JANUARY 2020
A NEW BEGINNING
CDS & SECY DMA AT RAISINA DIALOGUES
General Bipin Rawat PVSM, UYSM, AVSM, YSM, SM, VSM, ADC assumed the office
of CDS (Chief of Defence Staff) & Secretary DMA (Department of Military Affairs)
on 01 January 2020. He laid Wreath at National War Memorial and paid homage to
the Martyrs. A tri-Services guard of honour was given in honour of the CDS & Secy
DMA at South Block.
Gen Bipin Rawat, PVSM, UYSM, AVSM, YSM, SM, VSM, ADC, CDS & Secy DMA was
invited for a talk during ‘Raisina Dialogues 2020’ on 16 Jan. The Raisina Dialogue is
a multilateral conference committed to addressing the most challenging issues
facing the global community. CDS focused his talk on ways and means to tackle
terrorism by the International Community.

TIGERSHARKS
No 222 Squadron, the ‘Tigersharks’ were inducted at Air Force Station Thanjavur in
a ceremony attended by General Bipin Rawat PVSM UYSM AVSM YSM SM VSM
ADC, Chief of Defence Staff & Secy DMA. Air Chief Marshal RKS Bhadauria
PVSM AVSM VM ADC, Chief of the Air Staff (CAS), Dr G Satheesh Reddy,
Secretary, Department of Defence R&D and Chairman, DRDO, Air Marshal Amit
Tiwari AVSM VM, Air Officer Commanding–in–Chief (AOC-in-C), Southern Air
Command (SAC), Vice Admiral Atul Kumar Jain AVSM VSM, Flag Officer
Commanding-in-Chief (FOC-in-C), Eastern Naval Command (ENC), Mr R
Madhavan, Chairman cum Managing Director, Hindustan Aeronautics Limited and
other Dignitaries on 20 Jan. CDS & Secy DMA in his address, said that the
resurrection of the ‘Tigersharks’ highlighted the Integration and Jointness which is
the future of the Indian Armed Forces. He brought out that Su 30 MKI aircraft along
with the BrahMos missile will be a game-changer which will extensively enhance
the security in the maritime domain.

KNOWLEDGE MANAGEMENT WORKSHOP
A Knowledge Management Workshop was conducted under the aegis of Defence
Intelligence Agency (DIA) at College of Defence management (CDM) on 17 Jan.
The team highlighted the importance of correct intelligence appreciation for joint
operational planning. Participant officers were also addressed by Lt Gen AS Bedi
PVSM, UYSM, YSM, VSM, DG DIA on ‘Defence Intelligence’ giving an overview of
organisation, role & responsibilities of DIA.
ARMY DAY
Army Day was celebrated with traditional fervour at Defence Services Staff College
& College of Defence management on 15 Jan.

An Information Warfare (IW) Seminar was conducted on 20 and 21 Jan at DSSC.
Dr. Arvind Gupta, Director Vivekananda International Foundation (VIF),
Lt Gen Rajeev Sabherwal, AVSM, VSM, SO-in-C DG Signals and other senior
officers participated in the seminar.

CINCAN VISITS DSSC
Lt Gen PS Rajeshwar, AVSM, VSM, ADC, Commander-in-Chief, Andaman &
Nicobar Command (CINCAN) visited Defence Services Staff College (DSSC) to
deliver lecture on ‘Andaman and Nicobar — Opportunities and Challenges’ on
22 Jan.

CHIEF OF AIR STAFF AT CDM
Air Chief Marshal RKS Bhadauria PVSM, AVSM, VM, ADC, CAS addressed officers
at CDM on 23 Jan highlighting the prevailing security scenario in the sub continent,
current capabilities & key aspects associated with the future capability development
plan of IAF. As part of CDM Golden Jubilee celebrations, he also unveiled the
Resource Management Handbook prepared by CDM for middle level
leadership of three services, dealing with issues pertaining to resource and
acquisition management.
MEDIA CAPSULE
A two day Media Capsule was organised for tri-services officers attending Higher
Defence Management Course (HDMC) at CDM with Mr Nitin Gokhale addressing
officers on ‘Changing Media Matrix & Mil-Media Dynamics’. He highlighted key
aspects pertaining to non linearity of media, importance of Strategic Communication
and requirement to adopt multi pronged approach for a successful perception
management campaign. In a separate session Mr. Gokhale & Ms Neelanjana
Banerjee conducted ‘ambush bites’ by capturing the perception on a given narrative
from participant officers acting as key appointments connected with political and
military leadership of various nation states.

