Executive Summary
The Civil Engineering department at the University of Arkansas faces three challenges over the coming decade.
1. Providing a facility that will allow research faculty to aggressively pursue available
funding and grants related to material testing
2. Planning for anticipated growth in the department
3. Consolidate research labs that are currently spread across three facilities on three
separate campuses.
The construction of the new Civil Engineering Research & Education Center will allow all civil engineering research and training disciplines to be located with-in one complex and accommodate departmental growth from 275 to 350 undergraduates and from 30 to 75 researchers. In addition, the new structural high-bay facility will allow for testing of full-scale structural elements, such as beams and girders for buildings and bridges will allow the research faculty to pursue grants that had not been previously possible to pursue.
The Research & Education Center will be located at the Arkansas Research & Technology Park (ARTP). This development will further strengthen the presence of the university at this satellite location and progress the university’s master plan for the ARTP.
Through a series of workshops that included dialog with the various Civil Engineering user groups and Facilities Management Planning Group, the Design Team listened, tested, bench marked, and verifi ed information. This Programming Document summarizes the results of that process and moving forward will serve as a benchmark against which to measure the development of the project throughout its future phases.
Publication of the Programming Document represents the culmination of the Program Phase of the project and lays the groundwork for the Schematic Design Phase. The goal of this phase is to confi rm the programming needs of all concerned parties; to present a detailed, clear, and cogent summary and analysis of those needs; and to illustrate an understanding of the larger project issues and goals. In addition to the traditional programming elements, this document includes a Conceptual Design aid in visualization and bridging to the Schematic Design Phase.

Project Description & Vision
Program Vision
The Civil Engineering Research & Education Center will allow all civil engineering research and training disciplines to be located with-in one complex and accommodate departmental growth from 275 to 350 undergraduates and from 30 to 75 researchers.
The new facility is anticipated to be constructed in three phases. The fi rst phase will include a structural high-bay with a strong fl oor and lay-down yard, concrete and steel materials labs, a fabrication shop, various geotechnical labs, and faculty support spaces. The second phase will include a number of asphalt testing labs and the third phase will include laboratory, classroom and certifi cation spaces for the Center for Training Transportation Professionals (CTTP).
Site and Capacity
The Research & Education Center will be located at the Arkansas Research & Technology Park (ARTP). The ARTP is located on the northwest corner of the W. Cato Springs Road and S. School Ave. intersection in Fayetteville, Arkansas. A series of possible sites in accordance with the university’s master plan for the ARTP were analyzed based on overall building and lay-down yard size requirements and vehicular access. As a result, site (3)three , which lies on the western half of the ARTP as indicated below, was chosen. Additional site analysis and information can be found in chapter 3, Site Analysis.

The application and use of exterior and interior materials will be closely analyzed andevaluated by the design team in consultation with Facilities Management. Architectural Expression and Materials Considerations
The exterior envelope for the Civil Engineering Research and Education Center will use appropriate materials that not only respond to the existing Arkansas Research and Technology Park (ARTP) campus and region but achieve the desired architectural presence for the facility based on University of Arkansas campus design standards and the ARTP planning study and master plan. The selected materials will complement and enhance the existing campus language of steel, glass, and metal elements. Materials will be in muted tones to reinforce the
look and feel of the ARTP, without being conspicuous. Glass, including storefront and curtain wall systems, and energy effi cient translucent wall panels will be utilized to achieve the desired visibility, day-lighting and transparency, as appropriate for the particular area to highlight the function of the building and emphasize entrances and circulation. Metal louvers will be utilized to provide sun shading. Metal wall panels will be utilized to wrap the building envelope in the classroom and offi ces areas of the building. Precast concrete panels will be utilized for increased durability on the exterior in areas of heavy machinery operation. A human scale and integration of student, faculty, and staff use will be addressed, to forward the goal of a quality University of Arkansas research and education. The interior will include an open steel structure to emphasize the function of the structures laboratory. Interior fi nishes and materials will be commercial quality, durable, cost-eff ective, and easily maintained to respond to the use while conveying an aesthetic sensibility and referencing the building’s exterior and the environment.

