Upload W2 data file to SSA Registration is Required: Prior to uploading W-2 files you will need to create an account on the Social Security

Business Services (BSO) website.

• To create and account on the Social Security Business Services Online (BSO) website o Click here to access the BSO website http://www.socialsecurity.gov/employer/ o Click the Business Services Online link on the right side of the page o Click Register on the right side of the Business Services Online page

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o SSA User ID is issued during the registration process on the SSA website o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > SSA (Federal Only) o Select a submitter o Resubmission information is entered if a previous file was rejected by SSA o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the SSA website o https://www.socialsecurity.gov/employer/ o Click on Business Services Online on the top right of the page o Click on Log In on the top right of the new page o Enter your User ID and Password on the right side of the page o Check the User Certification box on the bottom right of the page o Click the Log In button on the bottom right o Click the Report Wages To Social Security in the center of the page o Click the I Accept button on the User Certification for Electronic Wage Reporting Page

• Verify the data file o It is recommended that you verify the data file using the SSA AccuWage program o Click on the AccuWage Online tab o Click on AccuWage Online on the top left below the tabs o Select Submission Type as W-2(Regulars) and click the Start Testing button o A file explorer dialog box will open, locate and select the file created with the W2/1099 Filer o A report will display showing if there are any errors in the file o THE FILE MUST STILL BE UPLOADED (see Upload the data file below)

• Upload the data file

o Click on the Upload Formatted Wage File tab o Click on Submit/Resubmit a Formatted Wage File o Click [Continue] in the bottom right corner of the screen after reviewing o Select New W-2s/W-3s for Tax Year 2018 or Previous tax year (EFW2) and click [Continue] o Use the [Browse…] button to browse and locate and select the file created with the W2/1099 Filer o Click [Submit] under the choose file dialog

Upload W2 data file to Arkansas

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Arkansas o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Arkansas website o https://www.ark.org/w2ffv/app/newSubmission.html

• Upload the data file o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click the [Validate File Format] button. o Verify the file has been successfully validated o Click the [Submit to DFA] button to send the file.

Upload W2 data file to Colorado Registration is Required: Prior to uploading W-2 files you will need to register with Revenue Online.

• To register with Revenue Online o Click here to access the Revenue Online website www.Colorado.gov/RevenueOnline o Under “Sign up,” click on the link “Create a Login ID.”

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Colorado o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Colorado Revenue Online website o www.Colorado.gov/RevenueOnline o Under “Additional Services”, click on the link “Submit Year-End Withholding”.

o Click on the link to “Submit a Withholding File Attachment o Click [Next] o Select “W-2 File” from the file type drop down menu o Click on enter Submitter information and enter the required information o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click [Submit]

Upload W2 data file to Delaware

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State File and select Delaware o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Delaware website

• Upload the data file o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Enter Business Name, Contact Name, and e-mail address o Click the [Submit W-2 or 1099 file] button. o Verify the file has been successfully validated o Click the [Submit to DFA] button to send the file.

• Confirmation email o Details of the file submitted will be shown on the website o A confirmation e-mail will be sent to the e-mail address entered above when the file was processed.

• Verifying and testing data files

o Data files can be tested using the Delaware Test Site at https://dorweb.revenue.delaware.gov/testw2send/

Upload W2 data file to Illinois Registration is Required: Prior to uploading W-2 files you will need to register as a transmitter on the Illinois

Electronic Services website.

• To register as a transmitter o Click here to access the Illinois Electronic Services web page https://www.revenue.state.il.us/app/wtri/ o Click [Start] to begin the registration. o You will receive an ETIN and passwords as part of the registration process. You will need these when

you transmit files to Illinois.

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Illinois o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Illinois website o https://biz.revenue.state.il.us/app/etui/ o Click on Enter Electronic Transmission Upload o Click the [Continue] button. o Enter your ETIN and Password and Click the [Login] button.

• Upload the data file

o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click [Submit] button o You will receive a confirmation screen indicating the file was successfully uploaded

• Verify data file upload

o Log on to the Acknowledgement website https://www.revenue.state.il.us/app/etai/ o Click [Start] button. o Click the [Continue] button. o Enter your ETIN and Password and Click the [Login] button.

Upload W2 data file to Maine Registration is Required: Prior to uploading W-2 or 1099 files you will need to create an account on the on the

Maine Employers Electronic Tax Reporting System (MEETRS) website.

• To register as a transmitter o Click here to access the Illinois Electronic Services web page

https://portal.maine.gov/meetrs/SaveWelcome.do o Enter a Login ID, a Password and select “Upload W2 EFW2 File” from the dropdown and press [Submit] o Confirm the Password and enter additional transmitter information and click [Submit]

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Maine o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Maine (MEETRS) website o https://portal.maine.gov/meetrs/SaveWelcome.do o Enter login information and select “Upload W2 EFW2 File” from the dropdown and press [Submit] o Click [Submit] button

• Upload the data file o Enter the Total Number of Employers as “1” o Enter Total of Maine Withholding o Select Validate and Write File o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click [Submit] button on the bottom of the page

Upload W-2 data file to Massachusetts Registration is Required: You will need to have username and account with MassTaxConnect.

