1.0 INTRODUCTION This report documents the traffic assessment for the proposed subdivision of Newpark Precinct 7 at Marsden Park. Figure 1 shows the location. The assessment is based on the DA Subdivision Engineering plans as shown on plans prepared by J Wyndham Prince. Plan No. 998512/DA00-DA-185 refer. The assessment has been carried out in accordance with the RMS Guide to Traffic Generating Developments October 2002 and associated updates, as well as Austroad Guidelines where relevant. Reference has also been made to –
Blacktown City Council’s Growth Centre Development Control Plan 2010 and Schedule 6, Marsden Park Precinct (Appendix 1 contains relevant extracts).

The purpose of this traffic assessment and report is to review and assess the impacts of the subdivision, including;
The proposed roundabout intersection of the main collector road (Road A100) with Stony Creek Road and provide advice on its design requirements.
2.0 NEWPARK PRECINCT 7 PROPOSED SUBDIVISION & ROAD PLANNING
Newpark Precinct 7 is part of the Marsden Park Urban Growth Area, as defined in the DCP and Schedule 6. The Marsden Park Precinct will have access to the wider regional arterial road network to the east at Richmond Road via a number of signalised intersections and in the west at Stony Creek Road via a roundabout intersection which will be constructed as part of Newpark Precinct 7 subdivision. The main southern collector road for Newpark Precinct 7 (Road A100) will connect to Richmond Road via Garfield Road and to Stony Creek Road north of Shanes Park Road. The Section 94 Contributions Plan No. 21 Marsden Park indicates that Stony Creek Road between South Creek and Palmyra Road will be upgraded to a collector road with a roundabout proposed (at Road A100). Future urban growth is planned for the adjoining Shanes Park Area which is on the western side of Stony Creek Road and there are no details on future road connections to Stony Creek Road. For the time being Shanes Park Road will remain in its existing location. Figure 1 shows the proposed external road linkages.

Collector road A101 which is located in the northern part of the precinct will also provide an external road connection via a bridge to the adjacent Precinct 4 to the east. Newpark Precinct 7 will have a total of 1864 lots. The subdivision road layout and road hierarchy are shown in Figures 2A, 2B and 2C. The main collector roads (Roads A100, A101 and A102), will have 11.0 metre wide road carriageways and a road reserve of 20.0 metres including the footpath verges, which will include shared paths on one side of the road. All the other roads in the subdivision, i.e. local streets will have 9.0 metre wide road carriageways. The road reserve widths for these roads will vary between 16.0 and 17.4 metres. Shared paths are proposed on Road A100, Road A101, Road A102, Road A104 and Road A108. In terms of construction, the subdivision will be constructed in stages of approximately 100 lots per stage, which will commence in Stage 7A. Table 2.1 shows the number of lots for each stage and Figure 3 shows the stages. TABLE 2.1

3.0 TRAFFIC GENERATION OF NEWPARK PRECINCT 7 The RMS Guide to Traffic Generating Development (2002) and RMS Technical Direction 2013/04a provides the following traffic generation rates for residential uses;
Low density residential homes – 0.95-0.99 trips per dwelling in the weekday AM and PM peak hours;
For the purposes of calculating the traffic generation of Newpark Precinct 7 the higher rate of 0.99 trips per dwelling has been used. Based on 1864 low density dwellings, the total traffic generation of Newpark Precinct 7 is calculated to be 1845 vehicle trips in the weekday AM and PM peak hours. Staging of works within the subdivision as currently planned is shown in Table 2.1. Table 3.1 below shows the cumulative traffic generation as the subdivision is developed, based on a peak hour trip rate of 0.99 trips per dwelling. TABLE 3.1

It is likely that the above estimated traffic generation rates for this subdivision will reduce as development proceeds in Marsden Park and the public transport network in the wider Marsden Park area expands.

