NOTICE is hereby given that West Sussex County Council proposes to make two permanent Traffic Regulation Orders under the provisions of the Road Traffic Regulation Act 1984. The first Order will remove the present single yellow line on the north side of Wenban Road, east of its junction with Hertford Road and replace it with two parking bays. One bay would be for residents/visitors permit holders 10am to 11am and 2pm to 3pm Mon-Sat except bank holidays. The other bay would allow waiting for up to 1 hour no return within 1 hour 9am to 6pm Mon-Sat. This 1 hour limited waiting restriction would also be introduced in a layby near the bend at the eastern end of the road. The provision of this extra parking in Wenban Road will reduce the width of road available for traffic so the second order proposes to make the road one-way, with traffic required to proceed northwards along the old section of Chapel Road between Winton Place and Wenban Road, and westwards along Wenban Road. Full details of the proposals in this notice can be viewed on our website at www.westsussex.gov.uk/tro. The website includes a response form for any comments or objections. The documents may also be inspected at County Hall Chichester, during normal office hours, and at Burgess Hill Library, The Martletts, Burgess Hill during normal library opening hours. Any comments or objections about the proposal must be received before 16 April 2015. West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2), 4 (2), 84 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") as amended and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-
PART 1 GENERAL
Commencement and Citation 1. This Order shall come into operation on the **th day of ****** 2015 and may be cited as
"West Sussex County Council (Worthing: Chapel Road/Wenban Road) (One-Way Traffic) Order 2015” hereinafter called “this Order”.
2. Except where otherwise stated, any reference in this Order to a numbered Article or Schedule
is a reference to the Article or Schedule bearing that number in this Order.
PART 2 One-Way Traffic Provisions
3. Save as provided in Article 4, no person shall cause or permit any vehicle to travel in the
length of road specified in column 1 of the Schedule, to travel in any direction other than that specified in column 2 of the Schedule.
4. Nothing in Article 3 shall apply to:
(a) a vehicle proceeding as directed by a police constable in uniform; or (b) a vehicle being used by the Police, Ambulance or Fire Brigade Services in the
Event of an emergency; or (c) a pedal cycle proceeding in a marked contra-flow cycle lane.

West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2), 4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act") as amended and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-
1. This Order shall come into operation on the ***** day of ****** 2011 and may be cited as "West Sussex County Council ((Worthing) (Parking Places & Traffic Regulation) (Consolidation) Order 2007) (Wenban Road amendment) Order 2015".
2. The “West Sussex County Council (Worthing) (Parking Places & Traffic
Regulation) (Consolidation) Order 2007" is hereby amended by the replacement of the plan specified in the First Schedule to this Order, with the plan specified in the Second Schedule, attached hereto.

STATEMENT OF REASONS
FOR PROPOSING TO MAKE THE ORDER West Sussex County Council proposes to make two permanent Traffic Regulation Orders, the effect of which will be as follows: The first Order will remove the present single yellow line on the north side of Wenban Road, east of its junction with Hertford Road and replace it with two parking bays. One bay would be for residents/visitors permit holders 10am to 11am and 2pm to 3pm Mon-Sat except bank holidays. The other bay would allow waiting for up to 1 hour no return within 1 hour 9am to 6pm Mon-Sat. This 1 hour limited waiting restriction would also be introduced in a layby near the bend at the eastern end of the road. The provision of this extra parking in Wenban Road will reduce the width of road available for traffic so the second order proposes to make the road one-way, with traffic required to proceed northwards along the old section of Chapel Road between Winton Place and Wenban Road, and westwards along Wenban Road. Following requests to increase the amount of parking available in Wenban Road from residents and local businesses, the Worthing County Local Committee prioritised a review of parking arrangements in the road. Background research for this project identified that introducing additional parking would cause serious problems because it would prevent traffic travelling in opposite directions being from being able to pass each other. It was felt that the high demand for parking in Wenban Road justified considering further measures to increase the availability of parking and it is therefore proposed to make Wenban Road one-way to allow additional parking to be installed safely. It is thought that the benefits provided by the additional parking will outweigh any potential inconvenience caused by this arrangement. The new Order is therefore proposed to improve the amenities of the area through which the affected lengths of roads run and to facilitate the passage of traffic.
