MOSCOWThe past few months have been very busy inMoscow with a number of large and smallerevents taking place. This issue features full sto�ries on the 7th annual Charity Auction as wellas a Seminar on Corporate Social Responsibility(CSR) and Public�Private Partnership (PPP).

In May this year CERBA�Moscow jointly with theFrench Chamber of Commerce [widely known asClub France] held a Wine Tasting event. Theparty hosted by the newly open SalamboRestaurant was very popular with both Canadi�an and French crowd. The event featured a col�lection of exclusive wines, courtesy of La Plan�ete des Vins and assortment of high qualitycheeses, courtesy of Lactalis Vostok. We wouldlike to thank KPMG for supporting this event!

On June 7th, 2008, CERBA held its 11th AnnualLobsterfest, the most popular social event forCanadian Business Community in Moscow as wellas other friends and supporters of the associa�tion. The event took place at Le Meridien MoscowCountry Club, famous for its hospitality and beau�tiful landscapes, and gathered a big crowd of

Canadian and Russian businessmen and diplo�mats with their families and kids. Participantsenjoyed delicious food, kindly offered by CountryClub's Chef Pascal Didier, variety of drinks, and, ofcourse, the fresh barbequed Canadian Lobster!The live concert of the music band kindly offeredby Holiday Production provided another large

contribution to the cheeryand informal atmosphere ofthe event. The event also fea�tured a traditional Lobsterfestraffle lottery with great prizesranging from highest qualitycustom�made business dress�es and splendid dinners in ex�otic restaurants to spa certifi�cates and weekend stays inluxury Moscow hotels. TheGrand Prize � "Rent a Chef",kindly offered by MarriottCourtyard by Moscow City

Center, was the visit of their Chef to the winner'shome to cook an exquisite dinner in front of theguests. CERBA would like to thank everybody whomade an important contribution to the success ofthe event: Country Club, Swissotel, BaltschugKempinski, CYBM, Marriott Hotels, Imperial Tailorsand Uncle Gilly's Restaurant for providing great

Mr. Gerry Ritz, Minister of Agriculture andAgri�Food Canada and Minister for the CanadianWheat Board visited Moscow with a working visiton June 21�25, 2008. A delegation of Canadianofficials from Agriculture and Agri�Food Canada,Canadian Food Inspection Agency and represen�tatives of Canadian agribusiness accompaniedhim during this visit. As part of the working visitMinister Gerry Ritz met Mr. Alexey Gordeyev, Min�ister of Agriculture of the Russian Federation andCo�Chair of Canada�Russia IntergovernmentalEconomic Commission (IEC). relations, science and technical cooperation. Asit was mentioned by Minister Alexey Gordeyev,the sides "begun their talks under mutual agree�ment from the most difficult questions." TheMinisters talked about a strategy in developingof bilateral relations in the area of veterinary andphytosanitary. The Ministers agreed that the im�portant part of the work has been done already,including an achieved agreement on new porkmeat certificate. "Through our discussions withMinister Gordeyev, our farmers will have new op�portunities to put Canadian pork and beef inRussian grocery stores", noted Minister Ritz."The Russian economy is growing fast and we aremaking sure Canada is poised to make the mostof opportunities there."

CERBA also hosted a Business Breakfast withMinister Ritz and Minister Gordeyev. The event,held at the Grand Alexander restaurant of theMarriott Grand hotel, attracted a large audienceof over 80 Canadian and Russian businesspeopleworking in various areas of agribusiness. Amongthe most promising areas of Canada�Russia coop�eration in agriculture both Ministers highlighted

cattle breeding, works in genetics and selection,training of experts. Giving positive evaluation oftrade, they emphasized necessity of extension ofCanada�Russia cooperation in the area of innova�tion. One of the purposes for CERBA to bring thisgroup together was to kick off cooperation in thenewly formed Agribusiness Working group of theCRBC. Attendees were treated to a discussion of

