Definition of SHO Handover KPI3

Soft handover is the procedure during which a radio link is added to or deleted from the active set. When an UE moves or the radio link quality fluctuates, the RNC adds a radio link to the active set if the RNC detects that the cell of the radio link is of good signal quality. If the quality of a radio link in a cell in the active set becomes lower than the predefined threshold, the RNC deletes this radio link from the active set.

1.The RNC fails to receive response to active set update command for adding/deleting links. This is a major cause to SHO failure. It occurs in areas with weak coverage and small handover area. RF optimization must be performed in the areas.After we check site BKC9109U has IP clock failure and SCTP link failure alarm , we need solve those transmission alarm first.

Definition of Inter-Frequency Handover KPI6

When the RNC decides to perform inter-frequency hard handover, the RNC sends the message PHYSICAL CHANGEL RECONFIGURATION to UE, and one inter-frequency hard handover attempt in the best cell is increased . When the RNC receives the message PHYSICAL CHANEL RECONFIGURATION COMPLETE from the UE , the inter-frequency hard handover is successful, and one successful inter-frequency hard handover in the best cell is increased.

Definition of Inter-RAT Handover KPI11

During the inter-RAT handover, if the RNC sends the message HANDOVER FROM UTRAN COMMAND or CELL CHANGE ORDER FROM UTRAN, one inter-RAT handover attempt in the best cell is increased. If the message IU RELEASE COMMAND is received and the cause value is Successful Relocation, Normal Release, or Network Optimization, the inter-RAT handover is successful and one successful inter-RAT handover in the best cell is increased.
