The publishing of this report marks a new andbrilliant stage in the history of Abu Dhabi FoodControl Authority (ADFCA). It builds on theconsistent efforts undertaken by the Authority intheemirateofAbuDhabieversinceitsinceptionin2005withaviewtoevolveandestablishadistinctivemodel inmonitoringfoodsafety.ADFCAhas,overthepastfiveyears, achievedsubstantial successesinitsdiversefieldsofengagementandwillpursueitsidealsfurtherintheyearstocome.

ThedecisiontobringagricultureunderADFCA’spurviewasperLawNo.9of2007 isahighpoint in thenewstage.TheGoverningBoardemploysall itspowersandresourcestoputtheemirateonparwiththebestintheworldin terms of the food safety standards followed here.The aim is to ensurethat, internationally, ADFCA is among the most advanced and effectiveorganizationsinthefieldoffoodsafetybywideningitsrangeofexperience,developingitscapacitiesandinstitutingthefinestsystems,technicalknow-howandscientificprogramsrequiredfromtimetotime.

The decision to integrate agriculture and livestockmanagement into theAuthorityismeanttoachieveasetofimportantobjectives.Thechiefamongtheseistodevelopthetwosectors–agricultureandlivestockmanagement– through implementation of the best practices in the administration ofnatural andenvironmental resources for thebenefitof futuregenerationsandtotransformtheemirateintoapioneerinfoodproduction.Thepurposeistoensureprideofplacefortheemirateonthemapoftheworld’spremiercentersforresearchanddevelopment(R&D)andtostrengthenitsassociationwith other R&D organizations across the globe that focus on agriculturaland livestock production. Ultimately,we aim to preserve our cultural andenvironmentalvalueswhileachievingabsolutefoodsafetyinAbuDhabi.

ADFCA’s organizational efforts have resulted in a tangible dynamismenvelopingallsectionsofthefooddistributionchaininAbuDhabi-namely,salesoutlets, importers, clientsand theconsumers.Thanks to theefficientandtransparentdischargeofdutiesbyallconcerned,theAuthorityhasbeen

abletoattainahighdegreeoffoodsafety in theemirate,palpable to itscitizens,residentsandvisitorsontheonehandandtoitsconsumersandproducersontheother.ThisisinspiteoftheteethingtroublesthatADFCAhashadtocontendwith.

Oneofourprincipalobjectivesatthisstageistoalterthewidespreadimpression-sharedbyfooddistributors,ownersandworkers at outlets - that ADFCA’s activities center aroundimposingfinesandpunishments.Wehavealwaysstressedthatourforemostconcernisfoodsafetyfortheconsumers.TheAuthority,infact,hasbeensincerelyspreadingawarenessandsensitizingpeopleontheimportanceoffoodsafety.Wehavebeentryingtoimpressuponourtargetaudiencesthatwearetryingtoenhancethequalityoftheirbusinessesbyinculcatinginthemthefinenuancesoffood-relatedlawsinthecountry.

TheAuthority’sawarenessdriveshaveactuallytranslatedtheprincipleofthe‘discerningconsumer’intoasocialreality,leadingtheconsumer-nowwell-informedandconsciousoffoodsafetyissues-tonotonlygraspitsfunctionsto the last detail but to rush to bring to our notice any violation he/shechancesuponinthelocalmarket.

TheAbuDhabigovernmentiskeentoensurefoodsafetyinthelivesofthepeopleoftheemirate.Thissprings from the conviction that the individual isthemainpillarofthenationandhis/herfoodsafetyis thered linethatshouldneverbecrossedunderany circumstance. Therefore, the country’s wiseleadership established a long-term strategy thatassigned primacy to people’s food safety on theonehand,whileontheother,stressedtheneedforenhancingthequalityoflocalfoodandagriculturalproducts.

ThedecisiontobringtheagriculturalsectorundertheADFCAillustratesthefar-sightednessofthefoodsafetystrategyadoptedbytheemirate.Thiswisestepwillnodoubtheraldabrightfuture,withtheAuthorityoverseeingtheentirerangeoffoodproductionactivities‘fromthefarmtothefork’.