An existing 8-inch water main is located just north of the site. Approximate static water pressure in the area is calculated to be approximately 150 psi. It is currently anticipated that this main can be accessed for a water line extension and/or loop around the facility for domestic water and fi re protection.
Existing utilities along Cato Springs Road include a 6-inch water main, an 8-inch sanitary sewer main, a gas main, and three-phase electric lines. The existing residential area (to be purchased by the university and demolished) is served by service lines extending from the mains along Cato Springs Road. It is anticipated that these service lines will be abandoned to allow development on the property south of the proposed CVEG site. Based on available records, it is possible to extend a new sewer main north from Cato Springs Road to serve the site (parallel to the future street construction.)
In addition, based on available records, three-phase underground electric and gas is available at the existing Hazardous Materials Site to the east. It is anticipated that fi ber may be run from the existing Engineering Research Center (ENRC) unless connection can be made to the OSP Loop just east of the Hazardous Materials Site.

Site Access Roads
As shown in the adjacent fi gure, the University’s current master plan for the technology park illustrates proposed streets on three sides of the site with a plaza (for vehicles and pedestrians) on the south side. At this time, it is unknown whether or not the University will receive assistance from the city of Fayetteville to construct any of the future streets. For the purposes of this study, it is projected that at least one north/south street will be required from Cato Springs Road to serve the new CVEG facility. The facility may receive deliveries from large tractor-trailer trucks, and a loop around the site is ideal. However, for budgetary planning purposes one possible “Phase I” alternative is shown in the fi gure below. This would require approximately 700 linear feet of 30-foot wide (back of curb to back of curb) street construction plus a turnaround area near the truck entrance. This turnaround may need to extend into the area north of the Hazardous Materials facility and could include parking if necessary. An additional/alternative drive could also be constructed by paving/extending the existing gravel drive from the east. Phase I parking may also be constructed in the plaza area, and parallel spaces will be available on the street (spaces are included in the 30-foot width.) It is also pertinent to note that additional fi re lanes may be required by the fi re Marshall, and more discussion with the Fire Marshall will be necessary to determine extent of any fi re lanes.
Although a soil investigation and detailed design will be necessary to provide a pavement design, for budgetary purposes the following section is projected, which is typical for a local street in the area:• Two feet of undercut/replacement of select fi ll for subgrade• 10” Compacted Granular Base Course (AHTD Class 7 ABC)• 3” Asphalt