how the agricultural relationship between Russiaand Canada has changed over the past 15 yearsfrom one of "Buyer�Seller" to one of "Partner�In�vestor". An ever�increasing number of Russianagricultural ventures have seen the value in thetechniques and know�how that Canada has beenusing and developing for years; more and morethe preferred vehicle for sharing that know�howis a Joint Venture or comprehensive cooperationagreement, rather than simply a sales contract.The event was opened by CERBA Moscow Chair�man Nathan Hunt who in his day job (!) repre�sents one of the largest exporters of Canadianpork to Russia. His company's activities, repre�sentative of the entire industry, have also fo�cused more on live pigs and joint cooperationlately than on straight sale of meat products.

On July 1st a Canada Day celebration took placeat the garden of the Canadian Embassy. CERBAjointly with Canada Club helped organize thischeerful summer holiday, which attracted manyguests despite the holiday season. According toa good tradition, the party featured a nice bar�beque and a raffle lottery with exciting prizes.

MONTREALIn May CERBA�Montreal hosted a CERBA Break�fast and Armchair Discussion with AlexanderMedvedev, Deputy Chairman of Gazprom's Man�agement Committee and Director General of OOOGazprom export. The title of the event held atthe Chateau Frontenac in Quebec City was"Gazprom and the North American Energy Bal�ance." TORONTOJanuary 17, 2008. McMillan Binch MendelsohnLLP hosted CERBA seminar "Stages of transition

achieved by Russia and Ukraine, insight into thebusiness environment" with keynote speaker Dr.Alan Rousso, Director of Strategy and Analysis inthe Office of the Chief Economist at the EuropeanBank for Reconstruction and Development. Dr.Rousso also serves as the political advisor on Rus�sia and Ukraine and will have particular insighton these two countries. Dr. Alan Rousso present�ed the Transition Report, which is an annual pub�lication and every year EBRD representatives vis�it the Donor countries to discuss it with differentstakeholders. The Transition Report reviews the

different stages of transition achieved by each ofEBRD's countries of operations and each sector inthose countries, providing insight into the busi�ness environment of each country. This year'sTransition Report is about Life in Transition, ex�amining the individual level variation on a wideset of questions related to life satisfaction, polit�ical and economic values and expectations for fu�ture government policies on such issues as priva�tization, addressing income inequalities and pub�lic service provision. As well, the report exploresin detail how transition affected people's experi�ence in the labor market since understanding lev�els of satisfaction and attitudes is critical whenevaluating transition outcomes and the sustain�ability of reform programs. The report is based ona major survey of 29,000 people.

February 21, 2008. Heenan Blaikie hosted CER�BA round�table event with Dr. Mahir Babayev,who is the EBRD's political counselor for Azerbai�jan Georgia Kazakhstan Kyrgyz Republic Mongo�lia Tajikistan Turkmenistan and Uzbekistan. Dr.Babayev currently concentrates on the political

aspects of transition in Central Asia.

February 25, 2008. McMillan Binch Mendelsohnhosted CERBA event on Funding Opportunities inSouthern Europe, Eastern Europe, and CentralAsia through the Partnerships for Tomorrow Pro�gram, Phase II with a keynote speaker James Mur�phy, Program Manager. The Partnerships for To�morrow Program Phase II, funded by the Canadi�an International Development Agency and ad�ministered by the Association of Universities andColleges of Canada, is a small travel grant mecha�

nism designed to contribute to the economic re�form process and business development in the el�igible countries of the Balkans, Central Asia andEastern Europe including Russia and Ukraine. Theprogram supports small projects, up to a maxi�mum of CAD $10,000, which aim to build andstrengthen partnerships and linkages betweenCanadian organizations, individuals and busi�nesses and organizations from the eligible Balka�ns, Central Asian and Eastern European countries.These long term relationships will facilitate theknowledge of individuals and organizations inthe region while developing Canadian expertise

in working with the Balkan, Central Asian andEastern European countries. For more informa�tion about the Partnerships for Tomorrow Pro�gram, Phase II please visit website www.ptp2.ca.