The entire production process will be subjected to constant and strictsupervision.TheAuthority’smainobjectiveistoinstituteanintegratedfoodsafetymechanismrangingovertheentirefoodproductionprocessatfactoriestoguaranteeingsafetyatsalesoutletssothatfooditemsreachconsumersfreefromcontaminantsanddiseases.Atthesametime,thegovernmentofAbuDhabistrivestoprovidefarmerswithanintegratedbouquetofservicesandenlistthemintheprocessofdevelopment.Theideaistoenhancethequalityoftheagriculturalproductsthroughtechnologicalsupport,makingavailable to the farmersstate-of-the-art toolsandequipment.Besides, thegovernmentwillstrivetocreateawarenessamongfarm-ownersandfarm-workers across the spectrum and to augment their capabilities throughtechnologicalmodernizationresultinginbetterproductionqualityandfoodself-sufficiencyinthelongrun.

TheAuthority’sinformedandexpertsupervisiononthegroundwillprotectlivestockandagriculturalwealth fromdiseasesandnaturalcalamities.The

constant interface between farmersand ADFCA experts will educate theformer on all potential threats to their cropsandlivestock. Wewould like to stress in this context the importanceof close cooperation from the general public with ourfood control system, be it the end consumers, producers orimporters. The food strategy of Abu Dhabi will result in manypositiveoutcomes in thedays to comeandweare confidentof apromisingfoodfuturefortheemirate.

The government of Abu Dhabi reckons food safety and public healthamong its top priorities. Safety, stability, development or a bright futureremainfigmentsoftheimaginationintheabsenceofhealthyhumanbeingswithsoundmindsandbodies.Safeandqualityfoodnourisheswholesomegenerations of people who will create civilizations and erect beacons ofscience, creativity and development. Food is surely the elixir of life thatnationsguardzealouslyandkeepsafeandsecureatallcosts.

AsperadecreeissuedbyHisHighnessSheikhKhalifaBinZayedAlNahyan,PresidentoftheUAEandRulerofAbuDhabi,andLawNo.2ofMarch2005,ADFCAwasestablishedwithaviewtoensurefoodsafety,guaranteethequalityoffoodforhumanconsumptionandtoconductthenecessaryresearchandstudiesonsafefood.

InApril2007andasperLawNo.5pertainingtotheamendmentoftheoriginallaw,theAuthoritywasempoweredtoissuerules,regulationsandstandardstostreamlinefooditemssoldorofferedforhumanconsumption.

ADFCA consists of the following sectors:

CorporateServices,FoodSafetyandLivestockHealth,StrategicPlanningandPerformanceAdministration,PoliciesandSystems,Development,AgriculturalAffairs,VeterinaryHospitalsandClinics.

The foundationalvision inestablishingADFCAwas the restructuringof the food regulatory system in linewith internationalbestpractices followed inthefieldoffoodsafety.Enhancingthequalityoflifeforthepeopleandcontributingtothegeneralwell-beingofsocietywasamongtheprincipalgoalsbehindthesettingupoftheAuthority,evenwhileensuringafinebalancebetweenconsumerprotectionandcommercialdynamism.ThemostimportantlegislationpertainingtofoodcontrolwasenactedinJanuary2008,makingtheemirateofAbuDhabiapioneerinthisfieldintheUAEandthewiderregion.The legislation,underlining theAuthority’smissionofguaranteeinghealthyandsafe food,aimedatdevelopinga legal infrastructure that consistedofpublicpoliciesandlawsfortheprotectionofconsumers’healthinatransparentandclearmanner.Italsoelucidatedtheroleofinspectionandstressedtheresponsibilityoftheprivatesector.

The Authority: A brief introduction


• Ensuring the quality and safety of foodstuff sold or imported for consumption and ensuring they are free from diseases andcontamination.

Summary of the Strategic Plan 2009 – 2013

Policy DirectivesTheamendedcomprehensiveplan2009-2013forADFCAwaspreparedasperaspecificstructureandderivedfromclosecooperationunderthesupervisionofthewiseleadership.ItwaspreparedinlinewiththedirectivesofthegovernmentofAbuDhabiregardingstrategicplanning.Theplantookintoaccounttheorientationandthecomprehensivegovernmentvisionofguaranteeingpublichealth,foodsafetyandfoodsecurityintheemirateofAbuDhabi.

WiththesupportofalltheADFCAsectionsanddepartments,therequirementsofeachofthesesectors,thenatureofassociationwiththemandthetypeofcommunicationrequiredwitheachhavebeenidentified.

