We’re excited to begin the journey on our Desert Holiday circuit. December in the desert. I’m not sure there is a more beautiful time to be in the Coachella Valley. The three-week circuit is designed as a low-key, smaller horse show with the most important hunter, jumper, and equitation classes, enabling riders set to begin their campaign for the season to start at the same time as their east coast friends.

Each week is designed as a four-day A rated hunter, Level 4 Jumper show with only six rings running – three hunter rings, two jumper rings, and one equitation ring. A few highlights include:

1. One Grand Prix each week with a $25k, $40k, and $25k anchoring each successive week.

2. Three USHJA National Hunter Derbies, each $5k, with a $2.5k Professional Rider Bonus awarded to the leading money earner in derbies over the three weeks.

3. Equitation Saturday, highlighting the big equitation classes in the Grand Prix ring during Week II.

4. Young Jumper Classic during Week III in the Grand Prix arena with prize money, no entry fees, and no stall fees.

OUR COVID19 PLANSWe have been watching closely all of the horse shows across the country and how they have handled the challenges. We are fortunate to have established many strong working relationships with the other horse show managers, who have been generous in their sharing of information about what is working, not working, what is difficult, etc. Like others, we have an extensive plan for this season. We have bought the best equipment, researched the best sanitizers, trained everyone, and so on.

Our facility is uniquely positioned to carry on a horse show safely. We have 239 acres of land with 1.3 million square feet of schooling and competition space. Our barns are 100 feet apart and the vast majority of stalls are 12 x12. We have multiple entrances with the remainder of the property fenced in and everyone arrives by car or truck. We have multiple outdoor dining options. Our new judges’ booths are 8 feet wide. Our rings will have separate entrances and exits. There are no transactions that can’t be done online. Everything about our facility allows for easy social distancing.

In the end, our focus will be on the three things that are most important to well-being. By now, this is well documented. If we all do the following three things, we can carry on safely.

1. KEEP A SAFE DISTANCE – We’ll reinforce everyone keeping 6 feet apart. Given our space, this is not a challenge. The number of instances where people will have to get “closer” is extremely limited.

2. WEAR A FACE COVERING – We’re asking everyone to wear a face covering whenever they are on the facility property. The exception is when riding a horse.

3. WASH YOUR HANDS FREQUENTLY – We will make this really easy. I’m pretty confident there will be a hand sanitizer station within reach of everyone at any time.

The details of our plan will always be available on our website www.deserthorsepark.com and updates will be made constantly and in red. If you have questions, just ask. We’ll make it easy with a “ask us” button.

No matter what we do, this is a joint effort. We promise to do our part, but we need you to do your part. We’ll clean religiously. But when in doubt, do the three things that matter. So, in advance, thanks for pitching in. By working together, we’ll make it easier and more fun for everyone.

We cannot allow spectators. However, we do not view owners as spectators. Since they are required to sign the entry form, they are part of the competition. Likewise, exhibitors are participants, not spectators. So, if you are a participant, it is okay to watch the competition, as long as you abide by the three things that matter.

Many have asked if we are charging a COVID fee or not? The answer is yes and no. One of the challenges in the industry that has been identified is the hesitant of grooms, braiders, etc. to self identify if they don’t feel well because of their concern


about losing wages during the 14 day period of self quarantine. To alleviate this issue, we are going to be collecting $15 per horse each week. These funds will go to a segregated account that will be used to provide needed support to folks that during our shows that have been asked to self-quarantine or have raised their hand and said they need to be tested and/or self-quarantined because they feel sick or have been exposed to someone who is sick. To the extent that they lose wages, the fund will pay their wages. At the end of the season, if there are excess funds in the segregated account, we will donate those funds to the CPHA Foundation for assistance to those in need. We will provide a full accounting of all funds to create transparency. We believe this will improve the safety of our show and encourage our attendees to be more responsible when not feeling well.

Finally, we have a commitment to meet the standards of multiple constituencies and do everything we can to ensure everyone is safe. We will not cut corners. There are also no guarantees that, at some point, someone associated with the show will test positive. And when that happens, we will also do what is required and more.

Beyond the specific show programming and our COVID-19 plan, we always think it is important to share the broader aspirations about our horse show and things that are underway.

WHAT MATTERS, OUR TRUTHSWe purchased the horse park and competition in August of last year. That began a sprint that didn’t end until mid-March. We did everything we could to ensure the competition went off well. So, over the last few months, we have had a chance to take a deep breath and think through our longer-term plans, including what is important to us as we move forward. We want the horse park to be great. We have lots of ideas. We are as impatient as you are. But we are also realistic about how long things take to get done well. You will see improvement, always. While we make things better, there are five truths that will always guide our decisions.

SAFE – We have an absolute commitment to horse and rider safety, before, during and after the current pandemic. This commitment will be reflected in our facility decisions, our medical support, and our standards for behavior.

FUN – If anything, the last few months have reminded us about fun. Some have said when the horse shows started up again, they lacked fun. Some have said horse shows lacked fun even before the pandemic. We want our horse park to be seen as a place of fun, happiness, laughter, and joy. After all, everything at the horse park is about horses.

DISTINCTIVE – The most challenging part of our task is to make everything about the horse park distinctive. It is one of those things that you know it when you see it. Thunderbird, Spruce, Wellington, all have big names for a reason. They are unique. We are far from being there yet it is our aspiration.

EASY – Part of the lack of fun is that horse shows have become difficult and challenging. There are more rules every day. Sometimes, show managers aren’t so accommodating. We strive to be easy. We are investing in technology to make things easy. We overstaff to make things easy. Mostly, we want every time you ask for something, or have a problem, you find our answer to be “got it; let us get it done.”

COLLECTIVE – We want, over time, for everyone to see a little part of themselves in the horse park. We get feedback constantly. It is great. I know we can’t do everything. But, we listen to everything we hear, and we want people who come to our shows to see that the horse park is a collective product, not just what the owners want or say.

WHAT HAS CHANGEDWhile work on the horse park ground to a stop when the pandemic started, we have been back at work the last month and we think you’ll see the progress that we committed to have for you. Here are a few things that will be different this year.

1. Schedule – We have expanded the number of circuits we offer to three this year with the addition of Desert Holiday, three weeks in the middle of December. These are fun, four-day shows for folks wanting to spend more time in the desert.

2. Ring times – We focused a lot last year on adding enough rings to shorten the show day. With better data now, we remain committed to an earlier ending to our show days. Our goal is to end each day by 4:30 pm and Sunday by 2:30 pm. This is easier on some weeks then others but it is certainly our goal.

3. Stall reservations and entries – We have built a new stall reservation system that will enable trainers/exhibitors to make stall reservations separate from entries. This avoids the need to figure out in December what classes you want to enter in March. We’ll make an announcement soon about when stall reservations will be available for booking and


to highlight the different deadlines for stall reservations versus entries. We’ll also have a new reservation system for paddocks, RV spots, and daily haul-in spots (which will require a reservation this year). By the time NSS starts, our new on-line feed store should also be up and running.

4. Stable entrance road – You’ll notice immediately when you drive in that the stable entrance road turns to the right and runs along the berm. This move will enable us to start work on a number of new schooling/lunging rings next to the pole tents. We have also relocated our package depot to the stable entrance to make it easier for deliveries. We have relocated the maintenance yard and hay/shavings yard farther away from the main stable area. Both the golf cart rental company and a new “daily haul-in” area are now located now off of the new stable entrance road. Finally, we are planning to utilize the RV park entrance on Harrison St. for more vehicles to reduce the amount of traffic near the barns/tents.