4.0 ASSESSMENT OF TRAFFIC ISSUES
4.1 Overview Traffic Impacts of the Marsden Park Growth Centre
The overall traffic and transport planning for Marsden Park is contained in Blacktown City Council’s Growth Centre DCP 2010, Schedule 6 for Marsden Park Precinct and Blacktown Councils Section 94 Contribution Plan 21 for Marsden Park. The overall impact was assessed in the Traffic and Transport Assessment Report for Marsden Park Precinct prepared by AECOM dated April 2013 and the overall transport and traffic planning was based on the AECOM report. As noted in Section 2.0, Newpark Precinct 7 will have vehicle access to the wider arterial road network via its main collector road (Road A100) which will link to Stony Creek Road, near Shanes Park Road, west of the subdivision. To the east Road A100 will form part of a main collector road that will ultimately link to Richmond at Garfield Road. Depending on the timing of other subdivisions to the east of Newpark Precinct 7, the connection to Richmond Road may be initially via the signalised intersection of Elara Boulevarde, with the Garfield Road connection occurring at a later dated. The timing for the Garfield Road connection is unknown at this stage. The Elara Boulevarde/Richmond Road intersection is signalised and will provide safe vehicle access to and from Richmond Road, until such time as the other road links to the east and south are constructed.
4.2 Traffic Impacts of Newpark Precinct 7
As noted in Section 3.0, the total traffic generation of Newpark Precinct 7 in the weekday AM and PM peak hour is estimated as 1,845 vehicles per hour (vph). Up to 20% of these trips are likely to be internal trips within the overall Marsden Park area to schools, shops and other attractions such as child care centres, parks etc. Typical peak direction splits in the AM and PM peak hours are;
20% inbound trips and 80% outbound trips in the AM peak hour; and
80% inbound and 20% outbound trips in the PM peak hour. Adopting this convention, the peak hour trips generated by the subdivision are estimated as;
369 inbound trips and 1476 outbound trips in the AM peak; and
1,476 inbound trips and 369 outbound trips in the PM peak hour. To determine the likely split of traffic generated by the subdivision that will travel to/from Richmond Road (i.e. east) and or Stony Creek Road, (ie. west) Journey To Work Data for 2011 has been examined. In addition, the existing traffic volumes and patterns in the AM and PM peak hours in Richmond Road, south of Elara Boulevarde and in Stony Creek Road at Shanes Park Road, have also been examined.

Based on the current traffic patterns, it is estimated that around 25% of traffic will travel to/from the west to Stony Creek Road. However, this proportion could vary and be as high as 35% to and from the west, subject to the completion of the other new road linkages to the east and south. Therefore, it is estimated that between 25% and 35% of Newpark Precinct 7 traffic is likely to travel to/from the west to Stony Creek with the remaining 65%-75% including the internal trips within the Marsden Park Overall Growth Area travelling to the east towards Richmond Road. It is likely, that traffic from the adjoining subdivisions to the east that are either approved or under construction, will also travel to the west to Stony Creek Road at similar levels, until such time as the full road linkages that are planned for Marsden Park to the east (i.e. Richmond Road) and to the south are constructed. The higher level of 35% travelling to Stony Creek is likely to occur in the early and mid term years of operation and as the new road linkages to the east and south are constructed in the mid to longer term years, then reduce over time. Figure 4 shows the additional traffic from Newpark Precinct 7 during peak hours at full development at the roundabout intersection of Stony Creek Road/Road A100 based on 35% split to/from the west. At Stony Creek Road it is estimated that 28% will travel to and from the south and 7% will travel to and from the north. Trips to and from the east towards Richmond Road from Newpark Precinct 7 are estimated to be 241vph inbound and 965vph outbound in the AM peak hour and vice versa in the PM peak hour. In the early stages of Newpark Precinct 7 Subdivision traffic travelling to the east will use Road A100 (ie. the main collector road). When the northern sector of the subdivision is constructed the bridge between Road A101 and Precinct 4 over Little Creek will be constructed, which will provide a second road link to the east from Newpark Precinct 7.
4.3 Other Adjacent Subdivisions
As noted above, once the roundabout intersection is constructed at Stony Creek Road/Road A100, this is likely to attract some trips from the adjacent subdivisions east of Newpark Precinct 7. Based on information provided by J Wyndham Prince, Elara Precinct 6 will have some 970 lots and Winten’s Newpark precincts 2, 4, 5 and 6 will have approximately 1152 lots. The total peak hour traffic generation of these lots is estimated as 2034vph. Assuming that some 35% of these vehicles travel to the Stony Creek Road roundabout as a worst case, then this would add another 712vph using the roundabout in the peak hours. Figure 4 also shows the additional traffic from the adjoining subdivision, assigned to the roundabout in the AM and PM peak hours.
4.4 Traffic Impacts at Roundabout Intersection of Stony Creek Road and Road A100
It is proposed to construct a two lane roundabout at this intersection as shown on the plans developed by J Wyndham Prince, which is shown in Figure 5.

