1.0 SCOPE OF WORK
The scope of work of Cooling Tower & CWTP Package Tender shall cover design, detailed engineering, procurement, supply of all materials, equipments, installation, construction, fabrication, erection, manufacture, receipt, storage, conservation and preservation of all materials at site, handling at site, assembly, painting, testing, Commissioning of the entire system within package battery limit including testing and trial runs for 30 days and removal of unserviceable material, performance guarantee test run for 72 hours and guaranteeing of Cooling Water system comprising of one no. Cooling tower (CT-1) and associated facilities, each cooling tower system consisting of cooling Tower and Chemical dosing systems for Cooling Water treatment, including all mechanical, electrical and instrumentation works including training of Owner’s operating staff for a period of 30 days during trial runs and commissioning, including monitoring, running and maintenance of Chemical dosing system for six months of operation after commissioning, Supply of chemicals and consumables including first fill required for equipment & lubricants required during commissioning, trial runs for 30 days, performance guarantee test run and six months consumption of plant operation after completion of 30 days of trial run post commissioning and fulfilment of performance guarantee of the Tower on Turnkey basis as per scope of work, P&IDs, drawings, data sheets, standards, specifications etc.
1.1 DETAILED SCOPE OF WORKS & SYSTEMS
- Each Cooling Tower shall comprise of nos. of cells as per process data and P&ID.
- Following one (1) Cooling water systems are covered under this package contract.
Cooling Tower -1 (CT-1) (2 nos. of cell working + 1 Stand by)
Each of the above cooling tower system shall consist of following but not limited to:
a. Cooling tower, basin and cold water channel
b. Cooling water treatment and dosing system consisting of Formulation dosing,
Polymeric dispersant dosing, Biocide dosing, chemical dosing system such as
H2SO4 dosing, Chlorine di-Oxide dosing system & side stream filters
c. Cooling Water Treatment Plant (CWTP)
d. Contractor shall engage sub vendor for “design of chemical dosing system for
cooling water treatment plant.”
e. 3D modelling of cooling tower and other facilities within Package B/L including all
piping, equipments, structures etc.
f. All mechanical, instrumentation, electrical and other civil works.
Refer matrix for detailed division of scope of works and supply given elsewhere in bid
document.
1.2 BATTERY LIMIT CONDITIONS
The battery limits of contractor's scope of work are given in P&IDs No. A672-79-41-012-
1111/1112 & A672-012-17-44-1001 and scope limit drawing for Cooling Tower Package
drawing no. A672-012-17-44-08701.
1.3 COOLING TOWER
The scope of work shall cover:-

a. Design, detail engineering, supply of all materials, erection, construction of
mechanical induced draft, counter flow FRP cooling tower with PVC film type
fill having no. of cells as per Process data sheet/ P&IDs for meeting Project
requirements.
b. The cooling tower cells shall be so designed so that each of them can be
repaired, maintained and cleaned while the other cells are in operations. Oil
skimming arrangement in the channel at entry for sump shall be provided to
remove floating oil to OWS.
c. The basin shall be provided with an overflow and desludging arrangement from
each cell, which shall be suitably connected, to the nearest storm water drain.
Construction of basin is in the scope of others. Cooling tower Package
contractor’s scope includes sizing, hydraulic design and preparation of General
arrangement drawing of basin.
d. Partition wall shall be provided from the basin bottom to the top of basin and also
partition shall be provided from top of basin to bottom of fan deck. End of cooling
tower shall be kept closed.
e. A chain pulley block of suitable capacity with all necessary lifting arrangement
shall be provided for maintenance work on cooling tower fan, gearbox and motor
as per specifications given elsewhere in bid document.
f. The cold water from the basin shall be conveyed through a sluice gate to the
sump through cold-water channel covered with pre-cast RCC slabs. The sluice
gate (as per IS: 3042) shall be provided at a level such that full flow occurs
through the gate at minimum water level. Construction of cold water channel is in
the scope of others. Cooling tower Package contractor’s scope exclude sizing,
hydraulic design and preparation of General arrangement drawing of cold water
channel considering the water requirement at cooling tower cells. The erection of
sluice gate and construction of Cold water channel is by others.
g. Return hot water from various units etc. is combined into a common line and shall
be laid under ground from battery limit up to cooling tower and individual return
water riser pipes shall be provided for each cooling tower cell and further taken
into the cooling tower as per vendor's design requirements for each cell. Main
Cooling water return header and riser pipe to each cell upto Battery limit shall be
provided by others. Contractor shall provide expansion bellow in the riser pipe
before entering to Cooling Tower cell. Corrosion probe and corrosion coupon
shall be provided by others in the return header near the cooling tower. Vendor to
finalize Cooling Tower height and fan deck height according to the pressure
available at grade level near cooling tower (as given in process data sheet) &
design the hot water riser to suit the battery limit pressure conditions. Vendor to
confirm the return header pressure in the offer. The procurement & erection of
cooling water return header and the hot water riser up to the flange at the top is
by others. However, the modelling of the same to be carried out by Cooling tower
contractor.
h. Contractor to note that area available for proposed cooling tower, cold water
channel, and CWTP is marked on scope drawing and no extra space shall be