5. Hunter rings – We have begun a remake of the Hunter rings. We have extended the lengths of Hunter 2 through 7 and added new drainage. The bank has been eliminated in Hunter 3 and 4. All rings are now approximately 295’ to 300’ in length and Hunter 1 and 2 are the same length. We have also started adding hedges between and behind the rings to give each ring a unique feel. All rings will also have both an entrance and exit. We are in the process of building a 6’ high permanent wall at the end by Hunter 7 to eliminate the traffic distraction.

6. Jumper rings – We have closed up the tractor and water truck entrance in the berm on Jumper 1 to eliminate the distraction for horses as they come around the far end. We have moved the entrance for the Grand Prix arena to the far corner near the shade structure and created a separate entrance in the back for tractors and water trucks. We have also switched the competition and schooling rings for Jumper 2 and 3 so that the competition is closer to the center of the facility.

7. New food options – We have expanded our relationship with the very popular Koffie Velo and they will have multiple locations this year. In addition, we have made arrangements with the taco vendor to serve by the snack shack outside by Barn 5. If we are unable to open the main restaurant because of COVID-19, we will have alternate plans.

8. VIP – We are in the final stages of approval from the county to relocate the buffet serving areas to the end of the VIP building, which will enable us to open up the hunter side for tables by Hunter 1. Both sides of the building will have tables on the outside now so that dining will be outdoors. Our goal is to complete this by the start of NSS. If it not, we will have alternate plans for VIP.

9. Footing – Footing remains the most important topic for us. This summer, Lars Roepstorff joined our team on a permanent basis to help direct our efforts. Lars is a preeminent expert on footing and footing testing, working closely with FEI. Lars and ESI have been working with the lab in Kentucky to study our footing and develop plans for improving our footing further. We’ll be improving the mix of sand in most of our jumper and hunter rings and will initiate tests of new sand mixes and a mat system for the Grand Prix arena.

10. New schooling/lunging rings – As mentioned earlier, we are building 2-3 schooling and lunging rings out by the pole tents. Combined with the sand ring next to the grass derby field, we think we’ll now have ample space for lunging and schooling. These rings will have a traditional sand footing and our aim is to complete at least one by the beginning of NSS.

11. Grass fields – We have begun work on two 5* grass fields that we are extremely excited about. The former grass derby field has been ripped up and we are installing a new irrigation system and new subsurface. This improved derby field will have a new neighbor, a large sand ring for riding and hopefully, future reining events. We have cleared the entire area from the paddocks to the RV park, nearly 30 acres, and we’ll be planting a second grass field there as well. We have also begun work on a bridle path that will wander throughout the property.

FEDERATION ENTRY AGREEMENTBy entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of National Sunshine Series I and II (Competition). I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensa-tion, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR908.4.

RELEASE, WAIVER, HOLD HARMLESS, DEFEND, AND INDEMNIFICATION AGREEMENT THIS DOCUMENT AFFECTS YOUR LEGAL RIGHTS – PLEASE READ CAREFULLY BEFORE SIGNING