Development plan for the agriculture sector:

ADFCAformulatesthegeneralpoliciesandplansaimedatreducingtheharmfuleffectsofcertainagriculturalpracticesontheenvironmentandencouragingthegrowthofasustainableandself-reliantagriculturalsector.ThisispartofthestrategicdirectivesofthegovernmentofAbuDhabionagriculture,andisbasedonthefiftharticleinLawNo.9of2007,whichtransferredtheadministrationofagriculturetoADFCA.

Onthebasisofthis,theoperationalisationofthefirstphaseoftheproject,whichwastocreateaservicecentreforfarmers,wasmooted.ThecentrewastotakeupactivitiesandofferservicestofarmersintheWesternregionoftheemirateofAbuDhabi,whereasfarmersintheotherareaswereslatedtojoinbythebeginningofthesecondyear.Theactionplanisforthecentretocoverallareasoftheemiratebytheendofthethirdyear,i.e.,ifitsucceedsinitsmissionofimplementinganewagriculturalpolicyandconvincesthefarmersofitsusefulness.

Theestablishmentoftheservicecentrewillbethemaininitiativeintheagriculturalsector.Thecentrewillsupportthefarmersinfuturewhileguaranteeingtheintroductionofthebestpractices.

The Farmers’ Service Centre’s Objectives & Role:

The Farmers’ Service Centre was set up as per Law No. 4 of 2009 with a view to better implement Abu Dhabi Government’s agricultural policy, which calls for offering the required services while reducing the harmful effects of certain agricultural practices on the environment. The objectives and roles of the Centre are as follows:

1. DrawupplansforagricultureinawaythataddressestheneedsoftheUAEmarket.

2. Transformtheagriculturalsectorfromonethatreliesongovernmentsubsidiestoadynamicsectorcapableofcompetinginthelocalmarket.

3. Openmarketingandpromotionalchannelsforlocalagriculturalproduce.

4. Identifythemeansandtoolsthatcanhelpincreasetheefficiencyofplantandanimalproductionintheemirate.

5. Strengthenfoodsecuritythroughimprovinglocalproduce.

6. Strengthenagriculturaleconomythroughadoptingmoderntechniquesforincreasedproductivity.

7. WorkonlayingdowntradebenchmarksforAbuDhabi’sagriculturalproduce.

8. Conducttrainingcoursesforfarmerstoincreaseproductivityandquality.


Evaluation of the legislation scene and development of policies for the agriculture and food safety sectors:Acomprehensivestudyfortheevaluationofthelegislationscenehasbeencompletedwithregardtotheagricultureandfoodsafetysectors.Thisincludedidentifyingchallengeareasatboththelocalandfederallevelsonthebasisofacomparativestudywiththebestinternationalpractices(CodexAlimentariusCommission,theInternationalOrganizationofAnimalHealth,theInternationalTreatyonPlantHealth,theAmerican/Canadianmodel,theEuropeanmodel,theAustralian/NewZealandmodel).Thestudyalsocomprisedrecommendationsaspertheprioritiestolayoutaroadmaptoprepareapolicydocumentinthefieldsoffoodsafetyandagriculture(bothlivestockandplants).ThelegislationcommitteeforagricultureatADFCAheldanumberofmeetingsintheyear2009todiscussthedraftoftheagriculturalguide,whichwaspreparedbytheconsultantsandagriculturalengineersofthesector.ThecommitteealsosentthedrafttosomeinternationalexpertswhoaremembersofthescientificcommitteeoftheAuthority.Theyhavegiventheirfeedbackontheguides,whichhavebeenpresentedtothecommitteeforendorsement.

Completion of Regulation Draft No. 6 of 2009:Preparationofagroupoflegislationdraftshasbeencompleted.TheseincludethatwhichlooksatRegulationNo.6concerningfoodsafetyacrossthefoodchainandhasbeencirculatedfordiscussionbypartnersonNovember9,2009,inadditiontootherdraftsofactionguidesthatdealwith:trackingandrecalloffoodstuff,requirementsforfoodlabels,healthdeclarationsespeciallyonnutrition,healthpracticesatliveanimalfarms,instructiveguidesfortechnicalspecificationsandterminologywithregardtofoodsafetyandoriginalproduction.

Approval of supportive legislations:AsperFoodLawno.2of2008andthelawfortheestablishmentofADFCA(Lawno.2of2005)andtheprotocolsgoverninglegislation,thegoverningboardoftheAuthorityapprovedthedraftsofsupportivelegislationscomprisingtheregulations,mandatorybylaws,actionguidesandinstructionalplans,whichareasfollows.

