However, rapid expansion of engineering educational institutions in India in recent years (from ~ 50,000 engineering seats per year in 1990 to > 600,000 today ) has created serious problems of maintaining quality engineering education and research to sustain and fuel economic growth in India itself.

Sidney Burrus, Dean Emeritus from Rice University, says “The concept and structure of the IUCEE project is truly creative and effective, perhaps even unique. Recognizing the key bottleneck or barrier in educating engineers in India is not in the IITs, but is the quality of teaching in the large number of second and third tier colleges around the country. IUCEE proposed improving the quality of the instructing in these institutions by a clever "pyramid scheme" of teaching teachers who, in turn, teach other teachers. It seems to be working, indeed, working better and quicker than any other approach that I have ever seen. The 30 or so teachers that were in my IUCEE class on Teaching Signals and Systems were bright, enthusiastic, and completely involved. Since the class, I have remained in contact with several of them who say their whole way of teaching has changed. This has been one of the most satisfying teaching experiences I have had in my 40 year career.” C. Sidney Burrus Research Professor in ECE and Dean Emeritus of the George R. Brown School of Engineering. Dr. Burrus received numerous awards for teaching and technical achievements and was elected Fellow of the IEEE in 1981. Dr. Burrus has been conducting research in digital signal processing (DSP) for more than 30 years at Rice.
John Hopcroft, former John Silbert Dean from Cornell University, says: “The IUCEE is working with engineering faculty across India who are committed to helping institutions in their region improve engineering education. This is one of the highest leveraged and well thought out programs with follow up that I have been involved with.” John E. Hopcroft is the IBM Professor of Engineering and Applied Mathematics in Computer Science at Cornell University and was the Joseph Silbert Dean of Engineering. Hopcroft's research centers on theoretical aspects of computing. He has coauthored four books. He is a member of the National Academy of Engineering and a fellow of the American Academy of Arts and Sciences, the American Association for the Advancement of Science, the IEEE, and the Association of Computing Machinery.

Richard Felder and Rebecca Brent conducted Effective Teaching Workshops at the 2008 FLI as well as the 2009 FLI conducted by IUCEE at Infosys Technologies, Mysore, India.
Richard M. Felder is Hoechst Celanese Professor Emeritus of Chemical Engineering at N. C. State University. He has authored or coauthored over 300 papers on chemical process engineering and engineering education and presented hundreds of seminars, workshops, and short courses throughout the US and abroad. Rebecca Brent, Ed.D., is President of Education Designs, Inc. and has published roughly 100 articles and hundreds of seminars and workshops on teacher preparation, classroom organization and management, instructional planning, and incorporation of instructional technology in K12 education.
“In the past 25 years I have given over 600 effective teaching workshops and seminars to university faculties on every continent but Antarctica. I can say without hesitation that the IUCEE workshops Rebecca Brent and I gave in 2008 and 2009 have had a more visible and dramatic impact than anything else I have done in my career. An unbelievably high percentage of the nearly 200 engineering professors we addressed have reported changing their teaching practices following the workshop with strongly positive learning outcomes, and many of them have also given their own workshops and seminars on what they learned at IUCEE, both on their home campuses and elsewhere in their regions. The six workshop days we spent in India have thus already affected the teaching of several thousand faculty members and the learning of many thousands of their students. I believe if IUCEE continues to create and support regional cadres of engineering teaching leaders, it has the clear potential to nucleate an engineering education revolution in India similar to the technology revolution of the 1990s, and also to establish a model for engineering education reform that can be emulated in developing countries around the world”