made available to put up same. Contractor is required to visit site and make
himself aware of actual site conditions.
i. Package vendor to note that FPR columns for supporting cooling tower
shall be provided at 2m x 2m grid (fixed). Pedestal for supporting FPR
column is under construction at site at 2mx2m grid. Elevation of pedestal is
also fixed in attached structural drawing A672-099-81-41-06991. SS anchor
Bolts for fixing of FRP column with RCC pedestal is in Package vendor
scope. Grouting after fixing and alignment of cooling tower is in Package
vendor scope.
j. Package vendor to note that location of riser pipe connected to cooling
tower cell is fixed at the center of each cell.
k. Package vendor to design the superstructure of cooling tower based on
following General arrangement and structural detailed drawing enclosed
with bid.

l. Any other work required as per scope drawing and P&ID and required for the
completion of the job in all respects.
1.4 PIPING WORKS
a. Supply and erection of piping within the battery limits of cooling tower as per the
scope drawing and P&ID shall be in the scope of the CT contractor including,
design, engineering & 3D modelling of the same.
b. Design, engineering & supply of piping of all chemical dosing system as per
process requirement.
c. All other works not exclusively mentioned in the tender document, but are
necessary to complete the system in all respects with respect to process
requirements, P&ID, Scope drawings and data sheet etc. shall form a part of total
scope of work.
1.5 COOLING WATER TREATMENT SYSTEM
a. The bidder scope of work covers supply, design, detail engineering, procurement,
fabrication, supply, transport, handling, erection, mechanical, electrical and
instrument works including testing, commissioning & guaranteeing of cooling
water treatment and dosing system consisting of Formulation dosing, Polymeric
dispersant dosing and Biocide dosing, chemical dosing system such as H2SO4
dosing, Chlorine di-oxide dosing system & side stream filters, all interconnecting
piping works & piping from treatment plant up to dosing points. Contractor’s
scope shall include supply of all material and erection required for above
chemical dosing systems for cooling water treatment.
b. All dosing packages shall be of modular skid type.
c. Contractor’s scope shall also include monitoring, running and maintenance of
Chemical dosing system for six months of operation after commissioning.
d. Contractor shall engage a specialist sub vendor for “design of chemical dosing
system for cooling water treatment plant and for monitoring, running and