1- ActionGuideNo.2of2009concerningAccidentsandFoodCrisesManagementandcomprising instructionalplans todealwith foodpoisoningincidentsatalllevelsandthedocumentationandnotificationmechanismwithclarificationoftherolesandresponsibilitiesofdifferentgovernmentandprivatebodiestoguaranteequickandeffectiveresponsetocontrolthecrisisandtodisseminateinformationtotheconsumersandpartners.

2- RegulationNo.5of2009concerningtakingfoodspecimensforofficialmonitoringpurposeswhichlaysdowntheofficialplanstotakefoodspecimensandtestthem.Thisispartoftheverificationprocesstochecktheextenttowhichfoodcompaniescomplywiththeregulations.

3- ActionGuideNo.6of2009concerningtheuseofpesticidesinfarms.

4- ActionGuideNo.7of2009concerningtheuseofirrigationwaterforfarms.

Launching the first phase of monitoring of imported foodstuff in relation to the degree of their health risks:ADFCAlaunchedthefirstphaseofmonitoringimportedfoodfromtheperspectiveoftheirhealthrisksatPortZayedonNovember18,2009.ThesamewillbeimplementedatotherbordercrossingsinAbuDhabi.ConsideringtheprivatesectorasitsstrategicpartnerandspringingfromtheAuthority>seagernesstoensureitseffectiveparticipationandwithaviewtoimplementtheregulationwithfulltransparencyandeaseofoperation,aninteractiveworkshopwasheldinthebeginningofNovember,2009.Theworkshopcoveredthefundamentalsandmechanismsofenforcementofregulationspertainingtoimportedfoodsonthebasisofthelevelofhealthrisks,thenewandmodernizedprocedures,therolesofthedifferentADFCAsectionsinrelationtoimportingcompaniesintheprivatesectoretc.Alltheoperationsrequirementshavebeenfullymet,includingmaintenanceworkforthecentralrefrigeratorandallotherequipmentforexternalexaminationandspecimenextraction,trainingofall theborderpost inspectorsonthewaysandmeansofspecimenextraction,preparationofaunifiedpatternforclearingimportedfoodsandutilizationoftheonlinelinkwiththecustomssystemDHABI.

Policy Document for the Food Safety and Agriculture SectorInthebeginningofMay2009,acontractwassignedwithGRM,thestrategydevelopers,withaviewtoconductthelegislativeevaluationfortheagricultureandfoodsafetysectorsandtoidentifythechallengeareasonthebasisofacomparativestudyofthelegislativestatusintheemirateofAbuDhabiwiththebest internationalpractices.Thecompanywasalsoaskedtorecommendprioritiesanddevelopmentmechanismsintheformofaroadmapforthepreparationofaspecialdocumentdetailingthegeneralcontoursofpoliciesintheagricultureandfoodsafetysectors.TheAuthorityisalsocurrentlypreparingalegislationtoenumerateandspecifytheanimalwealthintheemirateofAbuDhabi.Thiswillincludealsoidentifyingandanalyzingthelacunaeinthecurrentlegislations,whichmayleadtoaroadmapondevelopingtheappropriatepoliciesneededfortheenumerationandidentificationofanimalwealth.

Training program for food distributors in the emirate:During2009,16774fooddistributorsweretrained.Thepercentageofdistributorswhopassedthetestsreached11%outofthetotalnumber,whereasthepercentageofthosewhoweretrainedreached39.4outofthetotalnumberoffooddistributorsintheemirate.

Lectures at schools:ADFCAhasorganizedmanyspecialawarenesslecturesonfoodsafetyissuesandpublichealthforschoolstudentsindiffer-entpartsoftheemirateofAbuDhabi.Thelecturessensitizedtheaudiencesontheimportanceofcarefulreadingofthefoodlabelsandwaysofidentifyinginedibleandrottenfood,inadditiontointroducingthestudentstofoodadditivesandtheiruseinfoodproducts.

Awareness campaigns in Al Ain:-AcampaignwasheldattheslaughterhouseinCentralSouq,AlAin,toenforcehealthregulations-AninspectioncampaignwascarriedoutonvehiclestransportingfooditemsintheeasternregionoftheemirateofAbuDhabi,organizedbythedepartmentoffieldoperations,AlAinbranch.-TwopreparationcampaignswereheldprecedingRamadanandEidAlFitr.-Campaignheldatwarehousestomonitorpestcontrol.-PreparationcampaignsprecedingEidAlAdhaandtheNationalDay.

