TRANSITIONING TO A WEB-BASED DATA MANAGEMENT AND DATA SHARING MODEL
Chris Bardash, GISP
Texas Department of Transportation – 2016 Esri User Conference Wednesday, June 29, 2016
The Problem
No single source for GIS data at
TxDOT
Repeat requests for data are time
consuming
Very little data actually publicly
available
Novice GIS users struggle to find data
and make basic maps

Where’s the GIS?
Texas Department of Transportation – 2016 Esri User Conference Wednesday, June 29, 2016
The Solution
Provide Data as Services
– Provide services that are easily updated and can be easily shared and
consumed in desktop or web applications
Build a GIS Portal
– Provide a single source for discovering and downloading GIS data
Build a TxDOT Web Map as a tool to meet 90% of users needs
– Visualizing data
• Speed limit at a location
• Classification of roadway
– Basic map production
• Print and export PDFs, including standardized layout template

ArcGIS Online
Published Feature Services and
Tiled Map Cache Service
Single sign in
Branded AGO landing page for
organization
Template for Web Maps
Added basemap to basemap gallery,
default for web maps across
organization

ArcGIS Online
Successes
– All of our services could be published in a day’s time
– Our tiled map cache basemap is now the TxDOT standard for web maps
– Services are being consumed in other applications
– Services can be shared up to state portals rather than sending them
updates manually

ArcGIS Online
Issues / Lessons Learned
– AGO-Hosted versus ArcGIS Server-Hosted services (pros and cons)
– Publish via AGO or via ArcMap?
– Pay attention to schema!
– Especially problematic if publishing via AGO
– Can break code (in your applications AND in others that consume your services)
– Tiled Map Cache
– Build locally or use AGO?
– Develop a standard for publishing your services, including naming conventions and metadata

So now we have services…what next?
Lots of Training!
– Users unfamiliar with AGO
• What’s a service? How do I install that?
– Repeat, repeat, repeat
– Meetings, conferences, individual reinforcement

Open Data Portal
Open Data Portal
– “Out of the box” Esri
solution comes with
ArcGIS Online
– Requires some basic
html skills
– Create an Open Data
Group in AGO
– Share services with
Open Data Group

Open Data Portal
Challenges & Set-backs
– IT delayed implementation of Amazon Cloud-hosted services due to
“Security” concerns
Lessons Learned
– Services URLs should not change once published (ideally!)
– Where to host the data?
• AGO, Amazon, ArcGIS Server
Successes
– ODP quick/easy to configure
– Simply add services to ODP group to make available