maintenance of Chemical dosing system for six months of operation after
commissioning.”
e. Cooling water treatment system shall be designed & engineered by the specialist
vendor who has similar type of experience, the same shall be got approved from
EIL/Owner prior to his engagement.
f. Contractor’s scope shall include supplying all chemicals for cooling water
treatment for initial fill, pre-commissioning, commissioning, 30 days trial run and
six months consumption of Complex operation after commissioning.
g. The detailed scope of work shall be as per P&ID, Data sheets and specifications
enclosed with the tender.
h. Cooling water treatment Plant building and cooling tower chemical storage shed
shall be provided by others, however, cooling tower contractor shall provide
general arrangement drawing indicating all the functional requirements.
i. Painting of all the modular skids, equipment, etc. shall be as per attached
painting specifications
j. Contractor scope include GA drawing for cable trench excluding supply of all
material, construction, construction supervision and commissioning as scope
matrix. However, providing cable trays/duct as per vendor’s layout including
supply and installation of metal inserts for running power, lifting and control
cables for treatment Plant in the scope of CT vendor as per scope matrix.
k. All other works not exclusively mentioned in the tender document, but are
necessary to complete the system in all respects with respect to process
requirements, P&ID, scope drawings & data sheets etc. shall form a part of total
scope of work.
1.6 MISCELLANEOUS
The graded area & approach road shall be handed over to contractor. Average Finished
Grade Level (FGL) of the area is 124.40 m above Mean Sea Level (MSL).
1.7 COMMISSIONING OF THE SYSTEM
a. Commissioning of the entire system within scope of work including all equipments,
etc. complete, including testing and trial runs for 30 days at no extra cost to owner
shall be provided by the contractor.
b. On completion of the work, the contractor shall remove and dispose off, all
unserviceable materials and other unsightly materials leaving the premises and the
cooling tower in good, safe and operable condition.
c. Owner or his authorised representative will have the right to inspect at any stage of
manufacture and construction, all materials, components and workmanship and
testing of materials. The contractor shall provide all facilities of inspection and
testing without any extra cost to the owner.
d. It shall be clearly understood that the contractor shall be responsible to complete
and commission the entire work in all respects including the work not specifically

mentioned in the scope of work or specifications or in drawings, but are necessary
to achieve completion.
1.8 PERFORMANCE GUARANTEE & TESTS
a. The cooling tower and other associated facilities shall be tested and guaranteed to
meet the performance requirement when tested in accordance with the procedure
set forth in the latest revisions of the test procedure ATC-105 of CTI. The
performance guarantee test run shall be conducted for 72 hours running.
b. If the performance test shows a deficiency, the contractor shall rectify the defects
without any additional cost to the owner.
While optimising the cooling tower design, bidder shall restrict the guaranteed power consumption as low as possible. However in no case the guaranteed power for each cooling tower cell shall exceed 70KW as the electrical system is designed for this power.
2.0 TECHNICAL EVALUATION CRITERIA FOR COOLING TOWER
COUNTER FLOW TOWERS
The offer of counter flow tower will be evaluated by Fulkerson's method using
Fulkerson's demand curve and fill characteristic curves applicable to the case.
The inlet air velocity shall be 1.5m/sec to 4m/sec. No tolerances are acceptable.
Bidder shall submit calculations in the enclosed Tower sizing format.
3.0 SPARES 3.1 MANDATORY SPARES

Contractor shall recommend spares required for two year normal operation along with
unit price.
4.0 CHEMICALS
Supply of all chemicals and consumables including including first fill required for
equipment & lubricants required during commissioning, trail runs for 30 days,
performance guarantee test run & six months consumption of complex operation after
post commissioning.
5.0 ANNUAL MAINTENANCE CONTRACT FOR CHEMICAL DOSING SYSTEM
Contractor shall provide rates for running and maintenance of complete chemical dosing
system for cooling water system including supply of all materials and consumables
including tools & tackles, supply of necessary manpower for the smooth and trouble free
running of various chemical dosing systems for Cooling water systems. Rates shall be
provided on annual basis.

