Technology Drivers and Inhibitors
q Creating a more transparent, “open government”, improving services delivery, keeping the public safe, securing key national infrastructure, cyber security, increasing revenue sources, reducing waste, fraud and inefficiency top governments’ IT agenda
q Governments are conducting rigorous assessments of IT investments;
q Cloud computing, shared services, open source software, standardization, data center consolidation, and business process outsourcing are some of the IT measures the governments are pursuing to achieve their IT goals at lower costs
q Downsized IT budgets is a key inhibitor; projects with unproven ROI and/or major transformations are at risk; emphasis is on pilots versus large scale implementation
q Other inhibitors are procurement cycles that are too long and exceed the political power cycle and/or policy cycle