The undersigned, as a participant, spectator, visitor, guest, invitee, volunteer, vendor, sponsor, and/or contractor, on his or her own behalf and, if applicable, as the parent or legal guardian of a minor participant, spectator, visitor, guest, invitee, volunteer, vendor, sponsor, and/or contractor (collectively “Participant”), for good and valuable consideration, agrees to the following terms and conditions of this Release, Waiver, Hold Harmless, Defend, and Indemnification Agreement (this “Release”): 1. Assumption of Risk and Waiver: Participant understands and accepts the risks of engaging in Equine Activities (as defined below), as well as merely being near a horse or pony (collectively “equine”), including, illness, injury, death, property damage, or any other loss (collectively “Loss”) resulting from faulty tack and equipment, a failure of Released Parties to make a reasonable and prudent effort to determine the ability of the Participant to engage safely in the Equine Activity or manage safely the particular equine, and/or the result of a dangerous latent condition, as well as: (a) the propensity of an equine to behave in ways that may result in injury, harm, or death to persons on or around them (ex.: jump, run, kick, buck, bolt, spin, rear up, strike, bite, stumble, fall, etc.), (b) the unpredictability of an equine's reaction to sounds (ex.: machinery, equipment, doors, rain, wind, thunder, voices, ATV’s, gun shots, cars, trucks, snakes, etc.), sudden movement (ex.: rider or jump falling, loose horse or dogs, etc.), and unfamiliar objects (ex.: jumps, poles, barrels, flowers, water, flags, golf carts, etc.), persons (ex.: riders, visitors/guests, spectators, etc.), other animals (ex.: leashed or unleashed dogs, cats, wildlife, etc.), or other things, (c) certain hazards such as surface and subsurface conditions (ex.: ground holes, uneven terrain, slippery, hard, or deep footing or flooring, construction material, other dangerous latent conditions of the property, etc.), (d) collisions with other equines or objects, and (e) the potential of a participant to act in a negligent manner that may contribute to injury to participant or others, such as failing to maintain control over the equine, or not acting within his or her ability. Participant understands the Loss that may result from the accepted risks of engaging in Equine Activities or just being near an equine, that equines are powerful and potentially dangerous, even without warning, and that the risks listed in this Release are just a sampling and Participant is not relying on Released Parties to list all possible equine-related risks. Participant agrees that no warranties or representations as to the condition or safety of Released Parties’ facility have been made. Participant agrees that engaging in Equine Activities under this Release includes, but is not limited to, those defined under California law, as well as petting, leading, feeding, watering, bathing, or grooming an equine, or assisting with any of these activities, and otherwise interacting with or merely being in the vicinity of equines (collectively “Equine Activities”). Participant understands and agrees that Participant is required to wear an ASTM-standard F1163/SEI-certified equestrian helmet (“Helmet”) while on an equine. Participant is not relying on Released Parties to provide, check fitting, or monitor the wearing of a Helmet. Participant accepts responsibility for the execution of this Release by anyone at Released Parties’ facility at Participant’s request, invitation, or permission, whether or not engaging in Equine Activities. Participant agrees to be responsible for his/her personal health and safety, to purchase and maintain his/her own insurance, remain financially responsible for his/her medical expenses, and hereby waives his/her right to any claims arising from participation in or observation of any Equine Activities or merely being present on property owned, leased, rented, visited, organized upon, or otherwise occupied or utilized by Released Parties, regardless of the reason for Participant’s presence on the property. The following shall be included as Released Parties under this Release: Coachella Horse Park LLC, doing business as Desert International Horse Park, CHP Land Company LLC, CHP Show Management Company LLC, doing business as Apex Equisport, and each of their respective parent, affiliate and subsidiary companies, agents, successors, assigns, employees, volunteers, contractors, representatives, assistants, sponsors, members, managers, shareholders, officers, directors, owners, trustees, licensees, invitees, related entities, as well as any other person or entity acting on their behalf or in any manner connected with the ownership and management of the above listed parties (collectively “Released Parties”). Participant acknowledges that he/she hereby waives on his/her behalf and on behalf of his/her heirs and assigns, and fully understands the effect of such waiver, all benefits flowing from any state statute that would otherwise limit the scope of this Release, including but not limited to Section 1542 of the California Civil Code, which provides: “A general release does not extend to claims that the creditor or releasing party does not know or suspect to exist in his or her favor at the time of executing the release and that, if known by him or her, would have materially affected his or her settlement with the debtor or released party.” 2. Release/Hold Harmless/Defend/Indemnify/Photo Release: Participant agrees to release, hold harmless, defend, and indemnify Released Parties for Loss incurred by Participant or Participant’s property, even if such Loss is caused by negligence or other fault of Released Parties (except gross negligence, recklessness, or intentional misconduct). Participant grants permission for Released Parties to use his/her photograph and video depictions in any format engaging in Equine Activities and/or related moments. 3. Governing Law/Time Limitation/Attorneys’ Fees/Jury Waiver: This Release shall be construed and enforced in accordance with California law. All disputes relating to the interpretation and enforcement of this Release shall be resolved exclusively by the state court in Los Angeles, California. Participant submits to this jurisdiction and venue for such purpose. Participant agrees that this Release does not expire and that any and all claims and/or causes of actions for Loss by Participant against the Released Parties surviving this Release must be brought within one (1) year of the date accrued and any claim for personal property Loss is limited to Two Hundred Fifty Dollars ($250). Participant agrees to reimburse Released Parties for any attorneys' fees and costs incurred by Released Parties in enforcing this Release and/or in defending or prosecuting any claims or causes of actions involving, or in any way relating to, Participant. Participant agrees to waive trial by jury in any action, proceeding, or claim brought by Participant against Released Parties on any matters related to, arising out of, or connected with this Release. 4. Severability/Modification: If any provision of this Release shall be determined to be invalid or unenforceable, the remainder of this Release shall not be affected thereby. Each provision of this Release shall be valid and enforceable to the fullest extent permitted by law. This Release can only be modified in writing signed by Participant and Coachella Horse Park LLC’s manager, President, or Chief Executive Officer. 5. WARNING: IMPORTANT NOTICE BY SIGNING THIS AGREEMENT, YOU ARE GIVING UP CERTAIN LEGAL RIGHTS, INCLUDING THE RIGHT TO RECOVER DAMAGES IN CASE OF ILLNESS, INJURY, OR DEATH (collectively “Loss”) ARISING OUT OF YOUR PRESENCE AT THE FACILITY (defined below) SPECIFICALLY RELATED TO COVID-19 OR ANY OF ITS MUTATIONS, FORMS, DERIVATIVES, OR OTHER INFECTIOUS DISEASES (collectively “COVID-19”). I, the undersigned, hereby enter into this Release, Waiver, Hold Harmless, Assumption of Risk, Defend, and Indemnify Agreement for Infectious Diseases Including COVID-19 Related Loss (this "Agreement") in consideration of my, and my minor child if applicable (collectively “I”, “me”, or “my”), ability and permission to access, utilize, occupy, visit, attend, or otherwise be present on Released Parties’ (defined below) property (the “Facility”) during and after the COVID-19 pandemic, for any reason, whether or not related to equines or equine activities. 1. Risk of Loss/Protective Measures/No Guarantee: By signing this Agreement, I hereby acknowledge that I have familiarized myself with the risk of Loss accessing, utilizing, occupying, visiting, attending, or otherwise being at the Facility (collectively “Using”) for any reason and the current protective measures at the Facility intended to minimize my risk of exposure to COVID-19. I agree the protective measures are satisfactory and sufficient for me to accept and assume the risk of my COVID-19 exposure resulting from Using the Facility occupied by other individuals. I understand and agree that Released Parties (as defined below) cannot guarantee: (a) the protective measures can or will prevent my exposure to COVID-19; (b) will be complied with by all individuals at the Facility; or (c) that others will not act in a negligent manner that may contribute to my Loss or contraction of COVID-19. I agree to fully comply with all protective measures required by the Facility as they now exist or may be revised from time-to-time as posted on the property or available on www.deserthorsepark.com. I accept full responsibility for my own safety and the sanitization of myself and personal property I contact at the Facility. If I am a parent or legal guardian of a minor individual, I consent to the minor Using the Facility and agree to remain responsible for the minor’s Loss and compliance with all required protective measures. 2. Medical Attention/Disclosure: I understand and agree that engaging in equine activities or merely Using the Facility exposes me to inherent risks of personal injury that may require medical attention including, but not limited to, first aid and/or emergency medical care. I therefore consent to personal contact by Released Parties and/or medical personnel deemed necessary for providing for my care at the Facility and/or the hospital, even at the risk of my COVID-19 exposure. I agree to hold Released Parties harmless for such medical attention and any Loss directly or indirectly resulting therefrom. I agree that in the event I am diagnosed as infected with COVID-19, I authorize medical personnel to provide Released Parties information regarding my Loss and treatment for contact tracing or any other purpose. 3. I acknowledge that I hereby waive on my behalf and on behalf of my heirs and assigns, and fully understand the effect of such waiver, all benefits flowing from any state statute that would otherwise limit the scope of this Agreement release, including but not limited to Section 1542 of the California Civil Code, which provides: “A general release does not extend to claims that the creditor or releasing party does not know or suspect to exist in his or her favor at the time of executing the release and that, if known by him or her, would have materially affected his or her settlement with the debtor or released party.” 4. Protecting the health of your horse and other horses at Desert International Horse Park is of the utmost importance. DIHP has implemented these Required Biosecurity Measures to decrease the risk of introduction and/or spread of contagious or infectious disease at its shows.

UPON ENTRY TO THE DESERT INTERNATIONAL HORSE PARK,ALL HORSES MUST HAVE AND PROVIDE:

PROOF OF VACCINATION Required

Via a signed statement from the attending veterinarian that the horse has been vaccinated against the following:

Within 6 months (180 days) of each show: Equine Influenza (EIV)Within 6 months (180 days) of each show: Rhinopneumonitis (EHV 1 and EHV 4)

If a vaccination will expire during one of the shows, the horse must receive its new vaccination prior to being issued a competition number for that show.

Statement of vaccination must be on Official Letterhead and must contain the Show Name of each horse.

PRESENTATION OF HEALTH REQUIREMENTS

These documents must be presented upon entry to the show grounds and copies must be filed in the Show Office before any competition numbers will be issued. The results on all required papers must indicate the horse’s registered (show) name.

Any horse not accompanied by these documents will be directed to the Show Veterinarian to obtain the required documents and/or vaccinations, and/or will be placed in quarantined stabling until the proper documents are obtained. Any horse showing signs of fever/illness/stress is subject to examination by DIHP Officials and/or the Show Veterinarian, who may at their sole discretion, place the horse in quarantined stabling or take further action if deemed necessary.

DIHP FACIL IT Y CREDENTIALS

Beginning with the 2020/2021 Season, all individuals need to be approved and credentialed in order to enter the Desert International Horse Park property.

WHO CAN RECEIVE CREDENTIALS?Trainers, grooms, other barn staff, sponsors, vets, vendors, exhibitors, etc. can all submit

names for approval.

HOW DO I GET MY CREDENTIALS?Once approved, individuals can go to a website and sign the required documents and

submit a picture ID.

WHAT ARE THE CREDENTIALS?A picture ID, either for the wrist or a lanyard, will be produced and given to/sent to the

approved individuals. The picture ID must be worn at all times.