Roof FramingThe roof framing system will likely consist of 1½” deep galvanized steel roof decking supported by conventional K- and/or LH-series open web steel joists spaced at a maximum of 6 feet on center. Additional framing will be provided as required for any fans or minor equipment located on the roof. These open web steel joists will be supported by conventional structural steel wide fl ange beams and columns.
High-Bay Structures LaboratoryThe cast-in-place concrete strong fl oor slab shall have a minimum thickness of 3’-0” and shall be heavily reinforced to support 100 kip reaction points located at 3’-0” on center in each direction. This fl oor structure shall span between basement tunnel walls allowing for a clear height of 8’-0” below the strong fl oor. Two 25-ton overhead bridge cranes, with a minimum hook height of 35’-0”, are anticipated to be installed above the structures lab to facilitate the movement of test specimens and loading frames. The building superstructure is anticipated to be comprised of structural steel wide fl ange columns and beams.
Elevated Floor Framing Elevated fl oor framing will likely consist of 4½” of normal weight cast-in-place concrete supported by 2” deep galvanized steel composite fl oor decking, supported by conventional structural steel wide fl ange beams and columns. In mechanical rooms, we anticipate 4” cast-in-place concrete housekeeping pads to be located on top of the structural slab to support mechanical equipment that is to be isolated from the structure for vibrations.
Phase II and Phase III Construction Architectural material selection is still preliminary for these buildings, but we anticipate the lab spaces to utilize CMU wall construction, which may be used as load bearing elements if the plan confi guration allows. Structural steel beam and column framing may also be utilized in concert with the CMU construction or as the primary framing system to allow for future fl exibility if the program needs change and spaces require reconfi guration.
Lateral Load Resisting SystemLateral loads due to wind and seismic will likely be transferred to the foundation level using conventional structural steel concentrically loaded braced frames designed as “Steel Systems Not Specifi cally Detailed for Seismic Resistance” as defi ned by ASCE 7 and the governing building code. Steel bracing systems off er an effi cient and economical solution for resisting lateral loads but also present challenges to the design team locating these frames throughout the building while attempting to accommodate the architectural layout.
Ground Floor LevelThe ground fl oor level is anticipated to be a conventional normal weight cast-in-place concrete slab-on-grade over a vapor retarder on a granular base material over a prepared subgrade of low volume change material. Required subgrade preparation will be determined based on the borings taken on the site and the subsequent recommendations off ered in the geotechnical investigation report. The slab-on-grade will likely be 5-inches thick, reinforced with welded wire reinforcing or synthetic macro fi ber reinforcement such as WR Grace’s Strux 90/40 (or an equivalent product). HVAC Zone 1:
Two air rotation units will serve the High-Bay and associated spaces. Units will be externally mounted, vertical type air handing units with DX cooling, gas fi red heat exchanger, fi lters and a propeller type supply fan. The air rotation unit will be constructed of galvanized double wall housing meant for exterior installation. Return and supply air grilles will extend from each unit into the space. No distribution ductwork will be routed through the space. Each unit will have a remote air cooled condensing unit.
Natural ventilation will be used during periods when outdoor conditions permit it. Intake louvers will be located at a low point in the space, and relief louvers will be located at a high point in the space. When the outdoor ambient conditions permit, the air rotation units will shut down and the natural ventilation intake and relief louvers will open. Two exhaust/relief fans will be provided to assist the natural air circulation.
A welding exhaust system will be located in the High-Bay. The system will consist of a welding downdraft table and two snorkels. The ductwork serving this system will be galvanized steel, except the fan stack, which will be constructed of type 304 stainless steel. The welding exhaust fan will be a centrifugal utility type fan. The constant volume system will operate on an on/off switch located in the space.
A sieve/saw room is located in the Concrete Mixing and Testing Lab. This room will have a dedicated exhaust fan that will discharge directly to the exterior. The ductwork serving this system will be galvanized steel. The exhaust fan will be an inline axial fan. The constant volume system will operate on an on/off switch located in the space.
The Fabrication Shop and Tech Offi ce is included in zone 1, but is not open to the High-Bay. Supply air will be transferred from the High-Bay space into the Fabrication Shop and Tech Offi ce though a three transfer grilles, and two wall mounted exhaust fans.
HVAC Zone 2:
A packaged rooftop unit will provide the Materials Testing Lab and Metallurgy Lab with the required heating, cooling and ventilation air. The rooftop unit will be a factory fabricated packaged unit, designed for outdoor installation. The unit casing will be a heavy gauge coated steel with baked enamel fi nish. The unit will consist of a DX cooling coil, gas fi red heat exchanger, 4” throwaway fi lter, plenum supply fan and condenser/compressor section.

Process cooling water will be distributed to the hydraulic pumps. Process cooling water will be supplied from a packaged air cooled modular chiller. The system will consist of the air cooled chiller, (2) primary inline circulating pumps, water storage tank, bladder type expansion tank, air separator, side-stream water fi lter and a glycol feed tank.Process cooling water will be distributed through Type L copper piping with wrought copper fi tting and soldered joint for piping 2” and less, and ASTM A53 carbon steel piping and standard weight, seamless, carbon steel welded fi ttings for piping larger than 2-1/2”.
Process cooling water piping will be insulated with 1-1/2” of closed cell elastomeric type insulation.
Classrooms, Offi ces, and Student Spaces:
Packaged rooftop units will provide Classrooms, Offi ces, and Student Spaces with the required heating, cooling and ventilation air. The rooftop unit will be a factory fabricated packaged unit, designed for outdoor installation. The unit casing will be a heavy gauge coated steel with baked enamel fi nish. The unit will consist of a DX cooling coil, gas fi red heat exchanger, 4” throwaway fi lter, plenum supply fan and condenser/compressor section.