TheAuthoritytookpartinmanyinitiativesandevents,inassociationwithvariousgovernmentorganizations,tostrengthencooperationinsocialactivitiesandprogramstargetingstudentsandthegeneralpublic.

AbuDhabiFoodControlAuthorityparticipatedintheexhibition«MyEnvironmentisMyNationalResponsibility»inMarch2009,inassociationwithUmmAlMuimineenSocietyinAjmanandtheMinistryofEnvironmentandWater.ParticipationintheeventhighlightedtheroleoftheAuthorityanditsconcertedeffortsinprotectingthehealthandensuringthesafetyoftheconsumersaswellasindisseminatingawarenessaboutfoodsafety.

DepartmentofPublicRelationsandCommunicationattheAuthorityparticipatedintheeventsoffourthGulfDayprogramforprotectingtheconsumerinMarch2009.Thisevent,heldinassociationwiththeMinistryofEconomy,wasusedtodistributeawarenesspublicationsonfoodsafetyandtherightsoftheconsumers.Besides,fieldvisitstoschoolsandorganizationshelpedspreadawareness.AttheafforestationweekprogramheldaspartoftheMunicipalitiesmonthactivitiesbytheGeneralSecretariatofMunicipalities,aspecialcornerwasallocatedforthegeneralpublictocomeandenquireabouthealthsafetyissues.

TheAuthorityparticipatedinthefoodsafetyweekeventswithvariouswell-targetedprograms.DuringtheAbuDhabiBookFairandattheAutismweekeventsheldatAlWahdaMallinApril2009,theAuthoritydisseminatedawarenessaboutfoodsafetyandgeneralhygieneanddistributedleafletsandotherpublications,inadditiontoansweringqueriesfromstudentsaboutfoodsafetyissues.

TheAuthorityparticipatedintheHannoverFair2009,whichsawthepresenceofanumberofprominentbusinessmen,includingtopentrepreneurs.Besidesthemanyfairsandevents,theAuthorityalsotookpartintheMiddleEastFoodExhibitionheldatAbuDhabiNationalExhibitionCentre.TheAuthorityspon-soredaplayattheZayedTheatreforChildren,targetingyoungstersforhealthawareness.


Raising food awareness among consumers:

ADFCAiskeenonraisingfoodawarenessamongtheconsumersthroughdirectcontactwiththegeneralpublicbywayofthemedia(newspaper,radio,theADFCAwebsiteandthetollfreenumber),conductingofprograms,participationinfestivalsthattargetallsectionsofsocietysuchasstudentsofschoolsanduniversities,othercategoriesoffoodbuyersetc.SomeprogramsandactivitiesofADFCAinthiscontextareoutlinedbelow:

Contract with Government Communication Centre for receiving complaints and suggestions:Thisismeanttoreceivecomplaintsandsuggestionsfromthepublic,respondtothemorpassontheirmessagestotheconcernedofficials.ADFCAisthethirdgovernmentbodytotieupwiththeGovernmentCommunicationCentre.TheADFCAtollfreenumberisalsoattachedtotheCentrewithaviewtoimprovethestandardsoffoodsafetyandtorespondtocomplaintsandsuggestionsfromthepublicinafittingmannerandresolvethemwithintheleastpossibletimeinaccordancewiththequalitystandardsadoptedbytheAuthority.

Participation in the Dates Festival in the Western Region:ADFCA’swingatthefestival,whicharound60,000peoplefromvarioussectionsofsocietyvisited,wasreceivedwarmly.AdetailedpresentationabouttheADFCAroleanditscontinuouseffortsatprotectingthesafetyandhealthoftheconsumerwasmadeontheoccasion.Awarenessbookletswerealsodistributedtothevisitors,inadditiontorespondingtotheirqueries.

Participation at the fourth Gulf Day for the Protection of the Consumer:Participationattheeventconsistedofanawarenesscampaigntargetingallsectionsofsociety.ADFCAheldlecturesforschoolstudentsandvisitedanumberofschools.Aneducativeprogramfortheworkersatfoodoutletswasalsoheldontheoccasion.