HOW LONG DO MY CREDENTIALS LAST FOR?Once completed, the process only needs to be done once for the entire season. Original

IDs will be given at no charge. There will be a nominal charge for a duplicate.

TEMPERATURE CHECKS WILL BE MANDATORY FOR ENTRY TO THE SHOW GROUNDS EACH DAY.

Every cough means something

The quiet of the barn, the rhythm of your warm up, the peace of a horse at pasture – it can all be disrupted by the sound of a cough. Equine asthma can affect horses of any age or breed, including pleasure horses, competition horses and race horses. ELIGIBILITY - Open to all. Riders are limited to four (4) horses in this class. Horses and ponies are not required to show in any other class at the competition, but may compete in any class for which they are otherwise eligible. Owners, Riders and Trainers must be current Active Competing Members of USEF and USHJA. Horses and ponies must have USHJA Registration. Change of rider after the First Round is not permissible.

CONDITIONS AND SPECIFICATIONS - Fences 3’0”, with at least four (4) option fences 3’5” per round. To be judged under the Open Numerical scoring system by two panels of two judges each. One Panel will be designated the tie-breaking panel for Round 1; this panel will also be the tie-breaking panel for the jump-off, if any. The other Panel will be the tie-breaking panel for Round 2. To be scored on quality, movement, jumping style, manners and way of going. Pace and brilliance are to be rewarded. Jumping decorations to utilize a shorter track is not permissible in any round.

Round 1: To be shown over a Hunter Classic course of at least 10 fences. In addition to the base score, each judging panel must award an Option Bonus Score consisting of one additional point for every higher height option fence jumped. Scores will be added to determine the total score for the round. The top 12 will return in reverse of scores for the Second Round. In the case of ties, the Base score of the tie-breaking panel will be used to break the tie.

Round 2: To be shown over a Handy Hunter course of at least 8 fences. In addition to the base score, each judging panel must award an Option Bonus Score consisting of one additional point for every higher height option fence jumped. Handiness is taken into account in the judges’ base score. Scores will be added to determine the total score for the round. In the case of ties, the Base score of the tie-breaking panel will be used to break the tie.

Scores from Round 1 and Round 2 will be added to determine the overall winners. In the case of a tie for First Place, a jump-off will be held. In the case of ties for all other places, the Base score of the Round 2 tie-breaking panel will be used to break the tie.

POINTS AND AWARDS - In order to earn USEF Horse of the Year points, exhibitors must declare in which section points are to count by submitting a completed USHJA Declaration Form to the Show Office by the end of the competition. Points accrued by horses shown by Professionals may be awarded to the declared Green Hunter 3’0”, Green Hunter 3’3” Performance Hunter 3’3” or Small Hunter. Points accrued by horses shown by Juniors or Amateurs may be awarded to the declared Green Hunter 3’0”, Green Hunter 3’3” Performance Hunter 3’3”, or the applicable Children’s, Pony, Adult Amateur, Amateur Owner 3’3”, Small Hunter or Junior Hunter 3’3. The money won and points won in the USHJA National Hunter Derby will only be awarded towards a declared Hunter section for HOTY points if a horse competes in the declared section a minimum of 1 time during the competition year. National HOTY championship points will not be awarded. (see HU192.9b)

SECURE STABLING - Horses must purchase a stall and be stabled on the grounds 24 hours prior to the start of the class. Horses must remain on the competition grounds until finished competing in the Derby. Any horse in violation of this requirement will be disqualified.

HORSE INSPECTION - Horses entered in this class will NOT be required to jog for soundness. Any unsoundness during thecompetition will be reflected in the scores from the judges (GR 1033.6).

SCHOOLING REQUIREMENTS - During the 24 hour period prior to the class, horses must be ridden in official horse show schooling areas only unless Management designates a specific schooling area for National Hunter Derby horses. Competition number must be worn at all times while mounted.

ORDER OF GO - The Order of Go for the First Round will be drawn. The Order for the Second Round will be reverse order of scores from Round 1. Should a jump-off occur, horses will return in the same order in which they competed in the second round.

USHJA GREEN HUNTER INCENTIVE PROGRAM 2020 STAKE CLASS SPECIFICATIONS

I. Membership and Participation RequirementsA. Open to horses of any age that are eligible to compete as a Green 3’0”, 3’3”, 3’6” or 3’9” Hunter under

Federation rules. It is the exhibitor’s responsibility to verify eligibility of the horse.B. Riders, owners, and trainers must be current Active members of USEF and USHJA to participate in this

class. (see GR202).C. Horses must be enrolled in the USHJA Green Hunter Incentive Program and pay the annual enrollment

fee to participate in the Green Incentive Stake. Additionally, horses must be registered with USHJA and recorded with USEF to participate. Horses must be enrolled in the Green Hunter Incentive Program prior to competing in a Green Hunter Incentive Stake class. Only horses appearing on the enrolled list located at www.ushja.org are eligible to compete in a Green Hunter Incentive Stake class. It is the exhibitor’s responsibility to enroll their horse in a timely manner in order to be eligible to participate.

D. Horses may only be enrolled online. If a horse is enrolled during a competition, the horse’s enrollment date will be considered the first day of the competition at which it was enrolled.

E. Slots: Owners may purchase a slot in the program at the current rate and name a horse to that slot at a later date. Only results achieved by the horse after it is assigned to the slot will count in program standings and qualifying for championships. Slots expire at the end of the competition year the same as the regular enrollment. They are non-transferrable; they cannot be sold to another owner and a horse cannot be substituted for one already assigned. Any slots that are unused will stay dedicated to the current year's purse and will not roll over.

F. Enrolled horses are not required to have competed in a Green Hunter section at any USEF Licensed Competition to compete in a Stake class. However, competing in a Stake class will affect their Green status.

G. Horses are not required to jog for soundness.H. Horses may be ridden by a Professional, Junior or Amateur.I. There is no limit to the number of horses a rider may compete in the class.

II. Judging FormatA. The Green Hunter Incentive Stake class shall be judged on quality, movement, jumping style, manners

and way of going, using the open numerical scoring system.B. A score will be announced after each round.C. If the Incentive is run concurrently with another class, judges will compare incentive horses against the

other incentive horses, not against the green hunter entries.D. If the number of entries warrant splitting the class, it is recommended to split it by fence height first rather

VII. Competition RequirementsA. The USHJA Green Hunter Incentive Stake class may be held at any USEF Premier, National, Regional I

or Regional II rated hunter competition, or competitions that have been approved for a Special Competition status.

B. No separate application is necessary for a competition to hold this class.C. Competition management will collect and remit to USHJA a fee of $20 per entry at Premier and

National rated competitions and competitions that have been approved for a Special Competition status, and $10 per entry at Regional I and Regional II rated competitions within 10 days of the end of the competition.

D. Competition management must check at www.ushja.org to verify that all entries in the USHJA Green Hunter Incentive Stake have been officially enrolled in the Green Hunter Incentive Program, prior to the distribution of prize money for the Green Hunter Incentive Stake class.

E. If there are any Stake class entries, the Stake class must be run.F. Competition management must report the results of this class separately from the results of the Green

Hunter height section classes and send a copy of these results to both the USEF and USHJA within 10 days of the conclusion of the competition.

G. Competitions are responsible for all class awards. However, the USHJA reserves the right to supplement awards.

H. The USHJA Green Hunter Incentive Stake class should be promoted and conducted by management as one of the featured classes of the competition.