March 4, 2008. During the PDAC show time�frame CERBA conducted its Annual Internation�al Mining Conference "Mining in Russia � Busi�ness Opportunities" that took place in the In�tercontinental Hotel in Toronto. This year theevent featured Investment Financing, Law and

Regulation session as well as Regional and Sec�toral Opportunities in Russia. The conferencewas supported and sponsored by Natural Re�sources Canada, Foreign Affairs and Interna�tional Trade Canada, Ontario Ministry of Eco�nomic Development and Trade, Canadian Em�bassy in Moscow, Macleod Dixon, High RiverGold and Kinross Gold.

March 5, 2008. Scotiabank, recent CERBA sponsorhosted Financial Working Group Meeting. CERBAChair Piers Cumberlege provided background of thesteps leading to the establishment of the commit�tee, and led the initial discussion before handingthe chair to Klaus Buttner, Regional Vice President,Export Development Canada. Participants wereable to identify for the group their areas of inter�est, i.e. where they saw the main opportunities fortheir organizations. Those areas are: Trade Finance,Financial Advisory/M&A, Portfolio/Asset Manage�ment, Regulatory, Insurance, Canada Russia bilat�eral agreements (FIPA/Free trade), and Mortgagefinancing. Leaders of identified sub�sectors agreedto prepare their draft papers by the next meeting inToronto on March 28. The second joint Canada�Russia Financial Working Group meeting was pro�posed for May 30, 2008 in Moscow following Sco�tiabank�Moscow launch on May 29, 2008.

March 6, 2008. Novadan Capital hosted CERBACanada�Kyrgyzstan Business Council meeting. Themeeting was chaired by Boris Aryev, Chairman ofthe Mining Committee, COO of the Stans Energycompany and Director of the CERBA National Board.Kyrgyzstan is a small, mountainous Central Asianstate that borders on Kazakhstan, Uzbekistan, andChina, and has a population just over 5 million. Itsgovernment has, for a number of years, been veryinterested in encouraging foreign investment inthe economic development program of the country.There are currently Canadian and other foreignfirms working in the mining sector which has greatpotential for a range of minerals, including gold anduranium. Other foreign investors are involved in anascent tourism industry, and a hydro sector thathas potential given its possible Chinese market.

March 28, 2008. EDC hosted CERBA FinancialWorking Group meeting. Sub�sector leaders pre�sented their findings according to the areasidentified during March 5th financial meeting.Final Canadian part financial paper summary isto be prepared and presented to the Russiancounterpart during joint financial workinggroup meeting in Moscow at the end of May.

June 11, 2008. "Central Asia: The New Frontierfor Canadian Business" conference. More than60 representatives of government and privateorganizations both from Canada and Central Asiacountries got together to discuss opportunitiesin Kazakhstan, Kyrgyz Republic, Tajikistan, Turk�menistan and Uzbekistan. Gold, uranium, cop�per, oil, gas and other metals and minerals are allpresent in the region. Infrastructure needs andagriculture also hold selective opportunities. Itwas a unique opportunities to meet MargaretSkok, Ambassador of Canada to Kazakhstan, Kyr�gyz Republic and Tajikistan, Ambassadors andConsuls from the Central Asia countries, aca�demic experts from the Munk Centre for Interna�tional Studies, EBRD and EDC representatives,

CERBA seminar in Kyiv, Ukraine was held onApril 22, 2008. CERBA in partnership with theTrade Department of the Canadian Embassy in Kyivconducted the first seminar that reflected invest�ment opportunities in different sectors inUkraine. The seminar was attended by about 40guests from various Ukrainian and Canadian pri�vate and public organizations. This event waskindly hosted by the Canadian Embassy in Kyivand sponsored by the following organizations:"Sprung Instant Structures" (Canadian inventor ofthe stressed membrane structure, an engineered,relocatable, clearspan building alternatives), "PRO�MASTER " (specializes in the Ukrainian mar�ket of finishing materials for more than 11 years),Consulting company "Strategic Partners" (pro�vides support and training on operational and riskmanagement, financial and investment planning)and "CMS Cameron McKenna" (the first law firm inUkraine with headquarter in England that openedoffice in Kyiv in Summer 2007). At the beginningPeter G. Bates, Counsellor at the Canadian Em�

