EU funding for the UK is not:• gap funding/subsidy for investments• gap funding for staff and salaries• major infrastructure money
EU funding is:• competitive across a minimum of 3 and max of 27 member states (circa
360 regions)• added value• learning from best practice• to drive forward innovation and research• to kick start larger funding packages

ERDF- Competitiveness and Innovation Programme
• The aim of the Operational Programme is to "Promote competitiveness in South East England whilst contributing to reducing the region's ecological footprint.“
• Between £4m and £5m of the South East Operational Programme is still available
• 4th Call will be launched by SEEDA in March/April and will be part of the fully transitioned program back to CLG
• 4th call possible focus is on “sustainable transport and logistics” and on “renewable energy” with a preference for large scale bids not under € 1m total (50/50)

Seventh Framework Programme for Research
(FP7)
• EU’s flagship research programme• FP7 Cooperation Programme• Budget of €32.4bn over 2007-2013• Even without SEEDA as the regional body, some projects would still be
possible• Supports regional research-driven clusters of universities, research
centres, enterprises and regional authorities• European Creative Industries Alliance• Promotion and development of world-call clusters in Europe• Both calls schedules for early 2011, information day in February 2011

PUSH RELEVANCE
• SMART – Southampton Port to Midlands Rail Freight Gauge enhancement ( 56 m total, 600k ERDF and 5.2m SEEDA single pot)
• Port of Portsmouth – Secured a stream of ERDF income over the past 6 years from IMPACTE, C2C, PATCH and recently approved EU Strategic Logistics Initiative : Weastflows
• Portsmouth City Council, Gosport DC and IoW – Submitted a port town related regeneration project which failed in Dec2010 – Regroup and Re-formulate for Sept 11 submission
• EMSAC – Transitioned an FP7 project to Portsmouth City Council with Marine South East as the main regional beneficiary focussing on the Solent Marine Cluster

Set out a clear project structure:– Aim– Objectives– work packages (reflecting cross border or
transnational set up)– Actions (who works with whom??)– Outputs (quantifiable / non-quantifiable)

The application form
• Link cash with outcomes
• Keep sentences short and reduce technical jargon!
• Find an independent proof-reader before submitting

The budget • Supply information under budget headings: (staff,
administrative, external expertise, travel, equipment, investments, other)
• Budgets should be comparable across the partnership, but not necessarily equal
• Link into ‘live’ investments• Must allow for joint activities• Calculate and communicate partners’ management
share

Other key tips• Don't miss out any key information (partners' details, letters of
support, partnership agreements…)• Plan to submit a few days early (deadlines are strictly
enforced!)• Annexes should be restricted to maps (if helpful) and
decision-making flowchart or organigram• Project quality is most important; a good form does not
excuse a bad project!• Don’t underestimate the administrative resources needed to
put together a complex EU funding application