Toilet/General Exhaust System:
A central toilet/general exhaust system will provide exhaust for toilet rooms, janitor’s closets, storage rooms, etc. The system will consist of roof mounted, downblast exhaust fan. The fan will be constant volume and will operate during occupied periods only. The ductwork serving this system will be galvanized steel.
Electrical/ Telecom/ Mechanical/ Elevator Machine Room Cooling:
Electrical rooms, telecom rooms and elevator machine rooms will be cooled using DX fan coil units. The system will cycle on/off to maintain space temperature.
Control System:
Mechanical systems will be controlled and monitored through a microprocessor-based Direct Digital Control (DDC)/Building Automation System (BAS) with distributed processing at the local level. The overall building controls will be commercial grade and compatible with existing campus standards. The design must be compatible with the existing network in place.
A remote access option that is web based shall be provided for plug in laptop computers to interface with the BAS at the controller level.
DDC controllers, networks, and software will be the vendors standard product off ering.Control dampers will be commercial grade and will be selected for intended use with seals for low leakage. Modulating dampers will be sized for linear control characteristics.
Control valves will be commercial grade such as JCI standard ball or globe valves and will be selected for intended use. Control valves will be sized to provide suffi cient control authority throughout the required range.
Actuators will be selected for intended use and will have suffi cient torque and shutoff off characteristics to match system pressures and criteria. Fail positions will be chosen and specifi ed to minimize risks during failure modes.

Site Electrical
The electric utility American Electric Power has 12.47kV available to the East of the proposed site at an existing 15kV switch. New utility power will be brought to the site to a new utility provided exterior pad mounted transformer. Secondary electrical service will be provided into the building.
Normal Power
Provide 480Y/277V, 2000 amp service switchboard with an insulated case main breaker, utility metering cabinet and group mounted feeder breakers. A SPD (Surge Protective Device) will be provided at the main service for transient protection. A digital meter will also be provided at the main breaker at the switchboard with communication port for use by the owner. Additional metering will be provided as part of all feeder breakers in the main switchboard with communication port for remote monitoring. Provide feeder breakers to all distribution panels and fl oor electrical room transformers via conduit and wire. Normal power distribution panels will contain bolt-on feeder circuit breakers. The capacity of the panels will be suffi cient for the addition of 20% future connected load. Provide a 480Y/277V panel at the mechanical room for HVAC and piping equipment. Provide a 150 amp Lighting panel to serve all lighting.
The main electrical room will also house (2) 300kVA transformers and 208Y/120V, 1000 amp distribution panels. The transformers will be 480:208Y/120V dry type. Branch panels will be located either within the electrical room, in the labs or within the corridors adjacent to the labs.
Point-of-use power connection devices will include specifi cation, grade, receptacles (120V, 20A, single-phase), power receptacles (208V and higher amperage), and surface metallic raceway (SMR). The SMR will be divided into two raceway compartments, one for power and one for telecommunications. There will also be empty raceways for the data acquisition system from the users equipment to the head-end equipment.

Emergency Power
Provide an exterior 250 kW diesel generator with a skid mounted day tank that will have adequate capacity to operate the generator at full load for 8 hours. The generator will be provided with a weatherproof enclosure with a critical silencer. Generator will serve Egress lighting, fi re alarm system, BAS (Building Automation System), Access Control System, some select user equipment, Exhaust fans and make up air units for Fume Hoods.
A separate emergency electrical room will house the generator distribution panels and ATS’s. Provide (1) 70 amp ATS (Automatic Transfer Switch) for emergency loads and (1) 400 amp ATS for optional standby loads. Provide distribution panels to serve the above loads.

