The hearing started with a welcome note from Sri Shouvik Ganguly. Assistant Environment Engineer.

WBPeB. He briefed the audience about the modalities and significance of Public Hearing, which is

pan of Publie Consultatio n process under EIA Notification. 2006 and its subsequent amendments.

Sri Sebyasachi Sarkar. WBCS (Exe.), Additional Distric t Magistrate (LR). Dtst. - Bankura welcomed

the audience and gave a brief introduction about the provision and m,'i;Hxlology of co nducting Public

Hearing given in the EIA Notification. lie then requested the project propon ent to explain in details

about the proposed proj ect. giving emphasis on the environmental aspects in part icular. for discussion

among the panel members and others present in the beariag., .

the project proponent . narrated the deta ils of the proposed project and the pollution control measures

to hi: taken. li e expla ined the locat ion details of the proj ect. mining potential. env ironment al impacts

arising out o f the same as well as the mitigative measures proposed by MIs West Bengal Power

Development Co rporation Limited to combat thc effects. He Illc?tioned about the baseline status of

opinion and made queries I sugges tions with respect to the proposed projec t, wh ich arc noted below:

grievance regarding nonfulfillment o fco nunitmcnts regarding Rehab ilita tion and Resettlement (R&R)

o f land losers lind proper implementation of mille closure plan by the previous ope rato r and requested

the project proponent til ensure that the sallie is 1101 repented in the future.

intensive plantation in and around ' r,e project area and also regarding proper Pi~st min ing. reclamation

regarding R&R issues and proper compensation to land losers and contribute towards inclusive

developmen t of the ne ighbouring villages through proper and t ime hou nd impleme ntation o f CS R

programs.

Sri Nikh li Kumar Mondal of Baguli stated that (he bui ldings provided by the previous operator to the

land losers in the near proximity of the mining area have been seriously damaged due to vibration

during blasting operation. He requested the West Bengal Power Development Corporation Limited

authorities 10 look into the matter and arrange for proper alternative arrangement or proper repairing

of such damage.

Sri Balaram Daw n of Baguli lind Sri Amil Mondal of Manoharpur req uested the local administrat ionI .:

to implement consistent R&R package for all the mining projects in the area . TIleyalso reque sted the

West Bengal Power Development Corporation Limited authorities to start their project work at the

earliest and ensure proper socioeconomic development of the area through their R&R package and

CSR progmll1 .

Srimati Tinku Mondal of Barjom \....clcomed the proposed project and expressed her hope that the

same will lead 10 inclusive overall development of the loca l villages. She requested the project

proponent to stan their project 81 the earhcst lind ensure proper R&R package to the land losers

throug h consult ation with representatives of local administration lind represen tatives of land losers as

well.

Sri Sabyasachi Sa-ker. WUCS (Exc.) . Additional District Magistrate (LR). Dist. - Bankura requested

the project propo nent to address the issues raised by the local resident.::

Sri Amalesh Kumar. Director (Mining) of MIs West Bengal Power Develo pment Corporation

Limited. assured the audience that being a government organisation they will ab ide by all

environmental guidel ines during process act ivities . He further stated that proper R&R and

compensation package will be ensured in consultat ion with loca l administration as well as

representatives of thc land losers. Sri Kumar also committed that they will initiate extensive plantation

activities in and around the project site. will ensure proper implementation of mine closure plan and

hind reclamation after mining. He finally assured that through their CSR program. West Bengal

Power Development Corporation Limited will contribute to overall inclusive development of the

neighbouring area by providing proper dr inking water facility. development of road and drainage

facilities. extensive plantation program. developing hcalthcarc facilities. deve lopment of existing
