4 This Act mav be cited as the "2A20 Census Deadline

5 Ertensions Act".

6 sEC.2. crcNsus DEADLTNE MoDrFrcATroN.

7 ltlotwithstanding the timetables provided in sub-

8 sections (b) and (c) of section 141 of title 13, llnited

9 States Code, and section 22(a) of the Aet entitled "An

l0 Act to provide for the flfteenth and subsequent decennial

1 censuses and to provide for apportionment of Representa-

2 tives in Congress", approved June 18, 1929 (2 U.S.C.

3 Za(a')), for the 2020 deeennial census of population-

4 (1) the tabulation of total population by States

5 required by subseetion (a) of such section 141 for

6 the apportionment of Representatives in Congress

7 among the several States shall be-I (A) eompleted and reported by the Sec-

9 retary of Commeree (referred to in this section

10 as the "Secretary") to the President not earlier

11 than 1 year and not later than 13 months afber

12 the decennial census date of April l, 2020; and

13 (B) made public by the Secretary not later

14 than the date on which the tabulation is re-

15 ported to the President under subparagraph

16 (A);

17 (2) the President shall transmit to Congress a

18 statement showing the whole number of persons in

19 each State, and the number of Representatives to

20 whieh each State would be entitled under an appor-

2l tionment of the then existing number of Representa-

22 tives, as required by such section 22(a), and deter-

23 mined solely as described therein, not later than 14

24 days after reeeipt of the tabulation reported by the

25 Secretary; and

I (3) the tabulations of population required by

2 subseetion (e) of such section 141 shall be completed

3 by the Seeretary as expeditiously as possible after

4 the decennial census date of April 1, 2020, taking

5 into account the deadlines of eaeh State for legisla-

6 tive apportionment or districting, and reported to

7 the Governor of the State involved and to the offr-

8 cers or public bodies having responsitrility for legisla-

9 tive apportionment or districting of that State, ex-

10 cept that the tabulations of population of eaeh State

11 requesting a tabulation plan, and basic tabulations

12 of population of eaeh other State, shall be com-

13 pleted, reported, and transmitted to each respective

14 State not later than 16 months afber the decennial

15 eensus date of April 1,2020.

17 For the 2020 deeennial census of population, the Bu-

18 reau of the Census may not conelude the Nonresponse

19 Follov*rrp operation or the Self-Response operation before

20 October 31,2020.