Accomplishments and Performance Indicators – Corporate side

Building and Developing Human Capabilities:ADFCA iskeentoattract thebestnational talents throughparticipation incareercampaignsand fairs. Ithasparticipated in theCareerFairatHCTandrecruited23nationals.Inadditiontothis,ithasalsoparticipatedintheCareerFairinAbuDhabiinFebruary2009andinAlAininMay2009.TheAuthorityhascontinueditsdrivetorecruitnationalsthroughthediplomacourseinfoodinspectionofferedatHCTinAbuDhabiandAlAin.ThecoursewasdevelopedandestablishedbyADFCA,whichproduced49graduatesin2009.Similarly,theAuthorityhasrecruited47newemployeesinthecurrentyearandconductedtrainingprogramsforabout21studentsfromtheUAEUniversityandHCT,inadditiontoreceiving62femalestudentsfromHCTwhocameonastudytouroftheAuthority.OutofthetotalnumberofemployeesinAlAin,around25%arewomen.

Increasing women’s representation in ADFCA:ADFCAiskeenonincreasingfemalerepresentationamongthestaffandtrainingthemformanagerialpositions.ThepercentageofEmiratiwomenamongthestaffattheAuthorityreached27%inrelationtoEmiratimen,whotogetherconstitute70%oftheworkforceattheAuthority.ThetotalnumberofEmiratiwomenatADFCAis125,makingthem22%ofthestaff.

Inaccordancewiththebestinternationalpracticesinleadership,asequentialplanningsystemhasbeenimplementedatthefirst,secondandthirdtiersofleadership.Thishasbeendonewithaviewtoprepareanewgenerationcapableoftakingoverleadershipresponsibilitieswhenrequired.ADFCAalsotriestoincreasetherepresentationofspecialneedspeopleto2%amongthestaff.

Mystery shopper: ResultsADFCAachievedaquantumleapwhenateamfromtheEmiratesCentreforStrategicStudiesandResearchconducteda‘mysteryshopper’survey.ThereportofthesurveyshowedremarkableimprovementonthepartofADFCAemployeesindealingwithgrievancesfromthepublic.Thepercentageofsuccesswas79.4whereasitwasamere17.3%in2008.Animprovementof62.1%inayearisindeedaquantumleap.

ThequalityofservicesprovidedbytheAuthorityalsosawmajorimprovement,from66.4%in2008to72.1%in2009.Thisshowsanimprovementof7.5%and5.10intermsofprogressiveimprovementfromthepreviousyears.


The ‘AUWN’ project:ADFCAlaiddownitsplanforthe‘AUWN’projectinlinewithitspolicyonsocialservice,aimingatimprovingconditionsofsocialandcommunitylifeandliving.‘AUWN’madesignificantachievementsintheyear2009,benefittingindividualsandorganizations,thedetailsofwhichareout-linedbelow:

1. ADFCA has provided financial support to the UAE University,sponsored theCollegeof Food andAgriculture’s second FoodandAgricultureFestivalatAlAinandtheCollegeofInformationTechnology’ssocialactivitiestargetingspecialneedschildren.

2. TheAuthorityhasprovidedsupporttoZayedHigherFoundationforHumanitarianCareandSpecialNeeds,MinorsandOrphansAffairs andThePromisingChild Festival, in addition to educa-tionalprojects,sendingchildrenfromZayedHouseforlanguagecoursesabroadandotheroperationalprojects.

3. ADFCA has sponsored two important special needs sportsevents: World Championship Road Race for Wheelchairs andthefourthAlAinInternationalForumforSpecialNeedsGames.Sponsorshipfortheseeventswerepartofitssupportforsportsaswellasthespecialneedssection.

4. TheAuthorityhasprovidedfinancial support to theRedCres-centSocietytohelpsciencestudentsfrompoorfamiliesandtoalleviatethehardshipsofsickpeople.

«Our Summer is Special» Campaign:TheAlAinBranchofADFCA,inassociationwithAlAinEducationalZone,visitedseveralfoodstufffirmsandintroducedtheworkerstheretohealthywaysofstoringandcirculatingfood.