AVM Nagesh Kapoor VM, AOC Composite Ops Battle Response and Analysis
(COBRA) Group addressed officers on ‘Employment of IAF in Ops’ at CDM on
16 Jan. He highlighted various dimensions of warfare to include Non-Contact &
Hybrid Warfare, key tenets of Air Power Strategy and its versatility to be used in
entire spectrum of conflict. He also emphasised on the aspects of airpower in
complementing land offensives in an integrated battle.
AOC COBRA AT CDM
DGMO VISITS CDM
Lt Gen Paramjit Singh AVSM, SM, Director General Military Operations (DGMO)
addressed officers on ‘Line of Control (LC) Dynamics & Response Strategies’ at
College of Defence Management (CDM) on 13 Jan. He spoke about the internal
security situation in J&K post abrogation of Art 370, Pakistan's response in
Diplomacy, Intelligence, Military and Economics (DIME) paradigm, increased
Ceasefire Violations & response strategy on LC. He also highlighted whole of the
government approach towards further stabilising the situation in J&K.

Medical Branch of the HQ IDS conducted the 9th Workshop on Medical
Management of Chemical Biological Radiological Nuclear (CBRN) Casualties for
sixty Paramedics from Armed Forces Medical Services from 11 Feb to 14 Feb at
Base Hospital Delhi, 422 Field Hospital and Air force Institute of Nuclear Biological
and Chemical Protection (NBC), AF Station Arjangarh.

THIRD DEFENCE ATTACHES CONFERENCE
The 3rd Defence Attaches Conference was organized by Directorate of Defence
Protocol & Foreign Liaison (DP & FL), DIA Branch under the aegis of HQ IDS at
New Delhi from 03 to 04 Feb. The Conference was attended by 41 Defence
Attaches from various countries and 15 Defence Attaches (Designates) from Service
HQs. They were addressed by the Honourable RM, CDS, Service Chiefs, Defence
Secretary, Foreign Secretary, MA to NSA, Secretary R & D and other senior service
and MoD officials during the conference.

Maj Gen Md Enayet Ullah, Commandant Defence Service Command and Staff
College (DSCSC), Mirpur, Bangladesh visited DSSC from 19 to 23 Feb,
along with a four member delegation. Matters of mutual professional interests were
discussed. They visited the college area, witnessed the training activities &
infrastructure development.

BUDGETING IN ARMED FORCES
A Panel Discussion was organised at CDM on ‘Budgeting in Armed Forces’ on
28 Feb. Panel comprised of Air Mshl Rajeev Sachdeva, AVSM, Lt Gen TK Chawla,
AVSM, AVM RK Khattri & Capt (IN) Sritanu Guru & highlighted issues pertaining
to enhancing systemic efficiency & measures for promoting cost efficiency.

WEST ASIA DYNAMICS
Maj Gen Fahad Mubarak Al-Khayareen, Commandant of Joaan Bin Jassim Joint
Command and Staff College (JBJJCSC), Qatar Armed Forces along with three
member delegation visited DSSC from 06 to 08 Feb. Commandant, JBJJCSC
witnessed joint training at DSSC and addressed the student officers and faculty on
‘West Asia Dynamics’.
‘Internal Security (IS) Seminar’ was organised at DSSC, Wellington on 04 to 05 Feb.
Eminent speakers from Services & think tanks shared their valuable insights on the
subject. The delegation was felicitated for enhancing the knowledge of the officers
on the subject.