bassy in Kyiv warmly greeted participants of theCERBA seminar. Vadym Kozub, CERBA�Toronto Re�gional Director, made an overview of the CERBAregional and sector coverage as well as activeworking groups and committees and reviewed ma�jor past and planned events as well as CERBA ben�efits for members. Yury Mardak, Trade Commission�er at the Canadian Embassy, presented achieve�ments in Canada�Ukraine trade and investment,described upcoming projects including those re�lated to Euro 2012 Soccer Championship inUkraine. Nathan Taylor from the CIDA office in Kyivpresented programs dedicated to technical sup�port of Canada�Ukraine projects. Elena Voloshina,Head of Operations at the International FinanceCorporation (IFC) in Ukraine briefly describedtheir involvement in various Ukrainian initiatives.Albert Sych, Tax and Legal Manager at Ernst andYoung made a presentation on investment climatein Ukraine. Keith Swinton, Immigration ProgramManager at the Canadian Embassy in Kyiv present�ed current situation with the process of obtainingCanadian business and tourist visa and respondedto numerous questions from the audience. Thesecond part of the seminar consisted of industrypresentations that covered Construction, Energy,and Agriculture sectors. The seminar was followedby a networking reception.

July 7�11, 2008. CERBA organized its first con�struction industry related event in Ukraine:Canada�Ukraine Construction Forum "Con�struction and Investment Opportunities inUkraine. Euro 2012 Soccer Championship in�frastructure opportunities". The Forum tookplace in three Ukrainian cities of Kyiv, L'viv and

Kharkiv. Ukraine is at the historical stage of up�grading and improving its infrastructure prior tothe UEFA Euro 2012 Soccer Championship thatwill be held in Ukrainian cities: Kyiv, Odessa, L'viv,Donetsk, Kharkiv and Dnipropetrovsk. About $25billion will be invested in reconstruction and de�velopment of airports, hotels, highways, hospitalsand telecommunication facilities. The forum waskindly supported by the Ministry of Regional De�velopment and Construction of Ukraine, Depart�ment of Foreign Affairs and International Trade,Canada, Canadian International DevelopmentAgency (CIDA) and Canadian Embassy in Kyiv. Six

Canadian construction companies, Ukrainian gov�ernment officials and more than 50 Ukrainian pri�vate building organizations shared their compe�tences and expertise, discussed opportunitiesand established business relations. The Forumwas organized in partnership with the UkrainianBuilding Association.

Ukrainian GDP growth of 8%, consumer spending at 15%, imminent WTO ac�cession, a strong science and technology base, pro�democratic develop�ments and EU proximity, means that western companies are now focusingon Ukraine as the next emerging market in Eastern Europe. European,Asian, North American and Russian exporters and investors have been quickto realize Ukraine's potential and have already set up distribution channelsfor their products or invested millions in its industries, banking, real estateand agro�food sectors to name a few.

To help assist Canadian companies identify new trade, technology and in�vestment opportunities the Department of Foreign Affairs and Interna�tional Trade (DFAIT), the Science and Technology Centre in Ukraine(STCU) and selected Canadian and Ukrainian sponsors organized the firstever Canada � Ukraine Business Summit to bring together leading Cana�dian and Ukrainian businesses and representatives for the largest bilater�al event ever held. The title of this event was "Exploring New Trade, Tech�nology and Investment Opportunities." There were sixty Companies reg�istered from Canada with another 240 from Ukraine.

The Summit provided companies with an opportunity to hear senior rep�resentatives from the Canadian and Ukrainian governments, the EuropeanBank for Reconstruction and Development, World Bank, the Science andTechnology Centre of Ukraine, Export Development Canada (EDC), InvestUkraine and others on the latest developments, opportunities and sup�port available to help support bilateral business development.