Desert International Horse Park’s Jumper Program was created closely with the top jumper riders across the country to ensure the Horse Park is not only a destination for continuing the educaiton and training of younger horses and exhibitors, but also for professionals looking for a competitive edge.

Jumper Nomination Fee: $125

Nominated Jumper Sections: 1.20m, 1.30m, 1.40m, 1.45m, Grand Prix, Amateur, Amateur-Owner, and Junior Jumper.

Non-Nominated Jumper Sections: .70m, .80m, .90m, 1.0m, 1.10m, 1.15m, Adult, Children’s, Modified Child/Adult and Pony Jumper. These horses should enter their classes in timely order to avoid Class Post Entry Fees. Nominated Jumpers showing in these classes should enter their classes timely in order to avoid post entry fees.

Eligibility: Any horse, regardless of winnings, is eligible to enter any .70m - 1.45m and Open Jumper class. Declarations: Nominated Jumpers must declare on the appropriate form in the Show Office by 5 pm the day before the class is to be held. Classes may be scratched the day of prior to the class starting with no penalty - exception: Special Classes. Classes entered on the Entry Blank constitute a Declaration.

Jumper Tables: Refer to the Time Schedule.

Time Allowed: The Time Allowed will be based on a speed of 382 yards per minute for all sections unless otherwise noted, and may be adjusted accordingly.

Martingales: 1.30m or below: No martingale restrictions when used in a conventional manner. Draw Reins permitted in classes below 1.20m or below that do not offer prize money. Above 1.30m (and all classes restricted to young horses): Only running martingales used in the conventional man ner. Note: Ponies may not be ridden by a Junior in draw reins or German mar tingales at any time.

Ties: Ties involving first place will be jumped off. Ties not involving first place will be decided upon time unless otherwise stated.

24 Hour Rule: Horses must be stabled on the grounds 24 hours prior to any class with prize money of $25,000 or more.

Children’s and Adult Jumpers: Horses or riders may not cross enter into any Junior or Amateur-Owner Jumper class at the same show. Exception: where fence height is 3’11”. Riders may not cross enter into any Jumper class at the same show with fences exceeding 1.20m (3’11”). Fences 1.0m-1.05m (3’3”-3’5”) for Low. Fences 1.10m (3’7”) in the first class, 1.10m-1.15m (3’7”-3’9”) in succeeding classes for High.

The General Rules and Regulations of the Horse Show will prevail for the Special Classes except as provided for each individual class and as noted herein.

Horse Limit: Riders are not limited to the number of horses they may ride.

Ranking List Points: Riders are no longer required to designate a “Point Horse” effective December 1, 2014. Riders will receive Ranking Points from the placing points earned on his/her highest placed horse.

Special Class Nomination/Declaration: Special Classes added on the day of or after the Order of Go has been drawn will be required to work first in the order.Special Class Scratch: Any scratch must be made before the class starts. See Rules & Regulations for more information.

Classics / Grand Prix: In the event of scratch on the day of the class, horses are subject to the Classic / Grand Prix Scratch Fee.

Order of Go: The Order of Go will be drawn. In the jump-off, if any, all horses will go in the original drawn order.

Attire: Formal attire required in Special Classes.

Awards: Winners to ride for presentation of awards in Special Classes.

Trophy & Ribbons: 1-8 or 1-12 in Special Classes unless otherwise stated.

GOVERNING RULES:USEF: This competition is governed and approved by the United States Equestrian Federation. Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith. To the extent there is a conflict between the prize list and the USEF rules, USEF rules will prevail.

Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A non-member may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.

REMINDER: All USEF Life and Senior Active members, as well as participants who have regular contact with minor athletes, are required to comply with the U.S. Center for SafeSport training requirement to be eligible to participate in the competition. All participants must adhere to the U.S. Center for SafeSport Code, USEF Safe Sport Policy, and the Minor Athlete Abuse Prevention Policies. More information about these can be found at www.usef.org.

CLOSING DATES/POST ENTRIES:Stall reservations and entries may now be made separately and have different deadlines. Stall reservations, entries, and document signatures are required to be submitted by the following dates for the respective competitions. Reservations and entries not received by these dates will still be allowed, subject to availability, but may be subject to a late fee. Exhibitors and trainers are advised

that individual show weeks may sell out, even prior to the deadline date below:

OTHER AFFILIATE ORGANIZATIONS: From time to time, Desert International Horse Park (DIHP) will run classes sanctioned by additional affiliate organizations. These classes, and any fees collected by DIHP on behalf of the affiliate organizations, if any, have received the appropriate approval and documentation by the USEF. At the present time, these affiliate organizations may include California Professional Horseman Association (CPHA), Pacific Coast Horseshow Association (PCHA), LEGIS, and Los Angeles Hunter Jumper Association (LAHJA).

Additional information may be found on the following websites: USEF.org; USHJA.org; FEI.org; RYEGATE.com; CPHA.org; PCHorseshows.org; legisleague.com; and LAHJA.org. Exhibitors are responsible for a knowledge of the Rules and Regulations governing the horse show and for their own errors and omissions. In the case of a violation of a cross entry restriction, the exhibitor will forfeit the entry fee, class placing and prize money award.

COVID – 19DIHP has implemented strict protocols to care for the safety of participants, staff, officials, other employees and horses during the global pandemic. These protocols have been approved by USEF and are updated on a regular basis as requirements change. The protocols are available on the DIHP website at www.deserthorsepark.com. We encourage everyone to review these protocols frequently. We will notify participants when changes have been made to the protocols. These protocols meet the requirements of USEF, CDC, WHO, the State of California, and the County of Riverside and we will enforce the protocols strictly. Individuals not willing to abide by these protocols will be asked to leave the competition.

AS A RESULT OF THESE PROTOCOLS, ONLY AUTHORIZED INDIVIDUALS WILL BE ALLOWED ON THE PROPERTY AND ALL AUTHORIZED INDIVIDUALS MUST AGREE, IN WRITING,

TO ADHERE TO DIHP PROTOCOLS.



AGREEMENTS AND DOCUMENTS:USEF ENTRY AGREEMENT By entering a Federation-licensed Competition and signing this entry blank as the Owner, Lessee, Trainer, Manager, Agent, Coach, Driver, Rider, Handler, Vaulter or Longeur and on behalf of myself and my principals, representatives, employees and agents, I agree that I am subject to the Bylaws and Rules of The United States Equestrian Federation, Inc. (the “Federation”) and the local rules of the Desert Circuit competition. I agree to be bound by the Bylaws and Rules of the Federation and of the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. I represent that I am eligible to enter and/or participate under the rules, and every horse I am entering is eligible as entered. I also agree that as a condition of and in consideration of acceptance of entry, the Federation and/or the competition may use or assign photographs, videos, audios, cablecasts, broadcasts, internet, film, new media, or other likenesses of me and my horse taken during the course of the competition for the promotion, coverage or benefit of the competition, sport, or the Federation. Those likenesses shall not be used to advertise a product and they may not be used in such a way as to jeopardize amateur status. I hereby expressly and irrevocably waive and release any rights in connection with such use, including any claim to compensation, invasion of privacy, right of publicity, or to misappropriation. The construction and application of Federation rules are governed by the laws of the State of New York, and any action instituted against the Federation must be filed in New York State. See GR 908.4. The Horse Show Committee reserves the right to itself to interpret all questions and conditions in regard to or arising out of, or incident to the show without claims for damages or recourse of any kind. All questions not covered in these Rules and Regulations shall be decided by the Horse Show Management; its decision to be final. The Horse Show Management reserves to itself the right to limit entries in any class, section or division, to refuse, accept conditionally, or to cancel any entries, disqualify any riders or exhibitors, prohibit exhibition of entries, and cancel award prizes, without any claim for damages; to change any course, to add a dotted line, to cancel or combine any unfilled classes, or to reschedule classes, after due notice to exhibitors; to change rings or rotate judges; to change specifications in Jumper classes as competition warrants. Every horse entered herein for competition will be under the control of the Horse Show Management, but the Show Management will in no case be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the horse show and the officials, employees, directors, officers, sponsoring entities of the horse show and the facilities at which the horse show