Grounding A complete low-impedance grounding electrode system will be provided for this building and will connect into the existing Lindley Hall grounding system. The grounding electrode system will include the main water service line, structural steel, Ufer Ground, and ground ring around the perimeter of the building. The equipment grounding system will extend from the building service entrance equipment to the branch circuit. All grounding system connections will be made using irreversible compression connections. Bonding jumpers will be provided as required across pipe connections to water meters, dielectric couplings in a metallic cold water system, and across expansion/defl ection couplings in conduit and piping systems. All feeders and branch circuits will be provided with an equipment ground conductor. Under no circumstances will the raceway system be used as an equipment grounding conductor.

Protect all structures and associated appurtenances with a system of conductance designed to safely divert the energy of a lightning strike to the earth while minimizing damage to the facility. The two buildings will be connected together and be a single Master Label.

All site lights will be the LED fi xture for parking lots as well as walkways. All interior lighting will be LED’s where possible. Lighting will be designed meet ASHRA 90.1.

Storm and Clearwater Drainage
A storm drainage system will be provided to convey rainwater from roofs to grade. Secondary roof drainage will be accomplished by using parapet scuppers or a dedicated piped overfl ow drainage system separate from the primary storm drainage system which will discharge through the building wall onto grade. The storm drainage system will be sized to handle a 3.9 in/hr rain event.
Clearwater waste from air handling units, coolers, and other devices and equipment that discharge clearwater will be conveyed by gravity fl ow through a separate piping system and will connect to the building storm system.
Drain points that cannot drain by gravity grade will fl ow into a sump with duplex sump pumps. Each pump will be sized for 100% of the load and can run at the same time. The pumps will be connected to the emergency (standby) power system. The piping for the storm and clearwater drainage system will be cast iron with hub and spigot joints below grade and no-hub joints above grade.
Sub-Soil Drainage
A sub-soil drainage system will convey groundwater from exterior footing, interior footing, underslab to a sump as determined by the Geotechnical Report. The effl uent will be pumped into the building storm drainage system and routed to grade.
Subsoil drainage systems will be drained by gravity to a sump for each building and will be pumped into the building storm drainage system. Each sump will consist of duplex sump pumps sized for 100% of the estimated design fl ow. Sump pumps will be connected to the emergency (standby) power system to permit operation during a loss of normal power.
Subsoil drainage piping, will be PVC perforated piping with solvent cement socket joints with fi lter socks.
Sanitary Waste and Vent
A sanitary waste and vent system will be provided for all plumbing fi xtures and other devices that produce sanitary waste. Plumbing fi xtures will be drained by gravity through conventional soil, waste and vent stacks, building drains and building sewers to the site sanitary sewer. Sanitary wastes which cannot discharge to the sewer by gravity fl ow will be drained by gravity to duplex sewage ejectors and will be pumped into the sanitary drainage system. The sump pump system serving the High-Bay will have its own oil interceptor to prevent any pump hydraulic fl uid from entering the sanitary system.

Domestic Water System
Domestic water will be provided to all toilet room fi xtures, laboratory spaces, electric water coolers, sinks, emergency shower/eyewash units, and any other devices that require a domestic water supply. Hot water at 120°F will be provided to all fi xtures and devices that require hot water. The emergency fi xtures (showers and eyewashes) will be supplied with local mixing valve to supply tepid water.
A water meter will be provided on each building service entrance. The water meter will be sized for the building’s maximum design fl ow rate. The High-Bay building is estimated to be 150 gallons per minute. The smaller building is estimated to be 50 gallons per minute. The building’s water system will be isolated from the municipal water system by a duplex reduced pressure backfl ow preventer located downstream of the water meter. A water pressure booster pump is not anticipated at this time. A water fl ow test is needed to validate our assumption. Domestic hot water in the main building will be produced by duplex natural gas-fi red storage water heaters. Each water heater will be sized for 75% of the total load. Domestic hot water for the smaller building will be produced by a simplex natural gas-fi re storage water heater. The hot water system temperature will be maintained by recirculating the hot water through a continuous loop with an in-line circulating pump. Duplex alternating water softeners will be installed ahead of the water heaters.
The piping for the domestic hot and cold water will be type L copper tube with wrought copper fi ttings and soldered joints. Hot and cold water piping will be insulated.

