For a half-century eminent scientist have warned of economic and social collapse caused by humanity’s relentless rising destruction of nature (including climate) from which humans, all products and all life are made.

The warnings have been completely ignored; in the last 50 years global natural resource extraction has nearly quadrupled, the warming effect of atmospheric greenhouse gases has more than doubled.

Astonishingly the next 35 years of resource extraction and fossil fuel emissions are projected to equal the cumulative extractions and emissions of the past 300,000 years, the time of the H. sapiens species - and it won’t stop there. Social and economic collapse is likely inevitable and imminent.

To protect and preserve nature, for 5 decades science has advised ‘Cut global consumption by 1980… by 1990… by 2030’. Lawmakers laugh, “Cut by 2030, by 2050 is someone else’s problem, I’ll be out of office or dead!” For a half-century cuts never happen, relentless rise continues.

To limit global warming to <2°C, sustain and stop collapse advice and action must change from political-economic-social reality - “Cut global consumption by sometime in the future” - to real reality, “189 Nations cut/add consumption by responsibility now increasing with inaction”.

An international agreement is required to stop collapse, without responsibility and equal rights there likely will be none.

The science to hold global warming below 2˚C (EU example): the IPCC emission limit (carbon budget, >66% probability, for fossil fuel and industry) remaining on 1 Jan 2019 was 900 GtCO2; with

7.7 billion population this is a limit of 117 tCO2 per person. The EU has 510 million people so 60.0 GtCO2 is the EU total limit - equal rights. The EU currently emits 4.1 GtCO2 per year - the EU limit will be emitted in just 14 years! To not exceed the limit by responsibility the EU must cut CO2 emissions 7.0% per year NOW increasing with inaction; voluntary action will never succeed LAWS are required now. The EU average cut is 0.7%, 1/10th of responsibility, 7.0%.

Science for sustainable development: the IRP natural resource extraction from consumption limit is 7 tonnes per capita per year by 2050 - equal rights. The EU currently consumes 22.5 tonnes of resources per person; by responsibility the EU must reduce 3.5% per year now increasing with inaction. EU average consumption is increasing 1.4%.

People who say “These cuts are impossibly high” must add “collapse is inevitable, my child’s future is destroyed”.

• To stop collapse, to sustain and hold warming below 2˚C requires cutting consumption now by responsibility; USA cut extractions 4.4%, CO2 emissions 14.9% per year by LAW, increasing with inaction.

• The last 30 years: America cut consumption emissions on average 0.5% per year per capita, only 1/30th of the 14.9% now required to stop collapse by physical reality and American responsibility per capita; American resource extraction from consumption increased 0.3% per year, far from the 4.4% reduction required now.

• To stop collapse the real physical reality is that America should cut 436 million tonnes of extractions and 852 million tonnes of CO2 emissions from consumption this year, increasing with inaction. Where is the American total cut of 1,288 million tonnes - the weight of 128,800 Eiffel Towers or 25,760 Titanics! - to be found now, this year? Voluntary actions will not succeed, citizens must demand LAWS now.

• The last 30 years: Canada reduced consumption emissions on average 0.3% per year per capita, only 1/50th of the 13.2% now required to stop collapse by physical reality and Canadian responsibility per capita; Canadian resource extraction from consumption decreased by only 0.1% per year, very far from the 4.7% reduction required now.

• To stop collapse the real physical reality is Canada must cut 60 million tonnes of extractions and 76 million tonnes of CO2 emissions from consumption this year, increasing with inaction. Where is the Canadian total cut of 136 million tonnes - the weight of 13,600 Eiffel Towers or 2,720 Titanics! - to be found now, this year? Voluntary actions will not succeed, citizens must demand LAWS now.

AUSTRALIA:

• To stop collapse, to sustain and hold warming below 2˚C requires cutting consumption now by responsibility; Australia cut extractions 5.4%, CO2 emissions 12.9% per year by LAW, increasing with inaction.

• The last 30 years: Australia increased consumption emissions on average 0.5% per year per capita, and must now reduce a double-digit 12.9% to stop collapse by physical reality and responsibility per capita; Australian resource extraction from consumption increased 0.9% per year, far from the 5.4% reduction required now.

Voluntary actions will not succeed, citizens must demand LAWS now.

EUROPEAN UNION

• To stop collapse, to sustain and hold warming below 2˚C requires cutting consumption now by responsibility, eg the European Union must reduce natural resource extractions 3.5% and CO2 emissions 7.0% THIS year, by responsibility for consumption and increasing with inaction.

• The last 30 years: EU cut consumption emissions 0.7% per year per capita on average, only 1/10 th of the 7.0% required by physical reality and EU responsibility per capita; EU resource extraction from consumption increased 1.4% per year, far from the 3.5% reduction required now.

The weight of the required cuts is 398 million tonnes of extractions and 291 million tonnes of CO2 emissions in 2019, 689 million tonnes total – the equivalent of 68,900 Eiffel Towers or 13,780 Titanics! How many Titanic tonnes will popular reductions like EAT LESS MEAT and DON’T FLY save? 

Science calculates that the tonnes saved by these individual actions is not large and concludes that voluntary actions cannot succeed; LAWS demanded by citizens are required NOW.

Europeans have no excuse, they have the money and science to cut their Titanic tonnes and stop sinking everyone’s future, by demanding LAWS and cutting NOW.

BELGIUM:

• To stop collapse, to sustain and hold warming below 2˚C requires cutting consumption now by responsibility; Belgium cut extractions 3.6%, CO2 emissions 13.2% per year by LAW, increasing with inaction.

• The last 30 years: Belgium increased consumption emissions on average 0.2% per year per capita, very far from the double-digit 13.2% decrease now required to stop collapse by physical reality and responsibility per capita; Belgian resource extraction from consumption which increased 1.6% per year, far from the 3.6% reduction required now.

To limit global warming to 2˚C with >66% probability accounting for earth system feedbacks, maximum possible reduction of non-CO2 forces, and international and intergenerational equity, global carbon emissions from combustion of fossil fuels and industry not including land-use emissions must be limited to 900 GtCO2 from 1/1/2019 onwards, IPCC SR1.5 2018, Global Carbon Project 2018.

The blanks in the table above are countries for which consumption extractions or emissions are not known. These countries together represent 4% of global consumption extractions and 7% of global consumption emissions.