Vaccination Campaign:ThemergeroftheVeterinarySectorwithADFCAhascontributedtoandstrengthenedADFCA’s role as a regulatory and enforcement authorityoverhighlyimportantissuesrelatedtohealthandsafetyofanimalsandanimalproducts.ThemergerhasfacilitatedADFCA’scontrolsystemsoverallfoodsupplychains from farm to fork forall thedifferent typesof foodproductsofanimaloriginwhetherproducedlocallyorimportedfromoverseas.TheVeterinarySectorimplementedamasslivestockvaccinationcampaignin2009-2010thattargetedsixcontagiousandinfectiouslivestockdiseaseswiththeultimateaimofcontrolingandsubsequenteradicationofthesediseases.Outofalmost7.5milliondosesofvaccineusedforvaccinationof livestockduringthe2009-2010campaign,atotalof2,721,690doseswereusedtovaccinate livestockagainst threediseasesduringthefirstphaseofthecampaigninthelastquarterof2009,asshownbelow:

The campaign also included an awareness component that targetedlivestockandcamelowners.Thepurposewastoraiseawarenessaboutthebenefitsofvaccinationsoflivestocktoensurethattheyarefreefromdiseasesparticularly,zoonoticdiseasestransmissibletohumans,throughlaboratorytesting,vaccinationandpreventivecontrolmeasures.Awareness messages were communicated to people visiting ADFCA’sveterinaryclinicsandanumberofawarenesspublicationsdealingwithanimaldiseasesandthe importantvaccinationsnecessary for livestockhavebeendistributed.Inaddition,regularveterinaryadvicesregardingkeepingthelivestockinsoundhealtharecommunicatedthroughlocalnewspapers.


Cooperation at local and federal levels:

a. Dubai Municipality:Cooperationandcoordinationinfoodsafetycoverveterinaryservices,developingmethodstoensurefoodsafety,protectingthehealthoftheconsumer,preemptingduplicationofefforts,preparationofstrategicplanfortheemirateofDubaiinthefieldofhealthandfoodsafetyfor2010–2014.

b. MinistryofHealth:CooperationwiththeministriesofhealthandeducationandtheUAEUniversitytoprepareaunifiedguideforschoolcanteensandtheirmenu.

c. Ministry of Environment and Water:ADFCAhasmadeastudiedassessmentofthedraftofthefederallawNo.5of2009issuedbyHisHighness,thePresident,governingorganicproducts,theirendorsementandcirculation.

d. Health Authority: Manymeetings were held with the Health Authority on the following:monitoring herbs andperfumeoutletsaswellasherbalproductsandfoodsupplements,followinguponfoodpoisoning.

e. The General Secretariat of the Municipalities: ADFCAhasparticipatedinallthemeetingsoftheGeneralSecretariatoftheMunicipalitiesinthecountryinitscapacityasamemberoftheNationalCommitteeforFoodSafetyandtheVeterinaryControlCommittee,inadditiontoparticipationinteamsconstitutedbythecommittees.

f.General Directorate of Customs:CooperationwiththeGeneralDirectorateintheProjectforonlineinterfacetospecify thestandardsandfrequencyof inspectionson imported foodand linking it toDHABIcustomsprogramonline.

g. UAE Authority for Standards and Metrology:AnumberofmeetingshavebeenheldwiththeUAEAuthorityforStandardsandMetrologytoexploreareasofcooperationandjointworktothemutualbenefitofboththeorganizations.

h. Environment Agency: A meeting was held regarding the online program for tracking themovementofchemicalmaterialsintheemirateofAbuDhabi.

i. Centre for Statistics:Ameetingwasheldtodiscusswaysofcooperationanddataandstatisticscollection.

j. Agriculture Sector:AmeetingwasheldwiththePesticidesUnitinAlAintodiscussthePesticidesResidueProject.

Events on “Paperless Day”:

ADFCAparticipatedinthe“PaperlessDay”activitieswhichcoincidedwithitsstrategicobjectivesofprotectingnaturalresourcesintheemirateofAbuDhabithroughawarenessprogramsandtheimplementationofqualitysystemsfortheenvironment.Thisprogramheldon4/6/2009,whichproducedexcellentresults,isoutlinedbelow:

- Allprinters,faxmachinesandphotocopierswereswitchedoffonthisdayexceptforemergencies- AnawarenesslecturewasheldonthatdaybytheEnvironmentalAuthorityforADFCAstaff.Theprogrambeganwitha

speechbytheDirectorGeneral,whoencouragedthestafftobesensitivetotheenvironmentanditsprotection.