As part of Supply Chain Management (SCM) Module, a panel discussion was
organised at CDM on ‘Defence Acquisition: A Reality Check of Indigenous
Capability Development Potential’ on 26 Feb. The panel compr ised of
Air Vice Mshl Vikram Singh,VSM, ACAS (Plans), Rear Admiral GK Harish, VSM,
DG ND ( SSG) and Brig Abhay Dayal, Brig WE-1. The panel highlighted issues
pertaining to ‘Make in India’ initiatives, technology management, indigenous
capability development, challenges of aircraft manufacturing industry, Naval
Technology Perspective Plan and ship building industry in India. The panel also
emphasised on creating an inclusive defence manufacturing ecosystem absorbing
offsets as part of defence manufacturing along with technology infusion.
Shri Azim H Premji, Chairman Wipro spoke on ‘Philanthropy’ at DSSC Wellington
on 10 Feb . The speaker during an interactive session spoke on issues ranging from
IT, Economy & Corporate Social Responsibility. Commandant, DSSC felicitated
the eminent speaker for sharing his views on the subject.

DEFENCE ACQUISITION

Gen Bipin Rawat, PVSM, UYSM, AVSM, YSM, SM, VSM, ADC, CDS & Secy DMA visited the Western Naval Command on 14 Mar. He held discussions with
Flag Officer Commanding-in-Chief Vice Admiral Ajit Kumar, PVSM, AVSM, VSM
and was briefed on the Navy’s activities, including the ongoing Maritime Operations,
deployments and assets of the Command.

CNS VISITS CDM
Admiral Karambir Singh, PVSM, AVSM, ADC ,Chief of the Naval Staff (CNS) visited
CDM on 06 Mar & addressed tri-services officers highlighting the geopolitical &
security imperatives & related implications for Indo-Pacific region. He emphasised
need for focused capability enhancement, technology management & sustaining peak
readiness.

LAND AND WORKS MANAGEMENT
Panel Discussion on Land & Works Management was organised at CDM on 09 Mar.
Panel on Land Management was chaired by Maj Gen R Chaudhry VSM, ADG
LW& E, QMG Branch & on Works Management by Maj Gen S Jain, CE Western
Command. Panels highlighted the importance of land management, Defence Works
Procedure & use of project management tools for better planning & timely
completion of projects.
DEFENCE PROCUREMENTS
Maj Gen S Mohan SM, VSM, ADG (Procurement), MGO Branch addressed officers
on 16 Mar at CDM on issues pertaining to defence procurements in Indian Army. He
spoke about capability development & sustenance, life cycle management, structural
reforms, revenue procurement procedures & ‘Make in India’ initiatives.

CORE PROGRAMME Combined Operational Review and Evaluation (CORE) Programme was
conducted by Indian Defence University (IDU), HQ IDS from 16 to 19 Mar 2020 at
New Delhi. The Programme was aimed as a final development programme for
Maj Gen & equivalents and their civilian counterparts. The programme focussed on
regional and national security issues with a view to bring more synergy, both at
operational and strategic level within the Armed Forces, between Ministry of
Defence and between the Corporate Sector and national security organs. The
programme was attended by 20 officers including two civilian bureaucrats, one each
from MEA & MoD. The Officers were addressed by distinguished military &
civilians guest speakers. Apart from this, visits to Institute of Systems Studies and
Analyses (ISSA), Defence Image Processing & Analysis Centre (DIPAC) &
National Knowledge Network was organized as part of the programme.

NWM&M
In January, Honourable Prime Minister Mr. Narendra Modi along with CDS & Secy
DMA and the three service chiefs laid wreaths and paid their homage on Republic
day at the National War Memorial & Museum (NWM&M). NWM&M also
celebrated its First Anniversary on 26 Feb. Gen Bipin Rawat PVSM, UYSM, AVSM,
YSM, SM, VSM, ADC, CDS & Secy DMA and Vice Adm R Hari Kumar, AVSM, VSM,
CISC along with other senior officials of HQ IDS paid tributes to our Brave hearts. A
Quiz competition was also held earlier to commemorate the occasion. Colleges from
Delhi University actively took part in the event out of which six colleges made it to
the final which was held on 16 Feb.

The Centre for Land Warfare Studies (CLAWS), New Delhi, is an
autonomous think tank on strategic studies and land warfare in the Indian
context.
The mandate of CLAWS covers national security issues, conventional
military operations and sub-conventional warfare. The Centre also focuses
on conflicts in the region and military developments in countries within
India’s strategic frontiers, particularly those in the Southern Asian region.
The vision of CLAWS is ‘To be a leading International Think Tank in
development and promotion of strategic culture and futuristic thinking on
security issues across the continuum of conflict affecting Land Warfare.’
