BIFMA Advising GovernmentStudy of Standards/Eco-labels
Just last month, GSA responded to
concerns expressed by BIFMA about the
“Modernization of Federal Acquisition Service’s
Environmental Symbols” that occurred in March of
2011. The symbols or icons are used to identify
environmentally preferable products on
GSAAdvantage!® and GSA Global Supply™. BIFMA
pointed to unfair competition that was occurring as
a result and, for product emissions, suggested that
GSA use a brand-neutral, “IAQ” symbol (for Indoor
Air Quality) that could include all applicable
certification programs. For furniture, the applicable
certification programs should demonstrate
compliance with the relevant American National
Standards: the ANSI/BIFMA M7.1-2011 Standard
Test Method for Determining VOC Emissions from
Office Furniture Systems, Components and Seating;
and the ANSI/BIFMA X7.1-2011 Standard for
Formaldehyde and TVOC Emission of Low Emitting
Furniture Systems and Seating.
Mr. Houston Taylor of the Office of
Acquisition Management at GSA responded on
August 30, 2011, informing BIFMA that they will
discontinue use of the symbols added in March until
the Section 13 Interagency Product Standards and
Labeling Workgroup completes its work next year.
BIFMA has been invited to participate in the
General Services Administration (GSA) led Section 13
Inter-agency Products and Labels' Survey. The GSA, in
its capacity as a representative agency of the Section
13 Product Standards and Labeling Workgroup, has
established a contract with Big Room, Inc. to
administer this survey.
There are two parts to the survey. Part 1 cov-
ers Ecolabel Program Management, Conformity
Assessment and Market Presence issues. Survey 2 cov-
ers Standard-Setting and Standard Substance issues.
BIFMA is one of nine “Non-Governmental Programs” to
be surveyed. The others are FSC, GreenSeal, SCS, SFI,
SMART, TCO Development, The Carbon Neutral
Company, and UL Environment. Seven “Government
Programs” will also be surveyed. Those are DOE’s FEMP
Designation Purchasing Specs, the EPA/DOE Energy
Star program, EPA’s Design for the Environment (DfE)
program, EPA’s Recovered Materials Advisory Notices
(RMANs)/CPG, EPA’s Water Sense program, USDA’s
BioPreferred program, and USDA’s National Organic
Program.
Results of the surveys will help inform the
workgroup in the development of guidelines for
selecting product-related environmental sustainability
standards to be used by the U.S. Federal Government.

Industry Forecast Summary
FFoorrmmaallddeehhyyddee RReegguullaattiioonnss
BIFMA staff led a delegation of members to a California Air
Resources Board (CARB) workshop in Sacramento in August focused on
possible amendments to their formaldehyde rule. CARB plans a rulemaking to
amend provisions of the composite wood product airborne toxic control
measure. The agency is currently doing emissions testing on laminated
products and may be asking BIFMA members for assistance.
BIFMA has encouraged CARB to closely coordinate their efforts with
the United States Environmental Protection Agency (EPA) as the federal
regulation mirroring the California law is created. EPA anticipates issuing a
Notice of Proposed Rulemaking for public comment early in 2012.
GGrreeeenn HHoouussee GGaasseess
The U.S. General Services Administration (GSA) is conducting a pilot
Green House Gas (GHG) program with small businesses, including five furniture
manufacturers, and has formed a partnership with large businesses using the
Carbon Disclosure Project:

GSA has requested BIFMA’s input on how government should seek
Green House Gas information from furniture manufacturers and a task group
will be convened to formulate suggestions for the agency. Volunteers are
welcome and should contact bmiller@bifma.org for additional information.
PPhhtthhaallaatteess AAlltteerrnnaattiivveess
BIFMA is establishing a Phthalates Alternatives Task Group to advise
an industry representative or representatives to the EPA’s “Design for the
Environment (DfE) Partnership on Alternatives to Certain Chemicals /
Phthalates”. Phthalates are primarily used a plasticizers and their use is wide-
spread with many formulations. EPA is investigating safer, less dangerous
alternatives similar to their approach in the DfE partnership with industry on
flame retardant alternatives. Again, task group volunteers are welcome.
EExxtteennddeedd PPrroodduucceerr RReessppoonnssiibbiilliittyy
Extended Producer Responsibility (EPR) legislation has been created
internationally (France) and in the United States (California). There are
“framework bills” that are broad, all-encompassing proposals that could apply
to multiple products and industries. A coalition has been formed to address EPR
regulations and they will be sending BIFMA additional information.
Advocacy Report
GDP growth was 1.3% in the second quarter, and there was little
evidence of improvement as the quarter ended. Recent revisions to GDP show
growth averaging just 1.6% over the past four quarters. IHS Global Insight has
scaled back the calendar year GDP growth forecast to 1.6% in 2011 and 1.9%
in 2012. The odds of recession are at 40%, as we no longer have the
momentum to weather any further shocks to the economy.
Conversely, office furniture consumption continued to grow rapidly
in the second quarter of 2011, up 18% from levels a year ago. U.S.
manufacturers are reaping more of the benefit from the improving demand
because growth in consumption exceeds growth in imports; shipments are up
19.8% from levels the previous year. With GDP growth expected to remain
weak, the impacts of soft consumer spending and higher unemployment on the
economy have reduced the outlook for 2012, an effect that can be seen in the
somewhat slower growth in orders last quarter. Nevertheless, orders growth
remained strong, up 15.8% from the previous year. The bottoming out of
investment in nonresidential structures back in January combined with higher
pricing has partially offset the problems elsewhere in the outlook for the rest
of 2011. The forecast calls for consumption growth of 15.9% and growth in
orders of 14.1% in 2011, before leveling off to 9.0% and 7.5% growth in 2012,
respectively.

Our first revision workgroup meeting was held August 23, 2011 in
Grand Rapids, Michigan. The team members indicated that there are no
substantive changes recommended to the 2007 revision. Therefore the team
voted unanimously to recommend a reaffirmation of X5.3-2007. This
recommendation will be reviewed at the October 19 Engineering Committee
meeting in Chicago. Please contact BIFMA if you have input into the
reaffirmation or revision of this standard.

The revision team under the leadership of John Knust of Kimball has
prepared the draft document for Association Ballot with votes due September
6. Several proposed changes follow the revisions approved earlier this year in
ANSI/BIFMA X5.1-2011 (General-Purpose Office Chairs). The revision team is
scheduled to meet on October 11 to review Association Ballot comments. The
team anticipates completing the ANSI process in 2012.

The revision team under the leadership of Tom Dykstra of Haworth
has prepared the draft document for Association Ballot in which voting
concluded on August 8. The revision team is currently reviewing Association
Ballot comments. They will determine if another Association Ballot is necessary
or if the draft document should move onto the ANSI Consensus Body, which is
also being formed. The team anticipates completing the ANSI process in 2012.

The first meeting for this proposed new standard was held on May
10, 2011. Subsequent meetings were held June 29, June 30, and August 8.
Two critical elements that received a lot of attention were Weight and Seat Pan
Width. The team recently bumped up the target weight from 375 lbs. to 400
lbs. The team is proposing a minimum Seat Pan Width of 22 inches to qualify
for testing to X5.11. Test plans are being formulated with Mississippi State
University to study chair stresses from heavy occupants. John Knust of Kimball

BIFMA members under the leadership of Robert Hupe of Virco are
working with the National School Supply and Equipment Association (NSSEA)
and Underwriters Laboratory (UL) in development of this standard. Team
members are currently evaluating the proposed tests and hope to have a draft
standard ready for Association Ballot in early 2012. The next meeting is at the
NSSEA Convention in San Antonio, Texas on November 30 and December 1,
2011. Additionally there is a Joint Committee meeting for NSSEA 380
Educational Furniture in San Antonio on November 29. The team anticipates
completing the ANSI process in 2012.

The Ergonomics Work Group led by Lucy Hart of the Global Group
are undergoing final reviews of the proposed revisions to BIFMA G1-2002
Ergonomics Guideline. Given dimensional changes such as Seat Width
(increasing), the Work Group is also discussing potential transition concerns for
manufacturers. The Work Group believes that we will have an updated BIFMA
G1 standard for Association Ballot in the fall of 2011.
FFllaammmmaabbiilliittyy
The annual Flammability Subcommittee meeting was held March
30, 2011 in Grand Rapids. A Task Team to review TB-133 Flammability test
requirements will meet on October 3 at BIFMA. This team hopes to provide
guidance to TB-133 to minimize test variation. Jeff Musculus of Steelcase is
the Chairman of this Subcommittee. Please contact BIFMA if you have input
into TB-133 testing or wish to join us on October 3.