• To Create a Username o Click here to access the Mass Tax Connect https://mtc.dor.state.ma.us/mtc/_/ o Click on the “Create username” on the left under the Login button o Select the type of Registration

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s o The Submitter’s Employer Identification Number should match the EIN used to log in to MassTaxConnect.

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Massachusetts o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Massachusetts website o https://mtc.dor.state.ma.us/mtc/_/ o Enter Username and Password and Click the [Login] button.

• Upload the data file

o Click on Submit Reports on the right side under I Want To o Click the [Go] button o Click on Financial Reporting o Click on W-2 Reporting - File Upload o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click the [Upload File] button o You will receive a confirmation number indicating the file was successfully uploaded

• Verify data file upload

o Log on to the MassTaxConnect https://mtc.dor.state.ma.us/mtc/_/ o Follow steps above for uploading the data file and click on the [View Upload History] button

Upload W-2 data file to Michigan Registration is Required: You will need to have username and account with Michigan Treasury Online (MTO).

• To Create a Username o Click here to access the Michigan Treasury Online (MTO).

• Enter and verify all W2 data

o Click Electronic Filing > Create W-2 Files > Create State file and select Michigan o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Michigan Treasury Online (MTO) website o Click here to access the Michigan Treasury Online (MTO).

• Upload the data file

o Click on the [W2 E-File Upload] button under Guest Services

o Click the [Upload] button o Select a year from the dropdown menu o Click on the [Select A W2 File] button to browse and locate the file created with the W2/1099 Filer o Click the [Upload File] button o You will receive a confirmation number indicating the file was successfully uploaded

Upload W2 data file to Nebraska

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Nebraska o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Nebraska website

o http://www.revenue.nebraska.gov/index.html o Click on [Online Services] o Under “For Businesses” click on [File your Return] o Click the [NebFile for Business] button. o Click the [Income Tax Withholding] button. o Click the [File W-2s or 1099s] button. o Log in with your State ID number and PIN.

• Upload the data file

o Complete all of the required fields (Contact Information – first name, last name, phone number, and email).

o Click [Upload W2/1099 Data] o Click [Select File to Attach] and browse to locate the file created with the W2/1099 Filer o Click [Submit] under the choose file dialog

• Verify and Submit the data file

o After the "Files Attached for Submission" section shows that it is verifying the file, click on [Submit] o You must submit the file and receive a reference number before your information will be processed by the

Nebraska Department of Revenue. Do not send in paper copies of your Wage and Tax Statements, Forms W-2, to the Nebraska Department of Revenue if you electronically filed the Forms W-2 as described above and received a reference number.

Upload W2 data file to North Carolina

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select North Carolina o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the North Carolina website

o https://filencdor.ondemand.sas.com/eNC3Web/

• Upload the data file o Click on [New Submission] on the bottom right of the page o Complete the Submitter Information screen and click [Next] o Under Upload Files:

Click [Upload NC-3 Files] button to browse and locate the NC-3 file created by the W2/1099 Filer Click [Upload W-2 Files] button to browse and locate the W-2 file created with the W2/1099 Filer Click [Upload 1099 Files] button if applicable and locate the 1099 file Click [Next]

o Verify the information on the Submission Review page and click [Submit] o Review the Submission Completed screen and note the Submission ID number.

Upload W2 data file to Oregon

• Enter and verify all W2 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Oregon o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Oregon website

o https://revenueonline.dor.oregon.gov/tap/_/ o Click on “File W-2s and 1099s using iWire” o Select “Properly-formatted text file” and click [Next] o Click the [Add] button on the right o Select the type as W-2s o Enter a description o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click [Next] on the lower right corner of the screen o You will receive a notice and a confirmation number when the fill has been successfully uploaded

• Confirmation email

o Once the file has been validated and processed, you will receive a separate email notification indicating whether the file is accepted or rejected.

o If the email indicates the file was rejected, you must make corrections and submit the file again.

Upload W2 data file to Virginia Registration is Required: You will need to have username and account with Virginia Tax Web Upload.

• To Create a Username o Click here to access the https://www.webupload.tax.virginia.gov/user/login o Click Sign Up and complete the Sign Up page

• Enter and verify all W2 data • Create the data file to upload

o Click on Electronic Filing > Create W-2 Files > Create State file and select Virginia o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Virginia website

o https://www.webupload.tax.virginia.gov/user/login

• Upload the file o On the left side of the screen click on Upload Files o On the upper right of the new screen click on Upload a New File o Next to File Layout select W2(EFW2/SSA Format) Wage and Tax Statement from the drop down menu o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Do not check the box next to Compressed (Zipped) o Do not check the box next to Ignore records with errors? o Click the [Upload] button on the bottom left of the screen

• Verify and submit the file

o Verify the totals displayed are correct o IMPORTANT: You must submit the file before it will be processed by the state. o Click Complete Business Authentication to submit the entire file immediately to the state. o Click the [OK] button on the “Are you sure you want to submit this file?” message. o The file status will change to “In Process” after you submit the file o The file status will change to “Processed” when it has been processed by the state, usually in about 1 to 2

days

• Confirmation email o Each submitted file will receive a corresponding confirmation email within 1 – 2 business days of

submission. Confirmations are sent Monday morning for files submitted Friday evening/over the weekend. o The confirmation email will reference the Form Type, File Name and Date and Time it was processed.

