1. Continuing to globalise2. Responding to growing payer demand for

evidence of value 3. Continuing to raise HEOR scientific

standards 4. Supporting the next generation of

researchers.

Challenges facing ISPOR

• Globalisation of ISPOR has to be linked to an understanding of decision making in emerging country health systems

• There is growing desire in low and middle income countries to achieve universal health coverage (UHC) for their populations

• Using HTA to support priority setting as part of UHC will be important

• A key question in HTA will be the potential transferability of evidence (its ‘public good’ characteristics)

• But so will creating incentives in health care systems to achieve better outcomes, and measuring performance

In other words, diverse health systems have different challenges. ISPOR has to anticipate and respond to these needs

The first challenge: globalisation

• Outcomes research is ‘the scientific discipline that evaluates the effect of health care interventions on patient related if not patient specific, clinical, humanistic and economic outcomes’

• Health care intervention: ‘a program, policy, measure, or activitydesigned to have an impact on an illness or disease in an individual or a population’

• Health care technology (for HTA) consists of:– Drugs, biologics, devices, procedures– Support systems, organisational, delivery and managerial systems

(e.g. disease management programme, health care payment system)