Business Summit

The Summit featured speakers from Science andTechnology, Finance and Investment, RenewableEnergy and Environment, Nano�Technology andAerospace, Agriculture and Construction sectors.

The Summit was held in the hub of Ukraine's indus�trial region, Dnipropetrovsk in the business facili�ties of Agro�Soyuz, Ukraine's most advanced agro�industrial complex just outside of Dnipropetrovsk.The Governor of Dnipropetrovs'k, Victor Bondar, haspersonal ties to Canada and actively demonstratedhis support for the Summit and the participants.The general consensus was that enhancing thebusiness relationship between Canada and Ukraine

is critical. After the introductory, plenary sessions, the sessions on the af�ternoon of the first day at Dnipropetrovsk addressed topics related to TradeFinance and Investment and Partnering and Commercialization. The ses�sions on the second day covered the following: Energy and Environment,New Technology and Aerospace, Agriculture and Construction and Infra�structure.

A plenary session entitled "Next Steps"was held in Kyiv on the final day. Aswell the closing ceremonies were heldin the Diplomatic Academy in Kyiv.The meeting was primarily for theChairmen (Moderators) of the sessions.The event which was covered by themedia was attended by Dr. Ostash, Am�bassador of Ukraine in Canada, AbinaDann, Canadian Ambassador in Ukraine,CERBA and CUCC representatives.

More than 30% of all Canadian partici�pants were CERBA members who havealready established themselves in theRussian market and found ways tomanage risks and benefit from higherreturns in a fast pacing economic envi�ronment. Canada�Russia Rouon Corporate Social Responsibility

On May 13�14, 2008 a Canada�Russia Roundtableon corporate social responsibility (CSR) andpublic�private partnership (PPP) took place inMoscow. The roundtable was sponsored by the In�dian and Northern Affairs Canada (DIAND), andCanada Eurasia Russia Business Association (CER�BA) served as local host. The Roundtable was ajoint venture of DIAND and the Ministry of Region�al Development of the Russian Federation (MinRe�gion), and was held under the recently concludedMemorandum of Understanding between the twoagencies.

The main objectives of the roundtable were as fol�lows:

To officially inaugurate and launch in Russia thebilateral CSR�PPP program

To present to Russian participants and stake�holders Canadian approaches, experience andprofessional resources in CSR and PPP

To take stock of program activities up to date

To solicit inputs from diverse stakeholder con�stituencies towards the scope, content, modali�ties and timetable of the program

To proceed with planning of main program activ�ities

To assist Russian and Canadian partners in meet�ing each other to draw up plans of joint work

The roundtable drew an audience of fifty plus at�tendees including federal government officialsfrom Russia and Canada, regional public servants,legislators, business executives, NGO activists, ac�ademics and policy experts. The participants en�dorsed the following main activities of the pro�gram proposed by the organizers:

1.Canada�Russia professional dialog on CSR

and PPP

2.Development of CSR and PPP resources

through partnerships

3.CSR and PPP training

4.CSR and PPP pilot projects

Presentations and general discussions at theroundtable were focused on need and capacity as�sessments for the next stage of the program. Animportant objective of the roundtable was toidentify resources that can be contributed to�wards to the program by its participants and ben�eficiaries. These have led to practical recommen�dations that are summarized in the following pro�posals towards program activities in the fiscal year2008�2009.

1. Canada�Russia professional dialog It is recommended that in the next fiscal year theprogram make use of the following events and ac�tivities:

International conference "Partnerships forProgress" to be held by the Northern Forum andUNDP in Khanty�Mansiysk on September 9,10,2008. The conference will focus on the role of CSRin mobilizing resources of oil and gas industry inthe North to further sustainable developmentgoals. The conference will be attended by Russianfederal and regional officials, domestic and multi�national business executives from oil and gas ma�jors, and representatives of local communities.One of the objectives of the conference will be topresent relevant international experience, andthis will be an excellent opportunity for a Canada�Russia dialog.