Non-potable Water System
Non-potable water system will provide make-up water to mechanical (HVAC) systems. A single reduced pressure backfl ow preventer will protect the domestic water supply and will be sized for 100% of the design load.
The piping for the non-potable water will be type L copper tube with wrought copper fi ttings and soldered joints. The non-potable water piping will be insulated.
Compressed Air Systems
Shop compressed air (SA) will be produced by triplex, oil-free rotary screw air compressors. Compressors will be base mounted. Air will be treated with coalescing fi lters, charcoal fi lters and particulate fi lters and dried with duplex refrigerant air dryers. Compressed air will be stored in an ASME rated vertical receiver with outlet pressure regulator. Shop compressed air will be distributed at 100 psi for pneumatic tools. Shop Compressed air piping system will be ASTM A53 carbon steel piping with threaded joints. Shop air will be routed underground to the smaller building from the production equipment located in the main building.
Lab compressed air (LA) will be produced by simplex, oil-less dry type point of use air compressor. Compressor will be base mounted. Air will be treated with coalescing fi lters, charcoal fi lters and particulate fi lters and dried with simplex heatless desiccant air dryer. Lab compressed air will be distributed at 150 psi.
Lab compressed air piping system will be ASTM B-819 type L copper piping with brazed joints, or type 316L stainless steel tubing.

Laboratory Vacuum System
Laboratory vacuum will be produced by duplex rotary vacuum pumps to serve the main building. Each vacuum pump will be sized for 65% of the load. The vacuum will be distributed at 20 in Hg. The piping will be copper type L, ASTM B-88 with wrought copper fi ttings and soldered joints.Laboratory vacuum for the smaller building will be produced by simplex point of use vacuum pump. The vacuum will be distributed at 20 in Hg. The piping will be copper type L, ASTM B-88 with wrought copper fi ttings and soldered joints.
A high vacuum system will be produced by a simplex local dry diaphragm vacuum pump operating at 25-30 mm Hg. Piping will be type 316L with compression joints.

Natural gas service will be supplied to the buildings from the main near the site. The natural gas will be supplied to the mechanical heating equipment at 2 psi and the rest of the building will be regulated down to 14 inches of water column or lower. The natural gas will also serve the domestic water heating equipment.
The piping will be distributed in ASTM A 53 carbon steel with welded joints in concealed locations or threaded joints in exposed locations.

Equipment Spaces
Telecommunications Room (TR) placement must be located to keep individual cabling lengths less than 90 meters in length. There should be at least one TR located on each fl oor of the facility to ensure this cable length requirement is satisfi ed. Each TR requires minimum inside dimensions of 10 feet by 11 feet and should be positioned with direct access from a public corridor. One of the TR’s should also serve as a Building Entrance Facility (BEF) which accommodates incoming Fiber Optic and Copper Communication Cables to the facility. This BEF/TR must be located and operational in Phase 1. If the BEF cannot be located on the side of the building near the existing campus Fiber Optic Hut, a small wall fi eld within the MEP rooms may be required to ground any copper communications cables and to provide service access for this entry point to the facility. Should station cable distance limits be exceeded from TR to any outlets in the corner of the High-Bay, a small wall mounted communication rack may be required (pending University approval) in mezzanine storage or similar space. This would serve as a mii TR.
Each TR requires dedicated power and cooling services, and the associated fan coil units which will provide the room cooling cannot be mounted within the TR itself. It would be helpful to locate the TRs adjacent to a utility room or other space type where the fan coil units will have above ceiling mounting space outside and adjacent to the TRs.
Space for security control panels and building automation control panels must be provided separately from the TRs. Only systems maintained and controlled (or directly related) to University of Arkansas are allowed in the TRs. Exception would be the BEF which would have space for incoming Fiber Optic and Copper Communication cables.
Potential future horizontal expansion should be considered when programming room locations.
Incoming Services
A concrete encased duct bank containing Four (4) 4” conduits will be provided from the existing Fiber Optic Communications Building just East of the Facility to the new BEF.
An additional Four (4) 4” conduits should also be provided in a concrete encased duct bank from the existing Communications Building and stubbed just West of the Facility for campus expansion. This may share the same duct bank as the facility for a portion of the route.
Duct Banks should route around the perimeter of the building and not underneath, except where needed to route to the BEF. The BEF should be located near building’s exterior to minimize under fl oor raceway.
Structured Cabling
Primary distribution within the Facility will use fi ber optic and copper backbone cabling to connect incoming services to each of the TRs from the BEF/TR. Individual voice, data, wireless access points service drops within the Facility will use Category 6A rated copper cabling to support speeds up to 10 Gigabit Ethernet. Ethernet connections will also be provided at MTS head Ends. Assumption is there will be at least four of MTS connections. Active Electronics, wireless set up confi guration will be provided by the University. General convenience wall phones should be anticipated throughout the facility.

