Subcommittee on Aging and Long-Term Care, the Assembly Committee on Aging and Long-Term Care, and CSU Fullerton’s research team with their comments on the study. The goal of this review is to ensure that the state possesses a complete and accurate picture of what the overall needs are of the senior centers throughout California. This information is necessary to inform future discussions of a new Senior Center Infrastructure Bond. Why the Study is Important The state has not made a serious investment in its senior centers since the passage of the Senior Center Bond Act of 1984, Proposition 30. As nearly a quarter century has passed since voters approved this measure, CSU Fullerton’s study is vital to determining the state’s current and future senior center infrastructure needs.