DailyconsumptionofpaperattheAbuDhabimainofficeandtheAlAinbranchwasmeasuredtosensitizestaffonenvironmentalprotection,whichwasasfollows:

Scope for improvement in operations includes:

Cooperation at the level of the Gulf countries:

a. AworkshopwasheldattheleveloftheGCCcountriestosetupaGulfunitforriskassessment:TheFoodSafetyCommitteeoftheGeneralSecretariatfortheGCCcountriesinassociationwithADFCAheldaworkshopon“FoodRiskAnalysis”onMay11-12,2009.OfficialdelegationsfromGCCcountriesparticipatedintheworkshopwhichwasheldinAbuDhabi.

b. TheGulfCommitteefortheSafetyofGeneticallyModifiedFood:TheGulfCommitteeforFoodSafetyheldatechnicalmeetinginAbuDhabionDecember8-9,2009.OrganizedbyADFCAandattendedbyrepresentativesfromtheGCCcountries,themeetingsawtheparticipationofinternationalexpertsandspecialists.ThemeetingwasheldforthepurposeofdiscussingthefinaldraftoftheGCCGuideforImportedFoodSafetyinlinewiththeagreementsoftheWorldTradeOrganization.ThemeetingresultedinanumberofamendmentstotheguideaspertherecommendationsoftheexpertsandGCCrepresentatives.

c. TheGCCTechnicalSub-CommitteeforGeneticallyModifiedFood: Thecommittee,whosegeneralsecretariat isheldbyADFCAonbehalfoftheUAE,helditssecondmeetinginAbuDhabiinApril2009.RepresentativesfromtheGCCcountriesparticipatedinitanddiscussedanumberofdraftsforthestandardsandspecificationsofgeneticallymodifiedfood.

Regional and International Collaboration

TheAuthoritycooperatesonmanyfrontsatregionalandinternationallevels.ItiscurrentlystrengtheningitsstrategicpartnershipininvestmentswiththeGovernmentofQueenslandinAustralia.Thispartnershipincludesjointefforts inagriculturaldevelopmentsuchasthemanufacturingoffoodmaterials,education and services and technology transfer.The Authority alsoworkswith Singapore Cooperative Society in food safety and food control-relatedinitiativesliketrainingprogramsandvisits,implementationofresearchstudiesandfoodsafetysystemsandtestingofimportedandlocalfood.AlsoworthmentioninginthiscontextarethecollaborationwithWesternAustraliaTradeOfficeinthefieldofnaturalresourcesmanagementandfoodsafetyandthecomprehensivetieupwiththeFoodSafetyAuthorityofIrelandinvariousareasoffoodsafety.

Activities of ADFCA’s Scientific Committee:

ThesixthmeetingofthecommitteewasheldinApril2009andtheseventhinDecember2009forpresentingthelatestglobaldevelopmentsinfoodsafetyandagriculture.

Thefoodsafetytopicsdiscussedatthemeetingincludedthefundamentalsandmodelsofpublicpolicy,theimportanceofimplementingregulationsbasedonriskanalysisinthelocalmarkets,methodsofawarenessdrivesinthefieldoffoodsafety,thespecialguideonimplementingfoodsafetyregulationsbasedonriskanalysisandthebasicsoflayingdownscientificstrategies.Theagriculture-relatedtopicsdiscussedwerethevarietyofagriculturalfunctions,irrigationmethods,salinity-resistantcropsindrylandsandinspectionsystemsforanimalbreedingfarmsincludingtheenumerationandnumberingofanimals.

ServicesandOperationshavebeenfullyautomatedduringtheyear2009.Twelveelectronicservicestargetedhavebeenautomatedduringthisperiod.

- Online Program for Border Crossings:

ADFCAhassetupaspecialprogramformonitoringfoodcargoescomingviabordercrossingsthankstothesincereeffortsofboththeITdepartmentandfieldoperationsdivision.

- Self-Service System for Certificates:

Theself-servicesystemforcertificateswaslaunchedlastyearincoordinationwiththeHRManagementandITdepartments.Withinternaleffortsfrombothsections,theprojectwascompleted.TheserviceswerelaunchedfortheemployeesinAbuDhabiandAlAinandthecertificatesareissuedinbothEnglishandArabic.

Theself-servicesystemhasalsobeenlinkedtothefinger-printsystemforattendance.

- Online inspections:

• InspectionsystemforimportedfoodwasimplementedatPortZayed.Thiswillbeimplementedatotherbordercrossingsinlinewiththestrategicplan.

• Ane-numberingsystemforfoodfirmswasconstituted,makingthemeasilyreachablefortheinspectionteams.

Clarifications on Financial Statements:TheFinancialStatementswerepreparedinaccordancewithInternationalFinancialReportingStandards.Thefinancialstatementsarepreparedunderthehistoricalcostconvention.

The clarifications are as follows:
