Time to raise a red flag
Too many applications are being built with proprietary structures that are non-interoperable
Too many duplications Everyone is busy mapping across islands using
at best databases, and XML, but at worst documents and spreadsheets
The potential of the FEA is not being realized Semantic Web Technology is here and is
designed to solve these problems Why are people in US Government Agencies
not using Semantic Web Technology?

Progress on FEA Ontology-Based Solutions
TopQuadrant proposed an FEA Capabilities Manager in early 2003 with an FEA Ontology Model – as a Pilot
We have now developed, with some GSA funding, a validated FEA Reference Model Ontology, called FEA-RMO
Using FEA-RMO, with other ontologies, we have built a 2nd generation FEA Capabilities Manager
An example of how Semantic Technology is enabling new kinds of collaborative environments

Opportunities for More Collaboration*?
* Urgent Business for America: Revitalizing the Federal Government for the 21st Century. The Report of the National Commission on the Public Service, January 2003.
50 agencies implement Federal drug control strategies
29 agencies administer 541 clean air, water, and waste programs
23 agencies administer 200 programs to assist countries formerly part of the Soviet Union
13 agencies administer 342 Federal economic development-related programs
12 agencies administer more than 35 food safety laws
11 agencies administer 90 early childhood programs

TopQuadrantOntology Lifecycle Management Environments - COVE and TopBraid respond to the need:
“How can I deploy simple web forms to my team” “How can I manage and version control multiple
ontologies” “How can I administer who can contribute data to
our ontologies” “How can I move concepts between name spaces
and propagate the change to all dependent ontologies”
“How can I manage the provenance of who contributed what”

TopQuadrantOntology Focus at NASA for the next manned missions:
Key Issues: The Next Space Exploration Programs will have
heterogeneous information sources and the need for integrated processes
Decision support for these programs involves trade-off analysis across multiple disciplines with rationale capture and impact analysis
Complicating Factors Geographically dispersed workgroups Different organizations: contracts determine information
sharing behaviorConsequence
Complicates supporting effective organizational learning and systematic infusion of safety system knowledge into design and operations planning and processes

Ontology Approach to Enterprise Architecture
Bridges the gaps between business, technology and IT
Makes Value Nets “Navigate-able”
Makes Capabilities “Knowledge-able”
Makes Components “Knowledge-able”
Uses Semantic-Enabled Collaborative Tools
Component knows:where it is used, how it is realized, what it depends on,its measures of effectiveness

Capability knows:why it exists, what enterprise activities need it used, what it depends on, its measures of effectiveness
“Line of Sight” across:extended enterprise business unitswithin business unitsto measures of effectiveness

The “Call to Action”
The Promise of Semantic Interoperability is here
$Millions is spent on inadequate systems Semantic Technology works today Promise of “Integrated Collaborative
Government” is not being realized A proof of concept has been built – the first
operational system will be inexpensive - and will offer substantial ROI
How can we pave the way to the fulfillment of interoperable Government?