Seminar on "Corporate Social Responsibility andSustainable Development of Circumpolar regions"to be held in Salekhard on October 5�8, 2008.The seminar is a direct outcome of consultationsinitiated by DIAND in 2007 and will be organizedas an integral part of Canada�Russia CSR�PPPprogram. It evidences success to DIAND's ap�proach to the program, whereby the Depart�ment's role is to be a facilitator and catalyst ofgrassroots activities that would be carried outand funded by stakeholders and beneficiaries ofthe program. The seminar will be attended byRussian federal executives (from Minregion andForeign Affairs) and legislators (from bothchambers of the Russian parliament; Chairmanof the Council of Federation's Committee onNorthern Affairs and Small Indigenous Peoplesis expected to attend), constitutional jurists, re�gional officials, corporate and business associa�

tion executives, as well as by representatives ofindigenous Northern nations. The seminar's re�gional coverage will extend beyond the Yamal�Nenets Autonomous District to include the areaof the Industrial Urals � Polar Urals program thatencompasses vast expanses of Central and East�ern Russia.

Canadian Business for Social Responsibility (CBSR)2008 summit to be held in Toronto on October20, 2008. CBSR has been involved in the pro�gram since October 2007, when a delegation ofRussian CSR stakeholders attended the lastyear's CBSR summit. The first contact (alsoarranged by DIAND) revealed strong mutual in�terest in dialog and discussion of CSR issues be�tween the Russia and Canada in the direct busi�ness�to�business fashion. Representatives ofCBSR which attended the May 2008 seminar inMoscow have confirmed their willingness tosustain, expand and possibly institutionalize(see below) such dialog and receive a Russiandelegation at the forthcoming 2008 summit.The thematic focus of the summit will be onstakeholder engagement, which should be ofparticular interest for Russian participants. CB�SR has agreed to accommodate at the summit aRussian delegation of up to 10�12 people. It isrecommended to organize back�to�back withthe summit a panel discussion of CSR in Russiaand Canada and a roundtable, tentatively onCSR in investments and finance, and explore op�portunities for mutual learning, joint projectsand other forms of cooperation.

2. Development of CSR and PPP resourcesthrough partnerships The program will support two types of CSR andPPP professional resources: (i) a web�based CSRportal; (ii) joint analyses of CSR issues; and (iii)networking.

2.1. CSR web portalThe CSR web portal is being developed basedon the web resources of the Canadian BusinessEthics Research Network (CBERN) which is aninstitutional partner of the program. CBERNhas pledged to the program its data, research,expertise and professional links to communi�ties of CSR experts and practitioners. CBERNresources available online include databases,collaboration and exchange tools such as

blogs and forums, online workshops, news bul�letins etc.

2.2. Joint analyses of CSR issuesCSR is a rapidly evolving and often controversialphenomenon which raises various policy prob�lems. It is proposed that the program supportjoint policy studies of Russian and Canadianscholars and CSR experts in the areas which a)are of high significance of CSR in Russia, b)where Canada has a strong cadre of policy ex�perts, and c) where joint policy research can beexpected to generate value added for bothsides.

2.3. NetworkingCSR is driven by local experimentation, societalengagement and dialog, and all of the above isfacilitated by vibrant networks of private firms,NGOs, experts and other stakeholders. Canadahas successful examples of such networks.

3. CSR and PPP trainingTraining is the most immediate means of build�ing CSR and PPP capacity in Russia by sharingCanada's best practices. Setting up a successfultraining program is however a challenging taskin terms of content, modes of delivery and cost�recovery. Canada�Russia CSR�PPP Program'scomparative advantages in CSR and PPP train�ing could be twofold: (i) the program could helpincorporate CSR training in well�establishedprograms for corporate executives and publicservants in which DIAND's institutional partnersand alumni are involved, and (ii) it can offercustomized training unavailable from othersources that emphasize issues and practices es�sential for the Canadian approach to CSR andare of high significance and value for Russia.This thematic niche includes CSR in resource in�dustries; CSR and PPP in Northern develop�ment; CSR and aboriginal peoples; transparen�cy, accountability and stakeholder dialog onCSR; government support to CSR and PPP.