is held blameless for any loss or accident to his horse(s), employee(s), or equipment which may occur from sickness, fire or other cause. Every class offered herein which is covered by the rules and specifications of the current USEF Rule Book will be conducted and judged in accordance therewith.

In the event of a cancellation due to severe weather or other emergency, refunds of entry fees must be made upon request by the exhibitor within 30 days of the cancellation.

USEF WAIVER AND RELEASE OF LIABILITY, ASSUMPTION OF RISK AND IDEMINITY AGREEMENT: Effective immediately, all individuals on the property will be required to sign the USEF Waiver and Release of Liability, Assumption of Risk and Ideminity Agreement. The Agreement will be available on our website (www.deserthorsepark.com) and can be executed and signed electronically.

DIHP GENERAL LIABILITY AGREEMENT: All individuals on the property, whether or not they are competing, will be required to sign a general liability agreement. The agreement will be available on the DIHP website and can be executed electronically.

DIHP COVID-19 AGREEMENT: DIHP requires each individual on the property to read and adhere to specific COVID-19 protocols. The COVID-19 agreement acknowledges that the individual has read the protocols, which are available on the DIHP website, and understands and accepts the risks, as outlined in the agreement, of contracting the virus. The agreement can be executed electronically.

CONTACT AND EMERGENCY HEALTH INFORMATION: All individuals on the property are required to provide contact information for themselves and their emergency contact. This information will be used, as needed, to support the County of Riverside Environmental Health contact tracing program. The required information is available on the DIHP website.

VISITORS TO DIHP: Spectators will not be allowed to visit the DIHP facility until further notice. Given the length of the show season, we recognize that each barn/trainer will need additional essential personnel to visit the facility, including but not limited to, veterinarians, farriers, grooms, drivers, and braiders. Barns/trainers will be required to notify DIHP of authorized individuals and they will be required to review and sign the DIHP general liability agreement and COVID-19 agreement.

SIGNATURES ON DOCUMENTS: Signatures on documents are required to be made by the actual



individual. Signatures by others will not be accepted. Electronic signatures will be allowed. Further information will be provided on electronic signature access.

ENTRIES, FEES, AND PAYMENT:ENTRIES: Entries will only be accepted on line on the DIHP website through the showgroundslive show management system. Entries must be received by the deadline posted above. Entries received after the posted deadline will be late and will be charged a late entry fee. Online entry forms must be completed in their entirety. Incomplete forms will not be accepted and will be considered a late entry, subject to a late entry fee. Classes may only be entered or declared by using a Class Number.

PAYMENTS: Fees must be paid in U.S. funds. Checks drawn on Canadian banks must be pre printed by a financial institution with the legend “U.S. Funds” and drawn on a U.S. bank. Visa, Master Card, & American Express are accepted. Customers paying by credit card will have an additional 3% processing fee. Payment information must be provided at time of entry. Full payment is required at the end of each week of competition. No balances may be rolled forward to the following week. Exhibitors and trainers who have not settled accounts prior to the beginning of the next week of competition will not be allowed to compete. Exhibitors and trainers are required to close out and make payment on-line. Large barns requiring an in office check out must have a pre arranged appointment. Management has permission to close out any outstanding balances with payment information provided. Stabling, nominating, and administration fees will not be refunded under any circumstances. Trainers will be held financially responsible for any clients who do not submit viable payment in a timely manner, including late fees. Accounts with returned checks/declined credit cards/disputed charges will be assessed a penalty of the greater of $50 or 10 percent of the face value of the declined amount.

COMPETITION FEES: Each horse will be charged a USEF fee of $23 per competition ($15 Drugs and Medication, $8 USEF), an $8 fee to CDFA for Drug Screening, a $7 fee for USHJA, and affiliate fees for PCHA of $3. Anyone who is not a member of USEF and/or USHJA will be charged a $45 show pass fee by USEF and a $30 show pass fee by USHJA. All horses competing in any USEF Computer Ranked Grand Prix at DIHP are subject to USEF International High-Performance fee in accordance with GR207. DIHP assess a fee of $35 per horse for participation.

OFFICE FEES: A fee of $125 will be charged to each horse for each week of competition. This is the only per horse fee charged by DIHP. This fee includes medical personnel and emergency response, Showgroundslive, security, and office

support. It also includes video streaming and unlimited viewing of rounds. As requested, an individual who needs a copy of their video, may purchase it for $25.

OTHER FEES: An additional fee of $100 will be charged for entries received after the closing date, show scratch, non-showing, failure to close out an account within 24 hours of the competition ending, and missing information on an entry. Horses stabling in season or circuit stalls will not be charged weekly late entry or weekly scratch fees for changing the weeks the horse is showing. A $50 per week fee will be added to any horse not purchasing shavings from DIHP for manure management, removal, and disposal. A $50 fee per class will be added for a rider who competes in a class but failed to enter correctly.

INDUSTRY ASSISTANCE COVID FEE: We will collect a $15 fee per horse each week to be contributed to an assistance fund that will be used throughout the season to support grooms and other industry participants in need of assistance during a fourteen day quarantine. Any remaining funds collected and not used will be donated to the CPHA Foundation.

BACK NUMBERS: One back number per horse will be assigned at each DIHP circuit. As per GR908.2, a signature is required on each entry blank for each rider than riders that horse. This signature is the sole responsibility of the rider. Those found riding an entry while displaying a back number assigned to others from DIHP, without having the new rider’s signature attached to that entry, assuring the owner’s consent to rider, as well as agreeing to all of the rules of the competition and the Federation, will be considered in non-compliance as described in GR908.3 and will be disqualified from the class and competition until a proper entry blank is signed. Back numbers must be worn by the horse with the corresponding microchip number.

FOREIGN EXHIBITOR ASSOCIATION REQUIREMENTS: Owners, riders, and trainers, must provide an electronic copy (English) that they are a member in good standing of their national federation. Riders showing in classes restricted to Junior, Amateur, or Adults must present their membership card or other documentation indicating their Junior or Amateur status. Amateurs must provide or sign for USEF Amateur Status. Foreign Amateur riders must join USEF and sign for Amateur Status. Members of EC must sign for Amateur Status but are not required to join USEF.

HORSE/PONY MEASUREMENT CARD: Horse/ponies showing in Junior Hunter, Pony Hunter, Children’s Pony Hunter or Pony Jumper are required to have a USEF Measurement card or arrange to be measured at the show. Foreign measurement cards are not acceptable as proof of measurement.



