Hydro meteorological services in Haiti are provided by two actors1. CNM 2. SNREBoth depend on the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR).  they working separately.

the have mission to :Insure and coordinate the meteorological, climatological and hydrological activities on the national territory.

But for lack of assistance, this mission is very difficult.

The weather during this period is characterized by the passage of tropical waves, tropical storm or hurricanes near or over the country.

In This period we register the strongest accumulations of rains and strong gust winds. Losses of human life and materials are always catastrophic.

*The network of National Early Warning Program of MARDR-17 rainfall stations-4 Hydro and rainfall-35 Hydro

* Networks of CNIGS (the National Centre for Geo Spatial Information)10 Automatic Stations  14 manual rainfall stations

Several of these stations are silent for different reasons:

every institution works and stocks their own data.

it is serious problem.

-The data and metadata could be dificult to share .

In this case with the hydromet project we plan to do the data rescue.

Don’t have access to the observation stays a real problem for us for , sometimes we call a volunteer observer to have some information on the real time.

1. Maintenance regular of the operational stations.

We think that WMO and RA-IV should continue to develop good relationship and assist the government of Haiti to implement the HYDROMET project.

Plans for the National Observing Networks

Hydromet Project

In the Hydromet Project CNM and SNRE will work together to insure: observation, monitoring, forecasting, database management and service assistance to users. this time there will have a lot of economical and technical assistance

This project is supported by WMO via the Canadian government that gives the opportunity to have a building and equipmentsAnd the World Bank that gives the possibility to finance training and equipments

WIGOS Implementation Status

With the Hydromet project Haiti will be able to contribute effectively in theWIGOS program .

WIGOS Implementation StatusNational Meteorological Center needs

Training in

-Technician and engineer weather (marine, aviation, agriculture etc)

-Installer and maintenance technicians of weather equipment

-Computer (computer graphics, webmaster, programmer)

-Technician and engineer Telecommunication

-climatologist

National Service and Water Resources needs training in

- water chemistry-Improvement and Protection of Catchment sources-Integrated Management of Water Resources-Maintenance and calibration Climatological and Hydrological instruments -Development of hydrological models

WIGOS Implementation Status

Normally, the CNM deals with three essential partners in a formal way.

1. THE OFNAC for the Aeronautical assistance

2. The SEMANAH for the assistance to the Sea navigation

3. The DPC Direction of the Civil protection for warning messages to the population.The media and the Private sector are handled in the informal.

All these partners receive our data via the internet by an e-mail address or directly on our site except OFNAC which receives a part of the data by

telephone. (The METAR)

SummarySummary

The problem of the hydro-meteorological sector, leads to the development of various independent managers.  This development uncoordinated   given.1. various network managers3. no regular maintenance.4. Life stations are often limited.5. No data quality control.6. No national network

The ministry of agriculture with the support of WMO and others partners come with

the Hydromet project to improve the capacity to monitor and control the hydro-meteorological parameters

With the HYDROMET project , we hope many problems will be resolve and Haiti will be able to contribute like other countries in the implementation of WIGOS.