4. Pilot projects The program could undertake a variety of pilotprojects that should be selected based on theirrelevance and expected impact, availability ofCanadian know�how that could make a differ�ence in Russia, and demonstrated commitmentto collaboration of potential participants from

both countries. Presently the most promisingoptions that meet the above criteria are as fol�lows:

Pilots in the Russian North on major compa�nies' involvement in regional development CSR in investments and financial services Government policies on CSR?

4.1. Pilots in the Russian NorthThese pilots will be focused on the role of majorresource companies in regional development.Russia's resource sector majors such asGazprom, Lukiol, Nornikel, Sugutneftegaz etc,dominate regional economies and heavily influ�ence patterns, directions and outcomes of re�gional socio�economic development. The pres�ent practice is such that large resource corpora�tions are still primarily driven by direct businessneeds and insufficiently take into accountbroader and longer�term implications of theiractivities. CSR offers a chance to change suchpractice and harmonize corporate policies withsustainable regional development needsthrough a process of stakeholder consultationsand agreements that could be made parts of re�gional development strategies.

4.2. CSR in investments and financial services Russia is lagging behind Canada in social re�sponsibility in the banking and investment sec�tors. A Canada�Russia pilot project on CSR in in�vestments and banking should address a rangeof issues in this area. Outcomes of such projectscould be e.g. codes of ethics for financial insti�tutions offering consumer loans and mort�gages; banks' commitment to full disclosureand customer education; expansion of therange of services to remote areas and better ac�cess to such services of the poor and sociallyvulnerable groups, including aboriginal popula�tion; and due "socio�environmental" diligencein investment and lending.

4.3. Government policies on CSR?CSR is in its essence a grassroots private sector

phenomenon which unlike economic regula�tions does not require direct government in�volvement. Yet the government could be a ma�jor player and partner in CSR implementation.In Canada federal and provincial governmentagencies participate in roundtable processesinvolving commercial firms and civil societygroups, and coordinate government policieswith private sector initiatives. Such experiencecould be invaluable in Russia where CSR is com�monly misperceived as a means of arbitrary"taxation" of businesses which is exemptedfrom checks and balances of mainstream publicfinance. Russian participants at the seminar re�peatedly stated that clear and properly selectedgovernment policies on CSR would greatly en�hance the effectiveness of this movement.Again, coordination of such pilot with joint pol�icy studies on government's role in CSR wouldenrich and facilitate both activities.

Luc Jones, a Canadianworking for the Interna�tional Executive Recruit�ment company Antal In�ternational in Moscowgives us his views onhow to hire and retainkey members of staff:

Q: What are thebiggest challengesfacing companies en�tering the market? A: If you're a foreign

company about to launch into the Russian market, or a re�cent arrival looking to grow, you need to be clear about yourplans for the future � and be ready to sell this to potentialemployees, since you effectively have no real brand here,and this is what people look for. Russians are traditionallyrisk averse, and would prefer to join a stable, well�knownentity rather than a perceived start�up that could leave thecountry at any time. Talk up your intentions for expansion;explain that you're giving someone the chance to buildsomething up from scratch � where they can be one of thepioneers from the beginning with great growth prospects.

Q: What can companies do to land the best talent fortheir operations in Russia/CIS?A: In a nutshell, be ready to make quick decisions and don'texpect to land the perfect candidate. Let's face it, noonewas born to work for your organization, so if you comeacross a person whom you've taken a shine to and believecould do the job, don't hesitate in making him/her an offer.The firms who have long decision making processes (withlengthy wait for a fly�in executive to conduct interview) arethe ones who lose out on landing the best people. Be flexi�ble � if it is absolutely necessary for someone abroad to beinvolved in the hiring process, conduct a telephone inter�view, do a video�conference, fly the candidate somewhere,don't just hope that the candidate will still be around at theend of the month, because chances are, you've lost them!Also, Russians will generally expect you to sell the opportu�nity to them, rather than vice versa. Whatever you do, don'tbegin the interview with "why do you want to work for us"?as the answer will invariably be "I don't"!