USEF HORSE RECORDING: Horse must be recorded with USEF annually or for Life in order to be eligible for HOTY Awards and/or Zone Awards.

USHJA HORSE REGISTRATION: All horses competing in USEF licensed Hunter/Jumper/Eq competitions must have or obtain a Registration Number from UHSJA.

MICROCHIPS: All horses/ponies required to have a USHJA number must have a microchip. This number must be recorded with USHJA.

OPPORTUNITY CLASSES: All opportunity classes will be held in accordance with GR821. Riders entered only in these classes are exempt from the Federation membership requirements and are not required to pay a nonmember fee but are required to list the Federation membership number if the participant is a member.

ADD/SCRATCH/CHANGE: Any class add/scratch/change must be made on ShowGroundslive through the DIHP website by 4 pm on the day before the class is scheduled to run.

NO DAY OF ADDS: Any exhibitor who does not compete in a class in which he/she is officially entered, and does not scratch according to the Scratch Procedures, will be billed for the class. The horse show policies herein stated regarding scratches and refunds will be followed regardless of weather and in place of GR 912. Once a class or division begins, it may not be scratched, except for a Vet Scratch. If a Vet Scratch, the horse must be scratched electronically through showgroundslive on the DIHP website. The Official Show Vet’s Certificate in the Show Office on the day of the class and the Official Show Vet’s Certificate must be received electronically by the end of the competition day and a scratch fee will still apply. A class that has been closed may not be scratched.

SHOW OFFICE:HOURS: The DIHP show office is open from 7 am to 5 pm. All transactions can be made online by accessing showgroundslive on our website. DIHP will also have two office secretaries available by phone or Whatsapp to answer questions should you not want to go to the office. Information on this will be posted by the show office during the show. All efforts have been made to ensure the safety of our team and visitors to the show office, as explained in our COVID-19 protocols. These can be accessed on the DIHP website at www.deserthorsepark.com.

PROCEDURES: During COVID-19 access to the office will be limited. There will be a single entrance door and a single exit door. Only six visitors will be allowed in the office at one time. Masks will be required at all times.

BRAIDING: Braiding is optional and horses that are not braided will not not be penalized.

TRAINER SPLITS: DIHP allows trainers to split the show charges for miscellaneous items to their clients. Splits will be accepted until noon on the Friday of a show week. No exceptions will be made. Only items billed by the horse show directly can be split. Splits will revert back to the trainer for payment if uncollected.

DAILY SCHEDULE: Entries for the next day must be completed by 4 pm the day before through showgroundslive on the DIHP website. The final ring schedule will be available at approximately 7 pm for order of go sign ups. Order of go for the Grand Prix ring and medal classes will be provided by the office. Exhibitors in classes without an office provided order of go may sign up for a slot until midnight. Notices for all of these deadlines will be sent daily on the DIHP texting service.

COMBINING, DIVIDING, OR CANCELING DIVISIONS, CLASSES, OR CLASSICS: All decisions to combine, divide, or cancel classes, divisions, or classics will be made in accordance with USEF, USHJA and other relevant affiliates rules and posted on the daily schedule on showgroundslive available on the DIHP website.

DAILY COURSES: Daily courses will be posted on line on the DIHP website at www.deserthorsepark.com and a text message will be sent when they are available each evening.

TEXTING SERVICE: Individuals can sign up to receive daily text messages on the DIHP schedule by texting ‘DIHP’ to 474747. Message and data rates may apply.

FEED STORE: DIHP operates a full-service feed and bedding store. All orders must be made on line with the new feed store order system available on the DIHP website at www.deserthorsepark.com. Prices for feed, shavings, and hay are posted on the on-line store. No third party deliveries will be allowed access to the property.

GOLF CART RENTALS: Golf carts may be rented at DIHP for individual use. All of the golf carts are gas powered. All golf carts will be sanitized prior to customer acceptance. Customers are responsible for sanitizing their golf carts during the rental period. Golf cart rental reservations may be made at www.deverrentals.com.

PRIZE MONEY: Prize Money will be issued to the “Recipient of Prize Money” recorded on the entry within 30 days of the close of competition, thereby ending the show’s responsibility as long as all criteria has been met. A valid Social Security or Federal ID number and valid address must be provided in addition to a W-9. Prize money checks



will be mailed to the prize money recipient at the address on the entry blank within thirty days after the show. With advance permission from the show office, prize money may be credited to the entry’s show account after the results of the class winnings are posted. If all proper tax information is not provided, the prize money will be withheld until it is provided. Classes that do not have enough entries to pay out prize money will either be cancelled, or run without prize money at the exhibitors’ option. Add Back Prize Money is computed from the number of horses that actually show. Horses entered but not shown forfeit the add back money. Please be advised that prize money won by foreign exhibitors is subject to the US Internal Revenue Service regulation requiring sporting events to withhold 30% of prize money. Foreign exhibitors should apply for a Social Security number and will be asked to complete Form W-8BEN prior to receiving prize money.

FOOD SERVICE:VIP PAVILION: The VIP Pavilion overlooks the Grand Prix and Hunter rings. VIP includes seating for 8, and is open for coffee service and breakfast at 7 am. Lunch and snacks are served until the time of the last class in the two main rings. Service this year will be an assisted buffet in a new service area. DIHP personnel will assist you in preparing food that you request at the service line. VIP table holders may order a limited menu on line with pick up at the front check in desk for “fast service.” All VIP tables will be outside this year. VIP table holders may order on-line through a new VIP ordering system available on the DIHP website. Prices for VIP will be posted on the DIHP website. MAIN RESTAURANT: The main restaurant will not be open during NSS. Instead, DIHP has arranged for 4-6 food trucks to be available throughout the show grounds. Information on the specific food trucks will be available on the DIHP website.

DESERT GRILL: Desert Grill will be open Monday and Tuesday from 8 AM - 2 PM for a la carte food service out of the VIP Pavillion.

COFFEE: Coffee service throughout the property will be provided by Koffie Vielo at their locations.

TACO STAND: The small café located behind Barn 5 will be run by Fat Boys Tacos. Food can be picked up at the “will call” window at the café.

FOOD DELIVERY: Delivery of food is available throughout the horse show grounds. Orders may be placed through the food service order system on the DIHP website.

Food Service will be available every day.

FACILITY INFORMATION: Footing in the competition and warm-up areas at the Desert International Horse Park in Thermal, California is all-weather. Ring sizes are posted below and may change from show week to show week. Notice will be posted on-line at the DIHP website.

STABLING, PADDOCKS AND TRAILERING IN:STABLING: DIHP offers a range of stabling options for competitors. Private barns with or without rings are available on a long-term basis. Please contact show management to discuss options. Permanent stalls are 12’ x 12’, clear span tents are 12’ x 12’, and pole tents are 10’ x 10’. Stall doors are provided. Each option is available in circuit pricing and weekly pricing. Some options are available for the entire season. Pricing for all options and booking stalls will be available through the new stall reservation system on the DIHP website at www.deserthorsepark.com. Preference will be given to stall orders for multiple weeks of shows, and on a first-come, first served basis. We cannot guarantee you will receive your preferred stabling choice. Stall fees are non-refundable. Move in is allowed on Monday of each competition week after noon. Move out must be by Sunday at 8 pm unless otherwise approved. Stall Fees are non-refundable after the closing date of Entries. Bedding on straw is prohibited except when the horse’s health is at issue. Please obtain prior approval from Stable Office. Clean-up fee may apply.