1. SCOPE OF SUPPLY/ WORK
The scope of Civil and Structural works under this contract shall include design, detailing, supply and construction of all relevant civil and structural works required for successful completion of works for COOLING TOWER & CWTP PACKAGE for Integrated Methanol & Acetic Acid project for Assam Petrochemicals Ltd. as per specifications enclosed with the bid document. The detailed scope of work shall be as per scope matrix defined in document no. A672-012-17-44-SOW-8700. Major Civil and Structural works involved shall include but not limited to the following:
A. Design, detailing, supply and construction & submission of document for review of
following (foundation of these facilities will be provided by others):
i. FRP structure above basin including submission of design for review. ii. H2SO4 storage and dosing system, ClO2 dosing system, various equipments etc. iii. Supporting structures for equipments, pipe supports, ducts, electrical &
instrumentation cable trays iv. All operating and maintenance platforms, walkways, stairs, ladders, access ways,
supporting structures for gratings, hand railing etc. v. Structures for Hoists/Monorails of required capacity for operation/maintenance of
equipment/pumps/walkways/stairs. vi. Staircase shall be in FRP and FRP staircase shall start from grade level.
B. Package vendor to design the superstructure of cooling tower based on following General
arrangement and structural detailed drawing enclosed with bid.

Construction of cooling tower basin as per above drawing is already in progress at site.
C. Package vendor to note that FPR columns for supporting cooling tower shall be provided
at 2m x 2m grid (fixed). Pedestal for supporting FPR column is under construction at site
at 2mx2m grid. Elevation of pedestal is also fixed in attached structural drawing. For
details refer above mentioned structural drawing enclosed in the bid document. SS anchor
bolts for fixing of FRP column with RCC pedestal is in Package vendor scope. Grouting
after fixing and alignment of cooling tower is in Package vendor scope.
D. Bidder to Confirm general arrangement (attached with bid) and provide load data at base plate level for Cooling tower basin and cold water channel.
E. 3-D Modeling of all structures including foundations (designed by others)
F. Any barricading arrangement required in or around worksite due to safety reasons at any
stage prior to the commissioning of the Plant, shall be designed, constructed, dismantled and removed by the Package vendor from site of work after completion of the project.
G. Setting up of WORKSITE establishment and CONTRACTOR’S facilities

I. Preparation of fabrication drawings for all structural steel works.
J. Fabrication, supply & erection of Structural steel.
K. Grouting of all equipments, FRP structure & structural steel including supply of grouting material.
L. Painting of structural steel including supply of paints.
M. Providing interface details at the scope boundary limit.
N. Furnishing activity wise work programme and taking necessary approvals from the related
department in the plant before carrying out any activity in existing structure. Any statutory approval, if required, shall also be taken.
O. Documentation of “AS BUILT” drawings/ details for all works as specified elsewhere in this
Bid package.
P. Any other work required/ directed by Client/ Client’s representative/ Resident Construction Manager for the satisfactory and successful completion of the Project.
2. SPECIFIC REQUIREMENTS: Apart from the conditions mentioned in the Engineering Design Basis A672-999-16-48-EDB-1001 and applicable clauses of 6-68-0021 & 6-68-0022; the following shall be strictly adhered to:
a. All designs, detailing & construction shall strictly conform to enclosed specifications.
b. Package vendor shall furnish the GA drawings for cooling tower basin, cold water
channel (based on enclosed structural drawing) along with complete load data at the time of kick off meeting.
c. Package vendor shall furnish the BULK MTO within 45 days from the date of receipt of LOI/TOI. It shall also be updated at 50% & 90% stages of engineering progress and shall be submitted to Client/ Client’s representative for information.
d. Sequence of construction is to be shown on the AFC drawings.
e. Package vendor shall depute his concerned Civil-Structural design engineer to Client/ Client’s representative’s review office as and when required for review of his documents. During such reviews involving computer aided analysis/ design/ drafting of structures, the Package vendor shall make his own arrangement of Personal Computer (PC) in the form of Lap-top in the premises of Client/ Client’s representative’s review office. This is required to expeditiously resolve all the comments including those involving the use of PC by Package vendor in his submission. The Package vendor shall ensure that these PC's are fully operational along with necessary software already loaded including the input/ output/ drawing files of the structures being reviewed. The Package vendor shall revise and re-submit the analysis/ design and drawings as required during review.
3. SCOPE OF SUPPLY OF MATERIALS
All materials (consumables/ non-consumables) required for execution of civil - structural works under this contract shall be in the scope of Package vendor.