The American National Standards Institute (ANSI) approved the new
editions of ANSI/BIFMA M7.1-2011 Standard Test Method for Determining
VOC Emissions from Office Furniture; and also the new edition of ANSI/BIFMA
X7.1-2011 Standard for Formaldehyde and TVOC Emissions of Low-emitting
Office Furniture. Under the leadership of Subcommittee chair, Randy Carter of
Steelcase, efforts are underway to study data variation, as BIFMA desires to
clarify measurement uncertainty prior to the next revision.

BIFMA submitted a Project Initiation Notice in December of 2009
with ANSI to develop a standard for evaluating the safety, durability, and struc-
tural performance of Healthcare Furniture. BIFMA leadership and key mem-
bers of the Engineering Committee believe we will be ready to begin the doc-
umentation process in early 2012. At this time we are seeking volunteers to
join us for this upcoming project. If you are willing to share your expertise

GreenGov Symposium In October
The Business and Institutional Furniture Manufacturers Association
(BIFMA) International has collaborated with NSF International, a leading
ANSI-accredited developer of more than 75 American National standards, to
develop Product Category Rules for the furniture industry. The National Center
for Sustainability Standards (NCSS), founded by NSF, will serve as the Program
Operator for developing the furniture Product Category Rules (PCR).
PCRs help meet the growing demand for science-based support to
verify environmental product claims and eliminate greenwashing. Product
Category Rules (PCRs) define how to conduct a life cycle assessment for a
particular product group and what to include in the resulting report. A life
cycle assessment (LCA) measures inputs, outputs and environmental impacts
of a product across its lifespan, from cradle to grave. An Environmental Product
Declaration (EPD) is the ISO-compliant third-party-verified report that
functions like a nutrition label to explain the data generated from a life cycle
assessment.
Adopted by European countries and growing in recognition in the
U.S., PCRs and EPDs provide an international method of communication to
compare and report a product’s environmental impact throughout its entire life
cycle. According to BIFMA Executive Director Thomas Reardon, “Product
Category Rules and, ultimately, Environmental Product Declarations will give
customers a uniform way to evaluate the full array of environmental impacts
of products.”
“PCRs and EPDs will provide BIFMA member organizations with a
verified, scientific and internationally accepted method of supporting their
environmental product claims,” said Jane Wilson, NSF International Director of
Standards. “BIFMA’s customers will have access to verified life cycle data to use
when analyzing and selecting environmentally preferable products.”
In addition to the BIFMA collaboration, the National Center for
Sustainability Standards is also working with several flooring trade
associations on the first North American PCR for resilient, carpet, laminate, tile,
and wood flooring products.

The National Center for Sustainability Standards (NCSS), founded by
NSF International in the fall of 2010, is a new, national initiative to support
sustainability standards activities. NSF is an American National Standards
Institute (ANSI)-accredited developer of more than 75 American National
Standards that protect public health and the environment. Through the
National Center for Sustainability Standards, NSF develops life-cycle based,
multi-attribute sustainability standards.

BIFMA Partners with NSF to DevelopProduct Category Rules for Furniture
The 2011 GreenGov Symposium represents the second time the
White House Council on Environmental Quality will bring together leaders
from Federal, state, local and tribal governments, nonprofit and academic
communities and the private sector to identify opportunities around greening
the Federal Government. During the 3-day educational event, participants will
share challenges and best practices, and discuss cutting-edge approaches for
the future.
President Obama signed Executive Order (EO) 13514 on Federal
Leadership in Environmental, Energy and Economic Performance on October 5,
2009. The GreenGov Symposium provides an educational experience for
federal and non-federal stakeholders to discuss the performance goals set by
President Obama in his Executive Order. The EO commits the Federal
Government to leading by example in its operations by requiring Federal
agencies to set greenhouse gas reduction targets, increase energy efficiency,
reduce fleet petroleum consumption, conserve water, reduce waste, support
sustainable communities, and leverage Federal purchasing power to promote
environmentally-responsible products and technologies
The draft program agenda for the 2011 GreenGov Symposium is now

held at the Washington Hilton from October 31 to November 2 and BIFMA will
be participating. The agenda is subject to change and updates (including
additions with detailed speaker and moderator information) will be posted
