West District to Date2006 - Growth Planning Study confirmed need
- Project to be funded via development charges2007 - Site Location Report approved by OPL Board (Sept 10) directing
OPL participation in City’s P3 Kanata Town Centre (KTC) project
2009 - $10 Million capital budget approved by Council2010 - Detailed Functional Building program started
- Significant issues identified with KTC - Alternate sites evaluated; Beaverbrook scores highest- Beaverbrook Feasibility Study undertaken
2010 - November 15 Board approved Beaverbrook site as preferred location for West District

What is a District Library?
• OPL Service Delivery Model
• Currently OPL has 3 district libraries: Cumberland, Greenboro and Nepean Centrepointe
• A resource for the residents of Kanata, West Carleton and Goulbourn
• A community branch

• A combination of state of the art technology with friendly customer-focussed service
• A civic gathering place

- Detailed Functional Building Program- Selection of Architect - Design Building & Selection; Construction Documents
2012 - Final Design Presentation- Construction Tender Award - approval by Board- Construction commences
2013 - Library Opening

Community & Stakeholder Engagement

• Public consultation and information sessions• Engagement with stakeholders:
– OPL will work with Councillors, City, School Board and community groups to provide project information and gather input

Option A Free
standing building
• Demolish existing branch• Existing road entrance to be reconfigured• Main entrance of library to face parking area• New building allows for optimal 9m x 9m column grid design preferred for libraries• Existing services to be relocated• Existing storm drainage impacted• Net increase in parking: 27 spaces• New Mlacak Centre entrance would need to be designed and constructed

Option A - Free standing buildingPros• Existing Branch could remain operational during construction• An entirely new branch unencumbered by existing limitations• High profile site from roadway• Opportunities for views into abutting woods
Cons• Building not linked to Mlacak Centre• Need to build separate entrance to Mlacak would be an additional
project cost• Service realignment for new site would entail additional project costs• Limited parking in close proximity to library• Green space removed from site• Existing building demolished to meet parking requirements

Option B - Vertical Expansion &
Renovation of Existing Branch
• Vertical expansion with almost identical building massing on both floors•May include some ground floor expansion •Renovation and reuse of existing structure
and foundations• Feasibility of reuse to be confirmed by
engineering review.• Existing structure would require upgrades to
meet new building code requirements•No major impact on existing servicing to
building•Net increase in parking: 27 spaces – includes
new 22 space lot at south end of site

Option B - Vertical Expansion & Renovation of Existing Branch
Pros• Building linked to Mlacak Centre• An entirely new branch unencumbered by existing limitations• Minimal service infrastructure realignment costs• Reuse of existing structure and materials as much as possible• Two storey building would provide enhanced visibility from road entrance
Cons• Cost of salvage and re-use may exceed cost to build new• Beaverbrook closure requires alternative service option during construction• Retains overall long and narrow design of original branch• Site difficult for optimal 9m x 9m column grid design • Green space removed from site for parking

Option C – Two Storey Addition
to Current Branch
•Renovation and reuse of existing structure minimizing structural impacts•Current east side of building is opened up
and connected to a two storey addition• Feasibility of reuse and impacts on existing
structure to be confirmed by engineering review.• Existing structure would require upgrades
to meet new building code requirements•No major impact on existing servicing to
building•Parking: 50 spaces removed for addition,
and 32 new spaces required•New Parking lot at south end of site would
hold 63 spaces. Additional parking lot with 19 spaces to be determined
Option C – Two Storey Addition to Current BranchPros
• Building linked to Mlacak Centre• An entirely new addition unencumbered by some existing limitations• Beaverbrook closure could be shortened to a later phase of construction and shorten
the time period needed to provide alternative service option• Minimal service infrastructure realignment costs• Reuse of existing structure and materials as much as possible• Two storey building would provide enhanced visibility from road entrance• Addition conforms to preferred 9m x 9m column grid design
Cons• Cost of renovation and upgrade to existing structure may exceed cost to rebuild that
portion new• Addition to employ 9m x 9m column grid design but in long & narrow configuration • Green space removed from site for parking• Need to identify an additional parking lot expansion with 19 more spaces