Q: OK, once you've got people on board, how do youkeep them, and prevent them from going to the com�petition?A: Take an individual approach with your staff (perhaps eas�ier said than done within a large organization, but necessarynonetheless) and find out what is important for them. Rus�sians in general love developing themselves, so trainingsessions are always popular, as is assistance with addition�al learning outside of working hours � such as an eveningMBA. Russians are loyal if they feel that they are beingtreated well � cash is always a crucial factor, so do keepyour salary scales fully up�to�date, but career growth is nowalmost equally as important, and company branding is now

playing a bigger role. We have noticed a new trend that can�didates prefer to be paid 'white' official salaries.

If someone does hand in their notice, don't try to counter�of�fer them just to get them to stay. Money is rarely the sole fac�tor why someone is looking to leave your company, and ourstatistics show that around 70% of people who accept acounter offer leave within six months anyway. However somestaff turnover is actually a healthy thing; conduct an exit inter�view and find out where your organization could be doing bet�ter. Create an alumni club and invite former employees alongto corporate events. Some will eventually become clients!

Q: Which skills are in greatest demand at present?A: The simple answer is almost all, but the skills shortage ismost acute in sectors such as retail banking, audit, legal, fi�nancial services, retail and engineers within the energy &mining industries. Most companies are always looking forcustomer�facing people in sales & marketing positions �this is largely due to the fact that Russia has never had a'sales' culture as such. It is also worth noting that candi�dates have become fussier about where they want to work(both the company itself, and the location.)

Q: Just why is the skills shortage so acute?A: This has largely come about after the default of 1998 �companies either pulled out completely or scaled downtheir operations, and only began expanding a few yearsago. Consequently, there is a lack of obvious sources of po�tential employees with the relevant skills and experience. Ifit's any consolation, the situation is considerably worse insome of Russians regions and also in the surrounding CIScountries.

Q: How do you see the future, both for employers andemployees? A: If you're a good, mid�level Russian on the employmentmarket, it's a fantastic time to be looking for a new job! Theopposite though is the case for employers. Employees needto avoid jumping too often: every 3�4 years is OK, but hereat Antal we're unlikely to look at someone who's had 3 jobsin the past 2 years, regardless of the circumstances! Em�ployers are now working more closely with local higher edu�cation establishments, so that they churn out graduateswith necessary qualifications and skills, whilst big compa�nies (both local and foreign) hire more graduates and trainthem. In most cases firms hire people who aren't quite asexperienced as they might like. My advice is always to trustyour gut�instinct and take a punt on someone you thinkcould do the job � in most cases you'll probably end up be�ing right, and will be delighted with yourself that you did!

The Parliament Buildings were in sight, so therewas no doubt this was Ottawa. But on May 19thvisitors to the Canadian Tulip Festival could beforgiven they were in Moscow's Red Square.

While the exhibition space of RussianFederation was up for six full days, TheRussian Theme Day at the popular tulipfestival included Russian music, dances,traditional treats and spirit.Participants also received flash CDs andbrochures, spotlighting the country'smost beautiful Russian routes andsights, courtesy of YYZ Travel/CanadianGateway.

A two hour "Rus�sia: the Heart andSoul" concert pro�gram at the InternationalStage, Major Hill's Parkfeatured opera, choir, na�tional dance and othertalents. Russian commu�nities, performers andspectators, from 3 Canadi�an cities � Toronto, Mon�treal and Ottawa � for thefirst time came to the fes�tival to showcase Russiantraditional culture. The event was organizedby YYZ Travel Group withthe support of the Em�bassy of Russian Federa�tion in Ottawa and CERBA.Next year Russian is also