Upload W2 data file to Wisconsin

• Enter and verify all W2 data

• Enter a Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create W-2 Files > Create State file and select Wisconsin o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Wisconsin website

o Click on [Ready to Transfer EFW2] located on the bottom right of the screen to open the File Transmission screen

o Select file type W2 Data Current Tax Year 2017 from the drop down menu o Is this a test file? Click No o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click the [Transfer] button.

IMPORTANT: if the upload is successful you will receive a 13 digit confirmation number. If you receive an error message, the file has not been accepted. You must correct the errors and resubmit the file.

Upload 1099 data file to IRS Registration is Required: Prior to uploading information returns to the IRS you will need to apply for a Transmitter

Control Code (TCC) and create an account on the IRS FIRE System website.

• Apply for a Transmitter Control Code o IRS Form 4419 Application for Filing Information Returns Electronically (FIRE) is required to receive a

Transmitter Control Code o Form 4419 is available on the IRS website or can be accessed through the IRS Fire System website

• Create a Fire System Account

o Click here to access the IRS FIRE System website https://fire.irs.gov/Logon.aspx o Click Create New Account on the left side of the page

• Enter and verify all 1099 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Transmitter Control Code (TCC) is issued during the registration process on the IRS website. You will

need to file Form 4419 o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create 1099/1098 Files > IRS (Federal Only) o Select a submitter o Select the 1099 and 1098 forms to include o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the IRS Fire System website o https://fire.irs.gov/Logon.aspx o Log in or select create a new account on the left side of the page o Click on Main Menu from the menu on the left side of the page o Click on Send Information Returns from the menu on the left side of the page o Enter your TCC and TIN and click the [Submit] button o Click [Accept] to Verify Your Filing Information o Click on a file type from the menu on the left side of the page o Enter your pin and click [Submit]

• Upload the data file

o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click [Upload] under the choose file dialog

• Verifying and testing data files

o Data files can be tested using the IRS Fire Systems Test Site at https://fire.test.irs.gov/

Upload 1099 data file to Connecticut Registration is required for Form 1099-R. A Connecticut Tax Registration Number (CT REG) is required to

upload Forms 1099-R. Registration is not required for Form 1099-Misc. A Connecticut Tax Registration Number (CT REG) is not

required to upload only Forms 1099-MISC.

• Enter and verify all 1099 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the W-2s

• Create the data file to upload

o Click Electronic Filing > Create 1099/1098 Files > Create State 1099/1098 File and select Connecticut

o Select a submitter o Select the 1099 and forms to include o Upload file information is the name and location of the file being created. You will need this information

during the upload process. o Click the [Create File] button to create the upload file.

• Log on to the Connecticut Taxpayer Service Center (TSC) website o https://drsbustax.ct.gov/AUT/welcomebusiness.aspx o If Filing forms 1099-R you will need to login using your Connecticut Tax Registration Number (CT REG) o If filing only forms 1099-Misc you can login in or upload the file without logging in. o Verify Information or enter business information and click [Next] o Select Standardized File Format and click [Next]

• Upload the data file o Use the [Browse…] button to browse and locate the file created with the W2/1099 Filer o Click [Upload] under the choose file dialog o Look for Results File In the bottom right of the screen o Click [Next] o Enter Quarterly Tax Withheld amounts and click [Next] o Verify Form 1096 information and click [Next] o Enter payment information if required and click [Next] o Enter the Declaration of Taxpayer information and click [Submit]

Upload 1099 data file to Delaware

• Enter and verify all 1099 data

• Enter the Submitter Information o Click Electronic Filing > Submitter Information o Submitter information is person uploading the file o Contact information is the Firm information preparing the 1099s

• Create the data file to upload

o Click Electronic Filing > Create 1099/1098 Files > Create State 1099/1098 File and select Delaware o Select a submitter o Upload file information is the name and location of the file being created. You will need this information

• Upload the data file o Click on [New Submission] on the bottom right of the page o Complete the Submitter Information screen and click [Next] o Under Upload Files:

Click [Upload NC-3 Files] button to browse and locate the NC-3 file created by the W2/1099 Filer Click [Upload 1099 Files] button to browse and locate the 1099 file created with the W2/1099

Filer Click [Upload W-2 Files] button if applicable and locate the W-2 file Click [Next]

o Verify the information on the Submission Review page and click [Submit] o Review the Submission Completed screen and note the Submission ID number.