Wireless Networking
The Campus IT department will provide direction for placement of Wireless Access Point (WAP) locations throughout the Facility to accommodate full Wireless Ethernet (i.e. Wi-Fi) coverage in all areas. Additional WAP locations may also be located in public areas surrounding the building to provide outdoor Wi-Fi coverage. WAP enclosures may be required in some areas to protect Access Point electronics from harsh conditions.

Security System
Access control and CCTV systems supporting the building security system will be accommodated with device boxes and pathways provided by the project contractors. Detailed locations and sizes of these boxes and pathways will be as directed by the Campus Security Offi ce as program develops. Project documents will provide pathway only. Head End equipment and devices will be provided by The University.
All exterior doors, including overhead, will be controlled by Card Readers. MEPT rooms will not be controlled by Card readers. CCTV cameras will be required within the High-Bay space.

Wet Pipe Sprinkler System
The building will be protected throughout with hydraulically calculated sprinkler systems, which except for special protection needs, will be wet pipe systems. All areas of the building will be protected per NFPA 13, including electrical rooms (i.e. switchgear rooms, transformer rooms, generator rooms, electrical closets, and similar rooms), loading docks, stair towers, exterior canopies, and mechanical rooms. The sprinkler system for the building will be designed and installed in accordance with NFPA 13. All systems will be hydraulically calculated with a computer calculation program using the Hazen-Williams method.
The piping for the wet pipe sprinkler system will be black steel. Piping 2” and smaller in size will be Schedule 40 with threaded joints. Piping larger than 2” will be Schedule 10 or Schedule 40 with welded fi ttings or roll groove couplings. The type of sprinkler heads installed in a particular area will be selected by the Engineer and the Project Architect. Generally, concealed sprinklers will be installed in areas having suspended ceilings. Pendent or upright sprinklers will be installed in areas without ceilings. Sidewall sprinklers will be provided only when other types cannot be utilized. Areas subject to temperatures below 40°F will be protected by dry sprinklers when possible. If dry sprinklers cannot be provided, then a dry pipe sprinkler system will be installed. A glycol antifreeze system will not be an option to dry sprinklers or a dry pipe system.
The Mixing/Compaction/Testing room and general mechanical rooms will be protected using ultra high temperature-rated sprinkler heads.

Conceptual design for the building was provided to aid in fundraising support for the construction of Phase 1 and to provide further accuracy of the cost model (located in appendix). The image and plans located here are schematic in nature, but refl ect planning and visual input from all stakeholders.
Phase 1 includes all building portions shown south of the phase line, the entire laydown yard, temporary parking in front of the building, relocation of (3) storage buildings, and limited drive lanes for vehicular access and material drop-off .
Phase 2 includes the addition of (5) asphalt labs to the north end of phase 1.
Phase 3 is a separate building located at the northeast corner of the site. This phase includes all laboratory, instruction, and administrative space to support the CTTP. Parking needed by CTTP is anticipated to be available from the master planned ARTP parking lots located to the east.