The two lane roundabout will require sufficient capacity to accommodate the traffic from the Marsden Park Subdivision, as well as be future proofed sufficiently, to cater for any future growth associated with the development of adjacent areas such as Shanes Park. The Shanes Park Road Intersection will be retained as a T junction intersection in the short term, until the Masterplanning is complete for Shanes Park. The layout provides a short second lane in the northern and southern approaches in Stony Creek Road and a short 2 lane section on the departure side of the southern leg to cater for through vehicles to pass any right turn vehicles into Shanes Park Road. In the southern approach the right lane is marked as right turn only, as this will be the heaviest movement in this approach. In the northern approach the kerbside lane can either be marked as a left turn only lane, or a through left lane. The current design allows 2 southbound lanes. Figure 6 shows the existing peak hour traffic volumes at the Stony Creek Road/Shanes Park Road intersection as recorded in traffic counts undertaken on Monday 30 October 2017. The turning movements into and out of Shanes Park Road are very low (1-10vph) and likely to stay low until such time as the Shanes Park area is developed. The full development of Newpark Precinct 7 and the adjacent subdivision areas may take several years. For traffic modelling purposes it is assumed that full development will occur in 5 years time and that background traffic growth in Stony Creek Road will increase by a lineal average of 2% per year (i.e. 10%) over a 5 year period. Figure 7 shows the estimated future peak hour traffic volumes at the roundabout intersection with the background traffic growth in Stony Creek Road and estimated traffic from Newpark Precinct 7 and the other adjacent subdivisions (Figure 4). To assess the operational capacity of the roundabout intersection, traffic modelling using the software package SIDRA 7 has been undertaken. SIDRA assess the operational performance of intersections under traffic signal, roundabout or sign control. The best criteria for assessing intersections controlled by roundabouts are Level of Service (LS), Degree of Saturation (DS) and Average Vehicle Delay (AVD). Table 4.1 shows the Level of Service Criteria for intersections as reproduced from the RTA’s Guide to Traffic Generating Development. The desirable design criteria for intersections is Level of Service D or better. For intersections controlled by roundabouts, the Level of Service of the intersection is determined by the movement with the highest average vehicle delay and not the average vehicle delay for all vehicles using the intersection.

The modelling has been undertaken based on the proposed geometry of the roundabout as shown on the J Wyndham Prince Plans (Figure 6)1 and using the AM and PM traffic volumes shown in Figure 7. Reference to Table 4.2 shows that the roundabout is expected to operate at a Level of Service A operation in the AM and PM peak hours, with all movements experiencing relatively low vehicle delays. A Level of Service A operation is a good operation and indicates that the roundabout will have sufficient capacity to cater for future traffic growth in the area. 5.0 CONCLUSIONS
This report documents the assessment of traffic issues associated with the proposed subdivision of Newpark Precinct 7 at Marsden Park. The assessment has examined the traffic impacts of the subdivision including the design requirements for the proposed roundabout intersection in Stony Creek Road at the main collector road (Road A100). The findings of the assessment are that a 2 lane roundabout should be provided at the Stony Creek Road / Road A100 intersection. This will provided adequate capacity to cater for the traffic generated by the Newpark Precinct 7 subdivision and the adjacent subdivisions, as well as allow for future urban growth of the adjoining areas.