STALLS: Circuit stall holders may arrive on the Friday before the start of the first week of competition of the circuit and may stay until Wednesday the week following end of circuit competition without any extra charge. Please advise the horse park of your planned arrival and departure. There is no weekly scratch fee for Circuit stall holders and Season pass holders. There is a weekly no show fee



of $100. For weekly and circuit stall reservations, a non-refundable Stall Deposit of 50% is due at reservation to hold your spot. The remaining 50% balance will be due on November 3. Season passes must be paid in full at time of reservation. No deposit is required for entries.

MATS: The flooring on all stalls is sand. Mats are provided in permanent stalls and are available for rent with the clear span and pole tents. Please email [email protected] for information.

BARN OFFICES: Barn offices are available for rent during the season. There are two offices located in each permanent barn. Please email [email protected] for information.

PADDOCKS: DIHP has 50 paddocks which are of metal construction and are separated on all four sides by walkways. They are roughly (50’ x 75’) in size and each has its own gate. Exhibitors are encouraged to bring their own locks to secure their reserved paddocks. Paddocks are NOT to be used for overnight turnout. Paddock reservations may be made on the DIHP website at www.deserthorsepark.com using our new Paddock reservation system. Payments may be made directly on-line at the time of reservation. Preferences for location will be honored to the extent possible. Reservations are for a week at a time, Monday at noon to Monday at noon, and the price is posted on-line.

DAILY HAUL IN: Haul in spots can be reserved by the week for $100/week. In addition there is a daily fee of $25/horse. Your spot will be reserved only for you and will include access to water, access to washracks, garbage cans nearby, a specific area for manure for the haul in horses and restrooms located nearby.

SAFETY, HEALTH & VETERINARY: SHARPS AND MEDICAL WASTE: In accordance with the 1989 Federal Waste Tracking Act, which restricts the disposal of medical waste, BioHazardous Medical Waste Containers will be provided in the stable area. Sharps & Medical Waste must be placed in the proper receptacles. Anyone found discarding sharps or medical waste in any other manner will be fined up to $250 per instance and be responsible for any fines and expenses incurred by management.

SHOW VETERINARIAN: Show Veterinarian is in residence on the show grounds. The Vet’s phone number will be posted on line and at the Show Office.

FARRIER: Farrier is available on the show grounds during all competition days in accordance with GR1211.5.

EQUINE HEALTH REQUIREMENTS: Equine Health Requirements will be enforced. All horses (competing or not) that enter the grounds are required to present the Required Health Entry Requirements, including the Event Participation Declaration and Proof of Vaccination. All horses are subject to examination by DIHP officials/designated representatives and/or state officials (collectively “officials”) for determining whether such animals are, have been infected/exposed, or are likely to become infected with an infectious or contagious disease. If after such examination, officials have reason to believe that an animal’s health condition places other animals at risk, such officials, at their sole discretion, may quarantine such animal (and others that may have been infected/exposed) or, if appropriate, require that such animals be transported off the grounds. All participants agree to fully cooperate with event officials and abide by their decisions and instructions. Failure to comply shall be grounds for immediate expulsion and potential disciplinary action by organization, state/local or federal animal health officials. All exhibitors are encouraged to review the equine health entry/transport requirements of the destination state prior to entry. Additional information can be obtained from the State Vet Office.

POLING, LUNGEING AND OFFSETS: Manual poling and the use of bamboo offsets are prohibited for all horses competing at DIHP pursuant GR844. Any rider, trainer, groom or any other person who is in violation of the rules set forth above will be fined $500 for each incident and may be suspended from further competition. Any horse upon which a violation of the manual poling and/or use of bamboo off-sets rule will be suspended from competition. Lungeing is only allowed in designated areas.

SAFETY: Accidents Involving Competitors. GR1317. In the event of a head injury due to a fall/accident at a licensed competition, the competitor may be prohibited from further competition until released by medical personnel. In some cases, the competitor may not return to competition without a signed release from a licensed medical professional. The competitor may be placed on suspension by USEF until a release is provided. Competitors are advised to familiarize themselves with this rule.

PROTECTIVE HEADGEAR: It is compulsory for all persons at Federation licensed hunter, jumper or hunter/jumper competitions in all Hunter, Jumper and Hunt Seat Equitation classes, when mounted anywhere on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American



Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. It is the responsibility of the rider, or the parent or guardian or trainer of the junior exhibitor to see to it that the headgear worn complies with appropriate safety standards for protective headgear intended for equestrian use, and is properly fitted and in good condition, and the Federation, Show Committee and Licensed Official are not responsible for checking headgear worn for such compliance. GR 801.2.7.

MOTORIZED VEHICLES AND GOLF CARTS: Minors who do not have a valid driver’s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind, including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles, on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver’s license. The parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for penalties against those responsible for the child committing the offense. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. The unsafe use of personal electronic transport devices, as determined by the competition officials and management in their sole discretion, that do not require a driver’s license to operate, including but not limited to segways, hover boards, and single wheeled scooters is prohibited on competition grounds. Operating such devices in areas where people gather may be deemed “unsafe use” if there is a risk of harm to others. If the operator of the device is a minor, the parent/legal guardian or individual who signs the entry blank as a parent or guardian of a minor operating the device in violation of this rule is accountable and may be subject to penalties. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule.

DOGS: Dogs must be restrained on the show grounds. Loose dogs will be picked up and detained and the owner fined $100. The owner may be barred from showing and expelled from the show grounds for a second offense, or for refusal to pay the fine, and will not be entitled to any refund of entry or stabling fees paid or due. Management reserves the right to call Animal Control to have an animal removed from the premises. GR 1301.6

FACILITY:RV SPACES: DIHP has 170 individual RV spaces available for weekly rentals. The RV spaces include sewer, water, and electrical hook ups. RV space reservations may be made on the new RV reservation system on the DIHP website. The fee for RV spaces will be posted on the reservation system and payment can be made directly on line. DIHP will attempt as best possible to honor location preferences. Assistance on additional RV needs is available through our partners at C3RV LLC (855-331-C3RV) and Star RV and Trailer Rentals (951-445-6447).

ELECTRICAL/FIRE REGULATIONS: Electrical installation and connections must meet all state and county codes. Aisles shall be maintained clear for a minimum of six feet wide by eight feet high. No obstructions or projections shall be allowed in these aisles. No Class I Flammable Liquids such as gasoline are allowed inside the buildings. Cooking is not permitted within any stable area. Anyone found in violation shall be subject to dismissal from further participation in the horse show without recourse. Additional appliances are not permitted within any stable area. Anyone found in violation shall be subject to confiscation of the item(s).

TENT MODIFICATIONS: Exterior Tent alterations are strictly forbidden. The removal of stall tent side poles, side ropes and/or stakes/anchors is strictly prohibited. Any exhibitor found in violation will be issued a single warning. If violation continues, Management reserves the right to remove from the show grounds all property belonging to or under the control of said violator. Further, Management reserves the right to bar any exhibitor found to be in violation from any further participation in the horse show without recourse to any refund of entry or stabling fees paid or due.

DAMAGE: Owners and exhibitors shall be held responsible for damage caused by them, their agents or employees to stalls, buildings and other properties on the show grounds, and shall be billed accordingly.
